This paper summarizes some results of a Sea Grant-funded economic input-output study of marine-related activity in the Southern New England Marine Region. Data were obtained from 390 personal interviews; in addition, a wealth of secondary data was used. Type I and Type II income and employment multipliers were estimated for each of the nineteen marine-related industries included in the model. The results provide a basis to assist analysts concerned with assessing the impacts on regional income and employment of marine-related policies or developments proposed for the Region.

This paper illustrates differences in estimated returns to public agricultural research investments for the U.S. and the Northeast when value-added (VA) as opposed to gross production (GP) functions are estimated. Commodity groups considered are dairy, poultry, other livestock, and cash grains. Sizable differences are evident in returns estimated with VA as opposed to GP functions, with the VA estimates generally being larger. Cash grains research yields the largest returns at the margin. Dairy research is more productive in the Northeast than the rest of the country.

A theory-based participation model is developed using the assumptions of perfect capital markets and perfect information. Given this specification it is shown that participation in a PDR program is always equivalent in present value terms to selling the land, and is always at least as good as not participating and remaining in farming.

In order to investigate participation rates in the Maryland PDR program a less restrictive model is developed which relaxes the perfect capital markets assumption. It is found that a PDR program is most likely to be successful in regions characterized by relatively low levels of development pressure, and least likely to be successful in areas experiencing high rates of growth or areas that are not undergoing development pressure.

Economic and environmental analyses of manure handling systems have implications for programs to regulate agricultural nonpoint sources of water pollution and programs to subsidize manure handling practices. Previous economic analyses in the literature are discussed. Manure systems are evaluated in a consistent framework to determine construction and operating costs. The effect of soil type on nutrient conservation is examined for two hypothetical farms. Dissolved phosphorous runoff is estimated for the farms varying storage capacity and soil type. Costs of phosphorus reduction by handling system, housing type and soil type are examined. Conclusions for cost-sharing policy are drawn.

The relationships between intersectoral export and local employment and regional economic growth are analyzed in a long-run equilibrium framework. Dynamic location quotients decompose regional employment into export and local components for multiple sectors. Johansen's Full-Information Maximum Likelihood (FIML) approach is used to identify the existence and resultant rank of the co-integrating relationship between sectoral export and local employment in West Virginia's four metropolitan areas. Empirical results indicate inter-sectoral basic and non-basic employment form a co-integrating system of equations. Furthermore, this analysis shows that inter-sector shocks to local and export employment may cause multipliers to be positive or negative in magnitude.

This study estimates demand for wheat differentiated by classes using a dynamic AIDS model for the United States and the European Union (EU). The results suggest that imported wheat is more price responsive than domestic wheat in the U.S. market but not in the EU market. This may suggest that the Canadian policy that reduces prices of Canadian wheat in the U.S. market or U.S. export subsidies that raise prices of U.S. wheat could be expected to give rise to substantial substitution of Canadian for U.S. wheat. It is also found that in the EU, complementary relationships exist between spring and other wheat groups. This complementary relationship between the lower and higher quality wheat in the EU is not surprising because EU millers blend cheaper wheat such as EU common wheat and U.S. other wheat with high protein (spring) to obtain the preferred characteristics.

Perspective is very important in understanding the area of food safety. This importance is illustrated by a favorite cartoon of mine that features an older, experienced mouse giving advice to a young mouse. The older mouse, in wrapping up, says to the younger, “… and stay away from scientists—they cause cancer.” Facing an avalanche of information on links between diet and health, consumers may, in frustration, sympathize with the mouse's view, and are having some difficulty sorting out which are the important cause-and-effect relationships. Government and industry also are struggling to develop a coherent approach to food safety and nutrition.

Decreased care or offsetting behavior by potential victims can reduce or reverse benefits provided by some safety policies. We explore reasons for offsetting behavior associated with food safety policies using a survey of a nationally representative sample of almost 3,000 consumers. Results reveal that positive food safety information can change consumers’ risk perceptions and attitudes, causing them to be less vigilant and to consume more of relatively unsafe foods. This behavioral anomaly plausibly explains ongoing incidences of food poisoning after a meat processing facility implements a pathogen-reduction hazard analysis of critical control points (PR/HACCP).

Choice experiments addressing outcome uncertainty (OU) typically reframe continuous probability densities for each risky outcome into two discrete categories, each with a single probability of occurrence. The implications of this simplification for welfare estimation are unknown. This article evaluates the convergent validity of willingness-to-pay (WTP) estimates from a more accurate multiple-outcome treatment of OU, compared to the two-outcome approach. Results for a case study of coastal flood adaptation in Connecticut, United States, suggest that higher-resolution OU treatments increase choice complexity but can provide additional information on risk preferences and WTP. This tradeoff highlights challenges facing the valuation of uncertain outcomes.

Impacts of historic and cultural amenities on property values and the economy have not been widely studied in part because of problems isolating statistical effects using nonmarket valuation and lack of study areas. Three jurisdictions in Virginia containing major historic sites provide a unique setting in which to isolate the effects of historical amenities on residential property values using revealed preferences and quantify their economic benefits. We find that historic areas provide both open space and historic amenities. Furthermore, being adjacent to a historical area is not a positive benefit on average, perhaps because of activity and congestion associated with tourism. Residing close to such areas is valuable to buyers.

Agritourism and direct-to-consumer sales are increasingly used as diversification strategies to generate additional farm revenue streams. Yet despite their growing importance, the impacts, interactions, and adoption of these strategies remain poorly understood. Here we use univariate and bivariate local Moran’s I statistics to identify agritourism and direct-to-consumer sales hotspots in the United States and a Seemingly-Unrelated-Regression Spatial Durbin Model to examine the association between agritourism and direct farm sales to consumers. We find that agritourism and direct sales reinforce each other within the same county but not consistently across neighboring counties.

Nitrous oxide is a powerful greenhouse gas that is emitted from cropland treated with nitrogen fertilizer. Reducing such emissions through nutrient management might be able to produce offsets for sale in a cap and trade program aimed at reducing greenhouse gases. We use the Nitrate Leaching and Economic Analysis Program (NLEAP) model and data from the Agricultural and Resource Management Survey to examine what changes in rate, timing, or method of application a farmer would take to produce offsets. We find that reducing the application rate is the most favored approach for producing offsets. We also find that some management choices may increase nitrate losses to water.

Though there are many challenges facing extension economists, there are significant opportunities to serve rural America and fully participate in our profession. National studies have reconfirmed extension as an integral part of our land grant mission, and a survey of chairs of departments of agricultural and resource economics shows that 87% indicate that there is increased or constant pressure by the public for programing by extension economists. Retirement estimates provided by chairs suggest it is likely that at least one-half of new faculty hired over the next five years will have extension appointments. Perhaps most importantly, there are critical societal issues to which extension economists can make valuable contributions.

Global attempts to limit greenhouse gas (GHG) emissions may impact on agricultural trade and producer returns, particularly in countries such as New Zealand, where a relatively large proportion of GHG emissions originate from the agricultural sector. This study uses an extended partial equilibrium agricultural trade model to analyze the effects of trade policy liberalization on agricultural production and trade, as well as on GHG emissions. Further analysis combines trade liberalization with GHG mitigation policy in the New Zealand and European dairy sectors, and the effects on producer returns and GHG emissions are predicted. As expected, full trade liberalization in the OECD (Organization for Economic Cooperation and Development) countries enhances producer returns in New Zealand's dairy sector, but reduces returns in the European Union's dairy sector.

We estimate the potential negative effects of underground natural gas storage on local residents using hedonic regression and a sample of Indiana properties transacted between 2004 and 2013. We find that underground natural gas storage activities significantly reduce property values. Property values increase by about 10 percent at a distance of 1 kilometer from a storage field. Each additional storage well and observation well located near a property reduces the property's value by about 0.43 percent and 2.64 percent, respectively. Our research sheds new light on a previously unexplored aspect of natural gas resource activities.

Contingent-valuation estimates for white-water boating passengers are compared with Likert ratings by river guides. The approach involves asking whether passengers and their guides ordinally rank alternative flows the same. The National Oceanic and Atmospheric Administration's Contingent Valuation Panel (1993) suggested “one might want to compare its (contingent-valuation's) outcome with that provided by a panel of experts.” River guides constitute a counterfactual panel of “experts.” For commercial trips, optimum flows are 34,000 cfs and 31,000 cfs for passengers and guides, and the comparable figures for private trips are 28,000 cfs and 29,000 cfs. In the NOAA Panel framework, passengers can evaluate the consequences of various river flows and translate this into contingent-valuation responses.

Biofuels such as ethanol and biodiesel are increasingly promoted as green alternatives to petroleum-derived transport fuels. Scaling up feedstock production to produce enough biofuel to displace a significant portion of current petroleum demand will put pressure on land and water resources both domestically and internationally, however, and could potentially be accompanied by unacceptable changes in landscape-level land use patterns and provisioning of ecosystem services. Ensuring that feedstock production is sustainable and that biofuels provide the social and environmental benefits that are often attributed to them will require a carefully designed portfolio of agricultural, forestry, energy, and trade policies related to biofuels and feedstock production. Despite the difficulties associated with development and application of such policies, they should be in place before further policy incentive is provided for expansion of biofuel industries.

A model analyzing household substitution of fuelwood for other heating fuels is needed to clarify the relationship between energy prices and patterns of forest resource utilization. This paper employs the household production methodology to model fuelwood demand in Rhode Island. Data from a cross-sectional survey of 515 households are employed to test a discrete-choice model of household participation in wood-burning and a four-equation system modeling household production of heat and aesthetic benefits from fuelwood and stove capital. Control of selection bias via inclusion of an appropriate instrument allows analysis of aggregate demands. Some broad policy prescriptions applicable to the Northeast generally are presented.
