If voters use information about the economy to assess the competence of incumbents, a connection between economic conditions and incumbent success should only be discernible in settings where public policy might plausibly affect the economy, and where the assignment of government responsibility is relatively straightforward. Applying this logic to gubernatorial elections in the United States, we test the following hypothesis: the connection between economic conditions and incumbents' vote shares is mediated by the structure of the state economy. This hypothesis is premised on the idea that voters understand that raw macroeconomic aggregates – when driven by factors like weather, commodity prices and federal policy – are poor signals of incumbent performance. Using data from gubernatorial elections held between 1950 and 1998, we show that the connection between macroeconomic indicators and incumbent success is weak in states dominated by natural resources and farming but quite strong elsewhere. This finding helps explain why earlier studies found no connection between state-level economic conditions and gubernatorial elections.

Coalition formation has been the subject of much theoretical and empirical work in the past decade or so. The theories that have been tested all rest, one way or another, upon assumptions about the ways in which the payoff accruing to a particular coalition is distributed among its members. Yet much less empirical work has been done on the process of payoff distribution. Thus some of the fundamental assumptions of coalition theories, at least in terms of their practical application to coalition governments, have been more scantily tested. Several theories of payoff distribution have been recently developed, however. It is the purpose of this article to test the application of these theories to the practice of coalition government in Europe.

Legislative speech records from the 101st to 108th Congresses of the US Senate are analysed to study political ideologies. A widely-used text classification algorithm – Support Vector Machines (SVM) – allows the extraction of terms that are most indicative of conservative and liberal positions in legislative speeches and the prediction of senators’ ideological positions, with a 92 per cent level of accuracy. Feature analysis identifies the terms associated with conservative and liberal ideologies. The results demonstrate that cultural references appear more important than economic references in distinguishing conservative from liberal congressional speeches, calling into question the common economic interpretation of ideological differences in the US Congress.

Voluntary compliance is an important aspect of strong tax regimes, but there is limited understanding of how social norms favoring compliance emerge. Using novel data from urban Nigeria, where tax enforcement is weak, this article shows that individuals with a positive experience of state services delivery are more likely to express belief in an unconditioned citizen obligation to pay tax. In addition to support for this fiscal exchange mechanism, social context is consequential. Where individuals have access to community-provided goods, which may substitute for effective state services provision, they are less likely to adopt pro-compliance norms. Finally, the article shows that norm adoption increases tax payment. These findings have broad implications for literatures on state formation, taxation and public goods provision.

Multiculturalism has emerged to challenge liberalism as an ideological solution in coping with ethnic diversity in the United States. This article develops a definition of political multiculturalism which refers to conceptions of identity, community and public policy. It then analyses the 1994 General Social Survey and a 1994 survey of Los Angeles County to assess the contours of mass support and opposition to multiculturalism, testing hypotheses concerning the role of social background, liberalism–conservatism and racial hostility. The main conclusions are that ‘hard’ versions of multiculturalism are rejected in all ethnic groups, that a liberal political self-identification boosts support for multiculturalism, and that racial hostility is a consistent source of antagonism to the new ethnic agenda of multiculturalism. There is strong similarity in the results in both the national and Los Angeles samples.

Outbursts of strike activity in many industrial societies during the late 1960s and early 1970s focused considerable attention on relations between labour, capital and the state in advanced capitalist systems and led to many inquiries into the sources of the ‘new’ labour militancy. The events of May–June 1968 in France, the ‘hot autumn’ of 1969 in Italy, and the nation-wide strikes of the coal miners in 1972 and 1974 in the United Kingdom (the first since the great General Strike of 1926) are the most dramatic examples, but sharp upturns in strike activity in Canada (1969, 1972), Finland (1971), the United States (1970) and smaller strike waves in other nations also contributed to the surge of interest in labour discontent.

The responsiveness of government to the preferences of its citizens is considered to be an important indicator of the performance of advanced democracy. This article argues that the thermostatic model of policy/opinion responsiveness can be represented in the form of an error-correction model where policy and public opinion variables are cointegrated, and extends the focus of investigation to government outputs. This models the short-run and long-run equilibrium of interactions between public opinion and policy/bureaucratic outputs. The article assesses the performance of British government – and, in particular, the Immigration and Nationality Directorate of the Home Office – in the operation of border controls and administration of claims for asylum, for the period between 1994 and 2007.

What impact does the negotiation stage prior to the adoption of international agreements have on the subsequent implementation stage? We address this question by examining the linkages between decision making on European Union directives and any subsequent infringements and delays in national transposition. We formulate a preference-based explanation of failures to comply, which focuses on states' incentives to deviate and the amount of discretion granted to states. This is compared with state-based explanations that focus on country-specific characteristics. Infringements are more likely when states disagree with the content of directives and the directives provide them with little discretion. Granting discretion to member states, however, tends to lead to longer delays in transposition. We find no evidence of country-specific effects.

President Carter will perhaps be remembered most for his perceived incompetence, an impression produced largely by his inability to forge coalitions in Congress, and by his failure as an ‘outsider’ to intervene effectively in the established policy-making processes in Washington. In his farewell address, Carter alluded to what he believed to be the source of his troubles – the fragmentation of power and decision-making exploited by influential special interests. Carter believed that he was trapped in a web of organized groups allied with well-placed congressional and bureaucratic sympathizers seeking to protect their narrowly defined interests and frustrating his own broader vision of the public good.

We analyse the determinants of ministerial hazard rates in Britain from 1945 to 1997. We focus on three sets of attributes (i) personal characteristics of the minister; (ii) political characteristics of the minister; and (iii) characteristics pertaining to the government in which the minister serves. We find that educational background increases ministers' capacity to survive, that female ministers have lower hazard rates and older ministers have higher hazard rates. Experienced ministers have higher hazard rates than newly appointed ministers. Ministerial rank increases a minister's capacity to survive, with full cabinet members having the lowest hazard rates in our sample.We use different strategies to control for the characteristics of the government the minister serves in. Our results are robust to any of these controls.

This article develops and tests a set of theoretical mechanisms by which candidate ethnicity may have affected the party vote choice of both white British and ethnic minority voters in the 2010 British general election. Ethnic minority candidates suffered an average electoral penalty of about 4 per cent of the three-party vote from whites, mostly because those with anti-immigrant feelings were less willing to vote for Muslims. Ethnic minority voter responses to candidate ethnicity differed by ethnic group. There were no significant effects for non-Muslim Indian and black voters, while Pakistani candidates benefited from an 8-point average electoral bonus from Pakistani voters.

Measuring high-level corruption is subject to extensive scholarly and policy interest, which has achieved moderate progress in the last decade. This article develops two objective proxy measures of high-level corruption in public procurement: single bidding in competitive markets and a composite score of tendering ‘red flags’. Using official government data on 2.8 million contracts in twenty-eight European countries in 2009–14, we directly operationalize a common definition of corruption: unjustified restriction of access to public contracts to favour a selected bidder. Corruption indicators are calculated at the contract level, but produce aggregate indices consistent with well-established country-level indicators, and are also validated by micro-level tests. Numerous empirical studies have examined the role of third-party peacekeeping in reducing violence around the world. Their results reveal an extraordinary relationship between peacekeepers and peace, notwithstanding a number of well-known problems. This review article has three goals. The first is to summarize the results of past empirical research to move the debate beyond the question of whether peacekeeping works to the more pressing questions of how, when and why it works. The second is to reveal the limitations of the current quantitative research in order to identify areas in which scholars can make big, new contributions to the field. The final goal is to propose a new research agenda that is heavily evaluative – one that informs policy makers about the specific practices, mission compositions, and mandates that work, and identifies the local, regional, and international conditions that amplify or diminish peacekeeping's effectiveness. This type of research could help reduce the costs of peacekeeping operations, eliminate some of the negative consequences of interventions and save even more lives.

The behavioural underpinnings of Rawls's notion of distributive justice as outlined in A Theory of Justice are tested in experimental contexts. Under conditions approximating Rawls's ‘original position’ (including the appropriate agenda, a ‘veil of ignorance’ and a choice rule designed to capture his main theoretical constraints), we test his ‘predictions’ that individuals would reach a unanimous consensus on a principle of distributive justice and would select the difference principle: a principle that maximizes the welfare of the worst-off individual in the society. This view is contrasted with our belief, that any general concern for fairness (or distributive justice) will take a different form: one that both attempts to take into account several values and pays attention to cardinal rather than ordinal measures of utility. Our results strongly indicate that individuals are capable of reaching consensus but that they choose what Rawls has called an ‘intuitionistic’ principle which attempts to take into account not only the position of the worst-off individual but the potential expected gain for the rest of society. The overwhelmingly preferred principle is maximizing the average income with a floor constraint.

Among the many ways in which welfare regimes differ, one is how they articulate the demands of work and welfare. Such a framework not only renders more coherent the familiar ‘three worlds of welfare capitalism’ but also highlights another option: a ‘post-productivist’ welfare regime, which combines generous social benefits and a relaxed attitude towards work requirements, aiming at ‘autonomy’ as its core value. Analysis of OECD data circa 1993 shows that a work–welfare classification successfully locates most of the countries in their traditional regime types. It also shows the Netherlands as an instance of the new regime type, effectively promoting the three key components of post-productivist autonomy: income adequacy, temporal adequacy and minimimal conditionality.

Over the past thirty years, the Democratic party has carried the mantle of racial liberalism. The party's endorsements of equal rights, fair housing laws and school busing have cost it the support of some whites, but these losses have been concentrated at the periphery of the party, among those least committed to its guiding principles or most unsympathetic to its efforts on behalf of racial equality. We argue that with the rise of affirmative action as the primary vehicle to advance racial equality, racial politics have become divisive in a new way, and that opposition to affirmative action now encompasses whites within the liberal core of the Democratic party.

Contrasting traditional survey measures of affirmative action attitudes with an experimentally-based, unobtrusive measure of opposition to affirmative action, we show that racially liberal whites are reluctant to admit their anger over racial preferences when confronted with traditional survey questions in a telephone interview. When measured with an unobtrusive instrument, however, white opposition to affirmative action is found to be just as strong among liberals as conservatives, among Democrats as Republicans, and among those most committed to racial harmony and equality as among those least committed to such values. We argue that whites' anger over affirmative action stems less from a lack of concern with racial equality than from a commitment to individual achievement and self-reliance. Thus, while core constituents of the Democratic party are more opposed to affirmative action than has previously been recognized, the Democrats can draw strength from the enduring commitment of many whites to the goal of racial equality.

This article explores various dimensions of the issue of transition to democracy in East Central Europe, focusing on the question of how past experiences shape the process of political change and on the limits of democratization in the region. The first part reviews scholarly debates on the relationship between the political crisis and processes of democratization in the region, arguing that new analytical categories are needed to account for different dimensions of the current transition process. The second part proposes a new framework for analysing changing relations between the party–state and society across time and in different state-socialist societies. The third part examines some recent political developments in countries of the region in order to identify those factors that may contribute to or impede a possibility of the transition to democracy in these countries. It concludes that in all East Central European countries the rapid collapse of party–states and the multidimensional social, political and economic crisis has initiated a parallel process of diminution of power of both the state and civil society, which may significantly endanger the transition to a democratic political order.

How does democratic politics inform the interdisciplinary debate on the evolution of human co-operation and the social preferences (for example, trust, altruism and reciprocity) that support it? This article advances a theory of partisan trust discrimination in electoral democracies based on social identity, cognitive heuristics and interparty competition. Evidence from behavioral experiments in eight democracies show ‘trust gaps’ between co- and rival partisans are ubiquitous, and larger than trust gaps based on the social identities that undergird the party system. A natural experiment found that partisan trust gaps in the United States disappeared immediately following the killing of Osama bin Laden. But observational data indicate that partisan trust gaps track with perceptions of party polarization in all eight cases. Finally, the effects of partisanship on trust outstrip minimal group treatments, yet minimal-group effects are on par with the effects of most treatments for ascriptive characteristics in the literature. In sum, these findings suggest political competition dramatically shapes the salience of partisanship in interpersonal trust, the foundation of co-operation.

Gender quotas have spread rapidly around the world in recent years. However, few studies have yet theorized, systematically or comparatively, variations in their features, adoption and implementation. This article surveys quota campaigns in Western Europe, North America, Australia and New Zealand. It proposes that one or more sets of controversies influence the course and outcomes of quota reforms. These revolve around (1) competing principles of equality, (2) different ideas about political representation, and (3) various beliefs about ‘gender’ and its relation to other kinds of political identities. The article draws on these distinctions to identify four broad models of political citizenship that determine the kinds of quota policies that are pursued and their prospects for bringing more women into political office.

Systematic empirical research has yet to explain how national parties join political groups in the European Parliament. This article first demonstrates, using original empirical measures from expert surveys of party positions, that EP party groups consist of national parties sharing similar policy positions. Secondly, using Bayesian/MCMC methods, the paper estimates the policy determinants of group affiliation using a (conditional) multinomial logit model to explain that ‘party group’ choice is largely driven by policy congruence. Finally, predictions from the model identify national parties not in their ‘ideally congruent’ EP groups. The findings suggest that the organization of and switching between EP groups is driven mainly by a concern to minimize policy incongruence between national and transnational levels.
