We compared conventional and alternative systems for the establishment of apple trees on a replicated, whole-orchard scale. The alternative system consisted of a K-31 fescue sod rotation followed by planting of trees directly into sod that had been kitted with herbicide. The conventional system consisted of a standard corn rotation, accompanied by application of fertilizer and nematicide. Orchard floor management in the three years following tree planting was based on the use of both pre-and post-emergence herbicides in the conventional system and only contact herbicide in the alternative system. The study documented tree growth, pest incidence, and nitrate mobility in the two systems. The alternative system compared favorably with the conventional system for the growth and establishment of four apple cultivars. Many advantages accompanied the killed sod system, including less subsurface leaching ofnitrate-N and lower costs (largely from decreased herbicide use). The alternative system provided an economical alternative to the problem of soil organic matter depletion in conventional orchard soils without requiring increased use of commercial fertilizers. Grower concerns regarding increased potential for vole damage and poor initial tree growth were unsubstantiated.

The Pennsylvania Association for Sustainable Agriculture (PASA) is a grassroots organization that facilitates the exchange of sustainable farming practices among its members, creates marketing opportunities for local farmers, and promotes consumer awareness and support for sustainable agriculture. Interviews with PASA's board members and staff, content analyses of PASA's literature, and a mail survey and spatial analysis of PASA's members—who include both farmers and members who do not farm—were used to examine members' characteristics, why they value being members, and the philosophies and strategies that guide the organization's successes. Results indicate that by embracing a broad definition of sustainable agriculture, PASA promotes profitable and environmentally sound farming practices to a diversity of farmers. Networking with a broad cross-section of local and regional organizations and institutions has enabled PASA to use the expertise of community leaders and share fundraising to develop marketing opportunities for farmers. Linking sustainable agriculture with priorities of community economic development has brought farmers to urban planning tables, increased inner city access to fresh, local food, and increased the economic viability of local farmers. PASA's experiences exemplify the opportunities and tensions involved with networking with mainstream institutions to gain greater support for the sustainable agriculture community. PASA provides one model of how sustainable agriculture organizations can play an integral role in supporting sustainable agriculture.

“Precision agriculture” was a favorite buzzword in agricultural discussions in the 1990s. Proponents of precision agriculture note its promises are twofold: economic benefits for the producer and environmental benefits for society. These benefits are to be achieved by improving the efficiency of input use, based on data obtained with global positioning systems (GPS) and geographic information systems (GIS) technologies. Although fulfillment of these promises has been mixed to date, it appears that “precision agriculture” will continue in the agriculture vernacular into the 21st century. In this article, we propose another sense of the term, and argue that precision agriculture, or at least long strides in that direction, is possible short of these highly complex methods and capital investments, through integrated crop management (ICM). As practiced by the producer and/or provided by independent crop consultants, ICM is one alternative to providing information-intensive management on the farm, and has proven efficiency of input use. That is, the promise of economic and environmental benefits holds true in a manner that makes it possible for any producer to implement “precision agriculture.” Using data from users and nonusers of independent crop consultants implementing ICM, this study reveals that several economic and environmental benefits are gained from the information and management recommendations provided by consultants. Pest and nutrient management recommendations have led to decreases in pesticide and commercial fertilizer use. For the majority of users, these input reductions have resulted in an increase in profits since hiring a consultant. Users attributed changes in total cost of production to their consultant's effectiveness, and some reported receiving double or greater return for every dollar invested in consultant services. The results confirm the important role that Iowa's independent crop consultants could play in agricultural production and environmental protection through their promotion of ICM activities. However, the scarcity of consultants in Iowa, and possibly elsewhere, presents a challenge within the industry. Addressing this issue may help in contributing to rural development, economic benefit for the producer, and environmental benefit for all of society.

Soils from adjoining farms, one managed organically and the other managed conventionally, were used in a greenhouse study to compare soil P status and the efficiency of concentrated superphosphate (CSP) and North Carolina rock phosphate (RP). Soil and plant parameters were measured as indicators of levels of soil P forms and availability of soil P to soybeans (Glycine max L.). Management did not affect dry matter yield of soybean plants. Conventional management resulted in higher P concentration in the plant and higher P uptake when CSP was the P source. However, when RP was the source, management effect was not significant. RP was only 15% as effective as CSP in increasing yield. When no P was applied, organic management resulted in greater total soil P, organic P, and Ca phosphate (CaP); conventional management resulted in greater Al and Fe phosphate (AlFeP) and occluded AlFeP (OcP). Addition of CSP increased AlFeP and OcP. Addition of RP increased CaP. CSP was more effective than RP in increasing extractable soil P. Multiple regression analysis showed that extractable P was related to AlFeP when CSP was the P source and to CaP when RP was the source. Yield was related to extractable P when CSP was the P source but when RP was the source, no significant regression models were found for yield.

This paper explores issues of agricultural sustainability in relation to arguments to sustain the family labor farm and the theoretical justification for the recent increase in smallerscale milk processors and differentiated dairy product markets. Using a population of New York State dairy farm households, we identified farm structural variables that influence farmers' use of chemical pesticides and fertilizers and their consideration of intensive rotational grazing. Milk sales, division of hired labor on the farm, and ownership arrangements are found to be interrelated and predict relative use of chemical pesticides and fertilizers within a “conventional” confinement feeding system. Marketing strategies predict production practices within a confinement feeding system less reliably but do predict whether the farm has considered adopting an intensive grazing system. Farms that have higher saks, that use hired labor more extensively, and that are not single family operations are more likely to use chemical pesticides and fertilizers. Farms that sell to differentiated markets are more likely to look favorably on an eventual switch to an intensive rotational grazing system.

Developing reduced-input agroecosystems is a challenge to researchers and practitioners in a number of disciplines. In particular, because of the complexity of managerial inputs, understanding the effects of decreases in levels of one or several inputs presents a difficult experimental problem. Moderate reductionism is proposed as an appropriate hierarchical analysis, which first characterizes system level behavior and then explains it in terms of system components and their interactions. An example is given using reduced nitrogen fertilizer inputs; higher nitrogen use efficiency at lower levels of input is explained by increased nutrient recycling between soil and plant subsystems. Transition from conventional to reduced-input management involves changes in both economic and ecological properties of agroecosystems. Biological, chemical and physical changes, including increased species diversity, tighter nutrient recycling, and longer-term perennial effects, may parallel ecological succession. Hypothetical trends for several such changes are discussed.

Cuba's agriculture after the 1959 revolution had been based on large-scale, capital intensive monoculture, which made Cuba heavily dependent on the socialist bloc for subsidized agrichemical inputs and for set prices of agricultural exports. However, with the collapse of the Soviet Union and its Eastern European allies in 1989–90, Cuba's inputs of fertilizer, pesticides, and petroleum dropped by more than half Cuba responded with a dramatic shift in its agricultural development model that featured appropriate technology, alternative organization of labor, alternative planning, and environmental preservation. Cuban pest control efforts now focus on biological control and on enhanced monitoring and diagnostic techniques. Soil management emphasizes biofertilizers and vermiculture. Minimum tillage and crop rotation are frequent practices among Cuba's independent farmers, agricultural cooperatives, and state farms. The transition to low-input agriculture has decreased the exodus of people from rural areas to cities, and has lead to establishment of lab or camps with volunteer labor and long-term programs for rebuilding rural communities. To address the loss of important food imports while ensuring environmental conservation, agricultural planning now gives priority to crop rotations, city gardens, and introduction of food crops in sugar cane areas.

Interaction between farmers and researchers has benefits for both groups. Researchers gain an understanding of farmers' needs and the production system into which new techniques must fit; farmers are helped in adopting new techniques, and get insights into why some techniques are more successful than others. However, communication between farmers and researchers usually has been just from the university to the farmer. The recovery of information from farmers, integration of techniques into whole production systems, and the research priorities of farmers have not been very important to researchers.

An exception has been in sustainable agriculture, where some researchers have been asking farmers what they are doing and what they want the university to do, and spending time observing existing practices before they design research trials. Ideally, farmers and researchers interact as equals, sharing information and expertise. We present examples from California and New York that show that this approach is highly effective, and recommend policie s to expand on this approach in researchfunding, training of research and extension personnel, and the dissemination ofinformation. We also discuss practical ways to carry out those policies, drawn from the experiences of both university and private non-profit organizations.

Livestock are important components of agricultural systems. In the U.S., one-half of total agricultural receipts come from the sale of livestock. They are the harvestors of range plants, forages, and crop residues; they level out the effects of the seasonally and variability of rainfall; they cushion disruptions in the trade and marketing of feed grains; they counteract declining soil fertility and soil erosion; and they contribute to the efficient year-round use of farm labor. Unfortunately, farmers are often not inclined to adopt alternative animal agriculture systems despite the advantages they may offer. Constraints that may be encountered include possibilities of reduced short-term profits, difficulties in adapting available technology to alternative farming systems, difficulties in shifting from specialized crop or livestock farms to crop/livestock farms, and the increased needs for labor and management. Some actions needed in the U.S. to improve livestock production in alternative farming systems are: the establishment of government policies to promote the shift of marginal lands to soil and water conserving crops and the incorporation of pastures and forages in crop rotations; research to improve the utilization by ruminants of ligno-cellulosic feeds (pastures, forages, crop residues); and programs to improve range and forest management and to lead to the development of systems that optimize the use of forages for the production of nutritionally desirable lean beef.

Poor and often illiterate villager farmers in Central America have been taught by World Neighbors programs to (a) establish and manage simple agricultural experiments with one variable, (b) measure accurately the results, and (c) report the results to the program and each other. The impact on the areas' yields of the technology thus generated, validated, spread, and/or locally adapted, has been significant. Although the situation there differs from that of the United States, and therefore the experimental design would differ, many of the principles and advantages of such a system would probably also apply in North America.

Unlike other creatures, humans have the unique ability to delay their own extinction. We can store, analyze and transmit information to the next generations, and education helps us adapt to varied ecological situations. Looking beyond the 21st century to a post-industrial society where biological systems will emerge as the most renewable and sustainable activities on the planet, we need educational systems to prepare creative problem solvers who can confront and adapt to change and be willing to move toward lifelong growth and learning. Students need to understand the complexity of biological systems and the importance of connectedness. We need to educate them about watersheds and ecosystems, about the roles of a wide range of species and how they interact, and about long-term sustainability. Some programs already involve interactive student activities, case studies, and real world examples, and have empowered students to formulate their own approaches to challenges. A new initiative in the North Central region includes a structured experiential program in practical agroecosystem studies that taps into the technical and financial resources in the region's 12 land-grant universities and other organizations. In the future, we will need to forge more linkages between education and research, understand the impacts of alternative strategies for food production and other human needs, and search for ways to empower people to pursue their own educational agendas. This approach should include a mosaic of educational opportunities that will promote the survival of our species beyond the 22nd century.

Spring crop growth is often influenced by water stress and lower soil temperature in the northern Canadian prairies. Tillage system effects on soil temperature, moisture and establishment of barley and canola in silt loam and sandy loam soils in northern British Columbia were investigated in 1992 and 1993. The tillage systems were: no-tillage (NT), modified no-tillage where surface residue was pushed aside from a 7.5cm zone above the planting rows (MNT), and conventional tillage (CT). The MNT and CT had higher weekly maximum and weekly mean seed zone temperatures than NT. Mean weekly maximum seed-zone soil temperature was 1.6°C lower in MNT and 3.7°C lower in NT than in CT during the first 10 weeks after planting (WAP) in 1992. Compared to NT and MNT, barley in CT was slow to establish during the first three WAP in the silt loam in 1992 and 1993, and in the sandy loam in 1992, due to early water stress from low rainfall. Barley emergence was delayed by 6 days in NT and 11 days in CT in 1992 and by 3 days in NT and 7 days in CT in 1993 compared to MNT in the silt loam soil. Early in the growing season, barley growth was retarded more in the CT than NT and MNT at both sites. Canola growth was significantly improved in the MNT over that in the NT and CT in 1993. The MNT was more beneficial for crop establishment during prolonged dry periods than CT, and for emergence and growth compared with NT under extremely wet soil conditions.

Animal production in US agriculture during 1997 was compared with Holmes County, Ohio, in which half the farms belonged to the agrarian Amish whose small farms have been successful. To compare the intensity of animal production in regard to land that was already devoted solely to domestic feed, the two systems were scaled so that their average farm sizes contained equal land areas devoted to domestic feed and then their animal production per farm was adjusted by the same scaling. By breeding populations, as well as large imports of feed, feeder pigs, calves, and broiler chicks. Holmes County produced three times more milk, four times more broilers, about the same amount of eggs and cattle, and twice the pigs per scaled farm, and hence per given land area, as in the US. Despite the average farm size in Holmes County having been 40% smaller than in Ohio overall, this production yielded more than twice the energy and protein per scaled farm, or per given land area, compared to the US, and required almost twice the feed and 85% as much grazed pasture forage per farm. This was in accord with the fact that feed consumption in Holmes County was twice its harvested crop production, implying a net feed import equal to its crop production. The latter fact was the main contribution to the productivity of Holmes County in excess of the US, and also suggested there would be serious problems in widespread adoption of intensive animal production in regard to agricultural markets, soil fertility and farm nutrient losses through manure application. Energy conversion efficiency for the five animal products and breeding populations was greater in Holmes County than the US (10 and 7%, respectively) and likewise for protein (22 and 13%). Besides imported feed, the higher efficiency of Holmes County was also due to its greater emphasis on milk production, which has benefited from USDA milk price support, modern dairy genetics and dairy nutrition programs. The lower overall efficiency of the US has been partly a result of the fact that beef production and breeding, judged by feed alone, have been the least efficient of the five animal products in energy conversion and nearly the least for protein, regardless of the fact that among the five products, beef cattle are the only animals that nationally derived much of their nutrition from the large national area of grazing land.

The public agricultural research and extension system has provided the foundation for great improvements in U.S. agricultural production. However, our incomparable productivity has brought with it serious problems. These problems have also led to a rapidly changing perception about both agricultural scientists and today's conventional agriculture. Critics are placing high on the agenda of the agricultural research and extension establishment the need for alternative technologies that are more sustainable and less exploitative of our resources. The growing demand for alternative systems offers challenges for every part of the establishment-research and extension administrators, branch station/research center directors, and faculty. These challenges and how they should be met are discussed. Alternative systems will become the conventional agriculture of tomorrow.

In a harsh, northern climate and under restrictive animal welfare laws and a strict ban on the use of subtherapeutic antibiotics, Swedish pig farmers have developed a managementintensive system of pig production that relies on straw, the animals' natural behavior, group housing dynamics, and keen husbandry skills. The system is very efficient, with excellent pig reproduction and growth performance. The housing is simple and versatile. Called “Västgötmodellen” after the region in western Sweden where it was developed by farmers during the 1980s, the system now is successfully used on approximately 100 farms in Sweden. The system is specific to producing feeder or weanerpigs of 25 to 30 kg for feeding in more conventional European-style finishing units. Västgötmodellen may represent an agricultural system that is well adapted and economically competitive on modest-sized farms but not well suited for very large farms.

Agricultural production is an important source of ground water contamination in many regions of the U.S. Ground water contamination is the unintended side effect of actions by economic agents pursuing their interests within the legal framework established by current public policy. Under existing policy, agricultural producers do not have changes as noted to consider off-site effects of their decisions on ground water supplies. Given these policy rules, producers can be expected to cause such damage until their rights and obligations are adjusted by policy. The farmer is simply responding in a predictable manner to opportunities existing within the economic system. Possible rationales for government action to protect ground water quality include: 1) the existence of “third party” effects in the form of off-site damages associated with degraded water supplies; 2) overuse of an “open-access” resource; 3) society's desire to make conservative ground water management decisions to avoid the risks of contamination; and 4) individuals' demands for ground water protection even though they may not expect to directly benefit. Alternative policy instruments for ground water protection include taxes, subsidies, regulations and prohibitions, education, and public spending. Different policy approaches are being employed to address agricultural contamination of ground water. One policy approach emphasizes producers ' lack of accurate information and appropriate decision-making, and recommends educating farmers about how their profits can be increased by improved decisions regarding inputs. A second approach is to change the rules and incentives to compel or induce producers to act in a way that improves ground water quality. If ground water quality follows the pattern of most public issues, effective policies will be developed only as the cost of failing to act becomes known. Research and delivery of information on the costs of ground water protection and the costs of not protecting ground water are likely to be key factors affecting the formation of future ground water quality policies.

Small farmers urgently need alternative marketing strategies if they are to achieve the goals of a more sustainable agriculture. This study was a survey of nine Pennsylvania wholesale produce auctions, all established between 1984 and 1998. The main goals of the auctions were to serve local communities, provide high-quality produce to local consumers and make profits. The results showed that the auctions typically employ an average of 7–10 people per growing season. The five most common commodities sold were cantaloupe, watermelon, tomato, pumpkin and sweet corn. Asparagus and onions were the least sold during a regular growing season. In terms of market share, roadside market operators purchased the largest proportion of produce (40%), followed by farmers (27%), chain food stores (16%), independent grocery stores (11%) and restaurants (6%), making up an average annual gross sale of $3.5 million per auction. The study revealed that the nine Pennsylvania produce auctions were successful in meeting their goals. The reasons for success included private ownership, excellent quality and freshness of produce, good location, local produce recognition, clientele availability and customer-oriented business. The auction managers identified some weaknesses, including inconsistent and poor grading, limited space in the auction facility, produce unavailability and limited volume, lack of cooling facility, price fluctuation and slow service. The study indicated that local wholesale produce auctions are a useful marketing alternative for small farmers in Pennsylvania, by providing marketing outlets and convenient shopping centers for sellers and buyers; by securing a source of fresh and locally grown produce not found in traditional wholesale terminal markets; and by allowing exchange and networking among farmers and buyers. Consequently, the wholesale produce auction can be a useful model for an alternative marketing strategy and can provide considerable benefits to small farm and rural communities.

The acceptance and utility of alternative agricultural research can be enhanced by better incorporating social sciences and issues and by broadening its scope to the entire food system rather than focusing only on food production. Researchers have made strong contributions in developing and evaluating alternative agricultural technologies, but research attention also is needed to articulate strategies for synthesizing those technologies into coherent strategies, to examine the social effects of different scenarios, and to create better decisionmaking processes for ensuring broad-based knowledgeable participation in the choices among alternative strategies. Research that addresses human needs beyond food and fiber will help build truly alternative and desirable agricultural systems.
