When citizens are offered cash and gifts by candidates, they can either vote for candidates offering the money, refuse the money, or take the money and vote for whichever candidate they prefer (e.g., “vote their conscience”). Which citizens “vote their conscience” versus the other options available to them? This manuscript examines the effect of poverty, education, and social pressure on how citizens in the Central Java city of Semarang, Indonesia react to offers of cash from politicians. We find that poverty and education interact to create important and interesting patterns of responses. The citizens most likely to “vote their conscience” are those with lower income yet higher levels of formal education whereas higher income, more highly educated citizens are most likely to refuse the money. We also examine factors that create social pressure for citizens to “sell” their votes by supporting the candidates offering cash.

In this article, I analyze diverging political pathways of labor market reform with an empirical focus on the cases of Japan and Korea. Despite similar trends of regulatory reform toward the increase of labor market flexibility, the patterns of labor market reform differed in the two countries. Japan adopted labor market liberalization for nonregular workers with the persistence of employment protection for regular workers. In contrast, Korea opted for regulatory reform for all workers while simultaneously strengthening workers' basic rights and improving protections for nonregular workers. I argue that the institutional features of the employment protection system determine the diverging patterns of labor market reform in Japan and Korea.

On the eve of the tenth anniversary of its democratization, Korea was hit by an unprecedented financial crisis marked by massive capital outflows, a sharp depreciation of the won and severe distress in the corporate and financial sectors. Korea's anniversary gift from the interntional community was an IMF conditionality program that imposed a comprehensive package of neoliberal economic reforms. Compared with the South American and East European experiences, economic reform in Korea has been implemented without significant policy obstructions, political instability or social disruptions. Despite much skepticism, the backbreaking reforms quickly began to pay off. The reforms created a V-shaped (rather than U-shaped) pattern of recovery, though more determined financial and corporate restructuring is needed in order for the nation to achieve sustainable growth. And, the quality of democracy has not deteriorated because of conflicts resulting from the economic reform program (neither, however, has it improved).

Nearly two decades after central bankers began to call for interest rate liberalization, the central bank continues to impose stringent rules on the fluctuation of deposit interest rates. This seems an unlikely outcome given widespread endorsement of liberalization by technocrats and experts both in and out of the government, China's accession to the World Trade Organization, and the technocrats' insulation from popular pressure. To be sure, local interests and central bank lobbying have driven gradual liberalization of interest rates. However, senior Chinese technocrats held on to control over interest rates because of their need to maintain state banks' dominance and to mobilize bank funds in times of economic downturns. As such, progress toward interest rate liberalization only took place during “Goldilocks” phases when the economy enjoyed healthy growth without high inflation.

South Korea is currently undergoing a process of industrial restructuring. As competitors in the Asian region have begun to catch up—in terms of technological know-how, investment mobilization, price competition, and human capital development—advanced Asian economies such as South Korea's have had to shift their industrial focus away from conventional manufacturing sectors toward postindustrial sectors including biotechnology, nanotechnology, and advanced information and communications technologies. As such, the ongoing processes of postindustrial restructuring in South Korea have involved a transition from the industrial learning paradigm to a new knowledge creation paradigm where technology innovation, rather than technology borrowing, is key. This article examines this transformative process in the area of biotechnology and bioindustry development. It specifically looks at how the South Korean developmental state has begun to reinvent itself in order to meet the challenges of innovation-driven industrialization.

In this article I draw on the two-level game approach to analyze the influence of domestic politics on US-China trade disputes in alternative energy, especially in solar energy. I suggest that the difficulty Washington faces in getting China to address market access barriers in alternative energy needs to be viewed in light of both the coalitional dynamics in the United States resulting from the specific bilateral trade and investment relationship in this sector and Beijing's willingness to use industrial policy to foster economic competitiveness in nascent industries. Specifically, as China occupies the middle of the supply chain in the solar industry, both downstream users of low-cost Chinese imports and exporters of upstream products to China have voiced strong concerns about US trade action. Such domestic opposition, coupled with the importance of industrial policy for defending the country's long-term interests in a “strategic emerging” sector such as alternative energy, substantially constrains Washington's ability to influence Chinese policies.

This article examines Japan's evolving commitments to technology development and technology diffusion in Asia. It explores Japan's technology strategies in three areas—Internet protocol, open source software, and horology—focusing on the importance of technology standards. The development and diffusion of technology standards has become one of the core elements in establishing industrial competitiveness. The importance of technology standards encouraged the Japanese government and firms to pursue a regional policy to develop and diffuse new technological ideas and standards in Asia. Japan's commitments were accepted by its neighbors because they could obtain various benefits from collaboration with Japan, such as technological exchanges, technology transfer, and financial aid.

We focus on the elite decision-making process in China, analyzing the formation of coalitions around particular policy options. We apply a framework that simulates collective decision-making processes (CDMP): the KAPSARC Toolkit for Behavioral Analysis (KTAB). KTAB facilitates the application of a Spatial Model of Politics, an open source model similar to Bueno de Mesquita's (1997) Expected Utility Model and the Senturion model (Abdollahian, et al 2006). KTAB provides a framework to understand logical consequences of subjective data inputs, enabling contrasting scenarios to be analyzed. We examine the interactions of actors' interests that drive China to reform its energy sector policies, in particular the structure of the Chinese National Petroleum Corporation (CNPC). In the case of private companies' entry into energy markets in China, we find that little reform is likely. The inertia of key actors holds back the potential for a significant opening of the energy sector. Despite the erosion of CNPC's political clout, there is little consensus for major reform to China's market position.

Over the past 30 years, Southeast Asia has experienced rapid growth in intra-regional economic activity, but despite the remarkable diminution in the frequency and intensity of military conflict and crises, it has not been free of interstate disputes, such as maritime disputes. However, the struggle against maritime crime activities such as maritime piracy is a priority for all countries of the region, as well as one of the unavoidable prerequisites for the achievement of the regional economic security. This research note focuses on the impact of maritime piracy on the Southeast Asian countries’ trade. Bilateral trade flows among the Southeast Asian countries over the 1994 to 2013 period are used to estimate an augmented gravity model that includes various measures of maritime crime activities. The purpose is to find the evidence to indicate how maritime piracy has affected the volume of intra-regional trade.

Studies of China's Belt and Road Initiative (BRI) have focused on the strategic intentions of Beijing, with much less attention paid to its political effects. The argument that the initiative can improve political relationships with BRI countries is assumed rather than empirically grounded. This paper bridges the gap by studying countries’ cooperation and conflict with China. I find that (a) the initiative appears to marginally improve BRI countries’ cooperation and significantly reduce low-intensity conflict; (b) the cooperation-promoting effect is driven only by neighboring countries while the restraining effect for low-intensity conflict results primarily from non-neighboring countries; and (c) there is no systematic evidence so far that the initiative has any effect on high-intensity conflict. These results offer mixed evidence of commercial liberalism in the context of the BRI: money (or the potential thereof) can induce cooperation in the short run, but it may not be enough to fundamentally change interstate relations.

Why do some economies grow for several years and then stall? One obvious answer is that these economies have “overheated.” Another is that foreign demand for their products has dried up. This article explores a longer-term explanation—namely, that the institutions favorable for one stage of economic growth are less suitable for a subsequent stage. This idea of “growing into trouble” is consistent with Dani Rodrik's argument that the institutions required to stimulate growth may not be sufficient to sustain growth. We push this idea further by exploring the different requirements of structural change versus upgrading. Structural change connotes an economy's diversification through new investments, often producing real income growth. But economies can diversify without being more efficient, or their initial competitiveness can be based largely on transient factor endowment advantages. Upgrading refers to the competitiveness of these diverse activities achieved through locally based productivity improvements.

Post-1997 Thai politics have been shaped by the effects of two momentous events that occurred almost at the same time: the introduction of far-reaching structural changes by the 1997 constitution, and the appearance of a singularly overbearing and centralizing political leader—Thaksin Shinawatra. To political analysts, this situation has provided uniquely rich opportunities to observe over a number of years whether constitutional engineering had the envisaged effect of restricting the politicians' “undesirable” actions, and whether the intended institutional change was realized. However, the coincidence of constitutional change and the occurrence of Thaksin has also made it necessary to distinguish the effects of structural changes from the effects of the new form of political leadership.

This article examines how violence against citizens affects their political attitudes and behavior in the long run, and how those effects vary over time. We construct and analyze a novel dataset on the victims of Taiwan's February 28 Incident, in 1947, with survey data spanning 1990 to 2017. Our empirical analysis shows that cohorts having directly or indirectly experienced the Incident are less likely to support the Kuomintang Party (KMT), the former authoritarian ruling party responsible for the Incident. They tend to disagree with the key conventional policy stand of the KMT (unification with mainland China), are more likely to self-identify as Taiwanese, and are less likely to vote for KMT presidential candidates. Taiwan's residents who were born in towns with larger number of casualties during the Incident are more likely to reject unification. Finally, the effects are found to vary over the period following democratization.

Previous research claims that associational membership produces social capital. Employing the first wave of the Asian Barometer Survey conducted in 2003, this study investigates the development of social capital and its political consequences in South Korea. Rather than study simple association membership, I examine the quality of civil society (defined as associational commitment and interaction) that individuals pursue through membership. This, I believe, provides a close test of the theoretical impact of social interactions on political participation. The findings indicate that there is a positive association between voluntary activity and two modes of political activity (voting and campaign participation) in different ways and to varying degrees. Associational membership is a significant predictor of voting. In the case of the quality of social capital, associational interaction (talking politics with group members) turns out to be significant in encouraging participation in election campaigns. Overall, my findings on the role of social capital support Putnam's argument that group interactions foster democratic participation.

A voter's capacity to acquire and retain information moderates the relationship between issues and the vote. Issues differ in their distance from the voter's personal experience. Proximate issues, such as personal economic conditions, affect the vote decisions of highly informed and less informed voters equally. Distant issues, such as national economic conditions and foreign affairs, affect the vote of highly informed voters but not less informed voters. The 2008 presidential election on Taiwan provides a critical test of the effect of information on issue voting. Unification with mainland China versus Taiwan independence is the most important issue in the 2008 election, and voters with higher levels of political information show a larger effect of the issue on their vote. The national economy is also a significant predictor of vote choice, but only for highly informed voters. Personal economic conditions and other proximate issues are not significant predictors of the vote at any information level.

We present a theory on how trust in the central government to remedy grievances combined with a lack of trust in local government to act motivates people to participate in local protests in China. Low trust in local government combined with high trust in the central government gives people expectation that protest will not be an exercise in futility. People protest to redress injustices when they believe that such protests have a chance of producing a favorable resolution of their grievances. Utilizing individual level data from the Asian Barometer Survey Wave 4, our analysis suggests that, in contemporary China, people who have greater trust in the central government than the local government are more likely than others to report having participated in protests. In a society without meaningful elections, participating in protest is an effective strategy for attracting the attention from the upper-level authorities in hope of redressing unfavorable situations.

When do citizens take costly collective action against government corruption? When citizens act in concert, their demands are credible and not easily discounted by governments, which should be more likely to respond. In this study, we use the stag-hunt game, supplemented by Granovetter's threshold model of collective action, to investigate the conditions under which citizens coordinate to collectively act against government corruption. We use survey experiments in laboratory settings in Australia, Singapore, and the United States. The results show several conditions motivate participants to pursue collective action; using the wellspring of the theoretical argument, they clarify that information that others pursue collective action, together with clear mutual benefits as measured by rewards, are primary motivators of the individual's choice. Correspondingly, other considerations, including initial costs or final potential penalties, do not bear on the individual's choice. The findings have implications not only for the empirical literature on policy but also for policy debates on how to control it.

In authoritarian regimes, anticorruption measures are fundamentally mechanisms of controlling agents at various levels. To do this, the principal can either rely on routine bureaucratic management or resort to ad hoc, intense mobilization to discipline its agents. Using China as a case study, this article explores which mode of top-down control exerts greater influence on the pattern of anticorruption enforcement. We focus on the cadre rotation system as an example of routine management techniques and examine its effects on provincial level enforcement. We also investigate how provinces respond to the central government's periodic call to intensify anticorruption efforts. Based on provincial enforcement data from 1998 to 2013, our analysis finds that the proportion of rotated officials has little impact on enforcement outcomes. Rather, the vigor of enforcement in the provinces responds strongly to national policy priorities, suggesting a highly centralized disciplinary system. Moreover, provinces of greater political importance are under more central pressure to conform. The findings challenge the often-made argument that stable institutions are effective in fostering top-down control in authoritarian regimes, and suggest that campaign mobilization continues to be an essential instrument at the dictator's disposal.

To what extent is a diverse news media environment good for activists who seek attention for their cause? Scholars agree that activist groups depend on the media to reach policymakers and bystanders. Yet prior scholars have overlooked how factors that contribute to media environment diversity—including journalistic norms, market structures, outlets’ partisanship, and audiences’ news consumption habits—can have contradictory implications for activist groups. Disaggregating questions of gaining publicity from questions of the message and reach of coverage, this article shows that while pluralistic media environments are more accessible to activists, more homogeneous media environments help groups that manage to break into the mainstream news reach wider audiences with more coherent narratives. These findings challenge common assumptions about the news media in Japan and Korea. A paired comparison of hepatitis C-related activism in both countries demonstrates how the forces democratizing access to the media are paradoxically reducing the persuasive potential of publicity.
