The ICRC is publishing in a 28-page pamphlet, in English, French and Spanish, the study which appeared in the September issue of the International Review on the work of the third session of the Diplomatic Conference. This pamphlet may be obtained from the publications service of the ICRC at a price of 2 Swiss francs.

The paper quoted below was submitted, under agenda item 21, to the League Board of Governors at its Mexico meeting in October 1971. We take pleasure in bringing it to the knowledge of our readers, in view of the importance and topical aspect of nature conservancy to which the Red Cross is known to be giving increasing attention in various countries. Several National Societies are drawing up plans for the protection and improvement of the environment. Others have already taken action and some co-operate with other organizations concerned about the subject and which often conduct their own publicity campaigns.

Further on, we give extracts from another communication which was presented by Professor Maurice Marois to the same meeting of the Board of Governors. It deals with the same problem as viewed by the Institut de la Vie from the angle of its own work for the protection of nature.

Le 6 mai dernier, à l'occasion de l'entrée en fonction de M. Cornelia Sommaruga en qualité de 12e président du CICR, l'Assemblée du CICR a rendu un vibrant hommage à M. Alexandre Hay qui a conduit l'institution du 1er juillet 1976 au 6 mai 1987.

Les membres du Comité et de la Direction ont particulièrement relevé la profonde humanité et la détermination avec lesquelles Alexandre Hay a rempli son mandat au cours d'une décennie jalonnée par de nombreux drames.

Fatima Gailani has been serving as the president of the Afghan Red Crescent Society since 2004. She is the daughter of Pir Sayed Ahmed Gailani, the leader of the National Islamic Front of Afghanistan who fought against the Soviet occupation of Afghanistan in the 1980s. After graduating from Malalai High School in Kabul, Ms Gailani obtained a BA and subsequently an MA in Persian Literature and Sufism in 1978 from the National University of Iran. She also earned an MA in Islamic Studies from the Muslim College in London in 1994. She lived in exile during the Soviet invasion of Afghanistan and acted as spokesperson in London for the Afghan Mujahideen. She attended the Bonne Conference on Afghanistan in 2001. After her return to Afghanistan she was chosen as a delegate to the Emergency Loya Jirga – Grand Council – of June 2002 and was appointed as a constitution drafting and ratifying commissioner. Ms Gailani is the author of two books (Mosques of London and a biography of Mohammed Mosa Shafi).

La acción de la Cruz Roja en favor de los refugiados es de muy larga data. Se remonta al origen de la acción del Movimiento International de la Cruz Roja y de la Media Luna Roja en favor de las víctimas de las guerras, las revoluciones y los disturbios. Puede decirse igualmente que moviliza a todas las instituciones del Movimiento que intervienen en una u otra etapa del recorrido de los refugiados, los deportados y las personas desplazadas dentro del propio país: protección en el país de origen al decidirse el exilio, asistencia en los campamentos de tránsito o de primer asilo, búsqueda y reunión de familiares, sin olvidar el apoyo a quienes emprenden los trámites, a menudo interminables y humillantes, de la solicitud de asilo.

Para el CICR la intervención se circunscribe esencialmente, como veremos, al teatro de las operaciones militares, a los territorios ocupados o donde haya disturbios y violencia poliítica que provoquen la huida de población. La acción se prolonga, a menudo, en la frontera de los países limítrofes, en los campamentos de refugiados, donde el CICR se encarga de ciertos aspectos de la protección de esas personas, en los centros médicos de primeros auxilios o de cirugía de guerra y, a veces, incluye también la asistencia material.

La Croix-Rouge internationale est une collectivit–é formée de trois éléments. Le plus ancien est le Comité international de la Croix-Rouge (CICR), fondé en 1863 par cinq personnalités genevoises à la suite de la publication du livre d'Henry Dunant: Un Souvenir de Solférino. Le second él–ment est constitué par les Sociétés nationales de la Croix-Rouge, du Croissant-Rouge dans les pays musulmans, du Lion-et-Soleil-Rouge en Iran. Ces Sociétés sont au nombre de 114. Il ne peut y en avoir qu'une par pays. (Il existe en Israël une société de secours analogue à une Société de la Croix-Rouge. Mais elle n'a pu encore ≖tre accueillie au sein de la Croix-Rouge internationale, car elle utilise un emblème particulier — l'étoile juive — que les Conférences internationales n'ont pas admis). Enfin il y a la Ligue des Sociétés de la Croix-Rouge, créée en 1919, qui groupe l'ensemble des Sociétés nationales. Elle a aussi son siège à Genève. Ses tâches sont différentes de celles du CICR, mais les deux institutions sont liées par un accord et collaborent étroitement dans certains cas. Le CICR coopère aussi fréquemment avec les Sociétés nationales, qui entretiennent des relations directes avec lui.

La mise en œuvre du droit international humanitaire applicable dans les conflits armés est étroitement liée à trois problèmes fondamentaux.

En premier lieu, personne ne souhaite voir en temps de paix une situation dans laquelle cette partie du droit est applicable dans la pratique. En fait, il n'est guère aisé non plus de motiver des personnes pour des règles juridiques qui se situent au-delà de leurs propres expériences personnelles.

Hoy parece perfectamente asumido que el derecho internacional humanitario y los derechos humanos son parientes próximos. Repetida en multitud de ocasiones, esta afirmación se impone hoy en día a todos. A menudo se piensa que la estrecha relación entre estas dos materias existía y se percibía desde «el principio». Nada más alejado de la realidad. Antaño adscritas a categorías jurídicas distintas, sólo la asidua atención de los tratadistas modernos ha desvelado ese fondo común que parece predestinarlas a múltiples y fructíferos intercambios. Tratemos de aclarar esta relación.

Le médecin se trouve aujourd'hui, face à face avec trois formes de guerre :— la guerre conventionnelle, utilisant les armes du second conflit mondial, depuis plus perfectionnées ;— la guerre atomique ;— la guerre subversive, à laquelle le développement des armes nucléaires et la guerre idéologique donnent, par contrecoup, une importance particulière. Elle est concomitante des autres.

The links between disasters and development have been extensively discussed in recent years among international organizations. It was primarily the African famine during the first half of the 1980s that initiated this discussion. Famine was no longer perceived as the inevitable consequence of drought. Instead, many saw the African disaster as the symptom of serious development failures. Had there been better foresight in earlier development, stronger efforts to reduce vulnerability in the populations, and a better preparedness to meet the crisis, it was observed, the devastating effects of the drought could have been prevented. Eventually, a similar perception began to embrace most disasters affecting developing countries. It led to the conclusion that disaster prevention, and the reduction of human vulnerability in particular, must be among the primary goals of development.
