Widening inequality in the distribution of resources, higher rates of unemployment and deteriorating conditions in the inner cities have concentrated attention in Britain, and elsewhere in Europe, upon the idea and exact meaning of ‘deprivation’. This scientific concept is used extensively not only in the analysis of social conditions but also, in an applied form, as an instrument of policy in allocating resources to particular regions, areas and services. This paper argues that the indicators which are chosen to represent the phenomenon are often unduly restricted and even involve double counting. As a result the distribution and severity of deprivation seems to be seriously misperceived and resources misallocated. A review of the available studies shows how the concept might be treated more coherently in relation to that of poverty.

In Britain there has been a long tradition of research into associations between area of residence and health. Rarely has this involved investigating socio-economic or cultural features of areas that might influence health; usually studies use area level data, for example about specific pathogens or about levels of deprivation, as surrogates for individual level data, rather than being interested in the areas themselves. This paper reviews the literature on the relationship between area and health. It advocates directly studying features of the local social and physical environment which might promote or inhibit health, illustrating this approach with some findings from a study in the West of Scotland, and suggests that improvements in public health might be achieved by focusing on places as well as on people.

This article begins with a survey of some influential classifications of welfare states based on different dimensions of social policy. Advantages and shortcomings are pointed out in relation to each classification reviewed. It is argued that none of these single-dimension classifications is in fact adequate to understand past and current developments in European social policy. An alternative classification, which combines elements of the ones reviewed above into a two-dimension approach, is proposed. This two-dimension classification is then related to past developments and current debates in European welfare states. The strength of this approach is its ability to reflect social policy developments in terms of both the expansion/contraction of state welfare and the convergence/divergence of European social policies.

In comparative welfare state analyses, cross-national differences have often been explained both by the specific profiles of welfare state institutions and the constellations of social actors. However, the way in which cultural differences also contribute to the explanation is often ignored, or at least treated as a more marginal issue. The aim of this article is to reflect on the relationship between culture and welfare state policies, and consider how it might be analysed in a comparative perspective. A theoretical framework for analysis is introduced in which the relationship of culture and welfare state policies is conceptualised as a complex, multi-level relationship which is embedded in the specific context of a particular society and can develop in contradictory ways.

This paper explores the changing fortunes of the public realm during the last two decades. It poses the problem of how we think about globalisation and neo-liberalism as forces driving these changes. It then examines how different aspects of the public realm – understood as public interest, as public services and as a collective identity – have been subjected to processes of dissolution. Different processes have combined in this dissolution – in particular, attempts to privatise and marketise public services have been interleaved with attempts to de-politicise the public realm. Tracing these processes reveals that they have not been wholly successful – encountering resistances, refusals and negotiations that mean the outcomes (so far) do not match the world imagined in neo-liberal fantasies.

Governments around the world are now beginning to seriously consider the use of measures of subjective wellbeing (SWB) – ratings of thoughts and feelings about life – for monitoring progress and for informing and appraising public policy. The mental state account of wellbeing upon which SWB measures are based can provide useful additional information about who is doing well and badly in life when compared to that provided by the objective list and preference satisfaction accounts. It may be particularly useful when deciding how best to allocate scarce resources, where it is desirable to express the benefits of intervention in a single metric that can be compared to the costs of intervention. There are three main concepts of SWB in the literature – evaluation (life satisfaction), experience (momentary mood) and eudemonia (purpose) – and policy-makers should seek to measure all three, at least for the purposes of monitoring progress. There are some major challenges to the use of SWB measures. Two related and well-rehearsed issues are the effects of expectations and adaptation on ratings. The degree to which we should allow wellbeing to vary according to expectations and adaptation are vexing moral problems but information on SWB can highlight what difference allowing for these considerations would have in practice (e.g. in informing prioiritisation decisions), which can then be fed into the normative debate. There are also questions about precisely what attention should be drawn to in SWB questions and how to capture the ratings of those least inclined to take part in surveys, but these can be addressed through more widespread use of SWB. We also provide some concrete recommendations about precisely what questions should be asked in large-scale surveys, and these recommendations have been taken up by the Office of National Statistics in the UK and are being looked at closely by the OECD.

This paper draws on the findings of a study within the ESRC's Democracy and Participation Programme. It explores the processes of participation within deliberative forums – such as user panels, youth forums, area based committees – developed as a means of encouraging a more active, participating mode of citizenship and of improving welfare services by making them more responsive to users. Our findings open up a number of issues about constraints on the development of ‘collaborative governance’. To understand these constraints, we suggest, there is need to locate participation initiatives in the context of government policy, to explore ways in which such policy is interpreted and enacted by strategic actors in local organisations and to examine the perceptions of members of deliberative forums themselves. Our findings highlight the constraints on the ‘political opportunity structures’ created by the enhanced policy focus on public participation, and the consequent limits to ‘collaborative governance’. We discuss how governance theory and social movement theory can each contribute to the analysis, but also suggest productive points of engagement through which each of these bodies of theory might enrich the other.

Poverty can be defined and measured either directly (in terms of consumption) or indirectly (in terms of income). The relative deprivation concept of poverty is a direct concept; poverty is understood as visible poverty, that is, a low standard of consumption. The income poverty line is an indirect measure; poverty is established as low income. It is argued that recent mainstream poverty research combines a direct definition and an indirect measure. This causes there to be no logical line of deduction between definition and measurement and, along with other problems in the approach, renders the statistics produced invalid.

Social innovation is a contested concept with multiple meanings that have implications beyond academia. It is not a new term – its sociological heritage can be dated to the late nineteenth century. However, until the twenty-first century the concept was sparsely utilised, and, despite its current popularity among policy makers in Europe and the United States, remains largely ignored by social policy researchers. Through bibliometric analysis we identify the most influential articles on social innovation and explore how these have conceptualised the term. We show that over time social innovation has taken on a set of meanings far removed from its sociological roots. In particular we identify a weak tradition that sees social innovation as any increase in aggregate individual utility arising from an innovation, and a strong tradition that focuses on the process of collaboration between different groups and the restructuring of power relations. We conclude by outlining implications for social policy research.

The Poverty and Social Exclusion Survey of Britain made it possible first time to explore poverty using three different measures applied at the same time on the same sample. The measures were: lacking socially perceived necessities; being subjectively poor and having a relatively low income. These approaches are all commonly used to identify the poor and to measure poverty but rarely if ever in combination. In this article we have found that there is little overlap in the group of people defined as poor by these dimensions. There are reasons for this lack of overlap, connected to the reliability and validity of the different measures. However the people who are defined as living in poverty by different measures of poverty are different. This inevitably means that the policy response to poverty will be different depending on which measure is employed.

We have attempted to analyse overlap in two ways. First, by exploring the dimensions of poverty cumulatively, we have found that, the more dimensions people are poor on, the more they are unlike the non-poor and the poor on only one dimension, in their characteristics and in their social exclusion. Second, by treating particular dimensions as meriting more attention than others, we explored three permutations of this type and concluded that, while each permutation were more unlike the non-poor than those poor on a single dimension, they were not as unlike the non-poor as the cumulatively poor were. These results indicate that accumulation might be a better way of using overlapping measures of poverty than by giving priority to one dimension over another.

The implication of the paper is that it is not safe to rely on one measure of poverty – the results obtained are just not reliable enough. Surveys, such as the Family Resources Survey or the European Community Household Panel, which are used to monitor the prevalence of poverty, need to be adapted to enable results to be triangulated – to incorporate a wider range of poverty measures.

This article is based on a unique empirical investigation of the contribution that informal childcare – relatives, friends or neighbours looking after children, usually on an unpaid basis – makes in allowing parents to go out to work. There has been little research on either the use of such complementary childcare by parents, or of the carers who undertake it, and this is a review of a two-stage investigation of both. One of the earliest initiatives of the Labour government elected in 1997 was to put a National Childcare Strategy in place. The strategy recognised the importance of childcare both for the development of children and in enabling parents – particularly mothers – to go out to work. To date, however, childcare needs and provision have been assessed almost entirely in terms of formal childcare. A clear understanding of why working parents use complementary childcare (particularly from grandparents) is essential for any childcare policy that hopes to be attuned to what families actually want. The article argues that policy makers, lured by a simplistic vision of economic vitality into adopting a behavioural paradigm from economics – in which parents are assumed to respond to purely financial incentives – are likely to find themselves distracted from important issues of the social well-being of working families with children. Childcare needs are related to dramatic changes in women's labour market participation over recent years, where the largest increase in female employment has been among mothers of children under the age of five. Neither mothers nor fathers may be in a position to provide the desired amount of childcare inside the nuclear household. This situation gives rise to the possibility of a ‘childcare deficit’. In failing to acknowledge and underpin the value which parents place upon complementary forms of childcare, policy makers are in danger of committing themselves to institutional arrangements which may make that deficit worse in the longer term.

There are two fundamental changes currently under way in the welfare state. These are the development of quasi-markets in welfare provision, and the supplementation of ‘fiscal’ welfare by ‘legal’ welfare: policies that rely on redistributing income through regulation and other legal devices, instead of through the tax and social security system. This article argues that these changes are in part the result of a fundamental shift in policy-makers' beliefs concerning human motivation and behaviour. People who finance, operate and use the welfare state are no longer assumed to be either public spirited altruists (knights) or passive recipients of state largesse (pawns); instead they are all considered to be in one way or another self-interested (knaves). However, since neither the ‘new’ nor the ‘old’ set of assumptions are based on evidence, policies based on the new set are as likely to fail as those based on the old. What is needed are ‘robust’ policies that are not dependent on any simple view of human behaviour.

User and community co-production of public services first became topical in the late 1970s, both in private and public sectors. Recent interest has been triggered by recognition that the outcomes for which public agencies strive rely on multiple stakeholders, particularly service users and the communities in which they live. Extra salience has been given to the potential of co-production due to fiscal pressures facing governments since 2008. However, there has been little quantitative empirical research on citizen co-production behaviours. The authors therefore undertook a large-sample survey in five European countries to fill this gap. This article examines an especially significant finding from this research – the major gulf between current levels of collective co-production and individual co-production. It explores the drivers of these large differences and examines what the social policy implications would be if, given the potential benefits, the government wishes to encourage greater collective co-production.

This article addresses some implications for gender equality and gender policy at European and national levels of transformations in family, economy and polity, which challenge gender regimes across Europe. Women's labour market participation in the west and the collapse of communism in the east have undermined the systems and assumptions of western male breadwinner and dual worker models of central and eastern Europe. Political reworking of the work/welfare relationship into active welfare has individualised responsibility. Individualisation is a key trend west – and in some respects east – and challenges the structures that supported care in state and family. The links that joined men to women, cash to care, incomes to carers have all been fractured. The article will argue that care work and unpaid care workers are both casualties of these developments. Social, political and economic changes have not been matched by the development of new gender models at the national level. And while EU gender policy has been admired as the most innovative aspect of its social policy, gender equality is far from achieved: women's incomes across Europe are well below men's; policies for supporting unpaid care work have developed modestly compared with labour market activation policies. Enlargement brings new challenges as it draws together gender regimes with contrasting histories and trajectories. The article will map social policies for gender equality across the key elements of gender regimes – paid work, care work, income, time and voice – and discuss the nature of a model of gender equality that would bring gender equality across these. It analyses ideas about a dual earner–dual carer model, in the Dutch combination scenario and ‘universal caregiver’ models, at household and civil society levels. These offer a starting point for a model in which paid and unpaid work are equally valued and equally shared between men and women, but we argue that a citizenship model, in which paid and unpaid work obligations are underpinned by social rights, is more likely to achieve gender equality.

Welfare state models have focused almost exclusively on the study of cash benefits, and typologies established on this limited basis have been used to generalise about all forms of welfare state provision. This ignores the fact that welfare states are also about the actual delivery of services and/or that countries vary in terms of the relative emphasis that they place upon cash benefits and welfare state services. This article explores the cash and services mix in, and between, welfare states with reference to recent welfare state typologies, most notably Esping-Andersen's decommodification-centred ‘worlds of welfare’. It compares the decommodification levels of the main cash benefits with the main area of service provision: health care. The resulting analysis suggests that when services are added into the comparative analysis of welfare state regimes there are five welfare state clusters: Social Democratic, Liberal, Conservative, and sub-groups within both the Liberal and Conservative regimes. The article concludes that, in order to maintain integrity or generalisability, future welfare state typologies need to reflect more adequately the role of services in welfare state provision.

Based on participant observation in a team of British policy-making civil servants carried out in 2009, this article examines the use that is made of evidence in making policy. It shows that these civil servants displayed a high level of commitment to the use of evidence. However, their use of evidence was hampered by the huge volume of various kinds of evidence and by the unsuitability of much academic research in answering policy questions. Faced with this deluge of inconclusive information, they used evidence to create persuasive policy stories. These stories were useful both in making acceptable policies and in advancing careers. They often involved the excision of methodological uncertainty and the use of ‘killer charts’ to boost the persuasiveness of the narrative. In telling these stories, social inequality was ‘silently silenced’ in favour of promoting policies which were ‘totemically’ tough. The article concludes that this selective, narrative use of evidence is ideological in that it supports systematically asymmetrical relations of power.

Stigma has long been viewed by some as essential to discourage excessive claims, yet seen by others as a cause of non-take-up by people in need and as a form of symbolic violence. More recently, there has been a resurgence of interest in the links between shame and poverty (including the role of benefits), and particular concerns about media/political rhetoric in the UK. Yet while our knowledge of benefits stigma has been enhanced by theoretical/qualitative contributions, few quantitative studies examine its extent or patterning. This paper therefore reports the results of a 2012 nationally-representative survey in the UK. It finds sub-types of stigma are reported by 10–19 per cent for each benefit, but 34 per cent report either personal stigma (their own view) or stigmatisation (perceived stigma by others) for at least one benefit, and over one-quarter say a stigma-related reason would make them less likely to claim. One-third of claimants themselves report some degree of stigma around their claim. Against the predictions of ‘dependency culture’ claims, however, respondents in high-claim areas were more likely to stigmatise benefits, both before and after accounting for other factors. The paper concludes by considering lessons for future benefits stigma studies, and policy options to reduce benefits stigma.

Concerns over the impact of debt on participation in higher education (HE) have dominated much of the debate surrounding the most recent reforms of financial support for full-time students in England, including the introduction of variable tuition fees. Yet few studies have attempted to explore this issue in a statistically robust manner. This article attempts to fill that gap. It examines the relationship between prospective HE students' attitudes to debt, and their decisions about whether or not to enter HE. Using data derived from a survey of just under 2,000 prospective students, it shows how those from low social classes are more debt averse than those from other social classes, and are far more likely to be deterred from going to university because of their fear of debt, even after controlling for a wide range of other factors. The article concludes that these findings pose a serious policy dilemma for the Westminster government. Their student funding policies are predicated on the accumulation of debt and thus are in danger of deterring the very students at the heart of their widening participation policies.

This article presents the findings of a review of the impact of non-contributory cash transfers on individuals and households in low- and middle-income countries, covering the literature of 15 years, from 2000 to 2015. Based on evidence extracted from 165 studies, retrieved through a systematic search and screening process, this article discusses the impact of cash transfers on 35 indicators covering six outcome areas: monetary poverty; education; health and nutrition; savings, investment and production; work; and empowerment. For most of the studies, cash transfers contributed to progress in the selected indicators in the direction intended by policymakers. Despite variations in the size and strength of the underlying evidence base by outcome and indicator, this finding is consistent across all outcome areas. The article also investigates unintended effects of cash transfer receipt, such as potential reductions in adult work effort and increased fertility, finding limited evidence for such unintended effects. Finally, the article highlights gaps in the evidence base and areas which would benefit from additional future research.

The decline in cigarette smoking in high-income countries is attributed to the increasing social unacceptability of smoking, a cultural shift in which tobacco control policies are identified as playing a major part. While seen as essential to protect public health, there is a growing appreciation that these polices may have contributed to a social climate in which smoking is stigmatised. The paper reviews this debate on smoking and stigma. It notes that individuals are represented by their smoking status; other social differences are typically treated as secondary. Thus, while the links between disadvantage and smoking are acknowledged, social class remains on the margins of the debate. The paper argues instead that class provides an essential analytic lens through which to understand the stigma of smoking and the stigmatising impacts of tobacco control policies. In support of its argument, it discusses how the stigmatisation of smoking has occurred against a backdrop of widening socioeconomic differentials in smoking and the increasing importance of the body and behaviour in public discourses about social class and moral worth. The paper concludes by underlining the importance of embedding tobacco control research and policy in an appreciation of social class, and social inequalities more broadly.
