The road towards effective implementation of international humanitarian law (IHL) is a continuous process where important milestones will be reached at each step. As part of such a process, national committees and similar entities on IHL have played a key driving role. As with most long-haul road trips, one tends to start with an idea of the roads that will be taken and what the end destination will look like. In this case, the common destination is better respect for IHL. While the destination never changes, the different roads to be travelled can multiply, creating new opportunities through events that arise, and actors encountered along the way. Likewise, when the first national IHL committees were formed in the 1970s to advise and assist their States on the domestic implementation of IHL, they undoubtedly followed different roadmaps from those followed today. As IHL has evolved to keep pace with new realities of warfare, so too has the work of national IHL committees. New treaties have been adopted, new interpretations have been agreed upon, requiring new domestic laws and measures. This article will begin by pinpointing where exactly the journey started for national IHL committees, highlighting that the creation of these bodies coincided with important developments across the international landscape which would come to reinforce domestic implementation of IHL. In the second section, the authors will provide a detailed mapping of the roads generally travelled by these entities, with the intention to showcase the multi-faceted nature of their work and the innumerable milestones achieved along the way. The final section will explore the material, political and structural road bumps which are slowing down the work of some national IHL committees and will provide recommendations on how these entities may overcome these hurdles.

A instancias del CICR y con su colaboración, la Cruz Roja Japonesa organizó un coloquio en la Universidad de Tokio, sobre los problemas y los retos del derecho internacional humanitario en Japón. Esta reunión, apoyada por el Ministerio de Relaciones Exteriores nipón, se celebró el 19 y 20 de febrero de 1997.

El coloquio fue inaugurado por el vicepresidente de la Cruz Roja Japonesa, Tadateru Konoe, y por el delegado general del CICR para la zona Asia y el Pacífico, Jean Michel Monod. Participaron en él unas sesenta personas de universidades, de Ministerios —en particular de Relaciones Exteriores, de Justicia y de la Agenda de Autodefensa—, de diversas organizaciones no gubemamentales y de la Sociedad Nacional.

La XIX Mesa Redonda del Instituto Internacional de Derecho Humanitario sobre los Actuates Problemas del Derecho Internacional Humanitario tuvo lugar en San Remo, del 29 de agosto al 2 de septiembre de 1994, sobre el tema «Prevención de los conflictos — la perspectiva humanitaria».

Armed conflicts always have dire effects on the health of the civilian population. Apart from the harm — wounds, burns, asphyxia and radiation — caused directly by weapons of war, the people fall prey to disease because of the disruption of their normal living conditions.

In most cases, it is the latter rather than the former which takes the greatest toll.

Some basic health protection principles are therefore common to all development and disaster situations.

La Xme Conf´erence internationale de la Croix-Rouge a émis le vœu «que les Gouvernements concluent dans le plus bref délai possible, pour compléter et éventuellement modifier la Convention de la Haye, No IV, de 1907. Réglement annexé, une Convention diplomatique sur les prisonniers de guerre, les déportés, les évacués et les réfugiés, précisant leur situation juridique et fixant les règles du régime auquel ils pourront être soumis».

The decision to devote an issue of the International Review of the Red Cross to a series of articles on the two ad hoc International Criminal Tribunals set up by the United Nations to prosecute persons responsible for serious violations of international humanitarian law in the former Yugoslavia and in Rwanda reflects the increasing importance of these courts both for the general public and for legal experts.

After the Republic of Ghana, the first State to ratify, in February 1978, the two Protocols additional to the Geneva Conventions of 12 August 1949, the Socialist People's Libyan Arab Jamahiriya, on 7 June 1978, deposited with the Swiss Government its instrument of accession to Protocols I and II.

Le thème du présent exposé n'est certes pas facile. La difficulté de notre sujet est double: d'une part, deux de ses trois composantes (paix et droits de l'homme) posent des questions de conception et d'interprétation; d'autre part, les traiter ensemble impose de leur trouver un dénominateur commun qui n'est pas évident, même — et peut-être surtout — dans le cadre limité du mouvement de la Croix-Rouge.

Aussi souhaiterions-nous fixer, de prime abord, quelques idées simples qui nous guideront dans cet exposé.

Premièrement, le rôle que la Croix-Rouge peut jouer en faveur de la paix est devenu, depuis la première guerre mondiale, une question de plus en plus importante au sein du mouvement, mais aussi de plus en plus délicate.

Depuis quelques années, plusieurs organismes, en particulier les organisations non gouvernementales, ont porté leur attention sur la situation des personnes qui se déplacent à l'intérieur d'un pays1. L'intérêt pour la protection des droits de l'homme et la vocation caritative de ces organisations les ont conduites à se concentrer sur le phénomène des personnes qui quittent leur lieu de résidence habituel dans un contexte marqué par la violence politique. La communauté internationale a ainsi pris connaissance de deux éléments à la fois: d'une part, les pays confrontés à un conflit armé interne connaissent un nombre élevé de personnes déplacées, et, d'autre part, les affrontements armés engendrent bien souvent des mouvements importants de population. Le déplacement de communautés minoritaires peut même devenir une politique délibérée.

The celebration of the Centenary of the Red Cross brought to the fore not only new aspects of the Red Cross ideal and action on the threshold to the second centenary of its existence, but also the men who played a decisive role in its history. Moreover, appropriate tribute was paid to those who are today in charge of the future of the Red Cross and who, in these troubled times, each day assume new and heavy responsibilities.

Vers le 15 août, date de mon départ pour la Russie, les organisations de secours se trouvaient dans une extrême incertitude touchant le problème de la famine.

Il venait d'être déclaré publiquement, sur la foi de prévisions déjà anciennes, que la récolte serait suffisante, non seulement pour satisfaire aux besoins de la population, mais encore pour permettre l'exportation d'une certaine quantité de blé ; dans certains milieux, on allait même jusqu'à prévoir la liquidation des organisations étrangères de secours pour le commencement de l'hiver.

Le travail social est un champ d'activité et de connaissances relativement récent. Aussi les notions sont-elles, dans ce domaine, en constante évolution. Outre un certain nombre d'assistants sociaux et d'associations d'assistants sociaux, les Nations Unies ainsi que la Conférence internationale de Service social se sont efforcees de les fixer. De plus en plus on en vient, dans les différents pays, à faire la distinction entre le travail social (Sozialwesen, Social welfare) d'une part, et le service social (Sozialarbeit, Social work) d'autre part.
