Among the colonial powers of the early modern period, France was the last to emerge. Although, the French had not abstained from the exploration of fhe New World in the 16th century: G. de Verrazano discovered the site of New York (1524), during a voyage sponsored by King Francis I; Jacques Cartier sailed up the St. Lawrence to Quebec and Montreal (1535). From the early 16th century, many ships from ports such as Dieppe, St. Malo, La Rochelle, went on privateering and or trading expeditions to the Guinea coast, to Brazil, to the Caribbean, to the Spanish Main. Many French boats did fish off Newfoundland. Some traded in furs on the near-by Continent. Moreover, during the 16th century, sporadic attempts were made to establish French settlements in «Equinoctial France» (Brazil), in Florida, in modern Canada, but they failed utterly. Undoubtedly, foreign wars against the Habsburgs, during the first half of the 16th and of the 17th centuries, civil «wars of religion» during the second half of the 16th century, political disorders like the blockade of La Rochelle or the Fronde during the first part of the 17th century, absorbed the attention and resources of French rulers, despite some ambitious projects, like those of Richelieu, for overseas trade. As for the port cities they tried to trade overseas but they were isolated and not strong enough (specially during die wars of religion) to create «colonies». Some small companies, which had been started in 1601 and 1604, to trade with the East Indies, were very short-lived, and the French did not engage seriously in Asian trade before 1664.

Based on his contributions to monetary theory, Alfred Marshall expounded on an important institutional innovation in the monetary system: he defended a central bank with more theoretical based arguments than his predecessors did —particularly Walter Bagehot— and he gave a leading role to the monetary authority in managing and controlling monetary policy (especially for countering the cycle). Marshall did not see the central bank system as a «minor evil» but a superior framework —even to any plan based on convertibility— to solve the problem of fluctuations in the value of money and credit cycles. His ideas in monetary policy were the seed for the Cambridge School and their relevance helped to prepare the way for spreading the proposals of John Maynard Keynes about monetary policy.

This essay presents an estimation of regional income, for early 20th Century Cantabria. After a short introduction, die paper presents the major results. Methodological support is set forth in die annex.

The nature and the extent of technological change are analysed from a comparative Spanish and European view, establishing the interrelationships between its components and its final effects. The relationship between technological change and the industrial organisation is studied from the permeability of the factory system to small and medium size firms. This fact made possible the development of a flexible industrial structure which was shaped in the making of a capable woollen textile district in die Vallès, and finally strengthened the competitive advantages of those firms in relation to the pioneer big firms. Last, induced changes on the labour force structure are considered.

The paper describes the development of Argentine agriculture during the turn of last century. It analyzes existing historiography on the topic and presents some new estimates of the evolution of the factors of production and factor intensity.

The economic history of Uruguay throughout the 20th century, and more especially its second half, is characterized by a long-term economic decline. From the end of the Second World War, economic institutions and the policies adopted were unable to create a favorable climate for growth and development. This article presents evidence to support the idea that institutional factors played a part in the weak GDP growth and the high level of cyclical volatility between 1920 and 2001. Some factors stand out as particularly relevant: the weakening of governments' political power, increasing fragmentation of the political system, an excessively discretional monetary policy and the existence of opportunistic political cycles in macroeconomic policies.

The study of monetary phenomena in Argentina between 1810 and 1850 is complicated by the lack of historical sources and the coexistence of various currencies. According to previous research, the north of the country and specially Tucumán have been strongly influenced by Bolivian monetary policy and its currency devaluation throught the issue of coins Know as «feble». However, so far, a quantitative analysis of the circulation of money in this region for this period does not exist. This article shows that probate inventories have a great potential for advancing the exploration of these issues and presents an analysis of all the inventories available for Tucumán between 1820 and 1850. With this information the demand for money for this period is estimated and we confirm that money in circulation would have become more abundant in the 1840s, the period of highest levels of issue of «feble» coins, but without an obvious break with previous decades.

The historiography emphasizes the importance of the fiscal policy and regional differences as causes of Hispano-American independences. The Consolidación de los Vales Reales (1804-1809), an endorsement of the debt contracted to its colonies by Spain in order to finance its constant wars, caused the collapse of the Mexican Treasury and was a key factor in its independence. This article demonstrates that in Cuba, the Consolidation had a different effect. Thanks to its different institutionalization and fiscal praxis, it was used to alleviate the deficit of situados, with which the Mexican Treasury financed the Cuban, and it may help to understand the reasons for non-independence. However, to prove this requires reconstructing the accounts of the Cuban Consolidation, which also demonstrates that the data used up until now were erroneous.

On the basis of a new quantitative data set which is varied, accurate and representative, today it is possible to correct previous shortcomings in order to obtain a solid historical picture of the Atlantic trade passing through the port of Bilbao in the mid-sixteenth century. In this paper we aim to explore both the macroeconomic and microeconomic aspects of Spanish-French trade, analysing, on the one hand, the volume, composition and «balance of trade» and, on the other, the scope and nature of trading enterprises of merchants operating in Bilbao, measurable by the size of their business, the concentration of trade and the amount of business carried out by traders on their own account, in association with other merchants or on behalf of these. We also highlight, once again, the enormous value of judicial sources in the study of trade in the Modern Age.

Sickness insurance companies were developed in Spain by doctors and healthcare professionals, remaining outside the interests of general insurance companies. Their management was hardly professional, with limited actuarial techniques and they only accounted for a small percentage of total insurance business premiums. From the 1970s onwards, various factors changed this situation, driving processes of concentration, with numerous takeovers and mergers, first reducing the number of local and regional companies to the benefit of companies of national scope. Subsequently, the growth in demand for this type of coverage sparked the interest of national general insurance companies and multinationals, leading to a restructuring of the sector which has progressively acquired greater weight within the insurance business and become increasingly internationalised. This last stage immersed the health sector in Spain in the great processes of globalisation of the sector, characterised by a financialisation of capital promoted by the bank investment funds. These processes are little known and are the focus of analysis of this paper, with the aim of enabling comparison at international level.

This paper explores the relationship between central bank independence and inflation in Latin America, using the experience of Colombia (1923-2008) as a case study. Since its creation, in 1923, Colombia’s central bank has undergone several reforms that have changed its objectives and degree of independence. Between 1923 and 1951, it was private and independent, with a legal commitment to price stability. In 1962, monetary responsibilities were divided between a government-dominated monetary board, in charge of monetary policies, and the central bank, which carried them out. In the early 1990s, the bank recovered its independence and its focus on price stability. Inflation varied substantially during these subperiods. Our analysis suggests that the central bank independence, combined with a commitment to price stability, renders the best results in terms of price stability.
