The ecosystem services provided by mangroves are often ignored in the ongoing process of mangrove conversion. Services provided by the Bhitarkanika mangrove ecosystem in India and estimated cyclone damage avoided in three selected villages, taking the cyclone of 1999 as a reference point, were valued by assessing the socio-economic status of the villages, the cyclone damage to houses, livestock, fisheries, trees and other assets owned by the people, and the level and duration of flooding. Eleven variables were used to compare damage in the villages, one protected by mangroves, one unprotected by mangroves, and the third possessing an embankment on its seaward side. Attitude surveys were carried out in 10% of the households in 35 villages located in the Bhitarkanika Conservation Area to assess local people's perceptions regarding the storm protection function of mangroves and their attitude towards mangrove forests generally. In the mangrove-protected village, variables had either the lowest values for adverse factors (such as damage to houses), or the highest values for positive factors (such as crop yield). The loss incurred per household was greatest (US$ 153.74) in the village that was not sheltered by mangroves but had an embankment, followed by the village that was neither in the shadow of mangroves or the embankment (US$ 44.02) and the village that was protected by mangrove forests (US$ 33.31). The local people were aware of and appreciated the functions performed by the mangrove forests in protecting their lives and property from cyclones, and were willing to cooperate with the forest department in mangrove restoration.

Economic and social problems facing many developing countries jeopardize the effectiveness and very existence of their national parks and protected areas. Rural poverty exacerbates the need for access to natural resources in protected areas and increases public conflict with protected-area management. A prerequisite for the long-term sustainability of parks and protected areas is public involvement and support for the conservation of natural resources.

Towards the above ends, the present study analyses local residents' attitudes, knowledge, and concept of values concerning conservation and the management of natural resources in Machalilla National Park, Ecuador. A survey was administered of 90 households in three villages located within the Park boundaries and two villages adjacent to the Park. Survey results indicated that local residents living either within or adjacent to Machalilla National Park hold a variety of negative attitudes towards the Park. Positive attitudes tended to increase with respondents' level of education (X2 = 19.001, df = 2, p < 0.0001) and knowledge about conservation issues (X2 = 26.616, df = 1, p < 0.0001). Younger residents (X2 = 12.960, df = 2, p = 0.002), respondents perceiving benefits from the Park (X2 = 14.292, df = 2, p = 0.001), and respondents reporting good relations with the Park staff (X2 = 5.514, df = 1, p = 0.019), were more positive towards the Park. Factors influencing public attitudes are compared with study results in other countries.

In Argentina, deforestation due to agriculture expansion is threatening the Semi-arid Chaco, one of the largest forested biomes of South America. This study focuses on the north-west boundary of the Argentine Semi-arid Chaco, where soybean is the most important crop. Deforestation was estimated for areas with different levels of soil and rainfall limitation for agriculture between 1972 and 2001, with a finer analysis in three periods starting in 1984, which are characterized by differences in rainfall, soybean price, production cost, technology-driven yield and national gross domestic product. Between 1972 and 2001, 588 900 ha (c. 20% of the forests) were deforested. Deforestation has been accelerating, reaching >28 000 ha yr−1 after 1997. The initial deforestation was associated with black bean cultivation following an increase in rainfall during the 1970s. In the 1980s, high soybean prices stimulated further deforestation. Finally, the introduction of soybean transgenic cultivars in 1997 reduced plantation costs and stimulated a further increase in deforestation. The domestic economy had little association with deforestation. Although deforestation was more intense in the moister (rainfall >600 mm yr−1) areas, more than 300 000 ha have already been deforested in the drier areas, suggesting that climatic limitations are being overcome by technological and genetic improvement. Furthermore, more than 300 000 ha of forest occur in sectors without major soil and rainfall limitations. If global trends of technology, soybean markets and climate continue, and no active conservation policies are applied, vast areas of the Chaco will be deforested in the coming decades.

Ecotourism can be a vehicle for community-based conservation if it is conducted with an emphasis on the well-being of local ecosystems and human communities. Birdwatchers form the largest group of ecotourists, and are, on average, well-educated, wealthy and committed. This makes them ideal ecotourists for community-based conservation. Therefore, there is a need for a comprehensive review of birdwatching from a conservation biology perspective. Specific objectives here are: (1) to review the economic potential of non-residential birdwatching for community-based conservation; (2) to outline the potential benefits and problems associated with this activity; and (3) to provide suggestions for improving the conservation value of birdwatching. Birdwatching tourism has a high potential to improve the financial and environmental well-being of local communities, educate locals about the value of biodiversity and create local and national incentives for successful protection and preservation of natural areas. However, there needs to be more research on the economical and environmental impacts of this hobby, birdwatching-related disturbance needs to be reduced, and much has to be done to increase the financial contribution of birdwatching to local communities.

The World Conservation Union (IUCN) plays a global leadership role in defining different types of protected areas, and influencing how protected area systems develop and are managed. Following the 1992 World Parks Congress, a new system of categorizing protected areas was developed. New categories were introduced, including categories that allowed resource extraction. Since that time there has been rapid growth in the global numbers and size of protected areas, with most growth being shown in the new categories. Further-more, the IUCN has heralded a ‘new paradigm’ of protected areas, which became the main focus of the 2003 World Parks Congress. The paradigm focuses on benefits to local people to alleviate poverty, re-engineering protected areas professionals, and an emphasis on the interaction between humans and nature through a focus on the new IUCN protected area categories.The purpose of this paper is to examine critically the implications of the new categories and paradigm shift in light of the main purpose of protected areas, to protect wild biodiversity. Wild biodiversity will not be well served by adoption of this new paradigm, which will devalue conservation biology, undermine the creation of more strictly protected reserves, inflate the amount of area in reserves and place people at the centre of the protected area agenda at the expense of wild biodiversity. Only IUCN categories I–IV should be recognized as protected areas. The new categories, namely culturally modified landscapes (V) and managed resource areas (VI), should be reclassified as sustainable development areas. To do so would better serve both the protection of wild biodiversity and those seeking to meet human needs on humanized landscapes where sustainable development is practised.

The temperate peatlands are extensive, covering around 3.5 million km2 of land. They contain about 455 Gt of carbon, almost equivalent to the carbon stored in all of the living things on the surface of the planet, and representing around 25% of all the soil carbon on earth. These bogs are a sink for atmospheric carbon and their carbon uptake accounts for about 12% of current human emissions. They vary considerably in their form and structure and are an important resource for scientific research, including the study of past environments and climate change, and they are also valuable in environmental education. They are low in biodiversity, but their fauna and flora are distinctive and many groups are confined to this habitat. For all these reasons, the future conservation of peatlands is a matter for concern. Threats to peatlands come from direct human exploitation in the form of peat harvesting for energy and horticulture, and drainage for forestry. Rising environmental awareness should control both of these processes in the western world, but continued northern peatland losses are likely locally, especially in Asia. Peatland drainage for forestry or agriculture will result in losses of carbon to the atmosphere, adding to the greenhouse effect. Human population pressures, industrialization and urbanization are unlikely to have an important direct and immediate influence in the boreal zone. Fragmentation of the habitat is not an important consideration because bogs are by their very nature ‘island’ habitats. Acidification by aerial pollution may be a local problem close to sources, but the habitat is naturally acid and should not be severely affected. The input of aerial nutrients, however, particularly nitrogen, could have widespread impact on bogs, enhancing their productivity and altering their vegetation composition. The physical rehabilitation of bogs damaged by human activities presents many problems, particularly relating to the re-establishment of peat structure and vegetation, but the process can result in the re-formation of a carbon sink so it is worth the effort. Climate change is the most important consideration in its impact on bogs. Higher temperature (especially if accompanied by raised atmospheric carbon dioxide levels and increased nitrate deposition) will enhance productivity, but will also result in faster decomposition rates. The outcome of these opposing factors for peat formation will ultimately depend on the future pattern of precipitation. If, as seems most likely, summer conditions become warmer and drier in continental regions and winters become milder and wetter, the summer drought could cause peat loss and bog contraction. An excess of decomposition will lead to bogs becoming a carbon source and thus a positive feedback in global warming. Emissions of methane and nitrous oxide would add to the greenhouse gas problem, but likely oxidation of methane and low N2O production may well mean that this impact will not prove to be significant. Tree invasion of bogs as a consequence of summer drought could locally lead to increased water loss through transpiration, and higher heat absorption through albedo change. This will enhance the drying effect on the bog surface. Oceanic mires will be less severely affected if the expected increase in precipitation takes place in these regions. The most important overall factor in determining the future of the northern bogs is likely to be the quantity and pattern (both spatially and temporally) of future precipitation in the zone.

Conflict between wildlife and people can erode local support for conservation. Wildlife-based benefits are intended to offset costs and encourage tolerance or stewardship, but where the linkage between benefits and wildlife is not understood, benefits may be ineffective at bolstering conservation. In Laikipia, Kenya, wildlife and areas devoted to wildlife are on the increase, but most residents still suffer losses to wildlife and derive minimal benefits. The elephant situation is particularly problematic because elephants may compete with livestock for resources, raid people's crops, and chase and kill livestock and people. Although most unprotected elephant range in East Africa is in semi-arid rangelands occupied by pastoralists, previous research has emphasized agricultural, not pastoral or agri-pastoral conflicts. Between 1999 and 2002, interviews were conducted in Laikipia District to examine whether pastoralists also experience conflict, and to determine whether wildlife conservation provided appreciable benefits to residents, or fostered pro-conservation attitudes among residents. Three properties, Endana, Koija and Mpala, were selected to include the two primary land uses in Laikipia (livestock and agriculture) and two levels of wildlife-based benefits (indirect benefits and direct benefits from a locally-owned tourism operation). People were negative about many aspects of local wildlife conservation, especially animals that raided crops or were dangerous. Fundamental differences in attitudes were attributable to primary land use; within ethnic groups, people practising agriculture were less tolerant of elephants than people practising pastoralism. Despite evidence that elephants may compete with livestock for forage, ecological competition was not a primary concern among cattle-keeping people. In communities that received indirect benefits from tourism or wildlife, the connection between wildlife and employment or aid in kind was usually overlooked. Unlike elsewhere in Africa, education and wealth did not correlate with positive attitudes towards wildlife because the tourism programme was improving the situation and the outlook of people lacking education and material wealth. Pastoral people with indirect financial benefits expressed positive attitudes towards elephants for aesthetic reasons, while pastoral people with direct benefits cited financial rewards derived from tourism but attributed aesthetic values to living with elephants. The programme in the pastoral community receiving benefits was exemplary in that benefits were tangible, and the participants appreciated the linkage between benefits and active conservation. Land conversion from pastoralism to agriculture threatens elephant survival, not only in terms of habitat loss, but also in terms of lost tolerance among people who have shifted to farming.

In tropical prawn (shrimp) trawl fisheries it is daunting to assess the sustainability of bycatch species because they are diverse and there is little historical and biological information for quantitative stock assessments. We developed a process to examine the likely impact of prawn trawling on the sustainability of bycatch species and applied this to fish bycatch in the Australian Northern Prawn Fishery. The 411 fish bycatch species were ranked with respect to biological and ecological criteria that contributed to two overriding characteristics, namely first, their susceptibility to capture and mortality due to prawn trawling, and second the population's capacity to recover after depletion. The rank of each species on these two characteristics determined its relative capacity to sustain trawling, and therefore its priority for research and management. Species that were the least likely to be sustainable came from the families Apogonidae, Ariidae, Bathysauridae, Callionymidae, Congridae, Diodontidae, Labridae, Opisthognathidae, Plotosidae, Synodontidae and Tetraodontidae. These species are highly susceptible to capture by trawls, they are benthic or demersal, their primary habitat is soft sediments, and their diet may include prawns. The recovery capacity of these species is also low, with the estimated removal rate by trawling high. The species that were the most likely to be sustainable came from the families Carangidae, Clupeidae, Ephippidae, Scombridae, Sphyraenidae and Terapontidae. They are less susceptible to capture by trawls, they are generally pelagic, their primary habitat is not in trawl grounds, and they have a broad depth distribution and range in the fishery. These species also have a greater capacity to recover, as most individuals have bred before capture, and a low estimated removal rate by trawling. The final ranking of the species must be used with caution because of the assumptions made in the process. However, the process is a valuable first step towards ensuring the sustainability of the bycatch species. Because of the simplicity of the process, it can be readily used in fisheries, particularly those with diverse bycatch, to manage the sustainability of their bycatch.

In recent years there has been a proliferation of projects aiming to integrate human development needs with conservation objectives, and to establish mutually beneficial relationships for the management of natural resources between rural communities and the state. This paper presents data from a case study of human-wildlife interactions in villages along the northern boundary of the Selous Game Reserve in south-east Tanzania. Since 1989, this area has been the site of a project working to promote community wildlife management (CWM). Questionnaire survey data were used to examine villagers' conservation attitudes towards wildlife, the Game Reserve, and the activities of the CWM project and state wildlife management authority. Despite local support for the conservation of wildlife, many respondents were either unaware or held negative views of the activities of the wildlife management institutions. Logistic regression analyses show that while access to game meat from the CWM project has had a positive influence on perceptions of wildlife benefits and awareness of the project's activities, it has had no significant effect on local perceptions of the Game Reserve and the activities of the state wildlife management authority. The factors underlying the observed pattern of conservation attitudes were identified as the inequitable distribution of benefits from the CWM project, and the limited nature of community participation in wildlife management. The importance of institutional issues for the future progress of participatory approaches to conservation with development is emphasized.

Illegal hunting of resident and migratory herbivores is widespread in the Serengeti National Park, Tanzania. To devise effective strategies to reduce levels of hunting, information is required on why people are involved in illegal hunting and the role of bushmeat in the local economy. Participation in hunting may be influenced by measures of relative wealth, including livestock ownership, means of generating cash income and access to alternative sources of meat. Data came from 300 individuals responding to a questionnaire in 10 villages, from responses by 359 people in 24 group discussions in another 12 villages, and from 552 people arrested and interviewed in the National Park. A smaller proportion of individual respondents (32%) than group respondents (57%) volunteered that they participated in illegal hunting. Most individual and group respondents were subsistence farmers who considered bushmeat to be a source of protein and a means of generating cash income. Three-quarters of those arrested participated in hunting primarily to generate cash income and a quarter claimed that they only hunted to obtain food. Participation in illegal hunting decreased as wealth in terms of the number of sheep and goats owned increased. People with access to alternative means of generating income or acquiring protein were also less likely to be involved in illegal hunting. Arrested respondents were typically young adult males with low incomes and few or no livestock. Illegal hunting was not reduced by participation in community-based conservation pro-grammes. Results suggested that between 52 000 and 60 000 people participated in illegal hunting within protected areas, and that many young men (approximately 5200) derived their primary source of income from hunting.

Soil, vegetation, and rainfall, have been collected in the vicinity of a nickel–copper smelter at Sudbury, Ontario. The region is a major producer of many metals, and the large areas of forest desolation in the vicinity have been ascribed to sulphur dioxide fumigations over the past 80 years. In the present study, attention has been focused on potentially toxic heavy metals. Very elevated soil levels of nickel and copper were found, with values up to 5,104 ppm Ni and 2,892 ppm Cu within 1.1 km of the smelter. The concentrations decreased with distance to 49.8 km in one direction. Surface soils were the most contaminated, and a decline through the soil profile was found. Other metals such as iron, cobalt, and silver, showed a similar pattern of distance and depth, suggestive of an airborne source. Analyses of the foliage of three plant species also showed excessive levels of nickel and copper, as well as of aluminium. The levels declined with distance from the smelter.

The relative possibilities of soil versus aerial uptake are considered. The soils within 2–3 km of the smelter were markedly more acidic than those from farther away, and this was paralleled by their increased conductivity. Dustfall–rainfall collections and analyses of the soluble heavy metals indicated that a major aerial source of metals existed, and that the problem of metallic emissions is not merely one of the past. Heavy metals are persistent in soils, and the ecological consequences to date have perhaps only been masked around Sudbury by the sulphur dioxide damage, and the particular importance attached to it in the past.

Throughout much of the tropics, human-wildlife conflict impedes local support for national parks. By channelling tourism revenue to local residents, conservationists hope to offset wildlife costs and improve local attitudes toward conservation. To date tourism revenue-sharing (TRS) programmes have met mixed success. Local conditions and national policies that shape the success of TRS programmes were identified by comparing the experiences of both implementers and beneficiaries of pilot TRS programmes at three parks in western Uganda. Between 1995 and 1998, communities around these parks used a total of US $83 000 of tourism revenue to build 21 schools, four clinics, one bridge, and one road. In 1996, the Ugandan parliament passed legislation that changed both the amount of money available for TRS and the institutions responsible for sharing the money. The programme was suspended at all three parks while the implementing agency (Uganda Wildlife Authority) struggled to design a programme that complied with the new legislation. TRS funds collected before 1996 were shared through 1998, but since then no revenue has been shared. However, a revised TRS programme is expected to resume in 2001. In semi-structured interviews, both implementers and beneficiaries evaluated local TRS programmes and compared them to other benefit-sharing projects, particularly those promoting sustainable use of non-timber products within park boundaries (n = 44). Both groups of respondents listed revenue-sharing as the most important advantage of living next to a national park. Seventy-two per cent of respondents indicated that they thought TRS had improved attitudes towards the protected areas, and 53% thought TRS was more important then sustainable use of non-timber forest products. Although respondents were generally positive about TRS, in informal discussions respondents repeatedly mentioned four potential obstacles to TRS success, namely poorly defined TRS policies and unsteady implementing institutions, corruption, inadequate funds, and numerous stakeholders with differing priorities. From this survey and literature from experiences in other African countries, there are four key components of successful revenue-sharing programmes: long-term institutional support, appropriate identification of the target community and project type, transparency and accountability, and adequate funding. With firm institutional support and realistic expectations, TRS can play an important role in improving local attitudes towards conservation.

Invasive alien species (IASs) on islands have broad impacts across biodiversity, agriculture, economy, health and culture, which tend to be stronger than on continents. Across small-island developing states (SIDSs), although only a small number of IASs are widely distributed, many more, including those with greatest impact, are found on only a small number of islands. Patterns of island invasion are not consistent across SIDS geographic regions, with differences attributable to correlated patterns in island biogeography and human development. We identify 15 of the most globally prevalent IASs on islands. IAS impacts on islands are exacerbated through interactions with a number of other global change threats, including over-exploitation, agricultural intensification, urban development and climate change. Biosecurity is critical in preventing IAS invasion of islands. Eradication of IASs on islands is possible at early stages of invasion, but otherwise is largely restricted to invasive mammals, or otherwise control is the only option. Future directions in IAS management and research on islands must consider IASs within a broader portfolio of threats to species, ecosystems and people's livelihoods on islands. We advocate for stronger collaborations among island countries and territories faced with the same IASs in similar socio-ecological environments.

Assessing the cultural benefits provided by non-market ecosystem services can contribute previously unknown information to supplement conservation decision-making. The concept of sense of place embeds all dimensions of peoples’ perceptions and interpretations of the environment, such as attachment, identity or symbolic meaning, and has the potential to link social and ecological issues. This review contains: (1) an evaluation of the importance of sense of place as an ecosystem service; and (2) comprehensive discussion as to how incorporating sense of place in an evaluation can uncover potential benefits for both biodiversity conservation and human well-being. Sense of place provides physical and psychological benefits to people, and has neglected economic value. The biodiversity-related experiences are essential components of the service that need to be further explored. A conceptual framework was used to explore how the existing knowledge on sense of place derived from other fields can be used to inform conservation decision-making, but further research is needed to fill existing gaps in knowledge. This review contributes to a better understanding of the role biodiversity plays in human well-being, and should inform the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES).

Climate change may affect important environmental components of holiday destinations, which might have repercussions for tourism-dependent economies. This study documents the importance of environmental attributes in determining the choice and holiday enjoyment of tourists visiting Bonaire and Barbados, two Caribbean islands with markedly different tourism markets and infrastructure. Three hundred and sixteen and 338 participants from Bonaire and Barbados, respectively, completed standardized questionnaires. Warm temperatures, clear waters and low health risks were the most important environmental features determining holiday destination choice. However, tourists in Bonaire thereafter prioritized marine wildlife attributes (i.e. coral and fish diversity and abundance) over other environmental features, whereas tourists in Barbados exhibited stronger preferences for terrestrial features, particularly beach characteristics. The willingness of tourists to revisit these islands was strongly linked to the state of the preferred environmental attributes. More than 80% of tourists in Bonaire and Barbados would be unwilling to return for the same holiday price in the event, respectively, of coral bleaching as a result of elevated sea surface temperatures and reduced beach area as a result of sea level rise. Climate change might have a significant impact on Caribbean tourism economy through alteration of environmental features important to destination selection. Island-specific management strategies, such as focusing resources on the protection of key marine or terrestrial features, may provide a means of reducing the environmental and economic impacts of climate change.

Impact of human action is being felt in all ecosystems. Traditionally, urban landscapes and agricultural fields have been considered to be dominated by humans, but human alteration has also been substantial in tropical forests. The common forms of acute forest disturbance are ones that involve logging selectively or clear-cutting, allowing forest to regenerate by natural means. In contrast to the acute forms of disturbance, the chronic form of disturbance, which is subtle and slowly creeping, but equally destructive, is a much less-recognized problem. In the chronic form of disturbance people remove only a small fraction of forest biomass at a given time, generally as head-loads of firewood, or in the form of fodder, leaf litter and other non-timber forest products (NTFPs). The problem with the chronic form of forest disturbance is that plants or ecosystems often do not get time to recover adequately, because the human onslaught never stops, and can cause adverse changes in the forest, even if rates of biomass removal are within the carrying capacity of the forest. In a similar fashion, the cumulative effects of low but chronic exposure to air pollution are now cause for concern all over the planet (Pitelka 1994). In the case of chronic forest disturbance, the effect somewhat resembles that of persistent insect herbivory at a moderate scale. Fuelwood, which is still the main source of cooking energy in most developing countries, is reported to be in under supply for 1.4 thousand million people, and these may rise to 2.5 thousand million by 2010 (Food and Agriculture Organization 1994). Therefore, more areas are likely to come under regimes of chronic disturbance in the next century.

The concepts of biodiversity and ecosystem services have become widely established and adopted within and beyond nature conservation circles. But biotic nature is only part of nature. The existence and importance of abiotic nature often goes unrecognized and is certainly undervalued. This Comment tries to redress the balance by outlining some recent developments in valuing and conserving abiotic nature, particularly the important concepts of geodiversity and geosystem services.

China currently faces severe environmental challenges, and information regarding the predictors of pro-environmental behaviour in China is needed to manage them. This study addresses this need by modelling the sociodemographic and attitudinal factors predicting pro-environmental behaviour in urban China. Pro-environmental behaviour was modelled as a function of environmental attitude (measured using the new environmental paradigm) and various sociodemographic characteristics. Respondents who were employed, holding leadership positions, living in larger cities and single were more likely to participate in pro-environmental behaviour. These results accord with previous studies suggesting being female, younger, highly educated and having environmentally oriented attitudes increased the odds of participating in pro-environmental behaviour. The rapid urbanization and economic development in China may significantly impact pro-environmental behaviour in the future.

This study critiques one of the prevailing theories of tropical deforestation, namely that the forest is being cleared because its riches have been overlooked (the purported solution to which is the marketing of ‘rainforest crunch’). Edelman's work on the language of ‘helping’ is drawn on to suggest that a focus on the microeconomics of forest dwellers diverts attention from macro-economic and political issues whose impact on the forest is far more serious.

The study begins with a parable from Kalimantan, relating how the discovery of a big diamond can bring misfortune to a poor miner. It is suggested that this parable applies more generally to resource development in tropical forests, and that the major challenge is not to give more development opportunities to forest peoples but to take fewer away.

This principal is illustrated with respect to gold mining, rattan gathering, and truck-farming, in Indonesia. In each case, when a forest resource acquires greater value in the broader society, it is appropriated by external entrepreneurs at the expense of local communities. A detailed case-study is presented of the development of Para Rubber cultivation. Smallholders currently dominate this cultivation, despite steadfast opposition by both contemporary and colonial governments, whose self-interests are better served by the cultivation of the Rubber on large estates.

Each of these cases illustrates the predisposition of political and economic forces in the broader society to take over successful resource development in the tropical forest. Contemporary efforts to develop ‘non-timber forest products’ are reinterpreted, in this light, as attempts to allocate to the forest dwellers the resources of least interest to the broader society. The absence of research in this area is attributed not to academic oversight but to conflicting political-economic interests.

This thesis of resource exploitation is at variance with the ‘rain-forest crunch’ premise: namely that forest reserves are being overexploited by forest dwellers, that this is due to the absence of other sources of income, and that the solution is to help forest dwellers to find such sources. It is suggested that there has been no lack of such sources in the past, and that the problem has been in maintaining the forest peoples' control of them. The lesson of this analysis is not to ignore minor forest products, but to place them — and their potential development value for indigenous forest peoples — clearly within their proper political-economic context.

Any resolution of the problems of tropical forest development and conservation must begin, not by searching for resources that forest dwellers do not already have, but by first searching for the institutional forces which restrict the forest dwellers' ownership and productive use of existing resources. One of these institutional forces is discourse. It is widely understood that state elites seek to control valuable forest resources; it is less widely understood that an important means to this end is the control of resource-related discourse. De-mystification of the current debate over tropical deforestation and development is thus sorely needed.

Community-based conservation (CBC) has been projected as the most practical approach to stem biodiversity loss in developing countries. Since CBC is 'people-centred' and experience with it is relatively new, it is important to know the views of local communities regarding implemented policies and programmes. This paper examines the attitudes of local communities toward policy and programmes implemented by a project under the CBC approach in the Makalu-Barun National Park and Conservation Area of Nepal, based on a 1996 survey of 400 people living in it.

Overall, respondents did not have a particularly favourable perception of the community development programmes implemented. Strong support existed for ecotourism development in the Conservation Area. Respondents overwhelmingly endorsed community forestry. Wildlife protection remained a low priority amongst a significant majority of respondents. Some demographic and socio-economic factors exerted important influences on the attitudes of respondents. This study suggests that the project should continue addressing local development needs, encourage women's participation in community forestry, work toward dispute settlement of community forest-user groups, and allow hunting of pest wild animals, if it wants to win the support of local communities for long-term biodiversity conservation goals.
