This article draws on a collection of petitions by Palestinian Arabs and Jews to explore how families negotiated the admission of mentally ill relatives into government mental institutions under the British mandate between 1930 and 1948. In contrast to the conclusions of the existing literature, which focuses largely on the development of parallel Jewish institutions as establishing the foundations of the Israeli health system, these petitions reveal that the trajectories of both Arab and Jewish mentally ill were complex, traversing domestic, private, and government contexts in highly contingent ways. The second part of this article examines the petitions themselves as dense moments of engagement by Palestinian Arabs and Jews with the British mandate, in which the anxieties and priorities of the mandate were strategically re-deployed in order to secure admission into chronically underfunded and overcrowded institutions. Petitioners also sought to mobilize other actors, often within the state itself, as intercessors, a strategy which attempted to thread together state and society in a meaningful and advantageous way at a time when both seemed to be unravelling. Taken together, these pathways and petitions foreground the space of interaction between the British mandate and its subjects, thereby offering new perspectives on both.

An undated document survives, in Thomas Hobbes's hand, urging the royalist side in the Civil War to win over Robert Rich, the second earl of Warwick (the parliamentarian naval commander). By this means, Hobbes argued, not only would the royalists win the war, but also England would be defended against a Swedish invasion, which he expected to accompany or follow the Scottish invasion of the country. This communication presents the text of the document and gives reasons for dating it not to 1648 (when an attempt to win over Warwick was in fact made) but to late 1643 or early 1644. It also discusses the basis of Hobbes's concern with Scottish–Swedish relations, and his misinterpretation of Swedish policy. It comments on his estimate of Warwick's character, in the light of his earlier connections with him; and it briefly discusses both Hobbes's assumption in this document of the role of a counsellor to the king, and the interpretation of the nature of the Civil War that the document implies.

Generic fascism scholarship, which has turned strongly towards cultural political history in recent years, has focused heavily on themes of rebirth in fascist culture, but rebirth's counterpart of decline remains under-researched. After emphasizing the existence of several distinct and even mutually exclusive ideological strands in the NSB, this article shows how ideological difference was marked by narratives of decline. But they were equally used to generate a coherent political message about the contemporary state of the Netherlands. Central to their functionality as a unifying tool was party newspaper Volk en Vaderland, which served to promote a patriotic, news-focused, and peculiarly Dutch narrative of decline that overarched ideological difference. Yet more than just tying ends together, one narrative in particular served as a crucial ideological constant in the Movement, namely the Leider Anton Mussert's narrative of decline since the early modern Golden Age of the Dutch Republic, which tied traditional liberal patriotic themes into fascist discourse. Where other historians have emphasized Mussert's lack of moral and ideological leadership, the article impresses how narratives of decline functioned as moral support, and rallied NSB loyalists throughout the German occupation of the Netherlands, until Mussert's own death.

This article discusses the early modern nexus between feather-work and textiles with a focus on Spanish Peru. Whilst Peruvian feather-work has been defined as pre-Columbian, this article presents new textual, visual, and material evidence that shows its significance in the material culture of colonial Peru, which serves to initiate a broader debate on the dynamics of cultural encounters in the Ibero-American world. I chart the development of craft cultures beyond the moment of the Spanish conquest of the Americas by discussing Peruvian practices of feather manufacturing in relation to the production and usage of textiles in early modern Spain. This approach, I argue, will enable a reconsideration of the dynamics of the Spanish Empire, whose centres and peripheries were linked through circulating objects that constituted a shared material world. In the particular case of feather-work, this was a world that jointly valued the aesthetics of knots and the intricacy of knotting.

Whether or not arms races cause wars was a historiographical preoccupation of the Cold War era. The issue was then of more than academic concern. Those opposed to the proliferation of nuclear weapons saw previous arms races as having destabilized the international system at best and as having led ineluctably to war at worst. Their critics countered that arms races possessed the capacity to increase terror and so promote more effective deterrence.

In this article, I discuss the emancipation of masturbation in twentieth-century Hungary, focusing on the socialist, Kádár era (late 1950s to late 1980s), which I claim was the time when the discourses concerning masturbation underwent profound transformation. I use Thomas Laqueur's periodization of discourses on masturbation in the West and make the case that in Hungary, due to its twentieth-century political and intellectual history, which affected both the institutionalization of sexology and discourses on sexuality, there is a markedly different chronology. In Hungary, interwar socialists were the first to suggest a new approach toward masturbation but these ideas remained marginal during the Horthy regime and in the ‘Stalinist’ 1950s. In the early years of the Kádár regime, debates about sexual morality reformulated what should be understood under socialist sexual morality. The concept of socialist humanism, especially Imre Hirschler's work, linked early 1960s sex education with the interwar socialist discourse on sex and paved the way to the emancipation of masturbation and the establishment of a post-Stalinist, socialist sexual ethics. In the 1970s and 1980s, iconic sexologists like Vilmos Szilágyi and Béla Buda moved away from socialist humanism and continued Hirschler's work, but mirroring the perspectives of contemporary Western science.

In this article, I consider Polynesian genealogies, which took the form of epic poems composed and recited by specialist genealogists, and were handed down orally through generations of Polynesians. Some were written down in the nineteenth century, reaching an English-speaking audience through a number of works largely neglected by historians. In recent years, some anthropologists have downplayed the possibility of learning anything significant about Polynesian thought through English-language sources, but I show that there is still fresh historical insight to be gained in demonstrating how genealogies came to interact with the traditions of outsiders in the nineteenth century. While not seeking to make any absolute claims about genealogy itself, I analyse a wide body of English-language literature, relating chiefly to Hawai‘i, and see emerging from it suggestions of a dynamic Polynesian oral tradition responsive to political, social, and religious upheaval. Tellingly, Protestant missionaries arriving in the islands set their own view of history against this supposedly irrelevant tradition, and in doing so disagreed with late nineteenth-century European and American colonists and scholars who sought to emphasize the historical significance of genealogy. Thus, Western ideas about history found themselves confounded and fragmented by Polynesian traditions.

This article uses Churchill's defeat in Dundee in 1922 to examine the challenges to liberal political economy in Britain posed by the First World War. In particular, the focus is on the impact of the war on reshaping the global division of labour and the difficulties in responding to the domestic consequences of this reshaping. Dundee provides an ideal basis for examining the links between local politics and global economic changes in this period because of the traumatic effects of the war on the city. Dundee depended to an extraordinary extent on one, extremely ‘globalized’, industry – jute – for its employment. All raw jute brought to Dundee came from Bengal, and the markets for its product were scattered all over the world. Moreover, the main competitive threat to the industry came from a much poorer economy (India), so that jute manufacturing was the first major British industry to be significantly affected by low-wage competition. Before 1914, the Liberals combined advocacy of free trade with a significant set of interventions in the labour market and in social welfare, including trade boards. The Dundee case allows us to examine in detail the responses to post-war challenges to these Liberal orthodoxies.

The Congress system that arose in Europe after the Napoleonic Wars facilitated European imperial expansionism throughout the nineteenth century. Yet, the ties between that system and expansionism have rarely been unwound and studied in detail. Taking the French invasion of Algiers in 1830 as a case in point, this article shows how the Congress system's shared discourses of security and threat perceptions as well as its common practices of concerted diplomacy fostered European imperialism in North Africa. The article emphasizes obscured continuities and understudied multilateral diplomatic efforts. It uncovers the ways in which the post-1815 system decisively shaped the aims, justifications, and execution of the French war against Algiers. European, North African, and Ottoman actors each furthered or contested the idea that the invasion was part of an international legacy dating back to the Congress of Vienna, related to the concerted repression of North African ‘Barbary piracy’. In bringing these connections to light, it becomes apparent that the post-1815 international system cannot be understood in isolation from nineteenth-century imperialism.

After the foundation of the Communist International in 1919, leftists within the Socialist Party of Ireland won Comintern backing for an Irish communist party. Encouraged by Moscow, the communists hoped to offset their marginality through the republican movement. The Communist Party of Ireland denounced the Anglo-Irish treaty, welcomed the Irish Civil War, and pledged total support to the IRA. As the war turned against them, some republicans favoured an alliance with the communists. In August 1922 Comintern agents and two IRA leaders signed a draft agreement providing for secret military aid to the IRA in return for the development of a new republican party with a radical social programme. The deal was not ratified on either side, and in 1923 the Communist Party of Ireland followed Comintern instructions to ‘turn to class politics’. The party encountered increasing difficulties and was liquidated in January 1924. The communist intervention in the Civil War highlights the contrast between Comintern and Russian state policy on Ireland, and was seminal in the evolution of Irish socialist republicanism.

This article argues that political considerations, economic theory, attitudes toward public finance, and concerns about regional development all influenced contemporary responses to the Galway packet-boat contract of 1859–64. Though historians have conventionally depicted the dispute over the contract as an episode in Victorian high politics, it maintains that the controversy surrounding the agreement between the Galway Company and the state cannot be understood solely in terms of party manoeuvre at Westminster. In the context of the Union between Britain and Ireland, the Galway contract raised important questions about the role of the British government in fostering Irish economic development through public expenditure. Politicians and opinion-makers adopted a variety of ideologically informed positions when addressing this issue, resulting in diverse approaches to state intervention, often across party lines. While political calculation and pressure from interest groups certainly affected policy, the substantive debate on the contract helped to shape the late Victorian Irish policy of both British parties by clarifying contemporary ideas about the economic functions appropriate to the Union state.

The efforts of Charles V (1500–58) to consolidate and defend his hereditary possessions gave a powerful boost to the development of public credit in western Europe. To meet a scale of expenditure which surpassed anything seen before, Imperial agents had recourse to an entirely new series of financial devices, necessity providing, as it normally did, the spur to invention. Charles V's servants exploited the facilities of the Antwerp Bourse to encourage the investing public to sink its money into government debt rather than commercial enterprises or speculations in commodities. Additional funds were raised on the credit-worthiness of provincial taxgatherers in the Low Countries. Thanks to the ingenuity of his financial advisers, the emperor survived the dramatic collapse of his position in Germany during the spring of 1552; and he was able shortly after to attempt the recovery of the Imperial bishoprics of Metz, Toul and Verdun, which the Lutheran princes had bartered away in their bid for French support.

In order to understand why Tsar Peter and King Augustus II of Poland fell into one another's arms when they met at Rawa in August 1698, and why they parted such bosom friends, we must first of all briefly consider the relations between Russia, Poland, Lithuania and Sweden in the last three or four decades of the seventeenth century. After the peace of Oliva with Poland in 1661 and that of Kardis with Russia in 1669, Sweden's possession of Livonia, Estonia, Ingria and Karelia debarred both the Polish Republic and the tsar from the Baltic, thereby furnishing them with a common grievance and object of envy. Sweden's granary and her bulwark against Russia and Poland, Livonia with the port of Riga— ‘the most valuable jewel of the crown of Sweden’ — was a particularly invidious token of predominance in the Baltic and one whose lustre still outshone the growing importance of Narva in Estonia.

The preservation and the consolidation of international peace was the general aim of Emperor Alexander I of Russia in the first year of his reign. The young autocrat, faced with the novelty of international politics and bent on domestic reform, hoped for good relations with all the powers and tried to avoid any serious entanglement in European affairs. Diplomatic relations with Great Britain, which had been severed by the unstable Emperor Paul, were restored in June 1801, and a treaty of friendship was signed with the French Republic in October of the same year. Alexander expressed his readiness to co-operate with Bonaparte, whom he at first much admired, in arranging a general continental pacification and in settling the indemnities for the German princes dispossessed by France's expansion to the Rhine. The only issue that could have marred Franco-Russian relations at die time was Alexander's concern that full inde- pendence be restored to Piedmont and Naples. Nevertheless, the appointment of V. P. Kochubey, an advocate of a passive foreign policy, as head of the College for Foreign Affairs in October 1801, confirmed Alexander's pacific intentions. Yet widun four years Russia was to find herself at war with France as a leading and zealous promoter of a wide European coalition and the champion of a new European order.

Samuel Pepys's affair with his wife's companion Deborah Willet is one of the most celebrated episodes in his journal of the 1660s. When Pepys ended his journal in May 1669, he also believed that he had ended contact with Deb. Unable to trace her in the historical record, scholars have been forced to accept this conclusion. However, new evidence shows that Deb Willet did not disappear from Pepys's life. Rather, she married soon after the end of the diary and her husband, the clergyman Jeremiah Wells, quickly became a client of Pepys. This article explores the evidence on the connections between the three in the 1670s, offering a case study of one individual's role in Pepys's patronage network, and reflecting back upon events in the journal.

This essay maintains that John Foxe has been under-utilized as a source of early modern English social history. Accordingly, the mid-Tudor portions of the Acts and monuments of Foxe are examined with reference to such topics as the size of early modern families, the roles of spouses within marriage, the status of romantic love and marriage, and the treatment of children. In addition to these familiar categories, however, the essay also asks whether the protestant community of the Marian era was forming a coherent vision of the family as part of its strategy of survival, and whether the catholic authorities were aware of this and attempted to thwart its development. The possibility of a connection between the protestant emphasis on rediscovering the heart of the Christian gospel and a renewed emphasis on the biblical vision of family is raised, together with a discussion of the English reformers' concern that families not serve as hindrances in the advancement of the kingdom of God at that critical juncture in the life of the nation.

The Indian Rebellion leader Nana Sahib became Victorian Britain's most hated foreign enemy for his part in the 1857 Cawnpore massacres, in which British men, women, and children were killed after having been promised safe passage away from their besieged garrison. Facts were mixed with lurid fiction in reports which drew on villainous oriental stereotypes to depict Nana. The public appetite for vengeance was thwarted, however, by his escape to Nepal and subsequent reports of his death. These reports were widely disbelieved, and fears persisted for decades that Nana was plotting a new rebellion in the mountains. He came to be seen as both a literal and symbolic threat; the arrest of suspects across the years periodically revived the memories and the atavistic fury of the Mutiny, while his example as the Victorians' archetypal barbaric native ruler shaped broader colonial attitudes. At the same time, he influenced metropolitan perceptions of empire through the popular Mutiny fictions in which he was a larger-than-life villain. Tracing Nana's changing presence in the British collective memory over generations illustrates the tensions between metropolitan and colonial ideas of empire, and suggests the degree to which an iconic enemy figure could shape perceptions of other races.
