Policy-making concerned with animals often includes human interests, such as economy, trade, environmental protection, disease control, species conservation etc. When it comes to the interests of the animals, such policy-making often makes use of the results of animal welfare science to provide assessments of ethically relevant concerns for animals. This has provided a scientific rigour that has helped to overcome controversies and allowed debates to move forward according to generally agreed methodologies. However, this focus can lead to policies leaving out other important issues relevant to animals. This can be considered as a problem of what is included in welfare science, or of what is included in policy. This suggests two possible solutions: expanding animal welfare science to address all ethical concerns about animals’ interests or widening the perspective considered in policymaking to encompass other important ethical concerns about animals than welfare. The latter appears the better option. This requires both a ‘philosophy of animal welfare science’, a ‘philosophy of decision-making about animals’, and greater transparency about what is included or excluded from both animal welfare science and the politics of animal policy.

The responses of 56 cotton-top tamarin monkeys (Saguinus oedipus) to the faecal scent of predators and non-predators were recorded to determine if there was a differential response. Methylene chloride extracts were prepared from the faeces of suspected predators (margay and tayra) and non-predators (capybara and paca) known to co-exist with the tamarins in the wild The faecal extracts were presented to the tamarins on wooden dowels in their enclosures. Untreated dowel and dowel treated with methylene chloride served as controls. The tamarins exhibited high anxiety responses to predator scent compared to non-predator scent which produced low anxiety responses. No sex differences were found but an age difference was apparent: younger individuals were more curious than their elders. The response pattern was observed in captive-born individuals and was not affected by whether or not their parents were wild-caught or captive-born. This indicates that the discrimination of predator and non-predator scents is innate. However, this should not be taken to mean that captive cotton-top tamarins should be re-introduced to the wild without prior predator avoidance training. The implication of this study for animal welfare is that in captive environments where both predator and prey species are kept, it is important that predators, and their faeces, are not situated where prey species can detect their presence through olfaction, because prey species may suffer continual levels of heightened anxiety with possible detrimental effects.

The aim of this study was to investigate whether there were differences in fearfulness between laying hens (Gallus gallus domesticus) housed in aviaries and in cages. The tonic immobility (TI) test was used to assess the fearfulness. Norwegian light hybrid White Leghorn hens were housed in battery cages and in three types of aviaries: the Marielund, the Laco-Volétage and the Tiered Wire Floor. Each system housed about 1,500 birds. Tests were performed on 50 birds per housing system at 70 weeks of age in one laying flock and at 30 and 70 weeks of age in the next.

At 30 weeks of age in the second laying flock, the duration of the tonic immobility response was unaffected by type of system. At 70 weeks, however, hens in cages showed tonic immobility of longer duration than hens in aviaries, in the first as well as in the second laying flock No differences in TI between hens from the three types of aviaries were found. The duration of TI did not correlate with plumage condition or body-weight, except for a longer duration of TI with poorer plumage condition in aviaries at 30 weeks. These results indicate that the fearfulness of hens in cages, as measured by the TI test, increased considerably with time. The lower fearfulness shown by hens in aviaries suggests that this important aspect of welfare is more secured in aviaries than in cages.

There is a growing awareness that non-human primates kept in zoos and laboratories deserve more species-appropriate stimulation because of their biological adaptation to a challenging environment.

Numerous attempts have been made to effectively emulate the gathering and processing aspects of natural feeding. Whole natural food-items, woodchips mixed with seeds, the puzzle ceiling and the puzzle feeder stocked with ordinary biscuits, cost little or nothing but induce sustained food gathering and/or food processing. Turf and fleece substrates sprinkled with particles of flavoured food, foraging trays, probe feeders and puzzles baited with food treats also promote more foraging behaviour, but they are relatively expensive and require added labour time to load and clean them.

Animal hoarding is considered to be an under-reported problem, which affects the welfare of both people and animals. Few published studies on animal hoarding are available in the scientific literature, particularly outside North America. The present study was designed to obtain data on animal hoarding in Spain, with a particular focus on animal welfare issues. Data were obtained retrospectively from 24 case reports of animal hoarding involving a total of 1,218 dogs and cats and 27 hoarders. All cases were the result of legal intervention by a Spanish humane society during the period from 2002 to 2011. Hoarders could be characterised as elderly, socially isolated men and women who tended to hoard only one species (dog or cat). Most cases presented a chronic course of more than five years of animal hoarding. The average number of animals per case was 50, with most animals being dogs. In 75% of cases the animals showed indications of poor welfare, including poor body condition, and the presence of wounds, parasitic and infectious illnesses. Amongst the hoarded animals aggression and social fear were the most commonly reported behaviours. To the authors’ knowledge, this is the first report on animal hoarding in Spain and one of the first in Europe. Further studies are needed to fully elucidate the epidemiology, cross-cultural differences and aetiology of this under-recognised public health and welfare problem. More research might help to find efficient protocols to assist in the resolution and prevention of this kind of problem.

The present study investigated 15 broiler and 13 fattening pig farmers’ willingness-to-convert to alternative production systems with higher animal welfare standards compared to conventional production systems in The Netherlands, and explored the main barriers to the adoption of these alternative systems. Alternative production systems were categorised, according to whether farmers were required to make reversible or irreversible changes to the current farm. Two out of the four pig systems in the study were considered as reversible, whereas the other two as irreversible. One out of the four broiler systems presented was considered as reversible, whereas the other three as irreversible. Results show that to convert to a system requiring irreversible changes 83 and 85% (figures for each of the two irreversible systems) of the surveyed fattening pig farmers required a 30% or higher increase in their family income, while to convert to a system requiring reversible changes 8 and 23% of the pig farmers required a similar level of increase. Also, for each of the three irreversible systems, 62, 64 and 87% of the surveyed broiler farmers required a 30% or higher increase in their family income to a system requiring irreversible changes, while to convert to a system requiring reversible changes, 20% of the broiler farmers required a similar level of increase. Thirty-eight and 62% of the fattening pig farmers and 40% of the broiler farmers were willing to convert to the specific systems that allowed reversible changes if they knew they could earn the same income as they did in their current system. This study highlights a number of reasons for farmers’ reluctance to switch to alternative systems: perceived uncertainty about price premiums, lack of space on the farm, scarcity of land nearby the farm, risk of disease spread, the existing farm set-up, prohibition of tail docking, allowing for castration, and views that proposed alternatives were ‘farmer-unfriendly’ or impractical.

There is an ethical and scientific need to minimise the harm experienced by animals used in scientific procedures and to maximise their well-being. Welfare can be improved by the refinement of practice, particularly if these refinements are applied to every aspect of the life of an animal used in the laboratory, from birth to death. Primates are considered likely to have a greater capacity for suffering than other sentient species and therefore refinement of their use is particularly important. The refinement of the human impact on laboratory-housed primates and of housing and husbandry practices are dealt with in parts I and II of this three-part review. In part III, methods of refinement that can be applied specifically to the use of primates in procedures, are summarised and discussed, together with a description of some current practices, and the scientific evidence that suggests that they should no longer be used. Methods of refinement of identification, capture and restraint, sampling, administration of substances, humane endpoints, and euthanasia are included. If these methods are used, taking into account species-specific differences and needs, it is concluded that harm can be minimised and primate welfare improved.

In the Family Pen System piglets and fatteners grow up in species-specific family groups that correspond to the normal social organization of domestic pigs. The feasibility of a technologically improved version of this alternative housing system, originally designed by Alex Stolba, was tested on a commercial farm for two and a half years. Eighty-one litters were born in three family groups within this period. Average cycle length was 170 ± 24 (SD) days, resulting in 2.15 litters per sow per year. All piglets were suckled for at least seven weeks. In 53.8 per cent of the cycles lactational oestrus occurred before the piglets were seven-weeks-old. The litters of sows which did not show lactational oestrus were artificially weaned and returned to the family group as soon as the sow had been served. At the beginning there were problems with piglet health and crushing, but in the last 21 months of the study there was a stable reproductive performance of 19.5 piglets (28-days-old) reared per sow per year (n = 53 litters). Sows that had been raised themselves in the Family Pen System reared 21.4 piglets per year (n = 25 litters). In conclusion, the technologically improved version of the Family Pen System was found to be practicable on a commercial farm.

The aim of this trial was to describe the behavioural, neuroendocrine, immune and acute phase stress responses in dogs undergoing elective surgery in normal, clinical practice conditions. Sixteen dogs were submitted to elective orchiectomy or ovariohysterectomy using a standardised surgical protocol. Each animal was confined to the Intensive Care Unit during pre- and post-surgery and perioperative behavioural, neuroendocrine, immune and acute phase responses were studied. Behavioural categories, cortisol, prolactin, white blood cell, C-reactive protein and haptoglobin variation were evaluated. Values at different times were compared with basal values shown by the dog in its usual environment. Communicative and explorative behaviours showed high occurrence pre-surgery and were inhibited post-surgery. Decreases in post-surgery activity, interactive behaviours and changes in waking/sleeping patterns were observed. The most sensitive marker of psychological stress, cortisol, in comparison with basal values, showed a significant increase both during pre- and post-surgery confinement in the ICU cage. Prolactin values were characterised by a significant decrease early into the post-surgery period. The immune response was characterised by long-term neutrophilia and monocytosis, but by short-term lymphopaenia and eosinopaenia, limited to the early post-operative period. With regard to the acute phase response, both C-reactive protein and haptoglobin showed a long-term increase, post-surgery. Changes in behavioural, haematological and biochemical markers showed that perioperative stress represents a major challenge to dog welfare.

Quality of life (QoL) is an abstract construct that has been formally recognised and widely used in human medicine. In recent years, QoL has received increasing attention in animal and veterinary sciences, and the measurement of QoL has been a focus of research in both the human and animal fields. Lord Kelvin said “When you cannot measure it, when you cannot express it in numbers — you have scarcely in your thoughts, advanced to a stage of science, whatever the matter may be” (Lord Kelvin 1893). So are we able to measure animal QoL? The psychometric measurement principles for abstract constructs such as human intelligence have been well rehearsed and researched. Application of traditional and newer psychometric approaches is becoming more widespread as a result of increasing human and animal welfare expectations which have brought a greater emphasis on the individual. In recent decades the field of human medicine has developed valid measures of experienced pain and QoL of individuals, including those who are not capable of self-report. More recently, researchers who are interested in the measurement of animal pain and QoL have begun to use similar methodologies. In this paper, we will consider these methodologies and the opportunities and difficulties they present.

The outdoor range in free-range, egg-production systems contains features that aim to promote the performance of natural behaviours. It is unclear what features of the range laying hens prefer and how these influence hen behaviour. We hypothesised that hens would demonstrate a preference for features of the environment in which their ancestor evolved, such as relatively dense vegetation, within the outdoor range and that the behavioural time budget of hens will differ between distinct environments. Characteristics of the outdoor range in one free-range commercial egg farm were mapped and four distinct environments (‘locations’) were identified based on ground substrate and cover (Wattle Tree, Gum Tree, Bare Earth and Sapling). The number of hens accessing each location and behavioural time budget of these hens was recorded over a three-week period during the southern hemisphere summer (January-February). Hens showed a clear preference for the Wattle Tree and Gum Tree locations; however, a significant interaction between location and time of day suggested that the hens’ preference for different locations changed throughout the day. The most common behaviours displayed by hens were foraging, preening, locomotion, resting and vigilance, and most behaviours were influenced by the interaction between location and time of day. Overall, a wider variety of behaviours were performed in the highly preferred environments, but not all behaviours were performed equally within each environment throughout the day. Understanding what features hens prefer in the outdoor range and how this influences the performance of natural behaviours is important in promoting the welfare of hens in free-range production.

The possibility of improving the welfare of fattening rabbits by rearing them in pens instead of cages was investigated. Time budgets, locomotion, ear lesions, breaking strength of the femur and productivity were compared in fattening rabbits kept at the same stocking density (15 rabbits m−2) either in standard cages of 0.4m2 (6 animals) or in pens of 1.6m2 (24 animals). Behavioural observations, performed by video recording at 6 and 9 weeks of age, indicated that the frequency of rabbits walking over one another was higher in cages than in pens at 9 weeks of age. Although the time spent in locomotion did not differ significantly, the number of consecutive hops performed by animals was clearly increased in pens at 6 weeks and tended to be higher at 9 weeks. In pens (without a ceiling), rabbits were observed ‘keeping watch’ with a characteristic fully upright posture; this was not possible for rabbits in cages (with ceilings at 30cm).

Ear lesions were more frequent in caged rabbits than in penned; this might be due to the caged rabbits walking on one another, due to the lack of space to perform locomotory behaviour. Weight, diameter and breaking strength of femur tended to increase in rabbits kept in pens. In penned rabbits, body and carcase weight were significantly reduced (by 2.0% and 3.4% respectively) when compared with caged ones. However, overall, the use of wire-floor pens of 1.6m2, housing 24 animals, was considered to be beneficial to fattening rabbits’ welfare when compared to standard-sized cages holding 6 animals.

In intensive beef production in Europe, finishing beef cattle are typically reared in pens with fully slatted floors and low space allowances. These housing conditions were questioned in a report published by the Scientific Committee on Animal Health and Animal Welfare in 2001. The report concluded that the welfare of finishing bulls and steers is at risk if they are housed on fully slatted concrete or wooden floors or not provided with adequate floor space. The aim of the present paper is to review and update scientific evidence on the effects of floor quality and space allowance on the welfare of finishing beef cattle. It is shown that the recommendations made by the Scientific Committee on Animal Health and Animal Welfare are still valid, and are well supported by studies published over the last 10 years. Furthermore, results of several recent studies testing fully slatted floors with rubber covering indicate that this type of flooring is an acceptable alternative to concrete slats, with positive effects on animal behaviour and leg lesions. Consequently, a phasing-out of housing systems with fully slatted concrete floors is suggested. With respect to floor space, the studies reviewed here support the notion that it is essential to enforce minimum standards resulting in increased space allowances for intensive beef production systems.

The aim of this study was to examine the effects of roughage and shelter on certain welfare indicators in growing pigs that have access to ample straw and space. The effects of the two treatments were evaluated both by recording the pigs’ use of the various areas of the pen and by measuring the frequency of two specific behaviours, ‘aggression’ and ‘play’, that are considered to be significant indicators of welfare in pigs. Seven replicates were used, each involving 96 pigs. The pigs were randomly allocated to eight experimental pens at 10 weeks of age, and were observed from 13 to 22 weeks of age. The two treatments, roughage and shelter, were distributed according to a 2 x 2 design in the pigs’ outdoor runs, four of which were located on each side of the barn (north side versus south side). The pigs spent most of their time in the straw-provided areas, and the frequency of their aggressive behaviour was also the highest in these areas, suggesting that these locations were the most attractive to the pigs. The pigs with access to roughage showed a lower frequency of aggression (P < 0.05) and spent more time in the outdoor area where the roughage was placed than those pigs with no access to roughage (P < 0.05). No other effects of treatment were found on the length of time spent in the different pen locations. Play frequency decreased with age (P < 0.05) and with increasing temperature (P < 0.01). Moreover, when housed on the south side of the building, the pigs with access to shelter played more than those without (2.0 versus 1.0 events per hour [SE = 0.3]; P < 0.05); this suggests that the opportunity to regulate the body temperature by use of shade results in improved welfare. In conclusion, the pigs’ behaviour indicated that their welfare was improved by free access to roughage and shelter.

This study demonstrates that only a minimal time investment was needed to train a large troop of laboratory non-human primates to co-operate in the catching procedure. A group of 45 rhesus macaques (Macaca mulatta) was trained to enter a chute system voluntarily and be caught one by one. The total duration of the training sessions was under six hours, with less than 15 total work-hours invested by three people. The result was an improved capture procedure which minimized risk to personnel and distress to the animals.

The provision of foraging opportunities may be a simple way of improving an animal's welfare, but this approach has been neglected for laboratory rats (Rattus norvegicus). Standard housing contains little enrichment, and food is often provided ad libitum, which may result in inactivity and obesity, especially in mature males. Foraging enrichments may offer a way to correct these deficiencies. This study compared three potential enrichments — a limited-access hopper, gnawing sticks and a foraging device — to standard housing and feeding conditions, in order to examine their effects on rat body weight, food consumption, behaviour and preferences. The subjects were 12 mature male Wistar rats. Effects were assessed from daily weighing and from video records of the rats' behaviour over 24 h periods. The rats' preferences were determined using a four-way test system in which they could choose between a standard cage and cages offering the three potential enrichments. Compared to the standard housing and feeding, the limited-access hopper had a tendency to reduce food consumption, but the time spent feeding increased. The gnawing sticks provided the rats with the opportunity to gnaw, but did not affect other behaviours or body weight. The foraging device had the benefits of reducing aggression and allowing the rats to search for and manipulate food, but resulted in significant gains in body weight. Additionally, the foraging device was the preferred feeding source. Of the four possible feeding locations, the rats spent the least amount of time in the standard cage. The foraging device provided the most benefits but requires further modification to address problems of obesity.

In-transit losses (ITL) in fattening pigs refers to mortality occurring after having left the farm but prior to stunning at the abattoir. The purpose of this observational study was to identify the associations between environmental and truck temperatures, distances travelled, feed withdrawal, farm, transport company and abattoir and in-transit losses of fattening pigs marketed in Ontario, Canada from 2001 to 2004. A prospective study of 104 trips was conducted to determine temperatures inside the truck and identify the factors associated with this. In 2001, ITL was 0.017%, with 75% of producers losing < 5 pigs annually. In-transit losses increased between distances travelled of 590 to 720 km and decreased at distances greater than 980 km. The Pig Comfort Index, a combination of temperature and humidity, was used to identify thresholds of environmental conditions above which in-transit losses increased. The farm at which the pig was raised explained more variation of ITL (25%) than transport company (8%) or abattoir (16%). The within-farm ITL in 2003 had a positive association with those in 2001 and 2002. Withdrawing food prior to transport may decrease ITL on some farms. The temperature in truck compartments holding pigs increased by 0.99°C as the environmental temperature increased by 1°C and by 0.1°C as the relative humidity increased by 1%. Truck temperature decreased 0.06°C for each increase in driving speed of 10 km h−1 and increased by 7°C with an increase in pig density from one to 2.6 pigs per m2.

In recent years, there has been an increasing focus on the study and assessment of animal welfare in captive settings, such as zoological gardens and aquaria. Canada lynx (Lynx canadensis) are a relatively common species in zoos, yet are known to exhibit frequent reproductive problems in captive environments. We provide an exploratory analysis of housing and husbandry factors that are associated with patterns of adrenocortical activity in lynx. Adrenocortical activity was assessed using the non-invasive technique of monitoring faecal glucocorticoid metabolites (FGM). First, we calculated baseline FGM values for each individual and controlled for sex, age class, and reproductive status. The residual values were used to determine how levels of adrenocortical activity correlated with institutional husbandry practices. Second, we compared the occurrence of FGM peaks to events and disturbances recorded by keepers. Our results highlighted that adrenocortical activity is strongly correlated with: (i) the size of the enclosure; (ii) the number of hiding locations available; and (iii) the social environment. Based on our findings, we recommend that lynx should generally be housed alone (unless with dependant offspring or temporarily paired up for mating purposes), in larger enclosures and with the provision of several species-appropriate hiding locations.

The effectiveness of electrical water bath stunning of broilers (n = 96) for 1 s with a constant average current of 100, 150 or 200 mA delivered using a variable voltage/constant current stunner with 200, 800 or 1400 Hz pulsed direct current (DC), with a mark:space ratio of 1:1, followed by slaughter using a unilateral or ventral neck cutting procedure, was evaluated. The results of a binary logistic model showed that both the electrical frequency and average current had significant effects on the probability of inducing epileptiform electroencephalogram (EEG) and therefore, of effective stunning. The results of univariate analysis showed that only slaughter method had highly significant effects on the power contents in the 13–30 Hz and 2–30 Hz EEG frequency bands. Based on these results, it is recommended that a minimum of 200 mA average (400 mA peak) current per bird should be delivered using 200 Hz pulsed DC, with a mark:space ratio of 1:1, to achieve effective water bath stunning in 80% of broilers. Frequencies of above 200 Hz pulsed DC would presumably require average currents of greater than 200 mA. Electrical water bath stunning of broilers with 200 mA average current of 200 Hz resulted in cardiac arrest in six out of eight broilers that showed epileptiform activity. Two other broilers that had cardiac arrest showed no epileptiform EEGs indicative of effective stunning. Owing to the prevalence of cardiac arrest in conscious broilers, the use of pulsed DC for water bath stunning of broilers could be questioned on ethical and bird welfare grounds.

Sounds in the laboratory and animal house environment were monitored for sound pressure levels over both low frequency (10Hz-l2.5kHz) and high frequency (12.5—70 kHz) ranges and were recorded for frequency analysis over the range 10Hz-100kHz. Forty sources of sound were investigated at 10 different sites. Sources included environmental control systems, maintenance and husbandry procedures, cleaning equipment and other equipment used near animals. Many of the sounds covered a wide frequency band and extended into the ultrasonic (> 20kHz) range. Sound levels produced by environmental control systems were generally at a low level. High sound pressure levels (SPLs) up to and exceeding 85dB SPL were recorded during cleaning and particularly high levels were recorded from the transport systems studied. Equipment such as a tattoo gun, a condensation extractor system, a high-speed centrifuge, and an ultrasonic disintegrator produced high levels of sound over a broad spectrum.

As many laboratory animals are much more sensitive to a wider range of sound frequency than humans, it seems likely that the levels of sound reported here could adversely affect animals through physiological or behavioural changes, or may even cause sensory damage in extreme cases. There appear to have been no studies on the minimal threshold levels for such adverse responses, or on the long-term effects of exposure to the types of sounds recorded here. It is not yet possible to set realistic exposure limits for laboratory animals.
