La littérature sur les tempêtes médiatiques n'a jamais évalué leurs effets sur l'opinion publique de manière systématique. Cet article vise à combler ce vide en mobilisant des données de sondage pour évaluer l’évolution de l'opinion publique en regard de la crise des réfugiés, une tempête médiatique survenue durant la campagne fédérale canadienne de 2015. Les résultats montrent que la période de tempête médiatique a influencé les attitudes citoyennes à l’égard de certains cadres liés à la question et que l'effet a persisté jusqu’à la fin de la campagne. Ils révèlent par ailleurs que certaines opinions politiques en viennent à constituer des éléments déterminants de l'intention de vote et du choix de vote final. Ces éléments de preuve montrent que les citoyens sont réceptifs aux tempêtes médiatiques et constituent un exemple concret de la manière dont la logique de marché médiatique devient parfois prépondérante dans les rapports de force qui caractérisent la sphère publique.

This article documents an ethnographic case study designed to provide deeper insight into the manifestation of political opinion in the rural areas of Alberta, Canada. Employing “a method of listening,” the study demonstrates that rural Albertans, like rural Americans, are feeling politically alienated and angry in ways that go beyond ideological preference, age or income level. In fact, the grievances unveiled in this study are connected directly to key aspects of their social identites: to thier sense of belonging as Albertans, as “ordinary citizens” and as explicitly rural. Importantly, these forms of alienation are often experienced as being layered, frequently melting into each other and strongly informing both these citizens’ strong support for anti-establishment politics and the rather negative fashion in which they interpret the plight of newcomers to Canada and of Indigenous Canadians.

Canadian political science has changed over the past 50 years; however, these changes have come slowly and lag behind larger societal demographic transformations. While early attention to diversity concentrated on the place of women within the discipline, more recent attention focuses on the presence of Black, Indigenous and other political scientists of colour. Accompanying a diversification of personnel has been a broadening of the substantive focus of our research, as well as an expansion in the epistemological and methodological approaches applied to the study of politics. Yet despite these adaptations, the study of political science in Canada remains siloed and often exclusionary, challenging our ability to train the next generation of scholars to be capable of addressing the issues facing a world that is increasingly complex and diverse.

Rainer Knopff's scholarship on Canadian constitutionalism has offered some of the most trenchant criticism of the exercise of judicial review under the Charter, yet his theory has largely been misunderstood (as has that of his frequent co-author F. L. Morton). This article exposes two prominent critiques of Knopff's constitutional writings as straw man arguments and provides a republican account of his constitutional theory. The first straw man argument is that Knopff supports a majoritarian or populist conception of direct democracy. This claim is belied by Knopff's embrace of representative democracy and institutions structured to encourage reflexive deliberation. The second straw man argument is that Knopff is a moral rights skeptic. Knopff's rights skepticism is a legal skepticism about the determinacy of many rights that is merely a function of his inclusive legal positivism. The article concludes by reflecting on the republican lessons that Knopff's constitutional scholarship continues to offer, including how holding legislatures responsible for settling reasonable disagreements about legally indeterminate Charter rights might help counteract the twin threats of populism and juristocracy.

Partisan and affective polarization should have observable consequences in Canada, such as bias in political information search and processing. This article presents the results of three studies that test for partisan and ideological bias using the Digital Democracy Project's study of the 2019 Canadian election. Study 1 uses a conjoint experiment where respondents choose from pairs of hypothetical news stories where the slant of the source and headline are both randomized. Study 2 tests for partisan-motivated responsiveness to elite cues with a policy vignette that manipulates the presence of party elite cues and a motivational prime. Study 3 requires respondents to solve a randomly assigned numeracy task that is either political or nonpolitical in nature. Results suggest that Canadians (1) select politically congenial information, though not sources of such information, (2) follow elite cues when partisan motivation is primed and (3) evaluate evidence in ways that are biased by their ideological beliefs.

This article analyzes the effect of procedural rule change on the dynamics of parliamentary speeches in the Canadian House of Commons between 1901 and 2015. During this period, several new rules were introduced to reduce the opportunities for private members to speak during the debates so that the government could get its business done within an acceptable amount of time. Our analysis looks at the impact of these rule changes on the content and orientation of all individual speeches made by members of Parliament. The results indicate that parliamentary rules had an important effect on the topic and duration of debates. Our findings also confirm that procedural changes contributed to a heightening of partisan polarization in the Canadian Parliament over time and disproportionately reduced the influence of government backbenchers in the legislative process.

Scholars of the political left-right divide often see equality as the core issue of contention, with the left seeking greater equality than the right. Though partially agreeing with this consensus, I propose a modified left-right conceptualization that offers three novel contributions. First, while accepting the idea of a single fundamental dimension underlying conflict in global politics, I argue the key issue is not necessarily equality but rather the diffusion or concentration of power within and across nations, communities and individuals. Second, given the inescapable complexity of politics, I argue in favour of distinguishing between those who seek to de-concentrate power and broaden inclusion (the left) from those advocating for a concentration of power (the right) in specific issue domains. Third, I illustrate the utility of this “one dimension, multiple domains” theoretical framework through a comparative analysis of eight contemporary political parties across the domains of economic, foreign and social policy.

Cet article vise à expliquer les motifs pour lesquels le Québec finance les écoles privées alors que la province voisine, l'Ontario, ne leur apporte aucune aide directe. L'auteure avance que ces politiques sont liées à la configuration religieuse des provinces au moment de l’établissement de leur système d’éducation. Au Québec, où la religion catholique était dominante, l'autorité de l'État sur l'éducation a été contestée jusqu'au milieu du 20e siècle par l’Église catholique. En revanche, en Ontario, les églises protestantes, qui étaient majoritaires, ne sont pas opposées au développement des écoles publiques. L'État s'est alors rapidement imposé comme l'autorité suprême en matière d'éducation. Au 20e siècle, les politiques des gouvernements des deux provinces ont été influencées par l'héritage des décisions prises un siècle plus tôt.

This article offers an examination of the discursive significance of the “victim” in the Conservative Party of Canada through a critical discourse analysis of two key pieces of legislation (Bill C-10 and Bill C-36) tabled by the Harper Conservative government. The central argument contends that while all populist arguments may be a form of victim argument, not all conservative victim arguments are populist—particularly ones directed at issues related to women and gender equality. The article finds that, perhaps due to the reactive nature of conservative ideology, conservative politicians in Canada adopt an “ambidextrous” approach to victims—mobilizing two distinct and, at times, contrasting sets of arguments. The article concludes by proposing two possible explanations for this ambidexterity, one stemming from the literature on organizational management and the other from theorizations of the reactive nature of conservative ideology.

La délégation de la violence en contexte de guerre civile est souvent lue comme une érosion de l’État au profit d'acteurs non-étatiques incontrôlables. Nous soulignons ici les limites de cette lecture à partir d'une analyse du conflit afghan, en particulier de l'arbitrage qui a eu lieu sous l'administration Karzai entre l'accroissement des effectifs militaires pro-gouvernementaux et leur contrôle. Nous montrons non seulement que la présence de troupes internationales a considérablement affecté cet arbitrage, mais aussi que, contrairement aux interprétations dominantes, celui-ci révèle une volonté d'appropriation du processus de formation de l’État par ses élites plus qu'un recul de l’État lui-même.

Few studies have focused on the Canadian context to examine the political impacts of personality. Even though the Canadian Election Study (CES) has measured the Big Five personality traits since 2011, very few studies have taken advantage of this data to assess personality's political role among the Canadian electorate. Using CES data from the three latest elections (2011, 2015 and 2019), we first explore how reliable the measurement of personality is. Except for agreeableness in 2015, the correlations across the personality items are similar to what is typically found in the literature. We next examine how personality affects ideology and partisan identity in the Canadian context. We show that a two-dimensional measurement of ideology refines our understanding of the impacts of personality on ideology. The findings also suggest that personality plays an essential role in forming ideology in Canada but has a limited impact on partisanship.

Dans cet article, les injustices en matière de responsabilités de care entre les partenaires hétérosexuel.les sont problématisées comme des irresponsabilités relationnelles. D'abord, l'apport des théories du care à l'appréhension des asymétries de pouvoir liées au déséquilibre dans le travail de soin est discuté. Ensuite, les manifestations de ce déséquilibre sont illustrées dans les arrangements intimes établis par les couples. Ces conséquences injustes sont, par la suite, conceptualisées comme des « irresponsabilités relationnelles ». Enfin, une conception de la coresponsabilité relationnelle est proposée dans une perspective de plus de justice et de démocratie entre les personnes, dans le privé comme le public.

While much has been written about the politics of retrenchment, in a number of advanced industrial societies social policy expansion does occur today, which raises issues about how to study it in a post-retrenchment era. The present article explores the new politics of social policy expansion in Canada. Drawing on the work of Paul Pierson, we use an integrated framework that highlights the interaction of five factors: the availability of fiscal resources; the emergence of new social risks; the intensity and nature of partisan competition; the policy preferences of the main political parties; and the role of political institutions, especially federalism. Empirically, the article studies the politics of federal social policy expansion during the Harper (2006–2015) and Justin Trudeau (2015–) years, with a focus on three policy areas: child benefits (Universal Child Care Benefit and Canada Child Benefit), pensions (Old Age Security and Canada/Quebec Pension Plan) and Employment Insurance.

Close relations with Europe, especially but not only with the United Kingdom, have long been a consensual tenet of Canadian foreign policy, which has supported European integration since the 1970s. The UK's withdrawal from the European Union threatens to upset this consensus. While Liberal Prime Minister Justin Trudeau has consistently cast Brexit in a negative light, Conservative leaders Andrew Scheer and Erin O'Toole have commented positively on the UK's leaving the EU. Did their polarized views resonate in the population? To answer this question, this article analyzes the results of an original survey of voting-age Canadians. Findings show a strong degree of correspondence between positions expressed in party discourse and preferences in the Canadian population. This raises the possibility that the difference between two models of transatlantic relations, which we call Eurosphere and Anglosphere, could emerge as a new fault line in Canadian foreign policy.

How accessible are polling locations in Canada? This article explores, for the first time in the Canadian context, the distance that voters may travel to get to their polling stations. It assembles a new set of data from the province of Ontario, mapping the distance between polling locations and a representative point in the polling division, using a variety of measures, including walking, driving and public transit times. It estimates the relationship between these distances and travel times and socio-demographic characteristics of each polling division, finding noteworthy relationships between these distances and the percentage of minority populations (both immigrant and Indigenous) in the polling division. This article also presents a potential negative, but nonlinear, relationship between distances and travel times and turnout, contributing to our understanding of how voters’ rational calculus of voting may be related to the locations of polling stations.

Since 2017, four provincial legislatures have introduced bills invoking the controversial notwithstanding clause. We present an original dataset of news articles from 10 different outlets that discussed the clause while these bills were being debated in Saskatchewan and Ontario. Empirically, although the clause is typically portrayed accurately, we find over one-fifth of articles about the clause did not indicate that it must be included in legislation. Normatively, the clause was twice as likely to be portrayed negatively as it was positively, and the type of portrayal was strongly associated with the ideological orientation of the news outlet. The rate of negative portrayals was similar across the two provinces, which suggests that attitudes toward the clause may endure beyond the policy issue itself or the level of media visibility.

This article explores the strategic functions of independence referendums. These referendums are normally framed as popular decisions on statehood over a certain territory. However, I argue that the popular will does not always have the decisory function that plebiscitarian theories suggest. In fact, actual decision referendums are rare; often independence referendums are instead used strategically as a leverage and signalling tactic. The article is structured as follows. First, I propose two key criteria to classify independence referendums regarding actors and timing. Through the application of these criteria, I build a typology proposing four main uses of referendums: leverage, signalling, decision and ratification. Second, I focus on the specific case of leverage referendums. I argue that analyzing the outcomes of leverage referendums can provide some clues about why secessionists still call for these referendums even though they almost never result in internationally recognized statehood. Finally, I conclude by discussing the implications of my findings.

Focus group research is a useful methodology within and beyond the field of political science, as a source of core or supplementary data. The focus group literature is rich and full of guidance, but advice on using digital tools in certain stages of focus group research is relatively scarce. Aiming to fill those gaps, this article draws on experience with two projects in order to outline how researchers can harness technologies for focus group recruitment and data analysis. While traditional recruitment and data analysis techniques are useful, we identify advantages of technology-assisted approaches, particularly for focus group research with marginalized communities. Geared to both new and existing focus group users, the article identifies fruitful ways to harness a wider range of technologies for conducting focus group research while maintaining consistency with established principles and practices.

This article analyzes the implication of municipal governments and civil society actors in immigration through multilevel and collaborative governance arrangements. It argues that studying the roles of ambiguities is critical to understanding the activism of political entities with ill-defined status and mandates, such as municipalities and francophone minority communities (FMCs). This research adds to the literature on the “local turn” by highlighting that ambiguities are both a condition—that is, a driver that makes collaborative and multilevel arrangements work—and an outcome of collaboration practices, characterized by ambiguities regarding the balance of power, the aims of collaboration in a competitive sector and conflicting forms of accountabilities. The article identifies three approaches that actors use to deal with these ambiguities in a context where resources are not equitably distributed and where the role of the federal government is critical. In this configuration, municipalities and FMCs develop adaptive, rather than transformative, approaches to ambiguities.

Since 2015, the Canadian Senate has undergone a series of reforms designed to make it more independent, ideologically diverse, and active in the legislative process. We use loyalty scores and vote scaling algorithms to situate the voting behaviour of senators, focusing primarily on the 41st and 42nd Parliaments (2011–2019), the period just before and after the changes, respectively. We find that the reforms have led to a loosening of party discipline across all parties and caucuses but that independent senators appointed under the reformed process are the most likely supporters of the government's agenda. We also find that the Senate has become more willing to use its formal powers.
