When it emerged as a discipline a century ago, the historical and comparative description of political institutions dominated political science. The self-consciously rigorous analysis of behavior inspired by psychology and the physical sciences began to displace historical analysis in the 1920s. By the 1950s and 1960s the behavioral revolution came to dominate the discipline’s research agendas. Leading practitioners acknowledged that the discipline’s tone was predominantly ahistorical.

Students of the welfare state have long speculated about the sequence in which welfare programs were adopted. Worker’s compensation, for example, has generally been adopted early by the various countries, while family allowances have come later. The order of these programs is important both for its inherent interest and for its bearing on theories of the welfare state.

Recent research has considerably increased our understanding of the factors associated with the American epidemiological transition in the late nineteenth century. However, uncertainty remains regarding the impact on mortality of specific changes ancillary to urbanization and industrialization in American cities and towns. The broad objective of the Connecticut Valley Historical Demography Project is to examine changing relationships between socioeconomic status, the rise of new urban-industrial communities, and cause-specific mortality trends during the rapid development of New England manufacturing. To address these issues, the present analysis examines two emergent urban centers in Massachusetts, adopting a micro-demographic approach to explore late-nineteenth-century and turn-of-the-century determinants of mortality.

At the request of the Home Loan Bank Board, the Home Owners' Loan Corporation (HOLC) created color-coded maps for cities across the country between 1935 and 1940 that indicated risk levels for long-term real estate investment. Involvement in this City Survey Program marked a departure from the original mission of HOLC to provide new mortgages on an emergency basis to homeowners at risk of losing their homes during the Depression. This article considers why HOLC made these maps, how HOLC created them, and what the basis was for the grades on the maps. Geographic information systems and spatial regression models are used to show that racial composition was a significant predictor of map grades, controlling for housing characteristics.

The existence of revolutionary waves is a well-known feature of history. This study contends that revolutionary waves are best understood as systemic phenomena occurring during periods of rapid world-cultural expansion. Rapid expansion and deeper penetration of cultural linkages is theorized to generate contradiction between idealized models and local political practices, empower oppositions, and fracture elites, resulting in waves of revolution. The theoretical logic is illustrated with the example of the Atlantic Revolutions. Multivariate analyses examine the correspondence among a new indicator of world culture, additional systemic processes, and revolutionary waves across five centuries of European history. Results suggest that the occurrence of revolutionary waves is positively associated with relatively rapid world-cultural growth and hegemonic decline, as indicated by periods of hegemonic warfare.

Many studies have reported that US presidents often become more popular at the onset of wars and other security crises. Research on this “rally-round-the-flag” phenomenon has focused on either rational calculation of success, chances of military actions, popular perceptions of security threats, or the role of opinion leaders. This paper proposes a new approach: I argue that challenges to the symbolic status of the nation vis-à-vis other nations drive rally periods. This study examines the rally-round-the-flag phenomenon from a comparative historical perspective, using a new database of war events and security crises from 1950–2006. The analysis reveals that two types of status challenges result in nationalist rally reactions: first, the public has rallied behind presidents when wars and security crises were viewed as an opportunity for the United States to reclaim its previously damaged national honor; and second, rallies have emerged when the president claimed the mantle of “leader of the free world” in an internationally authorized coalition attack on a foreign country.

This paper analyzes in detail the role of environmental and economic shocks in the migration of the 1930s. The 1940 US Census of Population asked every inhabitant where they lived five years earlier, a unique source for understanding migration flows and networks. Earlier research documented migrant origins and destinations, but we will show how short-term and annual weather conditions at sending locations in the 1930s explain those flows, and how they operated through agricultural success. Beyond demographic data, we use data about temperature and precipitation, plus data about agricultural production from the agricultural census. The widely known migration literature for the 1930s describes an era of relatively low migration, with much of the migration that did occur radiating outward from the Dust Bowl region and the cotton South. Our work about the complete United States will provide a fuller examination of migration in this socially and economically important era.

This exercise reproduces and assesses the historical time series on the top shares of the wealth distribution for the United States presented by Thomas Piketty in Capital in the Twenty-First Century. Piketty's best-selling book has gained as much attention for its extensive presentation of detailed historical statistics on inequality as for its bold and provocative predictions about a continuing rise in inequality in the twenty-first century. Here I examine Piketty's US data for the period 1810 to 2010 for the top 10 percent and the top 1 percent of the wealth distribution. I conclude that Piketty's data for the wealth share of the top 10 percent for the period 1870 to 1970 are unreliable. The values he reported are manufactured from the observations for the top 1 percent inflated by a constant 36 percentage points. Piketty's data for the top 1 percent of the distribution for the nineteenth century (1810–1910) are also unreliable. They are based on a single mid-century observation that provides no guidance about the antebellum trend and only tenuous information about the trend in inequality during the Gilded Age. The values Piketty reported for the twentieth century (1910–2010) are based on more solid ground, but have the disadvantage of muting the marked rise of inequality during the Roaring Twenties and the decline associated with the Great Depression. This article offers an alternative picture of the trend in inequality based on newly available data and a reanalysis of the 1870 Census of Wealth. This article does not question Piketty's integrity.

The Spanish transition to democracy after the death of General Francisco Franco in 1975 is heralded as the “very model” of successful transition from authoritarianism to democracy (Gunther 1992), the epitome of “transition through transaction” (Share 1986, 1987). Spain is proclaimed “the country to be studied” (Przeworski 1986: 61) for good cause. Despite a long history of political turmoil, a notoriously brutal civil war, and nearly 40 years of dictatorship, Spain transformed itself into a democracy “from the inside out” using a remarkably quiescent process of reform called, significantly, the “strategy of consensus” (Carr and Fusi 1979; Payne 1985).

Mortality rates in early childhood are widely regarded as a sensitive index of the health and living standards of a population (United Nations, 1973: 138-139; Williamson, 1981; Haines, 1985). The debate over the health and treatment of American slaves has led scholars to investigate various data and methods to construct these measures. Early work based on plantation records placed the infant mortality rate (the proportion of live births that die within one year of birth) at 152.6 per thousand (Postell, 1951: 158). Using census data and indirect techniques, estimates of the infant mortality rate climbed from 182.7 per thousand by Evans (1962: 212) to 274 to 302 per thousand by Farley (1970: 33) and 246 to 275 per thousand by Eblen (1972; 1974). Recent work based on height data and indirect techniques places the infant mortality rate in the neighborhood of 350 per thousand and total losses before the end of the first year (stillbirths plus infant deaths) at nearly 50% (Steckel, 1986a). Thus, measurements over the past four decades have gravitated toward the judgment of southern planter Thomas Afflick (1851: 435) who wrote, “Of those born, one half die under one year.”

Between 1910 and 1970, millions of southern-born Americans migrated to the northern and western regions of the country in search of better opportunities. Some traveled only short distances, leaving Appalachia for nearby destinations in the southern Midwest. Others made the much longer trek to the West Coast. In this article, we use data from the 1920, 1940, and 1970 Public Use Microdata Samples to investigate the distances traveled by male participants in the Great Migration, with a special focus on differences by race, as well as on changes over time. We find that the average distance traveled increased substantially during the Great Migration for blacks and whites alike. However, throughout this time period, white migrants moved significantly farther than black migrants. The greater propensity for white migrants to move west, rather than north, accounts for a good deal of this overall racial variation. Although the difference in distance traveled between blacks and whites narrowed significantly over time, it remained substantial as the Great Migration came to a close. We conclude by highlighting the impact of these differential migration patterns on the composition and social conditions in northern cities.

Since the inception of slavery in North America the free population has been concerned with the mortality of the slave population. Slaveowners were concerned with mortality for purposes of estimating the profitability of slave investments. Opponents of slavery and the slave trade used actual and presumed slave mortality experience as arguments for abolishing the system. Death rates were viewed as a measure of demographic performance that reflected the quality of slave life. It was argued that death rates reflected, and were in part determined by, such factors as diet, physical treatment, and the quality of medical care and housing—all under the control of the slaveowners. Consequently, information on deaths was used as a standard for evaluating the severity of the slave system and for assessing regional and international differences in slavery. In the postbellum period, scholars researched and debated various issues in slave mortality. The modern discussion includes issues in the levels and determinants of slave mortality, but research has concentrated on levels, possibly due to inadequate data for extensive research on determinants of mortality.

Early nineteenth-century Trinidad was one of the most efficient sugar producers in the British West Indies with output per slave three times as high as in Barbados and 70% higher than in Jamaica (Ward, 1978; Ragatz, 1963:332). Slave prices reflected Trinidad’s greater productivity. The Commissioners of Compensation reported in 1837 that between 1822 and 1830 the price of a Trinidad field hand was 64% greater than the price of one in Jamaica (Great Britain Parliamentary Papers, 1837–1838).

Despite Trinidad’s natural advantages as a sugar producer, the island’s first sugar estate was established only in 1787. Spain controlled Trinidad until the British conquest in 1797 and prohibited non-Spanish settlement until 1783. The island’s population in 1783 consisted of only some one thousand Amerindians and an equal number of inhabitants of European or African descent who grew cocoa as well as subsistence crops. Rapid population growth began in 1783 when the Spanish opened the island to settlement by any Roman Catholic. French West Indian slave owners in particular took advantage of this opportunity to settle a nearly unpopulated island and brought the cultivation of sugar cane and coffee to Trinidad. The slave rebellion in Haiti sparked a still larger inflow of French planters and their slaves, and brought the slave population to over 10,000 in 1797 (Fraser, 1891; Carmichael, 1961; Anthony, 1975).

Historians and economists have increasingly identified capitalist patterns of behavior among antebellum slave owners, yet no consensus has emerged about the explanation for this finding. I argue that US slave owners were driven to behave like capitalists in part because of their dependence on credit. The ability of creditors to seize the land and slaves of insolvent debtors generated selection pressures that led to both aggregate patterns of capitalist development and the adaptation of individual slave owners to the logic of capitalist competition. I refer to this process as “credit market discipline.” In a case study of South Carolina in the 1840s, I show that the threat and reality of foreclosure was capable of stimulating recognizably capitalist behaviors among even the most aristocratic and “prebourgeois” slave owners.

That narrative can be more than a mechanical recitation of events is epitomized in Thucydides’ challenge to historiographical paradigms current during the fifth century B.C. In his definitive history of the war between Athens and Sparta, the Athenian general in effect tells a “story” with a beginning, middle, and end. Thucydides’ history of the Peloponnesian War is anything but a neutral description of events. Instead, the collection interprets the conflict for the reader. The tale contains a discussion of the role of alternative military strategies and of the war’s wider political implications. According to Thucydides, the fractionization and polarization engendered by war as a mode of resolving political conflicts is too high a price to pay for victors and losers alike. Thucydides warns of psychic as well as material costs. Thus, the ancient political scientist tells the story of the Peloponnesian War to assert that the “sequences of real events be assessed as to their significance as elements of a moral drama” (White 1987: 21).

This paper examines the demographic categories in the first few US censuses, which are asymmetrical combinations of race and legal status not mandated by the US Constitution. State actors explicitly introduced and revised these categories; however, these state actors successfully introduced these categories into the census only when they were already widespread throughout society. Thus, more generally, the paper points to flaws in a “state-centered” view of information gathering, which stresses how state actors create census categories that, in turn, shape social conditions as they become subsequently widespread. In contrast, this paper suggests that politicians draw on widespread social categories when creating census categories, showing how state and social influences interact to create the information in censuses.

Auxology, the study of physical growth (from auxein, to increase), has long been pressed into service as a measure of human welfare. In the sixteenth century Levinus Lemnius, doctor and later priest in the Low Countries, castigated “schoolmasters and others that take upon them to teach and boord young boyes (and) pinch their poore Pupils and Boorders by the belly, and allow them meate neither sufficient nor yet wholesome.” “Whereby it cometh to passe,” he continued,

How might a discussion of the ending of the Atlantic slave trade in relation to the development of European racism illuminate the question of who gained and who lost? The question can be approached at three levels. The first concerns the degree to which the racial attitudes of Europeans were affected by the process of termination. The second would be how the people of Europe and of Afro-America were affected by the termination itself. The third and broadest aspect would be the long-term effects of that complex process. It seems to me that the answers become more speculative as the scope of potential impact broadens, as the discussion moves from a concern with attitudes and ideology to social conditions, as the geographical scope broadens, and as the temporal dimension to be considered expands to encompass the twentieth century. The first level, the relation of the processes of abolition to racism, is the primary focus of this paper; a few brief remarks on the second and third issues are reserved for the conclusion.
