What motivates states’ choice of social classification? Existing explanations highlight scientific beliefs of modern states or social engineering by ideological regimes. Focusing on the initial state-building period of two Communist regimes, China and North Korea, this article complements the existing literature and suggests that social classification reflects three missions of political leaders: regime distinction, governance, and power consolidation. Population categories are created to distinguish the new government from the old, to selectively provide welfare, and to attack political opponents. The varying weight of the missions and their manifestation in social classification depend on new ruling elites’ cohesion and past experiences. This comparative historical analysis sheds light on the rise of political chaos in China and the personalistic dictatorship in North Korea in the 1970s.

Japan has long strived to acquire a more influential voice in trade negotiations but failed because of the lack of decisiveness rooted in the resistance from those who have vested interests. However, a series of domestic reforms undertaken since the 1990s have made it possible for Japan to play a leadership role in the new rulemaking of international trade. After the Trump administration withdrew the United States from the Trans-Pacific Partnership, Japan took the initiative to conclude a new agreement called the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. How have domestic factors pushed Japan to step up as a new leader in the rulemaking of international trade? How have the economic rise of China and the relative decline of US hegemonic power impacted Japanese domestic politics and economics? What implications do Japan's new roles have for the security and prosperity of the Asia-Pacific region? By exploring empirical evidence drawn from five new books, we argue that the commitment to domestic economic reforms has enabled Japan to play a leadership role in the rulemaking of the international economic order.

It is often asserted that Vietnam is balancing against China, or that it will or should. But does this assertion align with the empirical foreign policy behaviors of Vietnam? Indeed, Vietnam represents a case of a country that should be particularly cautious about China. To be sure it is a fraternal communist brother, but it is also economically entangled—with the down- and upsides of leverage—and geographically close with a history of disputes and outright war. This article argues that existing literature often neglects the ample information that China and Vietnam have about each. Years of engagement have enabled Vietnam and China to reach a modus vivendi that can settle disputes and permit a muted military response to Chinese risks. The lack of existential threat further dissuades Vietnamese leaders from moving closer to extra-regional powers such as the United States. That a key member of the potential balancing coalition against China doesn't engage in balancing behavior, calls into question US Indo-Pacific strategies premised on the assumption that countries will “soft align” or openly join with the US to contain China.

The Japanese public has been assumed to possess a deeply ingrained aversion toward the acquisition of nuclear weapons. We employ a survey experiment to ascertain whether this aversion is unconditional or may erode in the face of hypothetical deterioration in Japan's security situation, and in particular a hypothetical withdrawal of the US security-nuclear umbrella, increased North Korean nuclear weapons testing activities, and movement by South Korea toward the attainment of a nuclear arsenal. We find that the Japanese nuclear aversion may come under stress in the face of such developments. Additionally, we find that the elasticity of Japanese attitudes with respect to the nuclear option in the face of external security deterioration may be associated with an important individual-level demographic characteristic, namely, gender.

This article presents evidence that high-ranking public officials in the Ministry of Strategy and Finance in South Korea affect local budget allocation. Applying a regression model on a uniquely constructed panel dataset, I found that the growth rate of the per-capita National Subsidy, which is a subcomponent of the national budget susceptible to discretionary behaviors, increases approximately 7 percent in the hometowns of high-ranking bureaucrats. To validate these findings and address causality, I conducted a battery of auxiliary robustness checks, which yielded confirmatory results. This study also found that enhancing transparency in the budget allocation system can alleviate concerns about bureaucratic hometown favoritism, providing suggestive evidence of bureaucrats’ rent-seeking behaviors without government transparency.

We explore whether international disputes harm commerce by galvanizing consumer boycotts of foreign products. Boycotts increase the social penalty of owning goods associated with a foreign adversary, offsetting individual incentives to free ride or discount the utility of participation. By harming international commerce, boycotts can help reveal information about resolve and avoid more costly forms of conflict. Using administrative data on the universe of new passenger vehicle registration records in China from 2009 to 2015, we demonstrate that consumer boycotts that arose amid tensions between China and Japan over a territorial dispute in 2012 had significant and persistent effects on vehicle sales, especially in cities that witnessed anti-Japanese street demonstrations. The market share of Japanese brands dropped substantially during and after the boycott with long lasting effects. Our analysis provides concrete evidence of the short- and long-term impacts of international tensions on economic activities.

The incumbent-led subversion of democracy represents the most prevalent form of democratic backsliding in recent decades. A central puzzle in this mode of backsliding is why these incumbents enjoy popular support despite their actions against democracy. We address this puzzle using the case of Philippine President Rodrigo Duterte. Although some Philippine analysts have speculated that his popularity was inflated due to social desirability bias (SDB) among survey respondents, there has been limited empirical examination. Our pre-registered list experiment surveys conducted in February/March 2021 detected SBD-induced overreporting at about 39 percentage points in face-to-face surveys and 28 percentage points in online surveys. We also found that the poor Mindanaoans, and those who believed their neighbors supported Duterte, were more likely to respond according to SDB. These possibly counter-intuitive results should be interpreted with caution because the survey was conducted during the height of the COVID-19 lockdown, and the findings cannot necessarily be extrapolated to the other period of his presidency. Nevertheless, this study suggests that preference falsification could be an alternative explanation for the puzzle of popular incumbents in democratic backsliding.

Strained South Korea–Japan ties are frequently attributed to the use and abuse of history by national leaders. This article considers a more bottom-up explanation by examining how Korean civil society is taking three different pathways to exert influence on bilateral relations. First, non-governmental organizations are expanding domestic and international awareness of grievances regarding Japan's 1910–1945 colonization of the Korean Peninsula. Second, activists are pushing court cases in attempts to change legal interpretations and government policies. Third, certain civic groups demand maximalist positions on history and stigmatize cooperation with Tokyo. While influential over Korean public opinion, these efforts win few hearts and minds in Japan and complicate productive diplomacy. With particular attention to the 2015 Korea–Japan agreement for “comfort women” survivors and the 2018 South Korean Supreme Court decisions on wartime labor, this article unpacks the relationship between activist Korean civil society and historical reconciliation with Japan, offering implications for foreign policy and state-society relations.

What explains the lack of electoral consequences for corrupt politicians? Building on studies of motivated reasoning and asymmetric partisan bias, this article highlights the importance of partisan differences in how voters interpret corruption convictions and make voting decisions. I contend that in post-authoritarian democracies, supporters of authoritarian legacy parties (ALPs) are less likely to punish corrupt copartisan incumbents compared to supporters of other parties faced with equally corrupt copartisan incumbents. While voters of all kinds appear likely to ignore corruption among copartisan incumbents, supporters of authoritarian legacy parties are particularly likely to do so. Using original datasets from South Korea, this study shows empirical evidence of the lack of corruption voting for ALP partisans across three legislative elections. This article further finds partisan discrepancies and a striking lack of corruption voting among authoritarian legacy partisans.

In 2019, Taiwan became the first in Asia to legalize same-sex marriage (SSM). This article considers the social movement strategies and relational dynamics of three activist groups in the year leading to the landmark SSM legislation, respectively representing the “yes,” “no,” and “alternative” agendas in the public debates and social mobilization around the issue of equal marriage rights. Through a critical study of the three cases, this article examines how various campaigners shaped local SSM discourses and mobilized people to support, oppose, and question marriage equality, focusing on their social mobilization strategies and inter-group relational dynamics under Taiwan's political and legal structures. In so doing, it proposes a hybrid theoretical model to understand complex social movement and countermovement relations and dynamics.

China's involvement in the world and its economic modernization are expected to lead to its democratization and adherence to the liberal international order. However, after several decades of development, the authoritarian system remains resilient, and China's foreign policy appears to be more assertive. The limited nature of scholarship on the public opinion in a rising power has prevented a better understanding of China's domestic changes and foreign policy. This study seeks to unveil the micro-foundations of the unexpected trajectory of China's rise by investigating the public's national and international orientations using nationwide representative survey data. The results show that international orientations had a very limited effect on Chinese popular attitudes toward domestic politics and foreign relations, while national orientations strengthened public support for the authoritarian system and China's assertive foreign policy. Intergenerational variations existed in public opinion in China, with the Xi generation showing a different pattern of political values than the preceding generations.

Is political polarization in Indonesia here to stay? For years, scholarly consensus on partisanship in Indonesia viewed weak partisan identity, collusive party behavior, and the predominance of personality as features of a system that would prevent the emergence of deep polarization. In the wake of religious and ethnic mobilizations during three contentious elections, the question of whether polarization has come to Indonesia is increasingly salient. Where previous studies have focused on elite polarization, we focus on whether polarization has a mass base. Using an original, nationally representative survey of 1,520 Indonesian adults shortly before the 2019 election, we tested whether political preferences in Indonesia reflected any of four underlying sets of resentment—religious, anti-Chinese, anti-Java, or regional. We found links of varying strength between each of these resentments and political preferences. Analyzing the sources of resentments, we find evidence that different resentments may travel through different channels: religious resentment through organizational membership, anti-Chinese resentment through exposure to social media, regional resentment through awareness of regional resource disparities, and resentment of Java through having experienced the old politics of Java—Outer Islands conflict. These links between political affiliation and resentment suggest that polarization is here to stay, so long as politicians make use of real, underlying resentments.

Are authoritarian successor party (ASP) supporters more likely to protest? I propose that ASP supporters are less likely to protest in general. The post-democratization mobilization environment is shaped upon the pre-democratization mobilization basis. During the pre-democratization period, protest was organized around the democracy movement. Thus, protest tactics and networks were accumulated through it. As former authoritarian ruling party supporters, ASP supporters are less likely to have legacies of participating in the democracy movement, which prevents them from accessing the accumulated protest resources from the democracy movement. However, I argue that this negative association varies based on the ASP qualities and supporters’ age. Supporters of ASPs that maintain strong pre-democratization legacies are more likely to participate in protests than supporters of ASPs that do not strongly highlight their authoritarian legacies. Also, when the ASPs’ characteristics are considered, older ASP supporters are more likely to participate in protests than younger supporters. Using both single-level and multilevel statistical analyses, I examine four Asian countries with politically powerful ASPs and find evidence supporting my hypotheses. Lastly, I compare two South Korean mass movements, the Candlelight movement and the Taegeukgi rallies to unpack the relationships between ASP supporters, protest resources, and mobilization. This study reveals authoritarian legacies among post-democratization citizens through ASP supporters’ protesting behavior.

Research on attitudes toward immigrants and refugees largely focuses on intergroup conflict and related threats imposed by outgroup members. This study shifts the analytic focus to intragroup conflict: a domestic struggle among natives over how to handle recently arrived refugees and on their perception of foreign workers in general and Muslims in particular. By exploiting an exogenous variation in the interview timing of a nationally representative survey conducted in South Korea, a “new immigration destination,” this study offers a causal estimate (local average treatment effect) of domestic societal conflict on outgroup attitudes. Results from regression discontinuity (RD) analysis show that in its aftermath—immediately following the completion of a controversial e-petition sponsored by the anti-refugee group demanding that the government extradite asylum seekers—the public opinion of Korean adults toward foreign workers and Muslims became more, not less, favorable. Heterogeneous treatment effects are also found across two respondent-level characteristics: cosmopolitan identity and relative deprivation. Specifically, the focal relationship is more pronounced among individuals who identify less with cosmopolitan citizenship and among those who are more relatively deprived.

In new democracies, what is the role of nationalism in terms of democratic behavior such as voter turnout? Previous studies have found that, in Western democracies, constructive national pride increases voter turnout, while blind national pride decreases it. However, little scholarly attention has been paid to new democracies. Given different political contexts, we argue that blind national pride can boost turnout in some new democracies that have lingering authoritarian legacies. Using the case of South Korea, we offer a theory about the relationship between blind national pride and voter turnout. We show that, in contrast to the West, blind national pride is positively associated with turnout in South Korea, and that the relationship appears more robust among both older cohorts, who experienced authoritarianism directly in the recent past, and those with conservative ideologies.

The Liberal Democratic Party maintains a dominant position in Japanese politics while the opposition side is fragmented into many parties. Small opposition parties, namely the Communists, are still surviving even though it has been almost three decades since the 1994 electoral law reform, which made it difficult for such parties to exist. Fragmentation of the opposition is giving an electoral advantage to the ruling party. How can small opposition parties survive? An empirical analysis of voter survey data supports the argument that the controversy over a constitutional revision is playing a role in preventing anti-government voters from unifying under a single party.

How does the influx of foreign direct investment (FDI) affect labor protests in China? Building on the framework of fragmented authoritarianism, I argue that the regional competition to attract foreign investment causes labor protests in China due to its deregulatory effects on labor regulation. Each actor, including the central and local governments, foreign investors, and workers, has different cost–benefit considerations, which provide an explanation for the link between foreign investment and labor protests. By theorizing each actor's preferences, this article explains how FDI induces labor deregulation and workers’ protests in China. Analyzing China's prefecture-level city data from 2012 to 2018, I find that the influx of FDI is positively associated with labor protests. The result remains robust to alternative model specifications and instrumental variable estimation. I also provide empirical evidence for the deregulatory effect of FDI on labor standards with an analysis at the firm level using the World Bank Enterprise Survey. These findings deepen our understanding of how FDI shapes labor regulation and induces workers’ protests in the context of China.

In autocracies, party membership offers benefits to citizens who join the ruling party. The recruitment process consists of (i) citizens' applying to become party members, followed by (ii) ruling parties' selection among applicants. Hence, I propose that ruling parties can face a “recruitment dilemma” when the citizens who apply for party membership with an eye on its benefits do not overlap with the ruling party's targeted population. Previous research assumes that the Chinese Communist Party's (CCP) interest in co-opting white-collar workers is matched by those workers’ interest in becoming party members. However, it is their emergence as an essential social group that changed the CCP membership's pattern, leading it to adapt its co-optation strategy to solve the recruitment dilemma. Using surveys across multiple waves between 2005 and 2017, I show (i) changes in application patterns, (ii) the CCP's recruitment dilemma when they receive applications from more laborers than white-collar workers, and (iii) the CCP solution of rejecting laborers in favor of white-collar workers.

Nuclear and missile tests by North Korea, which directly threaten China's national interests, regional stability, and economic development, have consistently irritated China. Since the 1950s, China and North Korea have held high-level meetings aimed at discussing and improving their bilateral relationship. Using empirical analysis, this study attempts to examine the impact of these meetings on North Korea's missile and nuclear tests. The study argues that as the frequency of high-level meetings between China and North Korea increases, North Korea's provocative actions decrease. The high-level meetings serve to address the issue of incomplete information, create avenues for economic aid and cooperation, and reduce the likelihood of future nuclear and missile tests. The empirical findings indicate that while high-level meetings with or without the presence of top leaders can lead to a reduction in missile tests by North Korea, only summits between China and North Korea have a significant impact on the reduction of nuclear tests by North Korea.
