«Unir les Croix-Rouges du monde en un effort systématique pour prévenir, diminuer et secourir les misères causées par la maladie et les grandes catastrophes». Tel était l' objectif premier de la Ligue des Sociétés de la Croix-Rouge (aujourd' hui Fédération internationale des Sociétés de la Croix-Rouge et du Croissant-Rouge) dont nous venons de célébrer le 75e anniversaire. Sa fondation, rappelons-le, répondait à la volonté de dirigeants de Sociétés nationales de la Croix-Rouge et de personnalités du monde médical, nourris de l'idéal wilsonien, de présenter aux Sociétés du monde entier des programmes d'activité dans l'intérêt général de l'humanité, d'harmoniser leurs efforts contre les fléaux du temps.

En la Primera Guerra Mundial, se recurrió, por primera vez, al empleo generalizado de agentes químicos en los principales frentes bélicos, lo que causó un número sin precedentes de víctimas. Apenas terminada la guerra, se desplegaron esfuerzos para proscribir estas armas. La Sociedad de Naciones se encargó de elaborar las normas específicas, poniéndose así de relieve la convicción de que esta cuestión era de interés mundial y no sólo de las potencias victoriosas. El 17 de junio de 1925, firmaron el Protocolo de Ginebra sobre la prohibición del empleo en la guerra de gases asfixiantes, tóxicos o similares y de medios bacteriológicos 26 Estados. En este tratado, se prohíbe categóricamente recurrir a medios de combate químicos y biológicos. Aunque la firma del Protocolo despertó grandes esperanzas de una efectiva prohibición de las armas químicas, la adhesión al tratado progresó lentamente. Varios Estados, que, a todas luces, dudaban de que el Protocolo pudiera aplicarse con la firmeza prevista en el texto, formularon importantes reservas.

This paper will briefly examine the legal obligation placed on States to respect international humanitarian law and to train their armed forces in the subject. The practical problems this can create and how they might be overcome will also be addressed. The approach taken by the International Committee of the Red Cross (ICRC) to training in general and the particular approach being used in South Asia will be discussed.

In our last month's issue we gave an account of ICRC relief work up to the end of October 1968 in Nigeria and the secessionist province Biafra. This clearly brought out the scale and very considerable cost of the mission which will continue for months to come. As the financial situation had reached the crisis stage, the International Committee invited representatives of governments, National Societies and international institutions, able to help it, to a meeting in Geneva, in order to explain the facts which justify not only the massive scale of, but also support for, the Red Cross action. There were in fact three meetings, one of National Societies, the second of representatives of governments and inter-governmental institutions and the third of voluntary agencies.

At his annual press conference on 30 May 1995, ICRC President Cornelia Sommaruga began by referring to the recent 50th anniversary of the end of the Second World War in Europe and deploring the ICRC's moral failure regarding the Holocaust, when “it did not succeed in moving beyond the limited legal framework established by the States”.

Henry Dunant first came up against the problem of war at the battle of Solferino. The impact of the experience remained in his memory for ever and decided the course of his life. Spurred on by a deep repugnance for violence, he then set out on the long road which would lead him to propound ways and means first to protect victims of war, then to restrict the circumstances wherein war could arise, and finally to abolish war altogether. These three approaches—protection, restriction and abolition—complemented each other; they were not alternatives. To Henry Dunant's way of thinking they formed a cohesive system aimed at curbing the excesses of war while at the same time preventing its appearance and eradicating its causes.

¡ El efecto físico de la bomba atómica fue increíble, inesperado, rebasa toda imaginación ! ¡ El efecto moral fue catastrófico !

Los militares japoneses fueron impotentes para ocultar las noticias. A las pocas horas, a los pocos días, los supervivientes de la catástrofe contaban en el país el relato fantástico de una bomba incandescente, lanzada desde el cielo por los estadounidenses, que quemó todo a su paso.

Tres días más tarde, el 9 de agosto, en Nagasaki, se confirmó la potencia despiadada de esta nueva arma y los sabios japoneses descubrieron su principio. El Emperador convocó a sus jefes militares y les dijo que la capitulación era inevitable.

Del 28 de diciembre de 1975 al 8 de enero de 1976, fueron repatriados a su país de origen 922 súbditos paquistaníes e indios, residentes en Saigón, en 4 vuelos organizados por la Cruz Roja Internacional, en estrecha colaboración con las autoridades y la Cruz Roja de la República de Vietnam del Sur, por una parte, y de los Gobiernos del Paquistán y de la India y de las Sociedades nacionales de esos países, por otra parte.

Former ICRC President Alexandre Hay died on 23 August in Geneva at the age of 72. With Mr. Hay's passing the International Red Cross and Red Crescent Movement has lost a true champion of the humanitarian cause, wholly committed to upholding the law and the Movement's ideals and to promoting peace through dialogue.
