In the region concerned, agriculture is conducted under stress from several difficult circumstances. These difficulties include, among others, drought, a limited length of growing season, harsh winters, insect pests and diseases, and weeds. The present paper describes several measures that are taken to combat these problems. Control devices include legume green manure/cereal rotations, use of drought-resistant and insect-resistant varieties, and early seeding of spring grain to cause maturation before the period of maximum drought risk. Recently, a wide range of legumes has been grown on a limited basis in the region, and further progress toward improved legume varieties is being pursued.

The increased effort by Congress to reduce agriculture's adverse consequences on the environment has been focused almost entirely on changing agricultural production practices at the farm level Because the agricultural sector is highly integrated, attempts to change a specific industry within the sector, such as production, input supply, or processing, may have undesirable effects. Programs designed to achieve society's environmental objectives by forcing change in agricultural production practices will lead to increased frustration, new programs and regulations, and further conflict between society and farmers. To guarantee sustainability of U.S. agriculture into the next century, efforts to incorporate new social needs into production agriculture should include changes in the research agendas of public and private institutions, marketing grades and standards, and the institutions that support the agricultural producer.

Tillage, seeding and fertilizing implements for rainfed cereal production with a winter precipitation pattern have unique functional requirements. In designing and developing implements for these systems, soil and water conservation principles are critical and must be integrated into the total production system. Plant diseases, insects, weeds, environmental degradation, crop yield, crop quality and economics all may be influenced by tillage, seeding and fe rtilizing implements. Advances have been made in implements f or improved residue management, stand establishment and crop fertilization that leave more crop residue on the surface for soil and water conservation. However, they alter the seed and root zones, often resulting in uncontrolled pests, reduced yields, or increased production costs. Research is needed to integrate production implements into ecosystem management through automatic control systems for improved tillage, se eding and fertilizing. These systems should include field history mapping, real-time soil sens ors, and models to link data bases with equipment functions.

Applied agricultural research that is concerned with highly specific production methods and growing conditions differs in its purposes and social value from more “academic” kinds of research intended to advance knowledge in a more general and less immediately practical way. Nevertheless, it is conducted in an institutional setting established largely for the latter kind of research. Many people have suggested that the resulting conflicts could be reduced by introducing greater flexibility into the professional reward system for agricultural researchers. However, the mismatch may go too deep to be fixed this way. An alternative would be to remove highly applied researchfrom the academic domain and treat it instead as a service to the university's outside constituencies. A service orientation is especially appropriate for publicly supported universities, which is where most such research is done.

Turkey is experiencing pressure to increase crop production per unit area to achieve self-reliance in food supply. The main production concern before 1970 was to increase crop yields to meet the national consumption of an ever-increasing population. During this time the country's capability to produce wheat was insufficient to meet the national demand. After the initiation of the National Wheat Research and Extension Project in 1969 the objectives of wheat production methods were changed to achieve not only higher but more economical yields per unit area. As a result the total area sown to wheat increased by only 9% between 1969 and 1990, whereas yields and total production increased 75 and 90%, respectively. This was due to developing or importing high-yielding varieties adapted to dry areas, increasing use of fertilizers and plant protection chemicals, and timely use of proper tillage made possible with modem equipment. Transferring research results to farmers and exchanging information with international scientists led Turkish scientists to establish the new goal of developing ecologically sound farming systems that could achieve higher, more economical yields per unit area. The key to this approach is to maintain or increase soil organic matter.

Fiber nettle (Urtica dioica L.) has potential as a fiber crop in the natural textiles industry, an industry requiring production by organic methods. No recent data on yield potentials and quality of this crop using these methods are available to farmers. Five fiber nettle clones were cultivated between 1997 and 1999 in a randomized block design with four replications per clone on an organic farm in Lower Austria. The harvests from the second and third cultivation year were used for further analysis. The dry matter yield (stalks) of the five nettle clones in the second cultivation year (1998) ranged from 2.3 to 4.7 Mg ha−1. The dry matter yield of the third cultivation year (5.6 to 9.7 Mg ha−1) was more than double that of the second year. The large increase in the yield of the third year was a result of an increase in the height (20 to 40 cm higher) and a doubling of the number of stalks per plot compared with those from the second cultivation year. Undersowing with clover had a positive effect on fiber nettle growth. The fiber content after chemical processing ranged between 8 and 16% of the dry matter in both the second and third cultivation years. The fiber yields ranged from 335 to 411 kg ha−1 in the second year and from 743 to 1016 kg ha−1 in the third year. Clones with a high dry matter yield had a low fiber content and vice versa. There was no significant difference in the fiber quality (fiber strength, elongation, fiber fineness, length of fiber) of the five nettle clones. Due to the different consistency in the upper and lower part of the stalk and to fiber processing methods, the fiber material is generally very heterogeneous. This work shows that the cultivation of fiber nettle by organic methods in Austria is possible and that it produced well in the third year. Organically grown fibers of nettle are suitable for textile use; however, further development of an economic and functional high-yielding method for fiber processing, and efficient marketing are essential for the success of nettle fiber in the textile market.

On-farm and farmer-directed research is claimed to lack validity when produced by methods that limit the generalizability of its results. However, farmers may consider such findings sufficiently valid for use in agricultural production even though agricultural scientists may not consider them scientifically valid. A general social-psychological theory of knowledge and information processing called lay epistemology suggests that farmers may assess the validity of any research report by its plausibility in relation to their knowledge and experience. Other communication research suggests that readers will look for cues to help them decide whether the research and findings are valid and useful.

To identify validity cues used by farmers in evaluating production research reports, we asked 56 Illinois cash-grain farmers to mark phrases and other items that influenced their confidence in a popularized research report and to explain the reasons for each mark. The kinds of validity cues that farmers used or sought had little relationship to their personal or enterprise characteristics. The researcher's name, location and affiliation were critical cues, but information on the methods and results were no more important than data about costs, risks, growing conditions, and longer term outcomes. Plausibility plays a key role when farmers decide whether production research is valid. It would be useful to farmers if research reports included more information about the system being studied, such as its costs and risks, along with data on the research methods used.

Chaff, a by-product of cereal and oilseed production that is largely treated as waste product, may have significant economic value as a ruminant feed, and its collection and removal may reduce herbicide usage and tillage. We surveyed fifty farms located throughout the Brown, Dark Brown, and Black/Grey Wooded soil zones of Saskatchewan to determine the costs and benefits of their chaff collection systems. Benefits measured or estimated included both the feed value of chaff and agronomic benefits in the form of reduced tillage and herbicide requirements. Costs measured were for equipment and machinery ownership, maintenance and operation, including labor. The survey responses showed that, regardless of the type of collection system utilized, feed-related benefits outweighed the costs under the stated assumptions about prices and methods of assigning costs. Agronomic benefits alone also were sufficient to offset chaff collection costs. The net benefits of chaff collection are related to both the quantity of chaff collected and the distance the material is transported.

The most important source of increased crop yield in the Middle East has probably been the increase in irrigated area although it has been accompanied by other inputs such as chemical fertilizers, improved varieties, mechanization, and pesticides. Palestine, which in this paper encompasses West Bank and Gaza, has had a similar emphasis on irrigation although only 5% of West Bank agricultural land is irrigated. However, the possibility of further expanding or even maintaining present water use for fostering agricultural growth in this dry region is diminishing. There now is a growing understanding that future sustainable agriculture in the Middle East may depend on shifting emphasis to rainfed farming; in the past, this was not considered possible because of its perceived low productive potential. Recent research, however, has evaluated the status of rainfed farming in Palestine and targeted areas that need improvement. Experiments and demonstrations have shown the potential to vastly improve rainfed farming's production, economic return and status. Following up on these initial steps should be an important priority in maintaining food production in this region.

Complex policy issues and tradeoffs will arise in crafting the 1990 or 1991 Farm Bill. Efforts to advance progress toward sustainable agriculture production systems could arise in the farm bill's commodity, conservation, and research titles. Key definitional issues are highlighted here, as well as water quality issues and the impact of ongoing GATT negotiations in the context of increasing global demands on American agriculture.

Conventional, low-yield aquaculture methods use earthen, standing water fish ponds that typically are stocked with 0.5 to 2 fish/m2 and produce 3 to 10 tons of fish/ha/year using refined feeds. At higher fish stocking densities and fish yield, production of metabolites and residues exceeds such a pond's natural recycling capability, so that a higher rate of flushing is required. This wastes water and valuable nutrients and creates a potentially polluting effluent In an alternative system, by increasing the rate at which the metabolites and feed wastes are microbially processed within the culture system, production rates exceeding 500 tons of tilapia fish/ha/year have been attained with less than 0.5 percent water change daily. In preliminary experiments in this closed bioconversion system, we have replaced all formulated feeds with agricultural residues and fertilizers, which are converted into protein by intense microbial processing. The rate of fish growth indicated that much or possibly all the feed requirements of tilapia grown in this type of closed, densely stocked system can be satisfied by intense cultivation of heterotrophic microbes.

Editor's note: At conferences with a focus on scientific and political information about alternative agriculture, the live stories of how individual farmers “made the switch” from chemical intensive to low-chemical farming help us to stay in touch with the issues as the farmer sees them. At the IAA symposium, Kansas farmer John Vogelsberg told the story of his choice to make that transition, delighting the audience with his dry humor, warmth, and wisdom. Following are excerpts from his reflections.

We evaluated the short-term effects on earthworms of sidedressing solid dairy cattle manure on corn. The manure rates were 40, 46 and 53 t/ha applied in 1991, and a control (no manure). From 1988 to 1990, the manure plots received solid dairy cattle manure sidedressed at an annual rate of 40 to 50 t/ha, the equivalent of 100 kg N/ha, while the control received a standard mineral fertilization. The experiment took place at the MAPAQ experimental station in St.-Lambert, Quebec, Canada. Sampling occurred in autumn 1991 and spring 1992.

Sidedressing solid dairy cattle manure in spring increased earthworm populations compared with the control in fall 1991, but no significant population differences were observed among the three different manure treatments, which were then pooled for further statistical analysis. In spring 1992, the populations declined, at which time the manure treatment and the control did not differ significantly in abundance, but total earthworm biomass and Lumbricus biomass were significantly higher in the manure treatment. Cocoon production showed significant differences between treatments, which provides evidence for the potential effect of manure sidedressing on earthworm population dynamics. Although the genus Aporrectodea (endogeic) was dominant among the treatments, sidedressing of solid dairy cattle manure also stimulated Lumbricus populations, especially juveniles and adult L terrestris (epianecic).

A Time to Choose came about in a setting of substantial turmoil. In the late 1970s, agriculture felt that it was on a roller coaster. Earlier in the decade, it had experienced the huge sales to the Soviet Union, short crops around the world, very high prices, and very high incomes. Then it came down the hill into a very unstable period that was substantially different from the relative stability of the 1950s and 1960s. Energy problems, which had begun early in the 1970s, had not had much of an effect while prices and incomes were high, but when the boom ended, the high cost of energy hurt farmers badly. The general economy was seriously overheated, and inflation was very high. The budget situation, which in retrospect seems tame compared with today's, looked very threatening at the time. In fact, from 1979 to 1980 the deficit increased 80%, something that was very much on people's minds as they were judging policy options. Finally, unusually rapid structural changes were taking place, with farms becoming larger but fewer.

Research on agricultural production has been largely the domain of an institutional system established especially for the purpose. However, the complexities and diverse character of agriculture require diversified modes of research. Such a strategy might be better pursued by a more diversified set of research institutions. Non-land-grant institutions, although lacking the land-grant system's strong experience in agriculture and its close ties with farmers, potentially represent a large pool of scientific expertise in a broad range of fields relevant to agriculture. Also, they are under different institutional constraints, and may be in a better position to do more speculative, long-range research that does not promise immediate practical benefits. Although such research has been criticized by people in the sustainable agriculture movement who believe that research should be more directed at farmers' current problems, a truly sustainable agriculture will require a deeper grasp of how agricultural systems work. Achieving this will demand a breadth of understanding that extends beyond the production-oriented studies that dominate current sustainable agriculture research programs.

We analyzed two sets of farm policy options, representing different ideological approaches to government involvement in agriculture, to estimate their effects on the relative economic attractiveness of “sustainable” and “conventional” farming systems. The mandatory supply control approach, through strict acreage limitations on program crops, represents a strong government role in commodity supply management. The Normal Crop Acreage approach, on the other hand, allows farmers greater flexibility in deciding what crops to grow. We used economic models of five pairs of case study farms in different agroclimatic areas of South Dakota, covering corn-soybean, spring wheat, and winter wheat growing regions. Mandatory restrictions on the planted acreage of “program” crops, including soybeans, were found to favor the conventional systems, because they induced high prices for crops that predominate in conventional systems, especially com, soybeans, and wheat. In principle, however, mandatory acreage controls could require compliance with certain sustainable agriculture practices. Normal Crop Acreage (NCA) proposals can encourage greater use of sustainable farming systems. Where conventional corn and soybean production is relatively profitable, as in parts of eastern South Dakota, NCA options by themselves appear insufficient to induce changeovers to sustainable cropping systems. In wheat growing areas of northern and western South Dakota, however, where the two systems oflen are about equally profitable, NCA policies could promote sustainable systems, particularly if deficiency payments are not reduced for harvesting legumes and other non-program crops on NCA base. To have this positive effect, NCA policies must be introduced gradually and structured to limit adverse effects on the markets for legumes and other non-program crops that are important in sustainable rotations.
