An important item of discussion during the Autumn months of 1960 among the members of the European Free Trade Association (EFTA) was reported to be the question of association with the European Economic Community (EEC), but the press announced in October a “lack of progress” in resolving the problems encountered. The question was said to have been included in the issues taken up at the second ministerial meeting of the Council, held in Berne, Switzerland, on October 11 and 12, 1960. Mr. Max Petitpierre, president of the Swiss Confederation, reportedly stated in an address to the Council that, even if there was little prospect of an agreement between EEC and EFTA in the immediate future, it was imperative that the two organizations work together, not only for commercial and economic reasons, but also because of the mission that Europe was called on to discharge toward the newly independent countries. Since, however, an acceptable settlement with EEC seemed impossible in the near future, the Council determined that EFTA should proceed with its own plans. In pursuance of this decision, the Ministers decided to establish a consultative committee, representative of all aspects of economic activity, including labor, to advise on all facets of the activity of the Association. Also considered at the meeting was the possibility of an additional 10 percent tariff reduction to take effect as of January 1, 1961, to keep pace with the EEC cut scheduled for that date, but the Council concluded that too little time had elapsed since the first 20 percent tariff reductions on July 1, 1960, to make any modification of the timetable feasible at this time; it resolved, nevertheless, to re-examine the question early in 1961. The Ministers noted with satisfaction that the original tariff cuts had gone into operation without difficulty, and reasserted that the object of EFTA was not the creation of an inward-looking preferential bloc—for example, no restrictions on trade with third countries had been introduced with the creation of the group. EFTA offered to all trading nations, whether producers of industrial or agricultural products, stated the Council, the opportunities of an expanding market.

The 40th session of the Council of the International Civil Aviation Organization (ICAO) consisted of twelve meetings held on April 27 and May 24 and between June 6 and 22, 1960. The Council examined the secretariat's draft of the preliminary study on supersonic aircraft and decided that the study should be issued on the responsibility of the ICAO Secretary-General, with suggestions made by representatives to the Council to be taken into account. The Council considered the reports of a working group on an investigation of major deficiencies in air navigation facilities and services on the main international air routes through Southeast Asia and the Pacific, Southeast Europe and the Middle East, and the Caribbean and south America. As recommended by the group, it approved for further investigation the following problems: 1) the lack of adequate flight testing of radio-navigation aids in all these areas; 2) the shortage of trained personnel in Iran, Iraq, and Turkey, and 3) the lack of proper transmitting and receiving facilities in Burma. The Council further decided that the machinery for promoting the implementation of regional plans should take the form of a standing group with a permanent membership of five—the President of the Council (chairman), the President of the Air Navigation Commission, and the chairmen of the Air Transport, Joint Support, and Finance Committees—and a floating membership to be selected on an ad hoc basis by the President of the Council to act when needed after secretariat efforts had failed in the implementation of regional plans.

Since the preparation in August 1947 of the first part of this report, three significant developments affecting the scope and character of United Nations–specialized agency relations have taken place. First, the “family” of specialized agencies, in being and in prospect, has substantially increased in size and variety. Second, the regional machinery of the Economic and Social Council has been expanded by the establishment of economic commissions for Asia and the Far East (ECAFE) and for Latin America (ECLA), with the probability that a similar commission for the Middle East will be authorized before the end of 1948. Together with the Economic Commission for Europe (ECE), set up in the spring of 1947, these subsidiary instrumentalities of the Council will be concerned with a wide range of reconstruction and developmental activities which bear directly upon various functions of FAO, ILO, Bank, Fund, and ITO and which, in addition, introduce a further element of complexity in the task of coordinating international economic programs. The third development, important from the procedural standpoint, was the action taken by the General Assembly at its second regular session in November 1947, and by the Economic and Social Council (ECOSOC) at its sixth session in March 1948, in spelling out methods for treating the budgets and reports of the specialized agencies.

The 31st annual report of the Bank for International Settlements, covering the financial year from April 1, 1960, to March 31, 1961, was submitted to the annual general meeting of the Bank held in Basle on June 12, 1961. In his introduction, the General Manager of the Bank, Mr. Guillaume Guindey, reported that the net profit for the 31St financial year had amounted to 14,974,105 gold francs, compared with 15,314,716 gold francs for the preceding year. In view of the results for the financial year 1960–61, the Board of Directors of the Bank had recommended an extraordinary distribution of 35 gold francs per share, in addition to the regular dividend of 37·50 gold francs per share; thus the total distribution for this year would amount to 72·50 gold francs, payable in Swiss francs in the amount of 103·60 Swiss francs per share.

The Assembly of Western European Union (WEU) held the first part of its sixth ordinary session in Paris from May 31 to June 3, 1960. After Mr. Badini Confalonieri (Italian Liberal) had been reelected President of the Assembly, the first item of business was the presentation of the fifth report of the Council of WEU, covering the period from January 1 to December 31, 1959, by Mr. van Houten, Secretary of State for Foreign Affairs of the Netherlands and Chairman ad interim of the Council. In connection with the transfer of social and cultural activities from WEU to the Council of Europe, he pointed out that, by means of partial agreements, the seven governments of WEU remained free to undertake new activities either among themselves or within the framework of the WEU Council, and that only the implementation of current activities was to become the responsibility of the Council of Europe. Speaking next of the Standing Armaments Committee and of the Agency for the Control of Armaments, Mr. van Houten stated that the procedure for cooperation in the field of equipment formulated by the Committee had been successful and that the Control Agency had continued to develop its activities. Concluding his report, he pointed to the importance of political consultations within WEU as a means of enabling members to discuss differences of opinion and thereby come nearer to a solution. In the general debate which followed, members stressed the importance of cooperation in armaments and civil defense.

International organization is not a new concept in the minds of men, but the creation of most of the international organizations now in existence has occurred within the memory of many who are by no means our oldest citizens. Before the last war, it was not too difficult for the interested layman, the scholar, the government official, or the teacher to keep abreast of new ideas and new philosophies. He watched the League of Nations, the Pan American Union, and a handful of specialized organizations like the Postal Union or the International Institute of Agriculture, and felt reasonably safe in his conviction that he could qualify as an intelligent citizen or even, at times, a teacher.

The chiefs of state of members of the Baghdad Pact, except the United Kingdom, met November 5–8, 1956, in Teheran. Their statement issued after the meeting condemned “Israeli aggression”, called for immediate withdrawal of Israel troops from Egypt and release of Egyptian prisoners taken by Israel, and requested the United Kingdom and France to stop hostilities, withdraw their forces from Egypt, and respect Egypt's sovereignty, integrity, and independence. The statement welcomed the General Assembly resolution contemplating the establishment of an international police force. The Suez dispute, it said, should be settled through negotiations with Egypt, under the auspices of the UN, “which should, inter alia, insure free passage through the canal with full respect for Egyptian sovereignty”. It added that those present had emphasized the necessity of solving the Arab-Israel dispute and considered the UN 1947 resolution an appropriate basis for negotiating a settlement.

Believing that the principles underlying its previous resolutions concerning this matter, and in particular its resolution of 29 November 1947, represent a just and equitable settlement of the question,

The January 14, 1960, meeting of the Council of the Organization for European Economic Cooperation (OEEC) was preceded by a meeting of representatives of the organization's eighteen members and of the United States and Canada to examine the resolutions adopted by a special economic conference. At this meeting, which ended with approval of a move sponsored by the United States that was designed to reorganize economic cooperation and transform the organization, it was decided, and subsequently approved by the OEEC Council and the United States and Canada, that: 1) four experts, representing respectively North America, the European Free Trade Association (EFTA), the European Economic Community (EEC) and other European nations, would prepare a report on the transformation of OEEC for consideration by senior officials of twenty countries, namely, the OEEC nations and the United States and Canada, at a meeting scheduled for April 19, 1960; 2) a preparatory meeting of representatives of the same twenty nations would be held in a month's time, when decisions would be taken to appoint a permanent chairman, a secretariat, and working parties to look into outstanding trade problems; and 3) a group, consisting of Canada, France, West Germany, Italy, Portugal, Belgium, the United States, the United Kingdom, and a representative of EEC, would be informally set up to coordinate aid policies to underdeveloped countries. The outcome of the discussions was regarded as paving the way for a new Atlantic economic grouping, composed of the members of OEEC plus the United States and Canada, which would give priority to consideration of the problems between the two rival European economic groups, EEC and EFTA. Other matters discussed by the Council were the removal of discriminatory measures against imports from the dollar zone and the increase in assistance to underdeveloped countries.

The 24th meeting of the Caribbean Commission was held in Charlotte Amalie, St. Thomas, the Virgin Islands, from May 22 to May 28, 1957, under the chairmanshipof Mr. N. L. Mayle (United Kingdom). The report of the Central Secretariat, submitted by the Secretary-General, was considered and approved. The United States section reported that negotiations were under way for the continuation and expansion of the Caribbean Training Program. The Puerto Rican government proposed that it assume all of the administrative expenses of the program, which had been financed by the International Cooperation Administration, in order to coordinate more effectively the facilities of the University of Puerto Rico with governmental institutions.

At the seventh regular meeting of the Danube Commission in December 1952 it was decided to extend the mandate of the special commission established in July 1952 to examine the Yugoslav proposal for amendment of the rules of procedure and the Statute until the eighth regular meeting. However, despite Yugoslav objections, the report of the special commission was not put on the agenda for the eighth meeting. Also discussed at the seventh meeting were the Yugoslav failure to pay dues for the preceding year, and the action of Yugoslavia in taking over control of the locomotive traction of the Sip Canal. Yugoslavia took the position that it had a right to defend its national interests in the light of previous breach of contract by other Commission members. With Yugoslavia objecting to both nominations, the meeting elected the Rumanian representative as chairman and the Soviet delegate as secretary of the Com-mission, the latter for a term of three years.

The report of the Board of Governors of the International Atomic Energy Agency (IAEA) to the ninth General Conference of the Agency covered the period from July 1, 1964, to June 30, 1965. During the period under review, membership of the Agency increased from 87 to 92. The new members were Cameroun, Costa Rica, Cyprus, Kuwait, and Madagascar. The main event during the period had been the Third International Conference on the Peaceful Uses of Atomic Energy (Third Geneva Conference), which had provided a full evaluation of the experience gained since 1958 in designing, building, and operating nuclear power plants as well as of future prospects for nuclear power being introduced in an increasing number of countries. Ten specialized agencies, 75 states, and the Agency had been represented. The Conference focused its attention on nuclear power, the rapid rise of which as a major source of energy promised to be of decisive importance to the economic development of the world.

A communiqué issued by the Council of the North Atlantic Treaty Organization (NATO) on May 7, 1959, expressed the Council's opinion that, on the eve of the Geneva conference of foreign ministers, the Soviet Union appeared to be misinterpreting western intentions in proceeding with the orderly development of their program for modernizing the forces of the alliance. The Council noted further that these programs for improving NATO defences were the consequence of long established NATO policies which were arrived at through joint decisions of NATO countries; moreover, they had been in the process of implementation for over two years, and therefore they could not conceivably be designed, as alleged by the Soviet Union, to prejudice the success of the forthcoming meeting in Geneva.

At the 973d meeting the situation in the Congo was once again brought to the attention of the President of the Security Council, in a letter from the permanent representatives of Ethiopia, Nigeria, and the Sudan delineating conditions in Katanga caused by the lawless acts of mercenaries. Following communications from these respective delegations, representatives of Ethiopia, Belgium, India, and the Republic of the Congo (Leopoldville) were invited, at their request, to participate in the debate.

The thirteenth session of the Executive Committee of the World Meteorological Organization (WMO) was held in Geneva from May 11 to 30, 1961, under the chairmanship of Mr. A. Viaut, President of the organization. As usual two working committees were set up on: administrative and financial questions, and technical questions. Discussions in plenary were based mainly on the reports of these committees. Following the presentation of reports on the meetings of regional associations and commissions, the report of the working group set up to study the revision of the WMO convention was heard and discussed. General agreement was reached on the substance of amendments proposed for some articles, and a provisional text was submitted to a legal expert for study and report. With regard to the WMO general regulations, it was decided that modifications arising from the proposed amendments to the convention should be studied after the amendments had been approved. The Executive Committee considered reports on the WMO field programs under the UN Expanded Program of Technical Assistance (EPTA) for 1960 and for the period 1961–1962. The need was stressed for field visits, in particular to the newly independent countries, to help them in the assessment of their requirements for technical assistance. Plans for future training seminars under EPTA were discussed and the Committee recognized in particular, in view of the increasing interest in water resources development, the importance of holding training seminars on hydrological forecasting. The Executive Committee also took note of the training seminars—organized in Cairo, Bangkok, and Nicosia and carried out under joint International Civil Aviation Organization (ICAO)-WMO auspices—on forecasting for operations of turbine-engined aircraft.

The sixth annual meeting of the Council of the Southeast Asia Treaty Organization (SEATO) was held in Washington, D.C., from May 31 to June 2, 1960, under the chairmanship of the United States Secretary of State, Mr. Christian A. Herter. The inaugural address was delivered by Mr. Richard M. Nixon, Vice-President of the United States. Members of the organization were represented by either their prime ministers or their foreign ministers, according to the press.

Following an investigation resulting from the request by the government of Venezuela that the Council of the Organizationof American States (OAS) ask the Inter-American Peace Committee to look into the flagrant and widespread violations of human rights by the government of the Dominican Republic, the Committee, in a special report, allegedly concurred with the charges, stressing its opinion that international tensions in the Caribbean had increased and would continue to increase, so long as the Dominican Republic persisted in its repressive policies. On the basis of evidence collected during its four-month investigation, the Committee condemned such practices as the denial of free assembly and free speech, arbitrary arrest, cruel and inhuman treatment of political prisoners, and the use of intimidation and terror as political weapons. Despite reports of 1,000 arrests for subversive activities, the Dominican Republic had accounted for only 222 such arrests and had pointed to acts of elemency granted to many of these people; the Committee had, however, been barred from visiting the country. Desirous nevertheless of avoiding any step which might adversely affect the fate of the political prisoners, and in the hope that the Dominican Republic would decree an amnesty on Easter, April 17, the Committee postponed making a pronouncement on the case; instead, it merely issued a general report on April 14 on the relationship between violations of human rights and the political tensions affecting the peace of the Hemisphere. In the later special report the Committee noted that the hope of an amnesty had turned out to be unfounded, and that it had therefore decided to examine all the information available to it, mosdy in the form either of testimony from exiles and other nationals who had recently been in the Dominican Republic or of extensive and reliable press material.

In June 1948 the International Monetary Fund reported that its activities during the preceding nine months had been focused on offering temporary financial assistance to its members for monetary stabilization operations and on consultation on exchange problems. The Fund had prepared several special studies for member nations and had sent missions of technical advice and expert assistance to a number of countries.

I fully share the conviction expressed by President Kennedy in May 1962 that “Atlantic unity represents the true course of history.” This seems to me inevitable despite the complications, contradictions, and conflicts of national policies which are still very much with us.
