Linkage politics—a state's making its course of action concerning a given issue contingent upon another state's behavior in a different issue area—is of interest to policymakers as well as to those theoreticians who employ an issue—area approach to the study of international politics. However, there has been little discussion of the circumstances and conditions of linkage, or of its bargaining strategies. In this paper, 2 × 2 games are used as a model of strategic interaction to delineate the situations amenable to linkage, the forms of linkage, and relevant strategies. Coerced, threat-induced, and mutual linkage are illustrated and distinguished.

The authors study the influence of domestic political dissent and violence on incumbent dictators and their regimes. They argue that elite with an interest in preserving the regime hold dictators accountable when there is a significant increase in terrorism. To pinpoint the accountability of dictators to elite who are strongly invested in the current regime, the authors make a novel theoretical distinction between reshuffling coups that change the leader but leave the regime intact and regime-change coups that completely change the set of elites atop the regime. Using a new data set that distinguishes between these two coup types, the authors provide robust evidence that terrorism is a consistent predictor of reshuffling coups, whereas forms of dissent that require broader public participation and support, such as protests and insurgencies, are associated with regime-change coup attempts. This article is the first to show that incumbent dictators are held accountable for terrorist campaigns that occur on their watch.

Recent years have seen a revival of debates about the role of business and the sources of business power in postindustrial political economies. Scholarly accounts commonly distinguish between structural sources of business power, connected to its privileged position in capitalist economies, and instrumental sources, related to direct forms of lobbying by business actors. The authors argue that this distinction overlooks an important third source of business power, which they conceptualize as institutional business power. Institutional business power results when state actors delegate public functions to private business actors. Over time, through policy feedback and lock-in effects, institutional business power contributes to an asymmetrical dependence of the state on the continued commitment of private business actors. This article elaborates the theoretical argument behind this claim, providing empirical examples of growing institutional business power in education in Germany, Sweden, and the United States.

Using a number of different quantitative measures, this article demonstrates that variations in the degree of social democratic decline in nine European countries can be viewed in large measure as a product of two structural economic changes: (1) the shift to smaller units of production; and (2) the growth of private nonindustrial employment. The article explores several causal arguments linking these variables to social democratic decline, and it marshals Swedish and British time-series data to show that the distribution of manufacturing employment by production unit helps explain both the rise and the decline of social democracy.

Textbook accounts of the Anglo-French trade agreement of 1860 argue that it heralded the beginning of a liberal trading order. This alleged success holds much interest from a modern policy point of view, for it rested on bilateral negotiations and most-favored-nation clauses. With the help of new data on international trade (the RICardo database), the authors provide empirical evidence and find that the treaty and subsequent network of MFN trade agreements coincided with the end of a period of unilateral liberalization across the world. They also find that it did not contribute to expanding trade at all. This is contrary to a deeply rooted belief among economists, economic historians, and political scientists. The authors draw a number of policy lessons that run counter to the conventional wisdom and raise skepticism toward the ability of bilateralism and MFN arrangements to promote trade liberalization.

How do formal constitutions impact the prospects for democratization in hybrid regimes, where corruption is typically high and rule of law weak? It is often assumed either that they set “rules of the game,” having effects by being followed, or that they do not matter, being overwhelmed by informal politics. In fact, a logic of collective action reveals that constitutions do matter, but as much by shaping informal political arrangements as by being obeyed. Presidentialist constitutions, through an information effect and a focal effect, generate expectations of future informal power that encourage clientelistic networks to coordinate law-disregarding practices around a “single pyramid” of power led by the president. The information and focal effects of divided-executive constitutions, by contrast, create expectations that complicate the coordination of clientelistic networks around a single patron, promoting “competing-pyramid” politics. To isolate the impact of formal constitutional design and rule out other causes, a tightly controlled process-tracing paired comparison is employed using Ukraine and Kyrgyzstan during 2005–10, explaining why Ukraine's Orange Revolution produced a true democratic opening (even if short lived) while Kyrgyzstan's Tulip Revolution did not.

The article explains a curious turn in European political economies. Between 1995 and 2005 national financial elites in twelve Western European countries created almost twenty competing new stock markets designed to improve financing alternatives for entrepreneurial companies. For a region supposedly averse to risk and U.S.-style capitalism, it is surprising that most of the new markets were modeled on the U.S.-based Nasdaq Stock Market, an iconic American institution. The author's structured comparisons of the new markets to one another, to previous ones, and to proposals that never saw the light of day reveal that the primary causes behind the creation, form, and timing of Europe's new markets lie in the political skills, motivations, and actions of supranational European Union bureaucrats. Challenging leading social science explanations for the cross-border convergence of domestic institutions, these findings show that the accumulated effects of day-to-day action by these supranational bureaucrats are potential causes of institutional innovation. The argument adds to a growing body of detailed empirical research on the domestic and global impact of the European regional polity and contributes to scholarly debates about market formation.

How do elite parties win over poor voters while maintaining their core constituencies? How can religious parties expand their electoral base? This article argues that social service provision constitutes an important electoral strategy for elite-backed religious parties to succeed in developing democracies. The study demonstrates how the upper caste, Hindu nationalist Bharatiya Janata Party (BJP) won unexpected support from lower-caste voters in India, due to services provided by its grassroots affiliates. Using a combination of original survey data and extensive interviews, the author tests whether services win votes and identifies the mechanisms by which they do so. Beneficiaries of services were found to be far more likely to support the party, even when accounting for piety, income, and ideological orientation. The author argues that service provision as an electoral strategy cannot be conceptualized as being predicated purely on material exchange. It should instead be understood as a socially embedded tactic especially well suited to helping elite parties with organizational resources, but without pro-poor policy agendas, win over underprivileged electorates.

What explains different levels of clientelism across countries? Why do some politicians deliver clientelistic goods to their electoral constituencies, and why do some voters demand them? This article focuses on the historical origins of trust in states and shows that they have a lasting impact on contemporary patterns of patronage. The shift to programmatic politics reflects a historical transition from personalized trust in politicians to trust in impersonal bureaucracies tasked by political parties to implement policy. Past experience with public bureaucracy informs the expectations of voters and parties regarding the performance of the state and its ability to provide public goods, which in turn shape the degree of clientelistic exchange across societies. To capture state capacity, the authors focus on the critical juncture before the expansion of women's suffrage, and use the ability of public bureaucracies to reduce infant mortality in the interwar period as a proxy for historical state capacity and as an instrument to predict trust. Macrodata from eightyeight electoral democracies and microdata from the most recent wave of the World Value Survey provide supportive evidence for the theory.

It has become customary to begin a discussion of the nature and present state of the discipline of international relations with a number of complaints. This article will not abandon the custom; indeed, its purpose is, in the first place, to state the conviction that many of the problems we face in our field can be solved only by far more systematic theoretical work than has been done in the past—a conviction shared by most writers. Secondly, however, I will try to show that recent approaches to a general theory of international relations are unsatisfactory, because each one is, in its own fashion, a short cut to knowledge—sometimes even a short cut to a destination that is anything but knowledge.

In a previous article we attempted to examine the intricate net in which geography and the study of international relations are interwoven. The basic problem with which we dealt was the partitioning of the space available to men. Our conclusion was that this partitioned, differentiated space is organized: by studying its organization, geography can describe and analyze a network of relations in space which is both useful and at times indispensable to an understanding of international relations.

The establishment of constitutional review in transitional and nondemocratic regimes has drawn attention to courts in nondemocratic states. Typically, authoritarian leaders treat law and courts in an instrumental fashion and try to keep judges dependent and responsive to their desires. The three books under review reveal the sophisticated ways that this is achieved, including the development ofjudicial bureaucracies and the cultivation of apolitical judges, and how the empowerment ofjudges tends to produce power that is contingent and easily withdrawn. The leaders of established authoritarian regimes do empower judges, if only to gain legitimacy for the regime and keep its officials accountable, but sometimes at a cost to judicial independence. The mixture of independence, power, and accountability ofjudges in authoritarian states differs from what is found in democratic ones, and informal practices often determine the meaning of judicial power. These patterns have serious consequences for legal transition.

Despite their limited accomplishments in promoting economic development, the authoritarian regimes brought to power through social-revolutionary transformations—from the French Revolution of the 18th century to the Iranian Revolution of the present—have excelled at conducting humanly costly wars with a special fusion of popular zeal, meritocratic professionalism, and central coordination. Revolutionary elites, whether communist or not, have been able to build the strongest states in those countries whose geopolitical circumstances allowed the emerging new regimes to become engaged in protracted and labor-intensive international warfare.

How do fluid party systems that exist in many new democracies affect democratic accountability? To address this question, the authors analyze a new database of all legislative incumbents and all competitive elections that took place in Poland since 1991. They find that when district-level economic outcomes are bad, voters in that country punish legislators from a governing party and reward legislators from an opposition party. As a result, electoral control in Poland works through political parties just as it does in mature democracies. However, the authors also find that, in contrast to mature democracies, legislators from a governing party tend to switch to an opposition party when the economy in their district deteriorates. When they do so, their chances of reelection are better than those of politicians who remained loyal to governing parties and are no worse than those of incumbents who ran as opposition party loyalists. These empirical results suggest that while elections in new democracies function as a mechanism of political control, fluid party systems undermine the extent to which elections promote democratic accountability.

Prior to 2008, numerous international relations scholars had predicted a looming crisis in global economic governance. Policy analysts have only reinforced this perception since the financial crisis, declaring that we live in a “G-Zero” world. This article takes a closer look at the global response to the financial crisis and reveals a more optimistic picture. Despite initial shocks that were more severe than the 1929 financial crisis, global economic governance structures responded quickly and robustly. Whether one measures results by outcomes, outputs, or process, formal and informal governance structures displayed surprising resiliency. Multilateral economic institutions performed well in crisis situations to reinforce open economic policies, especially in contrast to the 1930s. While there are areas where governance has either faltered or failed, on the whole, the system has worked. Misperceptions about global economic governance persist because the Great Recession has disproportionately affected the core economies; analysts have conflated national with global governance; and the efficacy of past periods of global economic governance has been badly overestimated. Why the system has worked better than expected remains an open question, but we can tentatively conclude that both the power of the United States and the resilience of neoliberal economic ideas were underestimated.

Existing literature emphasizes the disorganizing or weakening effects of economic liberalization on civil society, whereby free-market policies are said to demobilize and depoliticize collective actors. The article evaluates the effects of economic liberalization on large-scale societal mobilizations across seventeen Latin American countries for the period 1970–2000. The article further tests the effects of economic liberalization on individual political participation across sixteen Latin American countries for the period 1980–2000. In contrast to the atomization literature, this article provides strong evidence that economic liberalization leads to greater levels of societal mobilization in the context of free-market democratization. The article also demonstrates that economic liberalization does not induce a decline in political participation. Collectively, these results cast doubt on the theoretical underpinnings and empirical findings presented in Kurtz (2004).

The informal dimension has always been important in Chinese politics, due to a traditional bias against legalism and favoring the sentimentalization of personal qualities. We contend that it remains so still, albeit in altered form. Rather than being oriented solely to personal or in-group security, factionalism in the context of the more secure bureaucratic environment of the reform era has come to embrace policy goals and material interests as well. Thus, informal politics proliferates, and factional fortunes tend tofluctuateaccording to the patterns of China's political business cycle.

In the post-Mao era the radical reformers led by Deng Xiaoping have favored rapid growth, even at the expense of stability. The conservatives surrounding Chen Yun consider stability the paramount goal, believing that it should override considerations of growth. The synchronization of reform and business cycles, plus the appearance of periodic social movements whenever the growth rate slumps, makes reformers and conservatives vulnerable to charges of mismanaging the economy for their respective policy preferences. As long as the business, reform, and movement cycles coincide, wide policyfluctuationsdriven by a politics of blame are inevitable.

American foreign economic policy between 1887 and 1934 was shaped in important ways by the international economic structure and the position of the United States as a “supporter” within it. As Britain's hegemony declined, and particularly after it joined the United States as a supporter just prior to World War I, American foreign economic policy became more liberal and active. Once Britain was transformed from a supporter into a spoiler in the late 1920s, leaving the United States as the sole supporter within the IES, both the international economy and American policy became more unstable and protectionist. During the 1970s, the United States, West Germany, and France all emerged as supporters within the IES, indicating that a moderately stable and liberal international economy may continue to exist in the future.

One of the challenges presented to democratization theory by the collapse of communist regimes is the need to take into account the impact of ethnonational diversity on the processes of transition. This article explores that question in a comparative analysis of the dissolutions of the multinational federations of Yugoslavia, Czechoslovakia, and the Soviet Union. It revisits what has been a core—although usually unarticulated—premise of the democratization literature: that the decisions and negotiations that critically shape regime transition occur in a single, central political arena, a political space common to all actors. In contrast to that perspective, the strategic political context for transition in multinational states differs both from that in homogeneous states and from that in unitary multinational states, in offering multiple arenas of political contestation. The implication for democratization in multinational states is that, depending on the institutional structure of the state, regime change may occur at different rates in different substate political arenas—the republics—in such a way as to trigger the erosion of central control over the transition. Where democratization theory has emphasized strategic choice conditioned by the balance of power between regime and opposition actors, an accounting of the politics of transition in ethnofederal states must emphasize (1) strategic choices by actors in multiple political arenas and (2) the shifting balance of power between center and republics.

Ratifying core conventions adopted by the International Labor Organization (ILO) creates legal obligations to improve labor standards in the domestic economy, notably with regard to union rights, minimum age and discrimination in employment, and forced labor. Why and when do states choose to ratify them? Two influential theoretical approaches lead to the expectation that states are influenced by the ratification behavior of other states. Drawing on rationalist institutionalism, the authors expect states to use institutions such as the ILO to improve or consolidate their preferred standards domestically while reducing the risk of suffering competitive disadvantages in world markets. In this view, ILO conventions are devices for the prevention and mitigation of regulatory races to the bottom among trade rivals. Drawing on sociological institutionalism, they expect states to ratify ILO conventions if doing so conforms to a norm of appropriate behavior that is prevalent in a state's peer groups. This article develops observable implications of these hypotheses and tests them by applying spatial regression models to seven core ILO conventions and 187 countries between 1948 and 2009. The analysis yields strong evidence in support of both hypotheses.
