The article critically examines the Strategic State approach to social policy as represented by the ‘Scottish Approach’ to policy-making and delivery. The article outlines the defining features of a strategic approach to social policy and critically appraises the Scottish Government’s claim to reflect these principles in flagship welfare reforms. The article considers how far a strategic policy approach has been applied in Scotland and draws upon research exploring the response of local leaders to the challenges posed by the COVID-19 pandemic to examine what this experience reveals about how ‘strategic’ these actions were. The article concludes that, in contrast to previous slow progress in implementing a strategic approach, the exigencies of COVID compelled innovations in policy making and accelerated practices consistent with a strategic approach. The article concludes with some reflections on what this evidence implies for strategic social policy making and governance.

Before the Omicron variant ran amok inside China in November 2022, the Chinese central government’s dynamic zero-COVID policy effectively contained the spread of the coronavirus and its variants during multiple waves of outbreaks. However, it was not without cost. This study examines the impacts of stringent lockdown interventions on urban residents’ mental health during the initial outbreak of the Omicron variant in the spring of 2022. Using survey data from 522 respondents within the same neighbourhood and a spatial quasi-experimental design, the results show that strict lockdown interventions are significantly related to higher levels of psychological distress after controlling for observed confounders and that lockdown interventions have further spillover effects on mental health for residents in adjacent residential compounds who are otherwise free. Moreover, the results show that the lack of material supplies and medical care plays a more salient role in explaining lockdown effects on psychological distress than residents’ social interaction and trust levels of COVID-19 policy. Policy and intervention implications are also discussed.

Many countries have taken steps to address employment insecurity by enacting employment protection legislation (EPL) for non-regular workers. Although the aggregate impacts of EPL reforms have been examined in the literature, less attention has been paid to the heterogeneous ways that different types of employers respond to these reforms. In this paper, we seek to shed additional light on the impact of non-regular workforce protections by investigating the response of establishments to legal changes in Korea in 2007. We employ a difference-in-difference framework to explore which establishment characteristics predict that employers will convert non-regular workers to regular status. Results indicate that, in the short term, the Korean labor reforms led to increased conversions of fixed-term workers to permanent status. Establishments that have shifted risk onto workers via the use of performance pay are more likely to extend permanent status to non-regular workers. However, establishments that provide favorable employment conditions were less likely to convert. Unions play a double-edged role. Unions in large establishments with a wide range of occupational categories are associated with relatively greater conversion of outsiders to regular status, while unions in smaller, more resource-constrained establishments with a narrower occupational focus are associated with more exclusionary behavior.

With targeted childcare initiatives and welfare-to-work programmes policy-makers have sought to address employment activation of lone mothers and negative outcomes for children in lone parent households. The present study examines non-parental childcare use and maternal employment among children living in lone and co-parent family situations at ages three and four and emotional and behavioural difficulties at ages four and five. The results demonstrate that negative outcomes associated with lone motherhood are explained largely by mother's age, education, material circumstances and area deprivation; and that maternal employment does not relieve lone mothers’ disadvantages in a way that alleviates the risks of difficulties to their children. However, in any family constellation, mainly group-based formal pre-school childcare does have a positive impact on child difficulties compared to drawing on informal childcare arrangements as main provider. In addition, and specifically for the difficulties of children in lone mother family situations, any non-parental childcare – formal or informal − for at least twenty-five hours per week is beneficial. Study findings support policy agendas which tackle families’ material hardship beyond promoting mothers’ employment, and through investment in formal childcare provision, and also through arrangements allowing lone mothers to divide their weekly load of childcare with another main provider.

As climate change progresses, natural hazards are projected to continue to increase in frequency and intensity, posing a new form of social risk, implicating both the welfare and environmental state and raising the salience of ecosocial policy as a mechanism to attend to the distributional effects of climate change mitigation and adaptation. This study posits a novel conceptual framework for ecosocial policy and offers the US ecosocial safety net as a case analysis. While we conceptualise disaster relief policy as a mode of the environmental state, it includes unique ecosocial policies that constitute the backbone of the US ecosocial safety net. This study describes and compares the developmental and functional synergies between the US welfare and environmental state manifested in the form of an ecosocial safety net by explicating the Individual Assistance Program and the National Flood Insurance Program. Our findings reveal synergies between US disaster relief and welfare, including parallel developmental trends, philosophies of deserving/undeserving, functions of racial capitalism and relationships with economic growth. This study and its conceptual framework of ecosocial policy offer a groundwork for the study of ecosocial policy in other contexts.

‘Value pluralism’ is a strand of analytical philosophy that posits the plurality of morally significant values. By enabling systematic mapping of the diversity of moral registers within which social policy concerns might legitimately be considered, we contend that value pluralist-inspired analysis can aid constructive policy dialogue. Our argument is founded on four claims: first, as a matter of normative principle, value pluralism represents a defensible ethical standpoint; second, as a matter of fact, people are attracted to a plurality of moral values; third, as a matter of democratic legitimacy, pluralism offers a means of (partially) reconciling rival moral claims; fourth, as a matter of political strategy, pluralism offers a pragmatic approach that can engage protagonists on their own terms. To demonstrate its efficacy, we apply this pluralist approach to the vexed question of welfare conditionality, which we interrogate via six normative perspectives (rights, utilitarianism, contractualism, communitarianism, paternalism and social justice).

Industrialization, technological change and overall economic development are often cited as important factors in the development of welfare states. This article examines the importance of cycles in economic activity and cycles in technological innovation to enhancing our understanding of welfare. The history of technological change in health-care services is used to illustrate the argument.
