The sixth session of the South Pacific Commission was held at Headquarters, Noumea, New Caledonia from October 23 to November 2, 1950 and was attended by the Commissioners of the six member governments (United States, Australia, New Zealand, France, Netherlands, United Kingdom). The principal agenda items included: 1) the work program for 1951 in health, economic development and social development; 2) resolutions of the first South Pacific Conference held in May 1950; 3) membership in the Research Council for 1951; 4) technical assistance; 5) information program and publications; 6) budget for 1951; and 7) relationship with the United Nations and specialized agencies. It was decided to hold the second South Pacific Conference in April 1953.

Between May 3 and July 26, 1965, the Security Council devoted 30 meetings to consideration of the situation in the Dominican Republic. The Council placed this item on its agenda at the request of Nikolai Fedorenko (Soviet Union) who in a letter of May I had called for an urgent meeting of the Council to consider the question of the armed intervention of the United States in the domestic affairs of the Dominican Republic.

Organized international intervention in colonial affairs has never found favor in the eyes of the European colonial powers. It did not at San Francisco when they sought to restrict the United Nations role in non-self-governing territories. It was not well received when the Security Council dealt with Indonesia nor were its results favored when the General Assembly disposed of the Italian empire. It does not please them, now, when the focus of public attention is on the political, economic, and social development of the colonies.

In discussing recent developments regarding the United Nations, an earnest advocate of world government might label as significant any steps which would move the United Nations either toward or away from world government, while an American nationalist might consider activities of the United Nations significant if they either forwarded or frustrated American policies. Accepting, however, the value system of the United Nations Charter, developments may be considered significant insofar as they influence the probability of war, the security of fundamental human rights, respect for international justice, and the advancement of social and economic welfare. These criteria are vague, but they do exclude criteria flowing from values peculiar to any nation, religion, race, or economic class. Further, most of the peoples of the world have subscribed to them through the United Nations Charter.

The tenth annual economic review of the Organization for European Economic Cooperation (OEEC) appeared in February 1959 under the title Policies for Sound Economic Growth. Its major conclusions were as follows: 1) policy must generally be focused on the stimulation of an adequate rate of economic growth; 2) the measures adopted must not lead to a rate of growth of demand which might give rise to inflation and balance-of-payments disequilibrium, and which could not therefore be sustained; 3) in view of the large increase in productive capacity in recent years, there was scope for a greater emphasis on increasing consumption; 4) there was need for a stimulus to revive international trade, if possible through a more economic pattern of trade and use of investment resources; 5) member countries should act in concert and coordinate their national policies; 6) the countries in a stronger economic position had the major responsibility for ensuring a renewal of growth, although those still subject to inflationary pressures must continue to apply restraining measures; 7) special consideration must be given to the difficulties of those countries and regions in Europe which were in the course of development and relied heavily on agricultural exports; 8) there must be a stabilization policy appropriate to a phase of renewed expansion; 9) excessive over-all demand should be avoided, as well as cost inflation; and 10) improvements in short-term economic indicators needed to be promoted.

Case concerning the Aerial Incident of November 7, 1954 (United States v. Soviet Union): On July 7, 1959, an application instituting proceedings against die Soviet Union was filed in the Registry of the Court by the government of the United States. In its application the government of the United States alleged that on November 7, 1954, one of its aircraft was attacked and destroyed over the Japanese island of Hokkaido by fighter aircraft of the Soviet Union. It requested the Court to find that the Soviet Union was liable for the damages caused and to award damages in the sum of $756,604. It also stated that it had submitted to the Court's jurisdiction for the purposes of this case and that it was open to the government of the Soviet Union to do likewise. In accordance with Article 40 of the Statute of the Court, the application was thereupon communicated by the Registry to the government of the Soviet Union.

The 1963 UN Pledging Conference on the Expanded Program of Technical Assistance (EPTA) and the Special Fund was held at UN Headquarters on October 15, 1963, under the presidency of D. O. Hay (Australia). Opening the Conference, Secretary-General U Thant stressed the achievements of EPTA and the Special Fund in the past twelve years. However, he said, powerful social pressures generated by the desire of increasing populations for decent living standards had also grown. Both programs therefore had to be further strengthened if they were to help the emerging nations raise the living levels of their peoples and their capacity for growth.

The Council of the International Civil Aviation Organization (ICAO) held its 45th session on March 19–April 13, 1962, and its 46th session on May 17–June 29, 1962. In both of these sessions, the Council devoted much of its time to consideration of documentation for the fourteenth session of the Assembly. Although it decided to drop a study on the advantages brought by air transport, the Council approved the publication of three important air transport documents: a handbook of administrative clauses in bilateral agreements designed to assist states in the drafting of bilateral agreements; a study on air freight developments; and a study on inclusive tour services in international transport. The only new development in the field of technical assistance was the appointment of ICAO as the executing agency for a seventh Special Fund project, the establishment of a flight safety center in Beirut. In the Congo, experts recruited by ICAO continued to provide operational services at all major airports and round-the-clock flight information service at Leopoldville, to advise the Congolese authorities, and to train local personnel.

The Political Consultative Committee established under the Warsaw collective security treaty held its first meeting in Prague on January 27 and 28, 1956. In addition to representatives of the eight signatory powers (Albania, Bulgaria, Czechoslovakia, the German Democratic Republic, Hungary, Poland, Rumania and the Soviet Union), an observer from the People's Republic of China attended the meeting. According to press reports, a declaration was issued at the close of the two-day meeting in which an immediate big-power agreement to exclude nuclear weapons from the equipment of any armies stationed in Germany was proposed. The declaration said that the Warsaw powers noted a basic change in the international situation and the existence of possibilities for its further improvement; while in Europe the continued armament of the western powers and the remilitarization of Germany made it essential for the signatories to ensure their own safety, at the same time they intended to work constantly for a system of collective security and general disarmament. Specifically, the declaration renewed an earlier Soviet proposal for a European collective security system and the establishment of a zone to include all Germany, where arms and troops would be limited and controlled. In the meantime, it recommended that nonaggression pacts should be made between states, and in general a start should be made to improve relations between states, irrespective of their existing or eventual membership in one or another military bloc. A communique issued with the declaration announced that the newly created army of the German Democratic Republic had been formally accepted into the command of Marshal Ivan S. Konev, supreme commander of the Warsaw treaty military structure.

The Intergovernmental Committee of Ministers engaged in negotiating the proposed free trade area met in Paris, July 24–25, 1958. It was reported that following the session, the chairman of the group, Mr. Reginald Maudling, expressed hope for a definite agreement on most major issues. He stated that if real progress toward an accord were attained, less importance would be attached to the much-discussed proposal to extend to the members of OEEC the 10 percent tariff reductions to be made among the members of the European Economic Community.

The annual report of the International Bank for Reconstruction and Development (IBRD) and the International Development Association (IDA), covering the fiscal year July 1, 1963, to June 30, 1964, was presented to the Boards of Governors of the Bank and IDA on September 7, 1964.

The Council of the Intergovernmental Committee for European Migration (ICEM) held its eighth session in Geneva from May 7 to 13, 1958. The session opened with the unanimous election of Marcus Daly as Director of ICEM to succeed Harold H. Tittmann. In his report on ICEM activities in 1957 Mr. Tittmann announced that during the year ICEM had moved 194,000 migrants and refugees, bringing the sixyear total to 775,000. The retiring director suggested that the future program of ICEM should include 1) consultations between the emigration countries of Europe and the immigration countries overseas with regard to the planning of migration programs; 2) the closest possible relationship between ICEM and the European Economic Community, and the free trade area if it were set up, which were concerned with the mobility of manpower within Europe; and 3) efforts to make effective activities of ICEM other than transport which helped develop and improve migration and to assure stable financing for them. It was announced that an estimated total of 126,000 migrants would be moved by ICEM in 1958, representing a decrease of twenty percent below the total previously estimated and a decrease of 67,747 from the number of migrants moved by ICEM in 1957. The decrease was ascribed to reductions in immigration programs and stricter selection requirements imposed by receiving countries as the result of economic retrenchment. ICEM expected to spend $34,575,767 in effecting the movements.

In 1964 Secretary-General U Thant asserted that more significant progress in achieving some measures of disarmament has taken place since the summer of 1963 than in all the years since the founding of the United Nations.

The evidence cited included five achievements: 1) the coming into force in October 1963 of the Moscow Treaty, a partial test-ban treaty banning nuclear-weapons tests in the atmosphere, in outer space, and under water to which more than 100 states had subscribed by 1965; 2) the establishment of the direct communications link between Moscow and Washington; 3) the resolution of the General Assembly to ban nuclear and other weapons of mass destruction from outer space; 4) the unilateral reductions of the military budgets of the Soviet Union and the United States; and 5) the mutual cutbacks in production of fissionable material for military purposes by these two countries and the United Kingdom.

The Security Council convened on November 16, 1964, at the request of Syria and Israel to consider the outbreak of hostilities the border between the two countries on November 13. The Council devoted its 1162nd, 1164th-! 169th, 1179th, and 1182nd meetings, held on November 16, November 27-December 8, December 17, and December 21, 1964, respectively, to the discussion of this question. The Council also had before it a letter of November 14, 1964, from the representative of Israel describing the border clash.2 At the invitation of the President, Michael S. Comay (Israel) and Rafik Asha (Syria) took places at the Council table to participate without vote in the Council's deliberations.

The thirteenth session of the Ministerial Council of the Central Treaty Organization (CENTO) was held in Teheran on April 7–8, 1965, under the chairmanship of Abbas Aram, Foreign Minister of Iran. Others attending the session were Muhammad Shoaib, Pakistan's Minister of Finance; Hasan Esat Isik, Foreign Minister of Turkey; Michael Stewart, the United Kingdom's Foreign Secretary; and Dean Rusk, Secretary of State of the United States. The Council's session had been preceded by a meeting of the CENTO Military Committee, held in London on March 30–31, 1965.

The International Bank for Reconstruction and Development announced on September 6, 1961, a loan equivalent to $3 million to the Central Bank of Costa Rica to assist in a program for the importation of equipment for the development of private industry. The loan was guaranteed by the government of Costa Rica and was for a twelve-year term; the six private banks participating in the loan for a total of $314,000 were to receive the first two maturities falling due in October 1964 and April 1965. On October 13, 1961, the Bank announced three loans. The first, amounting to $34 million, was to the National Power Corporation of the Philippines to assist in financing a large hydroelectric project on the island of Luzon. Twelve United States commercial banks participated in the loan to the amount of $1,217,000 covering the first three maturities of the 25-year term of the loan that was scheduled for semi-annual amortization payments beginning June 1, 1965. On the same day a loan of $50 million to India to assist in railway development under the Third Five-Year Plan was made known. Five United States commercial banks participated for a total of $1,075,000 in the twenty-year term loan with repayment scheduled to begin inFebruary 1965. The final loan announced on October 13 was to Costa Rica for the improvement of its highway system; the International Bank and the International Development Association (IDA) joined in making $11 million available for that purpose, each offering $5.5 million for the financing of the reconstruction and construction of about 420 miles of national and regional highways and for the import of equipment for highway construction and maintenance. Three commercial banks participated to the extent of $150,000 in the fifteen-year term loan; amortization was to begin on May 1, 1965.

The first part of the thirteenth ordinary session of the Consultative Assembly was held from April 24 to 28, 1961, under the chairmanship of Mr. Per Federspiel (Danish Moderate Liberal) who was unanimously re-elected to that position. Mr. Emile Liquard (French U.N.R.), rapporteur df the Bureau and Standing Committee, announced to the Assembly that pursuant to discussions at the twelfth ordinary session the Turkish Foreign Minister had been invited to participate at the thirteenth session; however, in view of the present political activity in that country the Foreign Minister had stated that he would be unable to attend. Mr. Liquard also noted that the Swiss and Israeli observers were subsequently to be seated in the Assembly hall. The Bureau and Standing Committee recommended that a draft resolution presented by Mr. Peter Kirk (British Conservative) on the situation in Spain should be referred to the Political Committee for report and to the Committee on Non-Represented Nations for an opinion; the Assembly adopted the proposal and also unanimously approved another proposal, suggested by the Committee of Ministers, that Cyprus be invited to become a full member of the Council of Europe.

The European Parliamentary Assembly met in ordinary session from May 12 to 14, 1959, at Strasbourg. One of the principal points on the agenda was the proposed creation of a European University. While it was admitted that, for the time being, it was essential for the proposed institute to concentrate on nuclear and technical research, most of the speakers agreed that the European University should progressively be extended to include other branches of learning such as European law. Furthermore, the University should not be limited to Six-Power Europe but should be open to professors and students from all the countries of Kurope. In a resolution adopted at the close of the discussion, the Assembly requested the executives of the three Communities and the Councils of Ministers to unite their efforts to create a European University destined to serve the interests of the European Communities and their overseas countries and territories, through the development of scientific and technical research, the study of social and economic science, philosophy, and history, and the elaboration and development of Community law.

Representatives of six Organization for Economic Cooperation and Development (OECD) governments (France, Greece, Italy, Portugal, Spain, and Turkey) and the government of Yugoslavia signed an agreement setting up the International Center for Advanced Mediterranean Agronomic Studies on May 21, 1962, in Paris. The center was established to deal with the shortage of scientific and technical personnel hampering agricultural and economic development in the Mediterranean area. A draft agreement establishing the center had been approved by the OECD Council on January 20, 1962. The center was to be run by a governing body consisting of leading figures in agricultural and economic higher education and research.

It was announced by the press in November 1960 that the preparatory committee, which had been considering the aims and structure of the proposed Organization for Economic Cooperation and Development (OECD) to replace the Organization for European Economic Cooperation (OEEC), had completed its report and was planning to transmit it to a conference of ministers of the twenty European and North American nations involved in organizing OECD. One of the most difficult problems in reaching agreement was reportedly the refusal of the United States to accept a definite commitment to coordinate its economic policy with those of the other members. A compromise was finally reached, providing that the convention would: 1) bind members, in making their basic economic decisions—on interest rates, for example—to avoid measures that would endanger other countries; and 2) require members to cooperate closely in carrying out the basic aims of the organization and, when necessary, to take coordinated action. In any case, the organization was to be able to take decisions only by unanimity. The proposed structure of the organization, reported to be similar to that of the North Atlantic Treaty Organization, was to include: 1) a Council on which all member states would be represented by permanent delegations; 2) a Council chairman, who would be selected to serve a one-year term and would preside at ministerial sessions of the Council, and two vice chairmen; and 3) a permanent staff headed by a Secretary-General, who would be chosen for a five-year term and would preside at Council sessions attended by the permanent representatives.
