This article compares partisanship across East Asian nations, with four indicators reflecting different dimensions of the concept. Across these indicators, partisanship in East Asian nations was found to be relatively weak compared with most Western democracies, reflecting the less institutionalized nature of their party systems. This could be caused by insufficient time to develop partisanship through mechanisms such as electoral experience and parental socialization. Further breakdowns of income, gender, age groups, and educational levels of partisans showed that more advanced democracies share a relatively uniform pattern across demographics, while young democracies in East Asia showed a more skewed distribution of partisan identifiers, unevenly distributed across income and gender groups. This pattern suggests partisanship is likely to start its development from certain segments of the population and then spread into other segments of the society as a party system becomes more institutionalized.

Since 1997, following the twin transformations of economic meltdown and comprehensive constitutional changes, practically every area of Thailand's public sphere has undergone significant reordering. New checks and balances have been created, new institutions established, old institutions abolished and merged, and new rules of the electoral game put into place. A major new political party has emerged that currently dominates the parliament, civil society is flourishing, and dozens of mass protests are thriving all over the country. Yet beneath this veneer of change, the old Thailand is recognizably intact. Politicians of doubtful integrity still flourish; social cleavages are as evident as before; corruption is endemic and accountability weak; election results are contested and contentious; and the military, though lying low, retains an inordinate number of privileges. Despite the reform process, the Thai political system remains in a feeble state; new institutions designed to improve the functioning of the parliamentary and party political orders have thus far failed to change the rules of the game.

Stimulated by Ole Waever's (1998) examination of American and European developments in International Relations, this article examines the growth of the discipline of international relations in Japan, focusing on the major currents of the social science tradition since 1868 and the intellectual agenda of international relations since 1945. Postwar scholarship has reflected the main themes and questions of Japanese history — the causes of war, the struggle for peace, Japan's place in the world and Asia, and Japan's role in the Cold War. To an extent, the organization and substance of IR teaching and scholarship in Japan can be explained by reference to certain sociological and historical variables. Discussions about methodology have not mirrored the “great debates” of the United States, but the younger scholars are moving closer to the American pattern. Recent exposure to and interaction with American scholarship has become increasingly visible, allowing Japanese scholars to make important contributions to debates in the US.

Since Korea's transition to democracy in 1987, Korean leaders have become increasingly confrontational toward Japan, with such steps ranging from verbal threats filled with hawkish rhetoric to material threats, such as displays of military force and threats of actually using it. To explain South Korean leaders’ hawkish approach to Japan, we build a theory of “prospective diversion” by combining insights from the diversionary theory of international conflict and prospect theory. We argue that foreign policy leaders have a strong tendency to overvalue political losses relative to comparable gains in their approval ratings. As a result, they are inclined to take risk-seeking diplomatic actions toward foreign adversary to avoid further losses. By conducting statistical analyses and developing case studies of Korean leaders’ confrontational policy decisions regarding Japan, we present empirical findings consistent with our hypothesis that Korean leaders are inclined to engage in prospective diversion toward Japan when they suffer domestic losses. This article provides an enhanced understanding of the domestic political foundation of South Korean leaders’ increasingly contentious attitude toward Japan.

The Japanese public has been assumed to possess a deeply ingrained aversion toward the acquisition of nuclear weapons. We employ a survey experiment to ascertain whether this aversion is unconditional or may erode in the face of hypothetical deterioration in Japan's security situation, and in particular a hypothetical withdrawal of the US security-nuclear umbrella, increased North Korean nuclear weapons testing activities, and movement by South Korea toward the attainment of a nuclear arsenal. We find that the Japanese nuclear aversion may come under stress in the face of such developments. Additionally, we find that the elasticity of Japanese attitudes with respect to the nuclear option in the face of external security deterioration may be associated with an important individual-level demographic characteristic, namely, gender.

The incumbent-led subversion of democracy represents the most prevalent form of democratic backsliding in recent decades. A central puzzle in this mode of backsliding is why these incumbents enjoy popular support despite their actions against democracy. We address this puzzle using the case of Philippine President Rodrigo Duterte. Although some Philippine analysts have speculated that his popularity was inflated due to social desirability bias (SDB) among survey respondents, there has been limited empirical examination. Our pre-registered list experiment surveys conducted in February/March 2021 detected SBD-induced overreporting at about 39 percentage points in face-to-face surveys and 28 percentage points in online surveys. We also found that the poor Mindanaoans, and those who believed their neighbors supported Duterte, were more likely to respond according to SDB. These possibly counter-intuitive results should be interpreted with caution because the survey was conducted during the height of the COVID-19 lockdown, and the findings cannot necessarily be extrapolated to the other period of his presidency. Nevertheless, this study suggests that preference falsification could be an alternative explanation for the puzzle of popular incumbents in democratic backsliding.

The recent proliferation of regional trade agreements in the East Asian region can be seen as the most notable development in the region's trading panorama in recent years. Yet, very little is as yet understood about the anatomy of these agreements and, consequently, their full implications to the regional economy. This article strives to fill this gap by analyzing the structure of four dozen RTAs by their various key component parts, including tariff liberalization schedules, rules of origin, and competition policy, customs, investment, and services provisions. The results reveal that intra-Asian RTAs are generally quite rapidly liberalizing, with the exception of agriculture, but they are also quite thin in trade-related disciplines when compared with the more legalistic US trans-Pacific RTAs and those of Mexico and Chile. The proposed Free Trade Area of the Asia-Pacific would inherently be a construct of the political economy interests of these various constituent RTAs.

December 2002 shook up South Korea's conservative establishment and its U.S. ally. Five days before the South Korean presidential election, with a quarter of the electorate still remaining undecided, leaders of nongovernmental organizations (NGOs) and religious activists staged a massive candlelight vigil in front of Seoul's city hall to protest against “unequal” provisions in South Korea's Status of Forces Agreement (SOFA) with its U.S. ally. The political rally drew some 40,000 protestors from all walks of life. Moreover, it was only one among many climaxes in a long mobilization drive launched by NGOs and “netizens” since June, when a U.S. armored vehicle driven by Sergeant Fernando Nino and Mark Walker ran over two teenage girls during a military exercise in Hyochonli. That month saw some thirty NGOs establish a national umbrella organization to demand the trial of Nino and Walker under South Korean law. Then, in December, the Catholic, Buddhist, and Protestant religious orders joined in to lend their authority to the protestors by collectively calling for the revision of SOFA to give South Korea “primary jurisdiction” over criminal cases. The radical hanchongryon university students, too, showed up in protest sites to stir up and escalate anti-American sentiments, regularly raiding U.S. military bases in Uijongbu and Yongsan and even breaking into the U.S. Embassy compound in November. But unlike the past, this intrusion of radical hanchongryon activists did not drive away presumably conservative middle-class groups from political rallies. On the contrary, the call for a SOFA revision grew louder after the U.S. military court judged Nino and Walker not guilty of negligent homicide.

Political parties are widely seen as “a sine qua non for the organization of the modern democratic polity and for the expression of political pluralism.” The manner in which parties articulate political interests largely defines the nature of electoral competition, the representation of citizen interests, the policy consequences of elections—and ultimately the functioning of the democratic process.

Why are Chinese people moving abroad in unprecedented numbers? Using unique experimental and survey data, this research finds that Chinese citizens with more positive perceptions and, especially, overestimation of foreign socioeconomic conditions are more interested in going abroad. Moreover, correcting socioeconomic overestimation of foreign countries reduces their interest in leaving China, indicating that there is a causal effect from rosier perceptions of foreign conditions to higher interest in going abroad, and emigration does not always represent well-informed “voting with the feet.” The relationship between international political knowledge and exit intentions, on the other hand, is not significant or consistent, suggesting that Chinese citizens’ interest in going abroad is more socioeconomic than political in nature. These results contribute to the study of citizen misinformation, challenge a prevalent assumption in the international migration literature, and help us understand one of the most important social trends in the world's largest developing and authoritarian country.

The directly elected representatives to Hong Kong's Legislative Council are chosen by list proportional representation (PR) using the Hare Quota and Largest Remainders (HQLR) formula. This formula rewards political alliances of small to moderate size and discourages broader unions. Hong Kong's political leaders have responded to those incentives by fragmenting their electoral alliances rather than expanding them. The level of list fragmentation observed in Hong Kong is not inherent to PR elections. Alternative PR formulas would generate incentives to form broader, more encompassing alliances. Indeed, most countries that use PR employ such formulas, and the most commonly used PR formula would generate incentives opposite to HQLR's, rewarding broader electoral alliances rather than divisions.

This article considers the problem of North Korea's collective farms from a micro-institutional perspective. It begins with an analysis of the collective farming system introduced in 1958, the changes in 1966 that allowed for sub-work teams, and the further reform of 1996 that permitted a new work squad system. The normalization of North Korea's agriculture is not just a technological problem; rather, it requires reform of the collective farms and their incentives: the removal of the inefficient elements in the shorter term and the promotion of family farming in the medium to longer term.

South Korea and Japan responded to their financial crisis of the late 1990s by restructuring financial institutions. Also, financial authorities were created to supervise financial institutions and lead financial restructuring. Financial restructuring focused on the resolution of non-performing loans that had been contributing to financial failures and on strengthening their equity capital bases for sound management. Huge amounts of public funds were mobilized to pursue these policy goals. The Korean government took more drastic measures by closing or merging many failing financial institutions. Financial restructuring also facilitated bank concentration in Korea — and Japan — giving births to several mega banks. Both governments of Korea and Japan encouraged bank concentration by allowing the establishment of a financial holding company. The Korean government was more actively involved in merging banks while Japanese bank mergers were taken by business initiatives.

Financial restructuring is expected to bring more market oriented business practices among financial institutions and loosen cooperative ties among financial institutions, corporations, and financial bureaucracy in both countries. Close bank-corporation ties through main bank system and corporate networks within a business group are being loosened in Japan particularly since concerned parties have come to seek market rationality over loyalty. On the other hand, the intervention in financial sector and the mediation in bank-corporation relationship by financial bureaucracy are expected to be weakened in the case of Korea. Nevertheless, discretionary power of Korea's financial bureaucracy appears stronger for the time being since it took the helmsman of determining which financial institution is out of market.

Although party polarization is one of the most significant focal points in the study of contemporary US politics, a limited number of studies have examined its theoretical implications for other countries. In addition, a great deal of effort has been made in the study of the changes in voting bases (i.e., constituencies or interest groups). However, little attention has been given to the features of party organization. In this study we look at the process of polarization between two major parties in Japan in recent years and analyze the way Japanese parties took an alternative path to polarization. We argue that party polarization can be caused by the strategic position-taking of the party executive in addition to the centralization of the party organization.

Do history wars shape international affairs? If so, how and for whom? Taking the historical dispute between China and South Korea over the ancient Gaogouli/Goguryeo Kingdom as a case study, this article explores the individual-level psychological micro-foundations of history wars. A 2020 survey experiment in South Korea pit “ours” vs “theirs” Goguryeo imitation Wikipedia entries to explore their downstream consequences. It revealed direct, indirect, and conditional effects. Exposure to China's claim to the Kingdom undermined Korean pride, increasing dislike of China, and lessening desires to cooperate with it. Pre-existing levels of nationalism divided South Koreans in how angry they became after exposure the Wikipedia primes. That anger, however, only shaped the China policy preferences of those South Koreans who viewed the balance of military power with China favorably. Implications for ownership disputes over kimchi and other national possessions are also discussed, as are the implications of history wars for war and peace in twenty-first-century East Asia.

This article explains why, in the wake of South Korea's democratization, the US-Republic of Korea alliance has suffered a steady decline while avoiding an abrupt collapse. The author argues that democratization weakened this asymmetric alliance by increasing the political influence of nationalism in South Korea. New South Korean democratic elites, subscribing to nationalist ideals, demanded an autonomous, equal relationship with the United States regardless of the de facto power disparity between the two countries. These elites also deemphasized the security threat from North Korea—with which they perceived a shared national identity—and adopted an unconditional engagement policy with that nation. The United States, in turn, resented the apparently unrealistic policies of these elites and showed a decreased interest in the alliance. Democratization, however, did not cause an abrupt end to the alliance, for two reasons. First, North Korea's military strength preserved a significant strategic need in South Korea for allied support. Second, as the result of a measured transition process, old pro-alliance elites in South Korea retained enough political clout to proscribe a radical shift in foreign policy away from the alliance with the United States, while new elites had opportunities to reconcile their nationalist ideals with strategic realities.

Based on a 2011 national survey, I argue that while US conservatives feel somewhat cooler toward the East Asian democracies than US liberals do, they feel much cooler toward China. Greater average conservative than liberal prejudice lingers, cooling attitudes toward the “Yellow Peril” of all Asian countries, but communism is a larger source of ideological differences over China. For cultural, social, economic, and political reasons, conservatives feel substantially cooler than liberals toward both communist countries in general and “Red China” in particular. I conclude by suggesting that with gerrymandering and ongoing ideological sorting, these ideological differences over China on Main Street may come to play a greater role in the making of US China policy.

By examining party-switching decisions among members of Japan's Liberal Democratic Party (LDP), this article shows how distributive policy programs exclusively available to the governing party attract incumbents to the party in power. In a stable electoral environment where the government party is likely to stay in power, legislators elected from infrastructure-poor constituencies are effectively tied to the party. However, when the party's electoral prospects are uncertain, legislators behave more sincerely and switch parties to match their policy preferences. It is also found that defectors elected from infrastructure-poor constituencies tended to return to the LDP once the party installed a stable surplus coalition.

In this article I examine changes in the election manifestos of Japan's Liberal Democratic Party. While the existing literature agrees that the LDP's policy platform has changed considerably since the introduction of the new election system in the 1990s, their analysis focuses on material policies such as pork barrel and welfare. Postmaterialist policies such as environmental protection have hardly been discussed, even though they have been relevant since pollution swept progressive mayors into power in the 1960s. I examine election platforms from 1956 through 2013, and argue that the LDP has carefully adjusted its policy mix by putting a greater emphasis on postmaterialist policies. My analysis also shows that while electoral reform has had an impact on the policy balance between postmaterialist and materialist policies as well as clientelist and programmatic policies, these changes are not linear, but vary from decade to decade.

Many studies have been conducted on the link between Confucianism and democratic values in East Asia, but they have failed to account for the complex character of Confucianism and the possible impact of political systems. This study re-measures Confucian values into four dimensions—authoritarianism, familialism, collectivism, and harmoniousness—based on data from the fourth wave of the Asian Barometer survey. It then uses a multi-layer linear regression model to examine the relationship between the Confucian cultural values and the democratic values held by people in six East Asian societies at both the macro and micro levels. The findings demonstrate an asymmetrical pattern in the relationship between the various dimensions of Confucian cultural values and the democratic values of East Asia, collectivist values do not affect democratic values, while familial and authoritarian values have a significant and negative correlation with democratic values. Harmonious values have a significant and positive correlation with democratic values. In addition, there is a significant positive correlation between democratic institutions and the democratic values, and the relationship between the values of harmoniousness and collectivism and democratic values varies across countries with different political systems. This offers insightful material for reflection as we reconsider the connection between Confucianism and democracy in East Asia.
