This article explores how the meanings individuals ascribed to kin-state citizenship change in the long term. Previous research has looked at the real-time acquisition of citizenship and established three dimensions of meanings individuals ascribe to citizenship: identity, instrumental, and legitimacy. Building on the case of Croats from Herzegovina (BiH), who acquired citizenship back in the 1990s, the article demonstrates how meanings individuals ascribe to citizenship change over time across each dimension—subject to the perception of inclusion into the kin-state, type and the extent of opportunities kin-states provide, as well as the routinization of citizenship practices. By disaggregating each dimension further, the article extends the understanding of kin-state citizenship and shows how individuals respond to the policy implementation’s overall dynamics by aligning the meanings they ascribe to citizenship. Therefore, future work should look more closely at the interplay between state policy dynamics and its impact on individuals.

Today we live in a world where the majority of wars are no longer interstate, a development that over the last few decades has often left the international community, in particular the United Nations as it was originally conceived, ill equipped to respond. The nimble action required for contemporary conflict resolution and peacebuilding now primarily lies in the hands of local actors and states, sometimes supported by international actors. But it is not always clear who these local actors are or what they need in order to achieve sustainable peace. As part of the roundtable “World Peace (And How We Can Achieve It),” this essay looks in more detail at what we mean by “local” in conflict-affected contexts and asks how local is local enough when resolving conflicts and building peace. It identifies tensions and concerns such as the need for the international community to have a well-defined and easily identified “local agenda” when, in reality, there are often several competing local agendas. The essay presents the Everyday Peace Indicators project as a vehicle that can be used to help communicate these local needs to international actors, and argues for the importance of understanding people's perceived realities in addition to, if not more than, their actual realities when trying to understand peace and conflict trends. In order to do this, we need to more effectively problematize peacebuilding for positive conflict disruption.

This paper describes how the Logic Programming System XSB combines top-down and bottom-up computation through the mechanisms of variant tabling and subsumptive tabling with abstraction, respectively.

It is well known that top-down evaluation of logical rules in Prolog has a procedural interpretation as recursive procedure invocation (Kowalski 1986). Tabling adds the intuition of short-circuiting redundant computations (Warren 1992). This paper shows how to introduce into tabled logic program evaluation a bottom-up component, whose procedural intuition is the initialization of a data structure, in which a relation is initially computed and filled, on first demand, and then used throughout the remainder of a larger computation for efficient lookup. This allows many Prolog programs to be expressed fully declaratively, programs which formerly required procedural features, such as assert, to be made efficient.

A promising candidate to initiate dust formation in oxygen-rich AGB stars is alumina (Al2O3) showing an emission feature around ∼13μm attributed to Al−O stretching and bending modes (Posch+99,Sloan+03). The counterpart to alumina in carbon-rich AGB atmospheres is the highly refractory silicon carbide (SiC) showing a characteristic feature around 11.3μm (Treffers74). Alumina and SiC grains are thought to represent the first condensates to emerge in AGB stellar atmospheres. We follow a bottom-up approach, starting with the smallest stoichiometric clusters (i.e. Al4O6, Si2C2), successively building up larger-sized clusters. We present new results of quantum-mechanical structure calculations of (Al2O3)n, n = 1−10 and (SiC)n clusters with n = 1−16, including potential energies, rotational constants, and structure-specific vibrational spectra. We demonstrate the energetic viability of homogeneous nucleation scenarios where monomers (Al2O3 and SiC) or dimers (Al4O6 and Si2C2) are successively added. We find significant differences between our quantum theory based results and nanoparticle properties derived from (classical) nucleation theory.

The landmark United States healthcare reform law – the Affordable Care Act – provides an opportunity to study the dynamics of implementation for complex, politically contentious policies. Matland’s Ambiguity-Conflict Model suggests that bottom-up models will dominate in such cases. I exploit variation across states in the implementation of online health insurance marketplaces to test whether the federal- (top-down) or state-managed (bottom-up) implementation model produced better outcomes. Specifically, the study examines if state, federal or partnership exchanges were most effective at offering generous plans for consumers based on premiums, deductibles and copayments in 2014, the first year of operation. The results unambiguously indicate that state exchanges were most successful. The findings provide evidence for what Matland suspected – that bottom-up models, by providing more discretion to local implementers to adapt to contexts and build coalitions, are superior for high-conflict, high-ambiguity policies.

Aluminium (Al) consumption growth exceeded those of all other major metals over the lastdecades. The main driver for this development is the broad range of applications for Aland Al-alloys. As the growth in consumption went along with an increase of anthropogenicstocks and flows of Al, information about material cycles became a crucial issue in termsof resource management. In this study a comprehensive material flow analysis (MFA) of theflows and stocks of Al in Austria for the year 2010 is conducted. The focus of thepresented Al balance is on data harmonization and plausibility checks, both based onextensive data and literature research. The stock of Al is derived from bottom-upcalculations indicating a total stock of about 260 kg Al per capita with an annual growthof 11 ± 3.1 kg/cap yr in 2010.Total old Al scrap generation is calculated to be 7 ± 1 kg/cap yr. For considering dataquality aspects of single input data an adopted method for uncertainty assessment has beenapplied to the different material flows. This allowed a consistent evaluation ofuncertainties within the material flow model. Due to the substantial uncertaintiesassociated with end-of-life Al flows and their significance for secondary Al production inAustria, a better data base is needed in order to evaluate and optimize national Al scraputilization in secondary production. Therefore, a dynamic MFA model will be built forAustrian Al flows and, in conjunction with the results from the static analyses, willprovide a reliable decision basis for future Al resource management.

Schizophrenia is associated with the inability to control and coordinate thoughts, actions, and perceptions. In conventional assessments of cognitive control, multiple sensory features of stimuli are concomitantly manipulated, introducing a confounding role of bottom-up perceptual information. To overcome this difficulty, we used an ambiguous visual stimulus (Necker cube), which allowed measurement of cognitive control with constant sensory input. Subjects (20 patients, 20 controls) were asked to control their perception of a transparent Necker cube by keeping a designated plane at the front or back of the stimulus, the position of which is perceptually bistable. Patients were highly deficient at controlling their perception of the cube. When a visual feature (the luminance contrast between a designated cube plane and the other planes) was systematically manipulated, an interaction was found whereby schizophrenia patients no longer under-performed on the highest contrast condition. These results show patients’ impairment of controlling perception in the absence of visual modulation and suggest the potential utility of perceptually based approaches to cognitive remediation in schizophrenia. Although the effects of nutrient enhancement on aquatic systems are well documented, the consequences of nutritional supplements on soil food webs are poorly understood, and results of past research examining bottom-up effects are often conflicting. In addition, many studies have failed to separate the effects of nutrient enrichment and the physical effects of adding organic matter. In this field study, we hypothesised that the addition of nitrogen to soil would result in a trophic cascade, through detritivores (Collembola) to predators (spiders), increasing invertebrate numbers and diversity.

Nitrogen and lime were added to plots in an upland grassland in a randomised block design. Populations of Collembola and spiders were sampled by means of pitfall traps and identified to species.

Seventeen species of Collembola were identified from the nitrogen plus lime (N+L) and control plots. Species assemblage, diversity, richness, evenness and total number were not affected by nutrient additions. However, there was an increase in the number of Isotomidae juveniles and Parisotoma anglicana trapped in the N+L plots.

Of the 44 spider species identified, over 80% were Linyphiidae. An effect on species assemblage from the addition of N+L to the plots was observed on two of the four sampling dates (July 2002 and June 2003). The linyphiid, Oedothorax retusus, was the only species significantly affected by the treatments and was more likely to be trapped in the control plots.

The increased number of juvenile Collembola, and change in community composition of spiders, were consequences of the bottom-up effect caused by nutrient inputs. However, despite efforts to eliminate the indirect effects of nutrient inputs, a reduction in soil moisture in the N+L plots cannot be eliminated as a cause of the invertebrate population changes observed. Even so, this experiment was not confounded by the physical effects of habitat structure reported in most previous studies. It provides evidence of moderate bottom-up influences of epigeic soil invertebrate food webs and distinguishes between nutrient addition and plant physical structure effects. It also emphasises the importance of understanding the effects of soil management practices on soil biodiversity, which is under increasing pressure from land development and food production.

Herbivorous insects are influenced by both ‘bottom-up’ forces mediated through host plants and ‘top-down’ forces from natural enemies. Few studies have tried to evaluate the relative importance of the two forces in determining the abundance of insects. The leaf beetle Phratora vulgatissima Linnaeus sometimes occurs at high densities and severely damages the willow Salix cinerea in forest habitats. For willows growing in open agricultural landscapes (farmland S. cinerea), the leaf beetle generally occurs at low densities and plants receive little damage. The purpose of the present study was to evaluate the relative importance of host plant quality and natural enemies behind the observed difference in P. vulgatissima abundance. Female egg-laying and larval performance (growth and survival) were studied on caged willow branches in the field to investigate if plant quality differs between S. cinerea trees growing in forest and farmland habitats. The survival of eggs exposed to natural enemies was examined to see if predation could explain the low abundance of leaf beetles on farmland willows. The results indicated no difference in plant quality; female egg laying and larval performance did not differ between the forest and the farmland. However, heteropteran predators (true bugs) were more abundant, and the survival of eggs was lower, on plants in the farmland habitat than in the forest habitat. The data suggest that the low abundance of P. vulgatissima on farmland willows could not be explained by a poor quality of plants, but more likely by high predation from heteropterans.

A simulation model is developed to analyse the variability of production functions in an exploited virtual ecosystem. We assume that a complex food web can be represented by a set of trophic components interacting through predation. Each component has a set of recruitment, growth, and survival models, a catch level and trophic preference function. Prey are consumed according to their abundance and predators' trophic preference functions are estimated in a pristine system. A parameter for the food consumption per unit biomass describes foraging for each trophic component. The FishBase database is used to parameterise some of the major processes in a generic model. A commercial fishery targets mostly high trophic levels through a set selectivity function. Some key ecosystem features are assessed in simulations: the intensity of top-down and of bottom-up controls, and the degree of trophic opportunism. Top-down control is the regulation of lower food-web components by one or several upper-levels predators. Bottom-up control is the regulation of trophic components by their prey. Results show that biological production functions are highly dependent on predation parameters and vary differently according to trophic level. Fishing activity modifies the biomass distribution between components and strongly affects higher trophic levels more sensitive to exploitation. Trophic dynamics within the system are altered through the rates of predation mortality. In systems where predation mortality is high, top-down control dominates and fishing affects all food web components. These “fishing-controlled” systems display compensatory mechanisms through a released predation control. We also show that systems where productivity is dependent on prey abundance are more “environment-controlled” and seem more sensitive to overexploitation, particularly the higher trophic levels. Trophic opportunism tends to dampen the propagation of top-down or bottom-up controls through the food web and thus stabilizes the ecosystem. Trophic relationships are therefore essential ecosystems characteristics that determine production and response to exploitation. Their routine analysis is a key part of the ecosystem approach.
