This study estimates the willingness-to-pay (WTP) of Beijing residents in order to maintain the improved air quality experienced during the Olympic Games. A double-bounded contingent valuation method is applied to a survey of 566 Beijing residents. The results indicate that the mean annual WTP per household is between CNY 22,000 and 24,000, and the median WTP is around CNY 1,700. The WTP for this actually experienced improvement is significantly higher than the results from previous hypothetical WTP surveys in China.

Lake Victoria fisheries are important to Tanzanian food security, employment, and foreign exchange, but they have experienced declining performance, largely due to overfishing. This paper studies technical efficiency and skipper skill using Tanzanian fishery data for the two major species, Nile perch and dagaa. The relative level of efficiency is high in both fisheries and several observable variables linked to skipper skill significantly explain the efficiency level.

Advances in biotechnology have made available gene-manipulation techniques that enable the protection of genetic material from unauthorized use and the prevention of self-supply of commercial seeds by farmers—in order to allow enhanced appropriation of the values of innovation in agricultural R&D. These techniques have become known as Genetic Use Restriction Technologies (GURTs).

This paper forecasts the potential impact of wide-spread adoption of GURTs by the providers of HYV seeds on the yield development in developing countries. To do so, it assesses (1) the effects of enhanced appropriation through GURTs on the technological expansion at the yield frontier and (2) the effects of technological protection of value-adding traits through GURTS on the diffusion of yield gains from the frontier to developing countries. These assessments are based on a particular hypothesis, which is that GURTs will replicate across most staple crops the experiences that were made with a previous use restriction technology (hybridization) in only a few crops. The estimation of impacts is carried out as a simulation and is based on expansion and diffusion parameters estimated for hybrid seeds over a 38-year period. It shows that the impact of GURTs on developing countries' yields will vary considerably. Specifically, those countries that currently have the lowest yields would be most adversely affected in their future yield development by the wide-spread use of GURTs.

Although farmers in the Malian Sahel depend on millet for survival, demand and supply constraints have impeded their use of certified seed. We use data collected from households, vendors and seed samples to test the way market purchases of grain and seed affect household food consumption and millet genetic diversity. Purchase of millet grain in markets contributes to food security, but reduces dietary diversity – suggesting that scarce cash was directed toward meeting staple food needs first. Farmers purchased millet grain for seed only in the site with riskier rainfall and smaller market fairs. Although they were more likely to purchase in markets where the genetic dissimilarity of seed was higher, purchasing seed in markets was negatively associated with on-farm diversity. Seed shortage rather than variety experimentation appears to be the motivation for seed purchase. Introducing certified seed in rural markets through small-scale traders will require the provision of market services and promotional efforts.

We study the effects of providing subsidies to the fisheries in small island developing states (SIDS), where fisheries are important to both the food security and livelihoods of the populations. By analyzing data on current and potential catch and computing the potential catch losses from the Exclusive Economic Zones (EEZs) of SIDS, we find that, collectively, SIDS have currently overfished their waters to the extent that their current catch is just under 50 per cent of the maximum catch potential. This catch loss results in direct and indirect food security impacts in terms of losses in healthy, varied and nutrient-rich food, revenues, incomes and economic impacts in SIDS. Our results also demonstrate that capacity-enhancing subsidies contribute to overfishing while the effect of good subsidies is unclear and needs further analysis.

In this paper we evaluate the long-run sustainability of China's Sloping Land Conversion Program (SLCP) by investigating the determinants of farmers’ self-predicted post-program land use decisions. We use data from a household survey conducted in 2005, with a particular focus on a dependent variable that reflects farmers’ ordinal responses to a question about their probability of converting the enrolled lands back to cultivation after the program ends. First, we find that targeting the program on steeper sloped and lower quality plots can significantly decrease the probability of reconversion. Second, there is a significant and robust household income structure effect on the reconversion probability. Third, participating households with the right to decide what to plant on enrolled land have a higher probability of maintaining the reforested land after the program ends. Finally, subsidy shortfall has a positive influence on the probability of reconversion.

The rapidity of change has left scant opportunity for investigation of the consequences of adoption of transgenic crops on long-term ecosystem or economic system functioning. Economic theory suggests that, if the “Biotechnology Revolution” is left to market forces alone, there will be neglected public goods. Theory and limited empirical evidence suggests that there are significant incentives for private firms to discount and neglect certain environmental impacts and to develop products that meet mainly the needs of those able and willing to pay. Negative distributional impacts on rural societies and economies will not normally enter the private calculus nor will the long-term problems of insect and plant resistance. Thus, there is a strong case for enhanced public roles with respect to the use of transgenic crops. The adoption of the precautionary approach in public policies addressing transgenic crops is one alternative to better reflect public concerns.

A major problem facing the Seychelles islands is the decline in the quality and the value of marine protected areas (MPAs). Economic valuation can help guide policy makers to understand the value of marine resources and the cost of neglecting MPAs by expressing the value of their goods and services in monetary terms. This paper presents an analysis of the economic value of a group of marine parks in Seychelles. The travel cost method is used to establish willingness-to-pay of international tourists for trips to marine parks in Seychelles from their observed behaviour. The average per-trip consumer surplus is approximately €128 for single-site visitors and €65 for multiple-site visitors. The total social welfare value attributable to the recreational opportunity in marine parks is approximately €3.7 million annually. These results provide policy makers with a strong justification for government investment needed to maintain marine sites in Seychelles.

This study investigates the effects of ‘time to think’ and ‘ballot box’ on willingness-to-pay, while providing the first empirical evidence on assessing the benefits of an air quality improvement program in urban Africa. Our hypothetical referendum scenario proposes to reduce the air pollution related morbidity rate in Douala, Cameroon by 25 per cent in exchange for a one-time surcharge on the electricity bill of each respondent. We find that on average WTP decreases by nearly one-fourth when allocating respondents time to think but markedly increases when we use a ‘ballot box’ approach allowing respondents to state their willingness privately. Our results suggest that on average households are willing to pay US$0.42 per month (0.2 per cent of household annual income). We conclude that total citywide benefits are unlikely to exceed the costs of implementing such a program at this point, although this situation may change quickly with increasing economic growth.

This paper studies the interactions between harvesters, whose income depends on a renewable natural resource as a key factor of production (e.g., fisheries) and industries that can have important impacts on the renewable resource, but whose production does not depend on it (e.g., off-shore oil extraction) in the context of a growing economy. We examine these issues for a closed economy focusing on how the co-existence between these two sectors affects sustainable development and the well-being of the poor, i.e., the harvesters. We show that under certain conditions the existence and expansion of a resource-impacting industrial sector may be consistent with sustainable development. However, if these conditions are not met, growth of the resource-impacting sector leads to further resource depletion and may even threaten the feasibility of sustainable development.

This paper examines the impact of cross-ownership on the strategic incentive of environmental corporate social responsibility (ECSR) within a green managerial delegation contract in a triopoly market engaged in price competition. It demonstrates that bilateral cross-ownership between insiders provides weak incentives to undertake ECSR, which has a non-monotone relationship with cross-ownership shares, while it provides strong incentives for outsiders, which increases the ECSR level as cross-ownership increases. It also compares unilateral cross-ownership and finds that a firm that owns shares in its rival has a greater incentive to undertake ECSR than its partially-owned rival, while an outsider has more incentive than firms in bilateral scenarios. These findings reveal that a firm's incentive to increase a market price through ECSR critically depends on its cross-ownership share, while it decreases environmental damage and increases social welfare when the environmental damage is serious.

This paper adapts the safe minimum standard (SMS) approach so as to explore its use as a potential policy decision support tool that can be applied to issues related to the conservation and sustainable use of farm animal genetic resource (AnGR) diversity. Empirical SMS cost estimates are obtained using data from three AnGR economics case studies in Mexico and Italy. The findings support our hypothesis that the costs of implementing an SMS are low, both when compared with the size of subsidies currently being provided to the livestock sector (<1 percent of the total subsidy) and with regard to the benefits of conservation (benefit-cost ratio of >2.9).

Nevertheless, despite providing a potentially useful AnGR conservation decision support tool, a critical assessment of the application reveals that a much more extensive quantification of the components required to determine SMS costs needs to be undertaken before this tool can be applied in practice.

Small Island Developing States (SIDS) are quite diverse in terms of various development metrics, but are uniformly vulnerable both to macroeconomic shocks and to changes in the biodiversity that supports fisheries and tourism. This special section assembles a set of papers that analyze international demand for the natural resources associated with the two sectors, and the factors that lie behind changes in their supply. Since each stresses the resource base, albeit in different ways, we argue that limits on tourist pressure will be as important as limits on allowable fish catches in the future. We identify the challenge for SIDS as the need to implement an integrated, sustainable resource management strategy that allows biological resources to be allocated to their highest valued uses, while respecting the interests of those with prior rights to those resources.

Self-governance of natural resources has started to gain increasing attention as an alternative to command-and-control and market-based tools. However, a fundamental question remains: is self-governance economically beneficial, allowing it to serve as an alternative management tool? This paper uses a unique set of survey data from a territorial-user-right-based South Korean inshore (maul) fishery and applies an empirical strategy to provide some of the first quantitative evidence that self-governance benefits maul fishermen. We find that members of the self-governance group perceive the management system as having had a positive impact on four out of the eight criteria we tested: stock recovery, curtailed fishing effort, reduced disputes among fishermen and declining incidents of illegal fishing. Considering that these groups have been in existence on average for less than seven years, these results indicate that the management scheme has made good progress overall.

This paper analyses the effect of environmental standards on aggregate employment in the presence of a productivity effect in a multi-sector general equilibrium framework of an open economy. The productivity effect is generated among the skilled and unskilled workers as an improvement in the environmental quality improves their health, leading to an increase in their productivity. Though the productivity effect initially lowers labour demand as labour requirement per unit of production falls, a standard may raise employment depending on the parametric configurations. In this paper, we identify the role of this productivity effect on the change in employment and show that it may actually improve the chances of an employment expansion.

One of the first lessons that students of cost-benefit analysis (CBA) learn is to ask whether projects or policies which they are studying generate additional benefits or costs, relative to the status quo. They are also told to be very careful in defining the project/policy which is the subject of their analysis. In my view, the ecological concept of resilience fails the CBA test, when applied to the study of economic and social systems, because it offers no additional insights to those we have already, and appears to be poorly defined.

Preparing regional development strategies for the Amazon Basin is a vexing task for policymakers. Forests continue to fall and agriculture to move in to a region with patchy (in terms of agronomic potential) yet broadly nutrient-poor soils. The spatial distribution of soil types is not well mapped at finer scales relevant for agriculture. There is, moreover, little evidence about how farm land use or farm household welfare varies by soil quality in this frontier setting. Despite these information gaps, regional planners continue to use soils as a basis for policy action, some of which may influence future options for the Amazon. This paper uses a farm-level bioeconomic model that captures soil-quality-specific degrading effects of agricultural activities to assess the impacts of soil quality differences on deforestation, use of cleared land, and smallholder income in the western Brazilian Amazon. Focusing on an archetypical area farm with reasonable market access but limited access to labor and credit, simulations show soil quality mattered more for income than for deforestation or land use, although extremely cash-strapped farmers on poor-quality soils could face displacement. Pasture dominated farm land use across all soil types as farm forest disappeared within a generation on successfully established farms. Good- and (viable) poor-soil farms had slightly slower deforestation rates than their medium-soil counterparts – rich-soil farms shifting small amounts of area (and labor) to the more nutrient- and labor-intensive annuals, and (even viable) poor-soil farms lacking sufficient resources to clear and farm additional land. Farms with good soils could generate about 44 per cent more income than their viable poor-soil counterparts, but the lower-income level still surpassed thresholds for meeting food security and other needs. At no combination of income level and soil quality explored did the (simulated) farmer find it worthwhile to purchase and apply chemical fertilizer; nutrients came instead from secondary forest fallow, whose area rose or fell in step with annual cropping area. The implications of these results for land-use zoning, forest conservation, poverty alleviation, and other policies are discussed.

The political incentives of local officials affect their preferences for policy options. This study examines the impact of the convening cycle of Provincial Communist Party Congresses (PCPCs) in China on pollution emission intensity. Based on the data of 281 cities and city officials from 2003 to 2014, the present study finds strong evidence of a political pollution cycle manifesting as significant increases in pollution emission intensity before PCPCs followed by visible decreases after PCPCs. PCPCs provide city officials with strong political incentives to pursue short-term economic performance before congresses, which leads to a surge in pollution emission intensity. The difference in pollution emission intensity before and after the PCPCs reveals the existence of such political incentives. The findings suggest that a significant relationship exists between the political incentives of city officials and environmental pollution. Therefore, the effective governance of environmental pollution must involve changing the incentive structure of city officials.

People have a marginal role in managing forests located in the vicinity of their villages in Northern India. This situation is scrutinized in this paper by studying strategic play of forest users. Thereto, a 1 versus n−1 game of people's participation in forest management is estimated for three institutional and historical distinct cases at the State and village level. Critical discount factors are derived to verify whether incentives exist for villagers to mutually participate in managing commonly used forests. This paper finds such incentives in varying degrees for games at the State level and for games in 23 of the 32 considered villages.
