Evidence for the existence of risk compensation behaviour in the operation of vessels is shown in the paper The Risk Homeostasis Theory (Baniela and Ríos, 2010). In that analysis, it is concluded that the people engaged in the commercial affairs of ships tend to exchange the level of safety standard of vessels for a more profitable and riskier activity, which makes the rate of shipping accidents fluctuate within certain limits. Since the different levels of power and motivation of those involved in the risk-taking process were not considered in that research, it is the aim of this paper to analyse, on the one hand, how the pressure of the shipping market influences the risk behaviour of shipping business decision-makers and to show, on the other hand, how this influence makes them alter their target level of risk and introduce risks related to low operating cost strategies on vessels. This behavioural adaptation to the shipping market demand has led the human element to be regarded as a factor of risk in the activity of commercial vessels. In this context, the increasing incidence of human errors has arisen as a consequence of practices and manning policies established by the managers of shipping companies.

An Electronic Navigational Chart (ENC) is a two-dimensional abstraction and generalisation of the real world and it limits users' ability to obtain more real and rich spatial information of the navigation environment. However, a three-dimensional (3D) chart could dramatically reduce the number of human errors and improve the accuracy and efficiency of manoeuvring. Thus it is important to be able to visualize charts in 3D. This article proposes a new model for future Electronic Chart Display and Information Systems (ECDIS) and describes our approach for the construction of web-based multi-resolution future ECDIS implemented in our system Automotive Intelligent Chart (AIC) 3D ECDIS, including multi-resolution riverbed construction technology, multi-layer technology for data fusion, Mercator transformation of the model, rendering and web publishing methods. AIC 3D ECDIS can support global spatial data and 3D visualization, which merges the 2D vector electronic navigational chart with the three-dimensional navigation environment in a unified framework and interface, and is also published on the web to provide application and data service through the network.

After Selective Availability (SA) was turned off, the rate of change with time of the DGPS common errors (atmospheric delay, satellite orbit and clock error) became quite slow. This inevitably leads to a requirement to modify various configurations of DGPS correction message broadcasting, and reference station (RS) managers need to examine the characteristics of GPS measurement errors with SA-off. GPS error sources are temporally and spatially decorrelated, so the DGPS user position accuracy is varied by the baud-rate of the RS, the distance between the user and the station, and the noise statistics of the receiver. We identify the minimum and maximum size of correction data, interval time, the coverage range and the baud-rate that are required to maintain the existing DGPS service. Moreover, the compatibility and accuracy can be assessed to meet the users' requirements without measurements being needed. The results in this paper are used in the study and testing for the redesign of United States Coast Guard (USCG) RS. We hope that our study will be a great help in determining the flexible factors of both the RS and the user.

The potential benefit of predictive information for navigation support was investigated in a simulator study. Twelve participants had to guide a medium-size vessel across a traffic separation scheme. In the simulator, critical vessel traffic scenarios were created, where participants were provided with: (i) baseline Automatic Radar Plotting Aid (ARPA) information, and (ii) baseline ARPA information supplemented with capability prediction information. This is information that shows the predicted manoeuvring margins of the vessel, indicating the predicted boundaries of safe operation. Results of the experiment indicate that capability prediction allows better anticipation by the navigator, significantly improving ship navigation performance.

It is 30 years since major changes were last made to the collision regulations. This paper identifies a number of shortcomings in the current Rules, including excessive verbiage, unnecessary duplications and complications, and the use of weasel words. It also examines the use that has been made of Rule 2 in broadening the interpretation of other Rules. Proposals are then put forward for rewriting The Rules so as to improve their clarity and hopefully their understanding. The paper is written from the viewpoint of a mariner.

The current state of the shipping and ship-building industries indicates that they are having difficulty surviving. This is especially so in Japan, which imports oil, ores, food and most of the materials used in manufacturing products for the domestic and foreign markets. The issue of maintaining stable and effective transportation overseas is, therefore, vital.

The liquefaction of nickel ore is widely considered to account for the capsizing and sinking of bulk carriers, but the mechanisms that lead to the incidents still remain uncertain. In this paper, the sloshing motion of fluid with high viscosity in a rectangular tank has been studied; the Level Set Method has been employed to predict the behaviours of fluid sloshing motion under the circumstances of beam seas. In a bid to evaluate the consistency of the numerical solution, a full validation has been performed. The results obtained from the simulations are in good agreement with that from the experiment. The conclusions have also been made that the collapse of the shear resistance of the fluid or increasing heeling moment acquired from the fluid sloshing after liquefaction of the nickel ore may be responsible for the capsizing and sinking of the ships. Hopefully, our conclusions can help ship owners better understand how to take precautions to prevent the ships from capsizing while carrying nickel ore or similar cargos; the results could provide the IMO with the theoretical basis for stipulating new international safe standards for bulk carriers; the numerical methodology can also help engineers to predict sloshing motion of viscous fluids.

Separation schemes together with Vessel Traffic Services improve existing standards. Since their role has proved to be rather passive it is assumed that the introduction of active measures could be beneficial and improvement in terms of collision or accident risk reduction is expected. The concept raises a wide variety of problems that are to be discussed, defined and solved.

A novel fast adaptive-gain complementary filter algorithm is developed for Unmanned Aerial Vehicle (UAV) attitude estimation. This approach provides an accurate, robust and simple method for attitude estimation with minimised attitude errors and reduced computation. UAV attitude data retrieved from accelerometer data is transformed to the solution of a linearly discrete dynamic system. A novel complementary filter is designed to fuse accelerometer and gyroscope data, with a self-adjusted gain to achieve a good performance in accuracy. The performance of the proposed algorithm is compared with an Adaptive-gain Complementary Filter (ACF) and Extended Kalman Filtering (EKF). Simulation and experimental results show that the accuracy of the proposed filter has the same performance as an EKF in high dynamic operating conditions. Therefore, the proposed algorithm can balance accuracy and time consumption, and it has a better price/performance ratio in engineering applications.

The volume of maritime vessel data, such as available from the Automatic Identification System (AIS), places considerable burden on systems designed and developed to manage data pertaining to maritime traffic. A properly designed and implemented data management infrastructure can provide benefits to the maritime domain awareness research community by supporting data volumes, diverse user needs, and product management. Such an infrastructure has been constructed on a modest budget by utilising open-source technologies. This paper describes the Maritime Situational Awareness Research Infrastructure (MSARI), and the design of the underlying database to meet data volume and user analysis needs. The resulting infrastructure currently handles input rates of approximately two billion vessel reports per month. This work is of potential benefit to those in the navigational community interested in the long-term storage and usage of global vessel data such as that available from AIS.

The Transit navigational satellite system is expected to be in operational use during the second half of 1962, though not perhaps with its full quota of four satellites. The system, which will be of considerable significance to both air and surface navigation, is here described by its originators, Dr. Kershner and Dr. Newton, of Johns Hopkins University in the United States. Using a single of the two frequencies transmitted by the satellite, the mean navigation error will be about one mile, limited by refraction. Using both frequencies the mean error will be about ½ mile, limited by the accuracy of the satellite coordinates that will be transmitted. With elaborate equipment, it will be possible to navigate to about 0·1 mile, although the satellite coordinates that will be available to the ordinary user will not reflect this full accuracy. When all four satellites are in orbit, a fix will be available every 110 minutes, on the average, with occasional intervals of 220 minutes between fixes.

New signals from the modernised satellite navigation systems (GPS and GLONASS) and the ones that are being developed (COMPASS and GALILEO) will present opportunities for more accurate and reliable positioning solutions. Successful exploitation of these new signals will also enable the development of new markets and applications for difficult environments where the current Global Navigation Satellite Systems (GNSS) cannot provide satisfying solutions. This research is aiming to exploit the improvement in monitoring, modelling and mitigating the atmospheric effects using the increased number of signals from the future satellite systems. Preliminary investigations were conducted on the numerical weather parameter based horizontal tropospheric delay modelling, as well as the ionospheric higher order and scintillation effects. Results from this research are expected to provide a potential supplement to high accuracy positioning techniques.

The accuracy of attitude determination using a star sensor tends to be degraded if the host vehicle's manoeuvring smears the star image. In this paper, a new restoration algorithm with the aid of a Strap-down Inertial Navigation System (SINS) is proposed to reduce the effect of the smeared image. The smeared trace length is estimated with aid of the SINS angular rate. The restoration algorithm based on a Wiener filter is designed after the smeared zone is derived with the aid of the SINS coarse attitude. A tracking method is proposed to reject the stars of low centroid extraction accuracy. Simulations demonstrate that the success rate and the accuracy of attitude determination are improved significantly by the restoration algorithm even under a very fast rotation. The impact of the SINS error on the restoration is evaluated in the simulations.

The modernisation of GPS and the introduction of Galileo will introduce the use of Binary Offset Carrier (BOC) modulation. BOC will be implemented as either a sine or cosine sub-carrier modulation, which affects the spectral properties of the signal and the receiver search, acquisition and tracking processes. This paper addresses the effect of the various forms of BOC modulation on the receiver search process. Theory is developed to draw comparisons between search techniques and verified with computer simulation models.

In this study, the effect of acceleration matching according to sensor specifications in rapid transfer alignment is analysed. In general, the velocity and attitude information of the Master Inertial Navigation System (MINS) is used for transfer alignment. MINS angular velocity information is used to improve the alignment speed in shipboard transfer alignment. Acceleration matching, on the other hand, is generally considered an impractical option for transfer alignment. However, in the case of shipboard transfer alignment, acceleration matching is thought to be effective. In order to analyse the performance of acceleration matching, a performance index is defined and the efficiency of acceleration matching is analysed according to various sensor specifications and simulation environments. Based on the analysis of the estimated performance according to the simulation results, it is confirmed that acceleration matching in rapid transfer alignment is valid.

Alternative Binary Offset Carrier (AltBOC) modulation signal has the constraint of an equal power allocation scheme. Thus, it is not flexible enough to meet different requirements. To solve this problem, we propose a General AltBOC (GAltBOC) modulation. The proposed technique can achieve the same function as AltBOC. Meanwhile, its power allocation ratio can be adjusted when required. The detailed derivation of the GAltBOC modulation is presented, and three representative cases as well as the signal properties are discussed. To further improve the combination efficiency, we develop the Interlacing GAltBOC (IGAltBOC) modulation based on the GAltBOC modulation. The Power Spectrum Density (PSD) and correlation functions of the proposed signals are verified by simulation. The code tracking error and implementation complexities are analysed and compared with existing methods. Results show the proposed signals indeed enhance the flexibility of power allocation ratio with the same level code tracking accuracy. Compared with AltBOC modulation, the proposed signal can reach a higher combination efficiency at the expense of relatively higher implementation complexity. Compared with Asymmetric Constant Envelope Double-sideband (ACED) modulation, the proposed signals have significantly lower complexity of signal generation, which is helpful in simplifying the signal generation in the payload transmitter.

This paper examines the evidence to support the view that the inability of seamen to determine accurate longitude at sea in sailing ships was a major factor in the loss of ships and crews that was effectively solved by the introduction of the marine chronometer. It concludes that this was not the case and that a more compelling factor for the safety of ships was the introduction of mechanical propulsion systems.

The September 2002 issue of The Journal included a paper that implied that the US practice of negotiating collision avoidance manoeuvres by VHF had effectively been endorsed by the IMO. That view is challenged, by reference to the relevant provisions in the US legislation, the COLREGS and chapter IV of the SOLAS Convention. This paper also concludes that AIS will be a useful tool to provide additional information, but should not alter the way in which the COLREGS are to be applied.

With electronic warfare increasingly complicated and military confrontations increasingly intense, the potential security threat to satellite navigation has become a difficult issue to deal with. Traditional satellite navigation anti-interference technology generally refers to jamming, but less consideration has been given to spoofing. It should be noted that the potential risk induced by spoofing interference is worse than that caused by jamming as the loss of positioning integrity may not be immediately obvious. This paper introduces a spoofing detection method based on a two-antenna structure using fraction parts of double-difference carrier phase observables. If all spoofing signals are transmitted by one single antenna, a spoofing detection hypothesis test can be carried out through the normalisation of double-difference carrier phase observables, without need to consider the integer ambiguity problem, measure the baseline vector and estimate the real directions of signals. The detection scheme adopts an M of N algorithm (if M or more of the test values exceed the threshold, the algorithm declares the presence of a spoofing signal), integrating carrier phase measurements of all the available satellites. Finally, the proposed method is verified by real experiments. This spoofing detection method can easily be applied to GNSS anti-spoofing receivers without changing their architecture and has simple and effective characteristics.

A localization system using GPS, ABS sensors and a driving wheel encoder is described and tested through real experiments. A new odometric technique using the four ABS sensors is presented. Due to the redundancy of measurements, the precision is better than the method using differential odometry on the rear wheels only. The sampling is performed when necessary and when a GPS measurement is performed. This implies a noticeable reduction of the GPS latency, simplifying the data-fusion process and improving the quality of its results.
