El Reglamento relativo al uso del emblema de la cruz roja y de la media luna roja por las Sociedades Nacionales, aprobado por la XX Conferencia International, celebrada en Viena el año 1965, fue revisado por el Consejo de Delegados de Budapest, en noviembre de 1991. Tras el aplazamiento de la XXVI Conferencia International, el CICR sometió el texto del actual Reglamento a todos los Estados Partes en los Convenios de Ginebra solicitándoles que le comunicaran las eventuates objeciones en un plazo de seis meses. Puesto que no se ha recibido solicitud alguna de modificación, el Reglamento entró en vigor en esa fecha.

Las principals normas relativas al uso del emblema figuran en los Convenios de Ginebra y muchos países las han incluido en la respectiva legislación national, para poder sancionar los abusos, especialmente. En el nuevo Reglamento se puntualizan las diversas modalidades del empleo del signo por las Sociedades Nacionales y sus miembros.

It is necessary, first of all, to define what is understood here by the expression “reuniting of families”.

In this article, the term is used in a narrow sense. It refers to the humanitarian protection given, on an international plane, for the reuniting of the members of one and the same family, who have been separated from each other against their will, as a result of external events—international wars, civil wars, internal disturbances, grave political tension—and who have ended up in different countries on either side of a frontier which they find impossible to cross. In most cases, the difficulties involved for such persons to obtain permits allowing them to leave a particular country and enter another are practically insurmountable. It is such persons who are referred to here and it is to them that the ICRC endeavours to bring its assistance.

The strength of the Red Cross and Red Crescent resides in its structures, in its humanitarian mandate as defined in the Geneva Conventions and in the values enshrined in international humanitarian law. The Movement's Fundamental Principles further define its aims and give widely accepted guidelines for its activities. The National Societies with their local branches and volunteers provide the physical network that completes the structure and now covers the entire world.

The International Committee felt much grief over the death in Auckland on July 10, 1964 of Mr. Léon Bossard, its delegate in New Zealand for a number of years.

Les premières tentatives d'employer des avions dans un but sanitaire remontent en Pologne à l'année 1924, époque à laquelle le Dr Pilecki, médecin-colonel à Poznañ, s'est servi d'un aéroplane militaire du type « Albatros »C.X., qu'on avait transformé en avion sanitaire. L'avion en question, qui pouvait transporter deux personnes, notamment un pilote et un malade étendu horizontalement, provenait du matériel de démobilisation. Following a mission carried out in December 1969 by Dr. J.-F. de Rougemont, accompanied by Mr. J.-P. Maunoir, assistant director and Miss L. Simonius, delegate, in the clinics of the Warsaw and Gdansk Academies of Medicine and at the headquarters of the Polish Red Cross in the capital, new compensation claims for Polish victims of pseudo-medical experiments in Nazi concentration camps during the Second World War were laid before the Neutral Arbitration Commission.
