Within growing marketisation of publicly funded services, the internet has provided new opportunities for marketing, delivery, and coordination of those services. Using web scraping and hyperlink network analysis techniques, this paper examines the ways in which organisations operating in Australia’s evolving National Disability Insurance Scheme (NDIS) system inter-connect online. Social media plays the most important role in the online network. Government agencies also play a central role, with many disability service organisations linking their web users to them. Government agency websites do not hyperlink to disability service providers, suggesting that governments do not see their role as assisting access to such services. Advocacy and peak disability organisations are important in online connections between the websites of government and service organisations. Innovative uses of the internet for online brokerage of disability services are evident. The implications of these findings for service delivery are discussed.

Italian social policies are divided between insurance and public assistance, an ambivalence that occasionally results in unequal treatment of equals and discriminatory distribution of benefits. Though expansion of social expenditures slowed after 1975, social programmes did not suffer real cuts until 1983. The effect of social policies on poverty is not direct: most recent changes in the income distribution reflect the effects of recession. Though the Italian share of GDP officially allocated to social expenditures is still below the average of that in other industrialized countries, resources available to the needy are understated because of informal channels within the institutional system. Although the data on income distribution are inadequate, improvements can be discerned in the lowest decile owing to transfer policies targeted on families during the 1970s. In general, the equalizing policies championed by the unions in the 1970s have improved the well-being of wage earners and salaried workers, as well as pensioners.

The distributional impact of different transfer programmes is one of the basic criteria on which decisions such as those on resource allocation may be based. This paper examines the spread over the UK size distribution of different transfers, using data from the Family Expenditure Survey (FES). In addition to analysing the distribution of current transfer receipts by actual current income, estimates are developed which allow the spread of annual receipts by annual income to be examined. The results show that the short-term unemployment and sickness benefits have a considerably greater degree of concentration towards the bottom of the distribution than some previous studies have indicated. This is particularly true for current income, but even for annual receipts and income the degree of concentration is greater than might have been expected. The impression that these benefits have a very low redistributive effect may have had a major influence on recent policy decisions. This is shown to be particularly misleading in the case of unemployment benefit.

Concerns about the unintended effects of marketised public employment services are increasingly expressed because there is mounting evidence that such services are frequently characterised by various gaming practices on the part of their providers. To prevent these unintended consequences, payment-by-result approaches have been progressively strengthened.

The aim of the research reported in this article was to investigate the extent to which such approaches are able to make service providers accountable for client outcomes. The study used two Italian regional cases in order to compare different and alternative contracting arrangements: Lombardy (outcome-based payments), and Emilia-Romagna (fixed payments). Drawing on rich administrative databases, the analysis relied on a quantitative methodology based on propensity score matching and logistic regressions. Even if outcome-based contracting can make service providers financially accountable for the service outcome, the results of the analysis show that it does not sufficiently prevent gaming practices, resulting in inequity among the services provided.

Informal care plays an important role in the provision of care. However, previous research has mainly focused on middle- or older-aged informal carers and less is known about informal care among young adults, its consequences on educational achievement and employment transitions and whether this varies across country contexts. Using data from the 2009–2018 waves of the UK Household Longitudinal Study (N = 25,856) and the German Socio-Economic Panel (N = 16,666), we investigated the influence of informal care responsibilities of 17–29 year olds on their chances of achieving a university degree using logistic regression and employment transitions using Cox proportional hazard regression models. Our results revealed that young adulthood caring was negatively associated with the likelihood of obtaining a university degree, reduced the likelihood of entering employment and increased the likelihood of unemployment. These associations were more pronounced if people reported caring for more weekly hours (especially in the UK) or caring for longer durations (especially in Germany). The potential negative influence of caring in young adulthood on education was stronger for women than for men in Germany, and the influence of caring on entering unemployment was stronger for women than for men in the UK.

The central idea in trust-reform is to improve service delivery by granting professional autonomy and acknowledging the experiential knowledge of professionals. In this article, we study trust-reform bottom-up from the perspective of frontline care workers. Our aim is to discuss the challenges for care work and care workers who have been organised in self-managing teams, paying particular attention to the organising of the daily work in the teams. This study draws on data from four months of fieldwork in Norwegian municipal home care services for older people. The article sheds light on some problematic aspects in trust-reform regarding the relationship between frontline workers’ autonomy and responsibility on the one hand and the lack of authority and managerial support on the other hand. The study demonstrates that trust-reforms within public service delivery can be experienced as delegation of logistical tasks and enhanced responsibility instead of delegation of the authority that is necessary for professional care work to be performed. As such, trust-reforms risk obstructing rather than advancing their declared intentions of strengthening professional agency in care work, and rather than distributing management tasks, trust-reforms need to strengthen the management function in order to succeed.

The present paper aims to examine the effect of the transition from a state socialist regime to democracy and a liberal economy on women's perceptions of the consequences of employment breaks due to childcare on their further careers in seven post-socialist Eastern and Central European countries. The paper uses data from the 2004 European Social Survey to explore whether women who interrupted their careers to look after young children were more likely to suffer negative consequences for their careers after the transition from socialism to a market-based economy than before the lifting of the Iron Curtain. The paper does this by comparing the consequences perceived by women whose children were born before 1987 with those of women with at least one child born later. It begins by grouping together women from across the region, and then looks at the differences by country of the consequences as perceived by these women. It concludes that women across the region were more likely to experience negative consequences after the transition than before. However, the effect of transition is not found to differ across countries using the ESS data.

Collective Defined Contribution (CDC) pension schemes are a variant of collective pension plans that are present in many countries and especially common in the Netherlands. CDC schemes are based on the pooled management of the retirement savings of all members, thereby incorporating inter-generational risk-sharing features. Employers are not subject to investment and longevity risks as these are transferred to plan members collectively. In this paper, we discuss policy related to the proposed introduction of CDC schemes to the UK. By means of a simulation-based study, we compare the performance of CDC schemes vis-à-vis typical Defined Contribution schemes under different investment strategies. We find that CDC schemes may provide retirees with a higher income replacement rate on average, together with less uncertainty.

The statutory functions of the Supplementary Benefits Commission are described, together with the Secretary of State's invitation to the Commission to play a more active and public part in reformulating the problems of social assistance and proposing policies for dealing with them. Next the Commission's Chairman considers how he and his colleagues should respond to this invitation and which issues they should concentrate upon, focusing particularly on the growing use of discretion in a service originally intended to confer clearly understood rights, the bewildering complexity which results from this trend, and the ‘frontier’ problems arising between their service and other social services. In conclusion he considers the implications of the Commission's extended role for other bodies and the Commission's relations with them – particularly Ministers and their advisers, the academic community, the communications media, and the pressure groups. Ultimately, he asks, should the Commission itself be abolished?

Previous research has shown a clear link between childhood disability and child poverty. This is related to the fact that parents of disabled children (1) need to provide more care, which impedes their employment participation; and (2) more often belong to disadvantaged social categories. However, the adverse relationship between childhood disability and child poverty can be cushioned by cash support systems. Hitherto, the literature lacks insight into how the receipt of different cash support systems is related to parental employment and social background, and what joint role these three factors play in understanding the poverty risk of these children. To fill this gap, a case study on Belgium is performed using unique and large-scale register data. The results show that disabled children have a lower income poverty risk than non-disabled children, even when parental employment and social background are taken into account. This can be explained by the targeted cash support disabled children receive. However, previous research showed that a substantial group of disabled children does not receive the benefit. Hence, more could be achieved if the non-take-up would be addressed, in particular among the most vulnerable children.

The aim of this paper is draw out some policy lessons from a study of self-help activity amongst 200 households in deprived urban neighbourhoods of Southampton. Commencing with a critique of the popular prejudice that promoting self-help should be opposed in case it leads to a demise of formal welfare provision, the paper then interrogates the empirical evidence to understand and explain the nature and extent of such work in deprived neighbourhoods. Finding that self-help is a crucial component of household coping practices, but that no-earner households are unable to benefit from this work to the same extent as employed households, the paper proposes both bottom-up and top-down solutions to tackle the barriers to participation in self-help amongst unemployed households. In particular, it calls for a modification to Working Families Tax Credit and the creation of Community Enterprise so as to recognise and value much of the self-help activity that currently takes place but remains unrecognised and unvalued.

This paper examines the current model of sheltered housing and explores a central contradiction in that model: namely that if only those people who most need and appreciate the unique features of sheltered housing were allocated places in schemes, the existing model ultimately could not provide sufficient support. This central contradiction leads to a fundamental lack of clarity in the role of sheltered housing. This is reflected in the ambiguities apparent in allocation practices, where judgements are typically made not only in relation to the tenants' needs and demands but also in relation to the impact on schemes. Evidence is presented from a recent study of sheltered and amenity housing in Scotland, which exposes these issues and suggestions are made as to how the traditional model of sheltered housing can be made more flexible and more suited to those who need and value it most.
