This paper examines the double dividend hypothesis in the presence of labour income uncertainty. Empirical evidence shows that uncertainty over labour income is particularly significant in developing, while not negligible in developed countries. Under uncertainty, and assuming incomplete capital markets, the tax system plays a role in providing social insurance, and a green tax reform influences its effectiveness. We show that the increase in environmental tax reduces consumption risk, while the balanced budget decrease in labour income tax increases income risk. We find that the total welfare effect of a green tax reform differs substantially from the case of certainty. The critical parameters determining the existence of a second dividend are the lump-sum transfers, the relative substitutability of the two goods for leisure, and the initial tax rates relative to their optimal that determine also the response of labour supply to a change in the tax mix.

Hurricanes act as large external shocks potentially causing considerable damage to agriculture in the Caribbean. While a number of studies have estimated their historic economic impact, arguably the wider community and policy makers are more concerned about their future risk and potential losses, since this type of information is useful for disaster preparedness and mitigation strategy and policy. This paper implements a new approach to undertaking a quantitative wind risk and loss assessment of agriculture in Caribbean island economies. The authors construct an expected loss function that uses synthetically generated, and historical, hurricane tracks within a wind field model that takes cropland exposure derived from satellite data into consideration. The results indicate that expected wind losses are potentially large but vary considerably across the region, where the smaller islands are considerably more likely to be negatively impacted. Moreover, we find that the structure of the agricultural sector can be important in terms of vulnerability.

We analyze the external effects that arise in the decisions of firms on polluting emissions and in the decisions of parents on the number of births in an optimal control model with three stock variables representing population, economic capital, and pollution. We distinguish two different types of households, which represent opposite ends of a spectrum of potential familial structures: ‘dynastic households’, in which the family sticks together forever and ‘micro-households’, in which children leave their parent's household immediately after birth. We show that the decision of parents on the number of births involves an externality that is qualitatively different for both types of familial structure. Hence, population policy should be different, according to the type of household. A first best result may be obtained in the case of dynastic households if an appropriate tax on the household size is applied, or, in the case of micro-households, if an appropriate tax on children is applied.

The Indian economy has grown rapidly at 6–8 per cent per year since 1995 and planners aim to sustain an 8 per cent growth rate in the next years. Growth has created considerable optimism about India and its place in the world. After many years of little change, poverty appears to be on the decline with an estimated 5–7 per cent reduction in the late 1990s (Sundaram and Tendulkar, 2003a, b, c; Deaton, 2005). Life expectancy increased from 59 years in 1991 to 64 years in 2008 and the primary school completion rate was at 96 per cent in 2008 (World Bank, 2012). Economic growth has resulted in a boom in the manufacturing and service sectors, large investments in infrastructure and energy projects, and a soaring middle class.

We study the social discount rate, taking into account inequality within generations, that is, across countries or individuals. We show that if inequality decreases over time, the social discount rate should be lower than the one obtained by the standard Ramsey rule under certain but reasonable conditions. Applied to the global discount rate and due to the projected convergence across countries, this implies that the inequality adjusted discount rate should be about twice as high as the standard Ramsey rule predicts. For individual countries on the other hand, where inequality tends to increase over time, the effect goes in the other direction. For the United States for instance, this inequality effect leads to a reduction of the social discount rate by about 0.5 to 1 percentage points. We also present an analytical formula for the social discount rate allowing us to disentangle inequality, risk, and intertemporal fluctuation aversion.

In the epidemiological literature, the eradication of a wildlife disease through culling is usually described in terms of a constant hunting rate to simulate the selective removal of animals from the population. By using simple SI (susceptible–infected) models, it is easy to prove that, if the hunting rate is high enough, the population eventually drops below a critical threshold level under which the pathogen is deemed to be extinct. However, hunting costs as well as the monetary benefits of disease control are almost systematically neglected. Moreover, the hunting rate is usually assumed to be constant over time, while in reality health authorities can implement more flexible culling policies. In this work we examine a class of more realistic time-variant culling strategies in a cost–benefit framework. Culling strategies differ in the way decisions are made about when and how much to cull; that is, whether hunting occurs when disease prevalence, host population density, or the number of carcasses exceeds (or is below) a given threshold. For each culling strategy, the optimal value of the control parameters and the hunting rate are those that minimize the sum of the culling costs and the sanitary costs associated with infection over a specific period of time. Classical swine fever (CSF) in wild boar populations has been taken as a reference example because of its potential economic impact on industrialized and developing countries.

We show that the optimal time-flexible culling strategy is invariably more efficient than the best traditional strategy in which the hunting rate is held constant through time. We also show that the type of hunting strategy that is selected as optimal depends on the shape of the cost functions.

Poverty and environmental degradation or deforestation in developing countries have common determinants in underlying economic and institutional conditions that determine factor and product prices and incentives for migration and resource-depleting activities. These determinants include property rights failures (open access to forest lands) but also ‘government failures’ in the form of policies that indirectly promote resource use and retard poverty alleviation. A general equilibrium analysis identifies influences that such distortions have on poverty and environment. Using a numerical GE model, we consider likely effects of Philippine trade policy reforms of the 1990s on determinants of poverty, deforestation, and agricultural land expansion. These reforms marked a significant shift away from the import substitution industrialization strategy that characterized post-independence Philippine development. The results suggest that though reforms would increase poverty in the short term, in the longer run trade liberalization is poverty reducing. The environmental impact can also be positive, provided liberalized trade is combined with appropriate government action to address market failures.

Conservation practitioners are increasingly turning to incentive-based approaches to encourage local resource users to change behaviors that impact on biodiversity and natural habitat. Three such approaches are buyouts, conservation agreements and alternative livelihoods. We assess the design and performance of these types of marine conservation interventions through an analysis of 27 case studies from around the world. Here we focus on cases that are particularly relevant to designing incentives for Small Island Developing States. Many more opportunities exist for interventions that combine the strengths of these approaches, such as through performance-based agreements that provide funds for education or alternative livelihood development.

Eco-entrepreneurs in developing countries are often subject to market or institutional constraints such as missing markets. Conservation interventions which relax constraints may be both cost effective and poverty reducing. A simulation using data from an intervention in Madagascar to relax the technological constraints of forest honey production investigates this possibility. Cost-effectively achieving dual environment-development goals is shown to depend on the severity of constraints, relative prices, along with the nature and efficiency in use of technology. Success is more likely for technologies exhibiting close to constant returns to scale or high-input complementarity. Forest honey does not meet these requirements. Ultimately, where market or institutional constraints are present, knowledge of the recipient technology is required for more informed, efficient and perhaps more politically acceptable conservation policy.

Environmental violation by enterprises is a common problem in environmental management worldwide. To restrict enterprises' environmental pollution behaviors, China has implemented a public supervision system based on environmental information publicity, which guides the public to participate in environmental governance and supervises enterprises' environmental pollution behaviors. This study exploits a quasi-natural experiment based on the disclosure policy of the Pollution Information Transparency Index in China from 2008 and the difference-in-differences method to evaluate the disclosure effect of public supervision on enterprises' environmental violations, and to examine its environmental benefits and their realization path. We find that the public supervision system is conducive to the disclosure of enterprises' environmental violations. At the same time, public supervision has achieved the expected environmental benefits, mainly realized by reducing enterprises' output to reduce polluting emissions, and this mechanism is more obvious for high-polluting enterprises.

This study examines how human capital develops in response to early-life weather and pollution exposures in the Philippines. Both pollution and weather are examined in relation to short- and long-term human capital outcomes. We combine a three-decade longitudinal survey measuring human capital development, a database of historical weather, and multiple databases characterizing carbon monoxide and ozone in the Philippines during the 1980s. We find evidence that extreme precipitation and temperature affect short-term anthropometric outcomes, but long-term outcomes appear unaffected. For long-term cognitive outcomes, we find that early-life pollution exposures negatively affect test scores and schooling. These long-term responses to early-life pollution exposures extend to the labor market with reduced hours worked and earnings. The implication is that a 25 per cent reduction in early-life ozone exposure would increase per person discounted lifetime earnings by $1,367, which would scale to $2.05 billion at the national level (or 2 per cent of 2005 GDP).

There is a new international policy focus on reducing emissions from deforestation and forest degradation (REDD), as well as promoting forest conservation, the sustainable management of forests and the enhancement of forest carbon stocks (REDD-plus). The recent Conference of Parties meeting of 196 countries of the United Nations Framework Convention on Climate Change (UNFCCC) in Cancun, Mexico (December 2010) was able to advance initiatives on REDD-plus even while there was limited progress on fossil fuel related aspects of an international climate change agreement. The Cancun meeting recognised that there was strong and broad support for REDD-plus and was able to agree to the development of a formal Mechanism under the UNFCCC for incentivizing REDD-plus activities. Implementing the Mechanism is another matter, and will require the development and coordination of country REDD-plus readiness and financing, including detailed consideration of country reference levels, measurement, reporting and verification methodologies, and sub-national and national program coordination.

Analysis of a new Mexican database reveals that air-borne, suspended particulate emissions per employee by plants with 20 or less employees are significantly greater than by larger plants within the same manufacturing sector. From a second, new data set on manufacturing plants in Brazil, it is shown that industry in lower-income areas displays a higher concentration of the dirtiest industrial sectors and of smaller plants (which are dirtier). However, harm to humans from industrial air pollution in Brazil is found to be greater in higher-income areas and most of this harm derives from larger plants. This is not simply a reflection of the greater prevalence of manufacturing in urban areas, for the rising projections of human mortality among higher wage municipalities hold, even controlling for population density. Resolution of this apparent paradox hinges on the distinction between emission intensities and total emissions, the latter determining the level of harm, a distinction that has not always been made clear in the course of debate.

We study the economic performance of Benthic Resource Management Areas (BRMAs) in central-southern Chile. The analysis considers 26 managed areas with Agreements of Use declaring Chilean abalone (Concholepas concholepas) to be the main exploited benthic resource from 2001 to 2003. Our analysis explores the role played by several characteristics thought to be potential BRMA performance determinants. These variables were defined and grouped into four types: economic, environmental–biological, institutional–organizational, and organizational leader. Our results indicate that the price of Chilean abalone, the size of the habitable area, the target resource density, the density of other resources, and leader experience are determinant factors for the economic performance of the BRMAs under study.

There is ample evidence that canal systems often fail to reach their design capacity. This study argues that inefficient allocation of water within canals is one cause. This study collects precise measures of farm-level water withdrawals using flow meters in a canal in Pakistan. These data reveal that farmers near the head of the canal get more canal water than farmers near the tail, even accounting for conveyance efficiency. The results suggest that improvements in canal water management would yield efficiency gains for the canal.

This article provides an economic investigation into the underlying causes of industrial wastewater emissions. We examine the direct and the structural break-induced effect of national environmental regulation on industrial wastewater emissions. The results show that strict environmental regulation can partially offset the energy-induced effects imposed by the scale effects of foreign direct inflows and cause positive behavioral responses by either limiting coal usage or improving upon coal usage technology and shift towards clean energy sources. We find the absence of scale economies in the provision of environmental services in the industrial sector due to the poor nature of the technical processes of industries. We further highlight the importance of raising the investment in environmental treatment and embracing trade liberalization in the improvement of industrial wastewater management.

Policies to influence land use decisions in agriculture or grazing can increase the ability of invasive species to out-compete native species and thereby disrupt seemingly stable ecological-economic systems. Building off of models of interdependent resources, invasive species and soil fertility, this paper develops a model of shifting cultivation decisions for two types of farmers, one who sees the threat of invasive grasses and one who does not. The paper uses numerical solutions to this dynamic decision problem to examine the impact of various policies on farmer welfare and on the stability of the economic-ecological system. Some policies undermine the resilience of the system, while other policies augment the system's ability to withstand species invasions.

Economic instruments offer the potential to reach pre-determined environmental goals at a lower aggregate cost than less incentive-based measures, but administrative underpinnings crucial to the effective functioning of economic instruments may be lacking in developing countries. For this reason, pragmatic analysts and policymakers often advocate the use of so-called ‘mixed’ instruments that combine incentive mechanisms with improved administrative arrangements. This paper explores such possibilities with reference to intensive shrimp aquaculture, which dominates shrimp farming and is an important economic sector in Thailand. This activity has been cited as a major contributor to environmental degradation in Thailand and several other countries through destruction of mangrove forests, salinization of land, sludge disposal, and, in particular, water pollution. An analytical model is presented that highlights some of the key opportunities and limitations of mixed instruments applied to shrimp aquaculture. Mixed instruments are then proposed and evaluated.

Recently a number of multi-country insurance schemes have been introduced to deal with short-term fiscal liquidity gaps after natural disasters. However, little is known about the actual underlying risk to the fiscal sector just after such events. In this paper, we estimate the risk of fiscal shortages due to tropical storms in the Caribbean. To this end, first we use a panel VAR and estimate that while government expenditure does not respond to damages due to tropical storms, there is a significant contemporaneous effect on fiscal revenue. The results also reveal that different components of expenditure and revenue respond differently to hurricane shocks. Then, employing a parametric bulk extreme value model on estimated losses due to historical events, we show that the fiscal shortage due to storms can potentially be sizeable depending on the rarity of the event, but varies considerably across islands. However, any risk assessment is fraught with considerable uncertainty, particularly for rare but potentially very damaging tropical storm strikes.
