The price and quantity effects of a forthcoming biotechnology product, bovine growth hormone (bGH), are explored in a simple partial equilibrium model. The model is based on previous theoretical work on technological change but is developed in terms of a sector output. A particular output curve is estimated using data from a random sample of New York State dairy farms. Information on the farm level production effects of bGH is used to shift the output curve and to solve for equilibrium levels of price and output. The model projects the bGH may lead to the exit of 5,400 New York dairy farms and a 20 percent reduction in herd size. Consumers will benefit from an approximately 30 percent drop in milk price. The effect on gradual diffusion of bGH on farm numbers is considered. To accommodate this technology policies encouraging an orderly transfer of resources out of the dairy sector should be examined.

The robustness of dynamic dual models examined by Howard and Shumway is reevaluated with the proper specification for the modified generalized Leontief (GL) and normalized quadratic (NQ) functional forms. In an application to the Northeastern and U.S. dairy industries, the theoretical properties, adjustment rates, and predictive ability were similar under both functional forms. However, elasticity measures differed significantly.

Production agriculture in the Northeast represents a declining share of national agricultural production. Some of the characteristics of Northeast agriculture that affect its future are (1) an unfavorable resource base; (2) proximity to population centers; and (3) a diversity of enterprises. Major issues affecting the future include changing technology, changing structure, competitive advantage, regulation, and labor supply and demand. The role of specialty crops in Northeast agriculture was examined. Pesticide regulation and the labor requirement for specialty crops are serious constraints to widespread adoption.

There is often a need to respond quickly to assess the likely implications of policy changes. Here, an equilibrium displacement model is adapted to study international bans on U.S. beef. An equilibrium displacement model offers a convenient way of quickly predicting the effects of supply and demand shocks. The equilibrium displacement model used here has an international sector, which allows the study of issues that past models with only a domestic sector could not. The estimated welfare loss of U.S. beef producers, due to both Japanese and South Korean bans after the discovery of bovine spongiform encephalopathy (BSE) in the United States, is $565.31 million.

In Finland, expanding dairy farms often face the problem of additional fields being geographically distant and only available as small parcels. We develop a stochastic production frontier model to estimate the technical efficiency of Finnish dairy farms and simulate the effect of parcel distance and parcel size on the efficiency of an average farm for 2000 through 2009. The overall development of technical efficiency is positive during the study period but increases in distance and decreases in parcel size both significantly reduce farm efficiency. Therefore, efforts to improve the parcel structure are justified.

The multifunctional set of services provided by farmland complicates the task of identifying which farmland should be preserved. For this reason many states and local governments establish criteria to rank and select parcels of farmland for protection. This study examines whether criteria commonly used by state programs to guide purchases of agricultural conservation easements influence public demand for farmland preservation. The results provide policy makers with additional information to assess current ranking criteria that set the standard for farmland preservation.

Primary food producers are permitted to bargain as a group for higher prices. Supply response, however, is critical to the long-run success of producer cartels. This article presents a model that elucidates that role of supply response in agricultural price bargaining when no overt action is taken to limit quantity and participation in the cartel is voluntary. Free-riding, for example, is seen as having a dual nature: it undermines the cartel's influence at the negotiating table but it enhances the cartel's ability to sustain a negotiated price increase by attenuating supply response. That price bargaining can result in significant transfers from processors to producers when demand is inelastic and supply is uncontrolled is highlighted in the empirical application.

An Exact Affine Stone Index demand model is estimated to analyze the household-level demand for nine nut products (peanuts, pecans, almonds, cashews, walnuts, pistachios, mixed nuts, macadamia nuts, and other nuts) in the United States using Nielsen Homescan panel data from 2009 through 2015. The demands for all nuts are elastic. All nut products are necessities and substitutes for each other. Household sociodemographic characteristics are statistically significant drivers of the demand for nut products. Finally, the effects of changes in the magnitude of selected promotion expenditure elasticities for nuts are simulated to determine their impacts on prices and quantities demanded.

Food waste has been recognized as an economic issue for at least a century and is gaining tremendous traction in academia as well as in discourse about public policy. The goal of our study is to examine the evolution of food waste over the last several decades at the United States and global levels. We first review the methodologies that have been used to estimate the magnitude of food waste so that the quality of the data can be evaluated. Though with limitations, existing data generally show that for many regions of the world, including the United States, pre-consumer food loss and waste as a share of total supply has been stable in recent decades. However, the aggregate share wasted masks important changes over time. We provide some evidence that food waste has shifted downstream in recent decades, i.e., from producers and processors to retailers and consumers. Through a reflection on the trends in major socioeconomic factors, we hypothesize that this downstream shift has been driven by increases in household incomes, improvements in technology, and changes in culture and institutions.

A combined telephone contact-mail booklet-telephone interview of California and New England households regarding their willingness to pay for fire management in California and Oregon's old-growth forests was performed to test hypotheses regarding the spatial extent of the public goods market. Using a multiple-bounded contingent valuation question, the study found that New England households' annual willingness to pay for the California and Oregon programs was statistically different from zero. This analysis points out that households receive benefits from fire protection of old-growth forests in states other than their own. In this case study, limiting the survey sample to state residents where the National Forest is located would reflect about 20% of the national benefits. However, using resident values as a proxy for nonresidents would overstate the national benefits by 75%, since the values per household are significantly different. This finding suggests more emphasis in future surveys on selecting an institutionally and economically relevant sample frame rather than an expedient one.

This paper estimates welfare losses in thirty-eight U.S. food and tobacco industries at the four-digit SIC level, then relates such losses to market structure and conduct variables to identify the welfare loss determinants. Empirical findings indicate that these losses are higher in markets characterized by high export intensity, high advertising expenditures, economies of scale, mergers and acquisitions, and market concentration. In addition, losses are larger in industries that sell finished consumer products and face lower import competition.

The growth of the poultry industry in Arkansas has exploded in the past decade. As a result, approximately 1.5 million tons of litter are produced every year. Concerns about possible contamination of ground and surface water from land applications of poultry litter have been raised. This paper compares four policy scenarios in terms of their efficiency and practicality to manage land applications of poultry litter. The results indicate that a litter tax per ton of litter applied could achieve the same level of litter control as that of a land tax on litter applications, but at a lower tax rate.

Because of public health concerns, regulators are considering requiring post-harvest treatment of halfshell and shucked oysters by wholesalers and processors. Two recently developed post-harvest treatment technologies may actually reduce the costs of producing shucked oysters, but would increase the costs of halfshell oysters. An interregional model of the wholesale oyster industry is developed to estimate the effects of treatment requirements on prices, output, and employment. If post-harvest treatment is required for all Gulf oysters, price increases are estimated to be less than 20% and, in some cases, prices decrease. Results indicate producer and consumer losses in the halfshell market are partially or more than offset by gains in the shucked market.

This paper examines the petroleum industry's willingness to participate in conservation agreements for the lesser prairie chicken, a candidate for listing under the Endangered Species Act (ESA). Voluntary conservation agreements with assurances (VCAAs) can incentivize habitat conservation and sustain economic development. Using data on oil and natural gas wells in Kansas and Oklahoma, I develop a discrete choice model to examine company preferences for locating wells and participating in VCAAs for the lesser prairie chicken. Participation in VCAAs is low, but I find participating wells are concentrated in areas with the most crucial habitat.

With the passage of the Dairy and Tobacco Adjustment Act of 1983, dairy fanner investment in product research, nutrition education, advertising, and promotion in the United States increased from $60 million to $200 million annually. A key decision faced by boards managing these funds is how best to allocate available advertising funds among the various dairy products. In this paper an economic model is developed that shows the allocation of funds among products that would maximize sales in a given market. The model is applied to the New York City market with results suggesting that over the study period diverting funds from fluid milk to cheese advertising would have enhanced milk-equivalent sales in the market by as much as 1.17% or 8.21 million gallons annually. Alternatively, the model suggests that the same sales level could have been achieved with a different allocation of funds resulting in an estimated 14.6% savings in the amount spent advertising the two products.

Legislative authorization for the Livestock Mandatory Reporting Act of 1999 was renewed in October of 2006. One of the cited justifications for implementing mandatory reporting was that the voluntary reporting system for the slaughter cattle cash market was unable to provide accurate and timely market information. We extend the spatial market analysis literature by developing a methodology for detecting distortions in spatial relationships across related price series. Using spatially linked regional markets, we compare state-level mandatory price-reporting data to the U.S. Department of Agriculture voluntarily reported state data to determine if the spatial relationship between price-reporting mechanisms was disrupted by market distortions prior to implementation of federal mandatory price reporting. We found no empirical evidence of system failure; therefore, we conclude that market thinning or noncompetitive behavior had not reached the level necessary to disrupt the ability of the voluntary price-reporting system to provide timely and accurate price information.

Water supply unreliability in many public water systems stems from aging infrastructure. We measure unreliability by the issuance of boil water notices (BWNs) within one year prior to single-family residential sale observations. Using a spatial quantile regression framework on transactions between 2012 and 2017, we find statistically significant, negative relationships between BWNs and residential properties. The estimated impacts of unreliability on residential housing prices, however, are not uniform across the distribution of prices. Specifically, we find that BWNs have a larger impact on medium- to low-priced houses (at or below the 60 percent quantile) compared with high-priced houses. An aggregate marginal willingness-to-pay value of $4.2 million was computed for a one-day reduction in annual BWN throughout Marion County.

We present a game-theoretic model of a firm’s production decision to analyze the conditions under which the firm would engage in sustainable practices when there exists a certification agency that can audit the firm. Our results show that when the certification agency is firm-owned or when it is an independent, profit-maximizing entity, then there is no equilibrium in which the firm chooses to produce in a sustainable manner. We also present real-world examples from the apparel and footwear industry, as well as the mining industry, that are consistent with our theoretical results. We consider what would happen if the certification agency is government-operated or a non-profit organization with a mandate to monitor the firm’s production process. We show that – combined with tax incentives or subsidies for the firm if necessary, and greater specificity regarding what is sustainable – there exists an equilibrium in which the firm would choose to engage in sustainable production in this case. We analyze extensions of the model to examine conditions under which the phenomenon of greenwashing can arise as an equilibrium outcome. We also propose a “bounty system” that the government can implement to incentivize monitoring of firms’ production processes, and we show how such a policy can induce more sustainable production practices by the firm.

The dynamics of entry and exit are examined across different categories of farms depending on the timing of entry and/or exit through a detailed panel data set on Canadian agriculture. The decomposition highlights the differences in the groups of farms and provides information affecting entry and exit beyond what can be inferred from net exit numbers. While aggregate values show a gradual fall in farm numbers over time and suggest a sector in decline, the decomposition reveals that approximately one-third of farms in each census are new entrants but only half of these will be in operation by the time of the next census. The results of the analysis suggest that many of the factors that increase the probability of entry also increase the probability of exit; smaller operations, producing vegetable/horticulture goods, located in more densely populated regions, are more likely to enter the sector but also to leave farming. Multigeneration involvement and a possible succession plan also contribute to the longevity of the farm operation after it has been launched. The results also highlight the decline of the mid-size operations and the growing importance of large farms in the overall share of production.
