Since 2000, the New South Wales (NSW) Government in Australia has pursued major child welfare reforms. Responding to the ‘crisis in child protection’ and informed by a public health approach, key aims were to prevent child maltreatment and promote child welfare by ‘expanding and enhancing early intervention and family services’. This article critically reviews the aims, approach and main developments in NSW. The article argues that in several respects the reforms extended and enhanced early intervention and family services in cost-effective ways but suffered from implementation problems, limitations in service developments and major reform challenges which inhibited their scope and impacts. These limitations raise critical issues about the reform framework, resource constraints and ideological influences.

The notion of building welfare around work poses fresh challenges from a life-course perspective, where the situation of older workers has largely been neglected by policymakers committed to the ‘social investment perspective’ – typically constructed as a policy paradigm for ‘human capital’ development in children and young adults (Esping-Andersen, 2002). This article seeks to re-focus attention on the policy challenges relating to the needs of older workers within the new ‘inclusive growth’ agendas that seek to advance equitable opportunities for all. Social investment policies pose a range of issues and challenges for ageing populations that are discussed and examined in detail in this article. If social investment policy is to succeed in ageing OECD societies, it will mean broadening the investment perspective to include the (neglected) education and training needs of older workers to ensure that everyone can contribute to and share in economic prosperity.

While the recent Coalition government committed to some initiatives supporting the role of parents, relationships and the early years, there remains a lack of focus on fathers as a distinct policy area. This is reflected at local government level, as lead professionals for young fathers are rare and data on the number of young fathers in each local area are not routinely collected. Barnardo's was funded by the Department for Education in 2012, as part of the Family Strategic Partnership, to highlight the needs and experiences of young fathers in England, and the joint role of statutory and voluntary services in supporting them (fully reported by Barnardo's in Cundy, 2012). Based on selected case studies drawn from research and a range of practice organisations, this article presents the journeys of five young fathers and their experience of maternity services, children's centres, schools, housing services and the secure estate.

Conditional Cash Transfer (CCT) programmes have spread across Latin America since the late 1990s. They constitute one of the major changes in social policy in Latin America in the last twenty years (Barrientos, 2009). This innovation has significantly influenced the welfare mix (Esping-Andersen, 1990). Those who examine the welfare mix from a feminist perspective (Orloff, 1996; Martínez, 2008) insist that it is necessary to take into account the gender consequences of changing this mix. Based on a qualitative analysis of CCT programmes in Peru and Bolivia, this article makes two arguments. First, CCT programmes demonstrate that instead of being purely liberal or even neoliberal, the actions of the state in the production of welfare are now grounded from the perspective of social investment. Second, in Peru and Bolivia, the gendered impacts of this new state orientation nonetheless reinforce maternalistic and coercive practices.

This article examines developments in parenting and family support services in France. Drawing on qualitative empirical studies, the article considers two types of initiatives ‒ the Programmes for Educational Success (PRE) and parenting interventions delivered alongside child protection services. Both of these services are examples of new types of parenting and family support interventions in the French context targeted at ‘children at risk’, seeking to address and prevent problems of educational underachievement, youth offending, poor health in children and young people and child neglect and maltreatment. The article critically reviews tensions between principles of more responsive, partnership-based family support and more prescriptive parenting education and family interventions. Drawing on empirical findings, the article examines frontline practice and professional‒family relationships, highlighting the significance of ‘parental involvement’ practice and conflicting professional and parental perspectives about children's needs, family support and professional–client relationships.

The roles that older workers play in labour markets has received a great deal of policy and academic scrutiny in response to economic crises and demographic change. As a starting point, this focus has paradoxically resulted in insufficient attention to older workers themselves. The article is thus concerned with refocusing the agenda for research onto the older worker. Building on an extensive literature review, four gaps in knowledge are identified: who might be researched; what the focus of that research might be; the role of theory informing the research; and how the research might be conducted. The article identifies a particular need for research on ‘work’ as opposed to ‘retirement’ and how the changing nature of work may influence future patterns of later life labour market engagement and retirement. It is argued that better public policy will result from more critical and socially embedded research that recognises the heterogeneity of ‘older workers’ and their motivations.

Conditional cash transfers (CCTs) have become key anti-poverty reduction strategies in Latin America. There are different types of CCTs implemented at the national and subnational level in this region. This paper analyses the design of CCT programmes directed to assist female heads of households at the state level in Mexico. To do so, the study applies an analytical framework to make a comparative study of the key features of the design, looking specifically at the way the target population is constructed as welfare recipients and citizens. The results of this qualitative study suggest that, irrespective of the purposes of these social programmes, the design reflects certain values and normative beliefs related to the notion of market citizenship, which also seem to intersect with certain ideas about motherhood and the poor in Mexico.

Issues related to population ageing and longer working lives span diverse research areas and are linked to a number of conceptual and policy debates. Here we provide details of texts which allow quick access to key debates in the different domains covered by the contributions. We focus first on social policy, retirement and pensions. We then provide key sources on the changing experiences and perceptions of retirement; age-discrimination, human resource management and older workers; and early exit, mature-age unemployment and activating older workers.

The literature on social protection in Latin America – and more specifically on Conditional Cash Transfers (CCTs) – is substantial and growing as, increasingly, more academics from around the world seem to be attracted to social policy developments in the region and the role of CCTs in these developments. As the articles in our themed section cite many of the key sources on particular aspects of CCTs, we chose in this guide to highlight those sources we consider essential for any academic interested to investigate CCTs and, more broadly, the development of social policies in Latin America for research or teaching purposes.
