This comment concurs with Skarbek's paper that much more room should be made for qualitative evidence in economics. However, it raises questions about the modalities through which case studies could carry general lessons when it comes to broad institutional issues. It also suggests the need to extend the set of qualitative evidence beyond case studies and to complement them with formal approaches as well as with quantitative analysis. We begin with a process-oriented model of science according to which signals concerning scientific reputation serve both to coordinate the plans of individuals in the scientific domain and to ensure that the knowledge that emerges from interactions between scientists and the environment is reliable. Under normal circumstances, scientific order emerges from the publication–citation–reputation (PCR) process of science. We adopt and extend F. A. Hayek's epistemology according to which knowledge affords successful plan-based action and we employ this in the development of an epistemic theory of social order. We propose that external interferences with the PCR process have distorting effects on scientific knowledge and, thus, on scientific and social order more broadly. We support this claim by describing the history of the US federal government's development of standardized dietary guidelines for American consumers and its concomitant interference in the PCR process of nutritional science. We conclude that this interference contributed to social disorder in dietary science and beyond.

Economics has changed enormously since Professor Ha-Joon Chang burst onto the scene in the early 1990s. His critiques of mainstream economics are far more applicable to the discipline at that time than they are now. Whatever the shortcomings of the current literature on institutions and development, progress is not being held back by conceptual blinders imposed by economic orthodoxy. Game theory and behavioral economics have enriched the menu of models acceptable in the professional journals. More important, empirical standards have greatly advanced. Behavioral models are being confronted with computerized games and even with in-the-field experiments, especially in poor countries where recruiting experimental subjects is cheaper. The recent literature does not merely undermine traditional assumptions; it offers parsimonious interpretations that help us to understand the economy and the polity better than before.

The purpose of this special topic forum is to call for research on the topic of minds and institutions. I briefly discuss three specific research opportunities: (1) bounded rationality versus mind, (2) many minds and the interfaces of institutions, (3) the affordances of institutions and arbitrage. I then briefly introduce the two special topic forum papers and highlight how they link to the topic of minds and institutions.

While most scholars emphasize the role of prosocial motivations of contributors in building open online communities, we show that mere users also adhere to their norms of behaviour to some extent. To this end we designed an original experimentation protocol. With the help of the French Wikimédia Foundation, we questioned a large sample (n = 13,000) of Wikipedia users (whether contributors or not). They were invited, after having expressing their feelings about Wikipédia, to play a Dictator Game. A large proportion of respondents, including those who were merely users, chose an equal split (66% of the sample). This surprising result suggests that they have adhered to a social norm of sharing. Investigating the determinants of this result, we prove that an involvement measured by usage (intensity and variety), as well as by attachment to, and time spent, on Wikipedia, is correlated with the choice of the 50/50 split in the dictator game (DG). Furthermore, the method of instrumental variables gives an indication that adherence to the social norm of sharing may be endogenously determined by involvement in the open online community. Our result highlights the importance of interactions with the institutional and technical frameworks of the community.

Markets without Limits defends the claim that there are no inherent limits to markets, in the sense that if something may permissibly be given away or exchanged outside of market or for free, then there is some realistic and plausible way of structuring a market that makes it morally permissible to exchange it for money. This paper reviews the basic strategy of the book, and then responds to criticisms from Geoffrey Hodgson's recent review. Hodgson claims to have identified counterexamples to our main thesis, which we dispute.

In response to climate change, many national governments are shifting their focus from ‘safety’ to ‘spatial-planning’ measures in flood governance. Rather than providing full protection against floods, spatial-planning measures aim to reduce the impacts of floods by encouraging damage mitigation in local-level spatial-planning and building choices. This turn to spatial-planning measures has important implications for how costs and responsibilities are divided in flood governance. This paper examines the role of experts in shaping the distributive aspects of this shift. Using a theoretical framework on institutional change, the role of experts is analyzed in two case studies. The first focuses on the United States, where a turn to spatial-planning measures was made in the 1960s. The second case study looks at this turn Dutch flood governance, which has always been characterized by a strong safety paradigm. The paper draws conclusions about the effects of expert-influence on distributive decision-making underlying institutional changes in both cases.

This paper evaluates the contribution of Risk, Uncertainty, and Profit to the development of economic theory in the 20th century. Our argument in this paper is twofold. First, we contend that this book embodied what had been the common knowledge of early neoclassical economics prior to World War II (WWII). Second, we also argue that embryonic to Knight's account of economics were two divergent approaches to economic thought that emerged after WWII. The first approach, what has come to be known as microeconomics, is characterized by utility maximization under fixed price, income, and institutional parameters that approximate equilibrium. This first approach is distinct from a second approach, referred to as price theory, in which prices are not sufficient statistics, as in microeconomics, but operate as guides to consumption and production decisions under alternative institutional arrangements. This second approach not only represented the continuation of the mainline1 of economic thought from its classical and early neoclassical roots. It also embodies the basis for Knight's understanding of uncertainty, profit and entrepreneurship, as well as its implications for economic organization and social progress.

This paper addresses the link between the strong inflow of FDI into Russia in the 2000s and its weak institutions, using plant-level data across subnational regions. The findings imply that investors have responded positively to improved quality of institutions in certain regions, which offered a combination of wealth, skills and good infrastructure. High development levels in host regions helped to bypass some institutional shortcomings. Investors from source countries exhibiting comparable institutional environment appeared to be more immune to political conflict. Round-trip investors reacted to institutional determinants in almost the same manner as genuine investors, except for tolerance to labor market imperfections.

Since the 1990s, most European countries have adopted detailed corporate governance codes regulating listed companies. Even though the initial codes were designed against the backdrop of a particular jurisdiction, best practice standards have become remarkably similar across legal traditions. This raises the question whether the codes are sufficiently responsive to local conditions, or standard setters are mainly motivated by the concern not to fall behind internationally accepted benchmark standards. The article quantifies central corporate governance provisions and maps their international diffusion. Controlling for differences in legal families and ownership structure, the article shows that the diffusion of best practice standards leads to a statistically significant increase in the likelihood that a foreign standard setter will adopt a broadly similar provision. The findings indicate that codes are often seen as signaling devices, irrespective of whether or not the adopted standards are well aligned with the domestic economic and legal environment.

We analyze how Costa Rican coffee farmer's behavior in an experimental public good game depends on the institutional structure of the farmers buying point (cooperative vs. privately owned mills), and on the background of their game partners (partners selling to the same type of mill or not). We find that cooperative farmers do not display more public good orientation than private market farmers when playing with partners from the same type of mill. However, though farmers selling to private mills make no difference with respect to the background of partners, farmers selling to cooperatives significantly decrease contributions when paired with non-cooperative members. Finally, we study how self-selection into a mechanism that punishes the lowest contributors effects contributions both inside the group and with partners of the opposite background, and we show that it increases contributions by cooperative farmers interacting with non-cooperative farmers by more than 100%.

Institutions matter for economic growth. Thus, the leaders who help to develop institutions, and their ideas and beliefs, must play a central role in any narrative that seeks to explain such growth. This leads to the appearance of institutional entrepreneurs, who act in a given cultural and political environment. We focus on the problem of state building, where formal institutions designed by leaders must be consistent with a given society's existing informal institutions. We consider an analytical narrative focusing on the Chilean experience in the 19th century. This serves as an interesting quasi-natural experiment on the role of ideas, leaders, and institutions in the problem of economic growth and development.

This essay reviews three prominent sociological studies of firms and markets: Neil Fligstein's The Architecture of Markets, Glenn Carroll and Michael Hannan's The Demography of Corporations, and Harrison C. White's Markets from Networks. The review essay discusses how economic sociology focuses on processes ignored by economists. However, research findings and theoretical developments are rarely reconciled or integrated with economic research. The conclusion discusses possible links between the varying schools of economic sociology and heterodox economic traditions such as contemporary institutional economics.

Since the 1990s, Sunstein, Jolls, and Thaler have questioned the perfect rationality assumption in law and economics (L&E) and introduced a behavioral approach. But Gregory Mitchell has criticized behavioral law and economics (BL&E). He argues that much of the scholarship within the field describes psychological research as if it provides general laws of thought and behavior rather than insights conditional on the setting, on the characteristics of subjects, and on the specificity of the task in hand. Human heterogeneity is not adequately included in models developed under behavioral assumptions of this kind. This paper argues that Mitchell's work contributes to develop a cognitive approach to Law closer to the cognitive theory of institutions and to the Original Institutional Economics (OIE). Mitchell's contextualist approach seeks to identify the specific conditions under which irrational behavior occurs and to understand when and how it can be remedied.

Several existing studies have documented a negative relationship between firm financial constraint and export activities but do not attempt to examine factors that could attenuate this relationship in Africa. In this paper, we examine the effect of financial constraint on exports in Africa and explore how the level of trust in countries where firms are located shapes this relationship. We combine the World Bank Enterprise Surveys with different measures of country-level personal and interpersonal trust computed from the Afrobarometer surveys of 19 African countries. Our results show that financial constraints negatively affect export activities. However, this negative effect is attenuated for firms that are located in trust-intensive societies. These findings are robust to different specifications. Interestingly, we find that small and medium-sized enterprises in Africa are more likely to be affected by financial constraints but also more likely to benefit from a higher level of both personal and interpersonal trust, while for larger firms only interpersonal trust matters.

This scoping paper addresses the role of financial institutions in empowering the British Industrial Revolution. Prominent economic historians have argued that investment was largely funded out of savings or profits, or by borrowing from family or friends: hence financial institutions played a minor role. But this claim sits uneasily with later evidence from other countries that effective financial institutions have mattered a great deal for economic development. How can this mismatch be explained? Despite numerous technological innovations, from 1760 to 1820 industrial growth was surprisingly low. Could the underdevelopment of financial institutions have held back growth? There is relatively little data to help evaluate this hypothesis. More research is required on the historical development of institutions that enabled finance to be raised. This would include the use of property as collateral. This paper sketches the evolution of British financial institutions before 1820 and makes suggestions for further empirical research. Research in this direction should enhance our understanding of the British Industrial Revolution and of the preconditions of economic development in other countries.

Does democracy cause gender equality? To address this question, I use the unexpected Second Vatican Council (1962–65) as part of a shock-based identification strategy. The Second Vatican Council brought forward in time transitions to democracy that would have happened anyway and triggered transitions to democracy that would not otherwise have occurred. I use this plausibly exogenous variation in democracy to offer a causal estimate. According to my baseline specification, one standard deviation increase in democracy leads to three-fifths of a standard deviation increase in gender equality. I also peruse qualitative evidence to sketch a causal mechanism.

Recent work has argued for a Hayekian behavioural economics, which combines Austrian economics with behavioural economics as developed by Kahneman, Thaler, Sunstein, and others. We suggest that this hybrid is misguided because it relies on individual cognitivism. This view of cognition is incompatible with the Hayekian view of cognition which treats rationality as an emergent phenomenon of social interaction in an institutional environment. This Hayekian view, which we call epistemic institutionalism, is compatible with an alternative prominent perspective in psychology, that of the extended mind, sometimes known as 4E cognition. We demonstrate how the Hayekian perspective on individualism, the price system, and the evolution of rules can be connected to the extended mind programme, through concepts such as the coupling of the individual and their environment, cognitive off-loading, and affordances. We suggest that this alternative combination of Austrian economics and psychology provides a more fruitful way forward, especially because it foregrounds the processes of learning, error-correction, and institutional orders, rather than choice, bias, and individual rationality. To explain why Austrian economists have been receptive to behavioural economics, we distinguish epistemic institutionalism from the (radical) subjectivist approach, which shares key assumptions of individual cognitivism.

More than 30 years ago, I engaged in a debate with Oliver Williamson over the theoretical structure of transaction cost economics (TCE). This debate had its origins in our conflicting views of the labor-managed firm (LMF). Williamson believed that such firms were rare due to their inefficiency while I believed they might be rare due to market failures. Here I clarify my criticisms of TCE and contrast Williamson's view of the LMF with my own approach. I discuss empirical evidence that can distinguish between these two approaches and take up Williamson's challenge to identify policy interventions that could yield net social gains.

James M. Buchanan's politics-as-exchange retrospectively conceptualized formal institutions emerging from bilateral agreements to establish reciprocal rights and prospectively guided constitutional entrepreneurs to broker Pareto-superior reforms that had unanimous consent. Buchanan believed this conceptualization of politics-as-exchange was necessitated by his ontological–methodological individualism and would initiate a new era of consensual politics, but it is argued it led to illiberal conclusions that reflected dissonance between his Kantian individualism and Humean subjectivism. It meant, for example, that slavery was characterized as a bilateral agreement between very unequal parties and it is argued it logically implied abolition required the consent of slaveowners. But Buchanan's ontology was compatible with the introduction into his framework of a right of exit that would have differentiated between exchanges with and without the sword to produce a consistent liberal constitutionalism.
