Mitigating climate change requires countries to provide a global public good. This means that the domestic cleavages underlying mass attitudes toward international climate policy are a central determinant of its provision. We argue that the industry-specific costs of emission abatement and internalized social norms help explain support for climate policy. To evaluate our predictions we develop novel measures of industry-specific interests by cross-referencing individuals’ sectors of employment and objective industry-level pollution data and employing quasi-behavioral measures of social norms in combination with both correlational and conjoint-experimental data. We find that individuals working in pollutive industries are 7 percentage points less likely to support climate co-operation than individuals employed in cleaner sectors. Our results also suggest that reciprocal and altruistic individuals are about 10 percentage points more supportive of global climate policy. These findings indicate that both interests and norms function as complementary explanations that improve our understanding of individual policy preferences.

Can there really be much doubt who governs our complex modern societies? Public bureaucracies, staffed largely by permanent civil servants, are responsible for the vast majority of policy initiatives taken by governments. Discretion, not merely for deciding individual cases, but for crafting the content of most legislation has passed from the legislature to the executive. Bureaucrats, monopolizing as they do much of the available information about the shortcomings of existing policies, as well as much of the technical expertise necessary to design practical alternatives, have gained a predominant influence over the evolution of the agenda for decision. Elected executives everywhere are outnumbered and outlasted by career civil servants. 1 In a literal sense, the modern political system is essentially ‘bureaucratic’ – characterized by ‘the rule of officials’.

A common feature of contemporary political systems is the increasing amount of delegation from governments to non-majoritarian institutions. Governments may decide to delegate authority to such institutions for reasons relating to credible commitments, political uncertainty and policy complexity. This article focuses on Independent Administrative Authorities (Autorités administratives indépendantes) in France. We demonstrate that these institutions enjoy varying degrees of independence. We find that the degree of independence varies as a function of two factors: the need to make a credible commitment in areas subject to market opening and the complexity of policy in particular areas.

Do party manifestos matter to government policy? Does a genuine party mandate operate within the British political process? These questions are generally neglected in analyses of British politics, but they are crucial in assessing how far political parties transmit electoral preferences into government action. We try to answer them through a novel use of available data, using content analysis to code and classify policy emphases within the post-war election programmes of the Conservative, Labour and Liberal parties. Statistical analysis reveals that government party programmes are remarkably well reflected in post-election policy priorities, measured as percentages of central government spending in major policy areas. This gives strong support to traditional mandate theory within the context of the ‘Westminster model’ of party government. Anomalies, such as a strong relationship between Liberal emphases and expenditures in three key areas, and the more consistent relationship of expenditures with Conservative rather than Labour priorities, are also considered.

Children are more likely to adopt their family's political views when politics is important to their parents, and the children of politically engaged parents tend to become politically engaged adults. When these transmission dynamics are considered together, an important hypothesis follows: the children who are most likely to initially acquire the political views of their parents are also most likely to later abandon them as a result of their own engagement with the political world. Data from the Political Socialisation Panel Study provide support for this hypothesis, illuminate its observational implications and shed light on the mechanisms, pointing to the role of new social contexts, political issues and salient political events. Replications using different data from the US and the UK confirm that this dynamic is generalizable to different cohorts and political periods.

This article overviews the history of autocratic elections since 1815 and then tests how a country's experience with autocratic elections influences both democratization and democratic survival. To comprehensively capture this history, the study employs original measures of Robert Dahl's electoral dimensions of contestation and participation. First, it shows that autocratic elections have been common for centuries, but that their character has changed dramatically over time. Whereas high contestation almost always preceded high participation prior to 1940, the opposite occurs in modern regimes. Secondly, it demonstrates that a country's history of contestation predicts both democratization and democratic survival, whereas participation is positive for survival but generally negative for democratization. Thus, democracies are more likely to survive if they experience autocratic elections prior to democratizing, which has implications for democracy promotion and future political development.

How do people make decisions when they have to choose between unknown futures? Do they simply rely on anticipated costs and benefits or do they use some other criteria to assess their options? And what determines the criteria they use to make such decisions? This article explores the way voters take sides when they are faced with a fundamental political choice. Using data from a survey of voting intentions conducted prior to the 1995 referendum on sovereignty in Quebec, we find that attitude towards risk-taking influences political choice indirectly, as it affects the relative weights given to different decision criteria. Individuals who usually accept risk more readily tend to choose entirely on the basis of anticipated costs and benefits, but individuals who are more reluctant to take risks give almost as much weight to the perceived possibility of a ‘worst outcome’. Our analysis suggests that attitude towards risk-taking had a modest but significant impact on individual choice, and thus was a contributing factor in the outcome of the Quebec referendum.

The ‘environment’ as a political issue has had a mixed history. Its sudden upsurge in the late 1960s was followed by many ups and downs. It has, however, continued to press itself on to the political agenda in various forms. Most recently, the rise of green parties in Western Europe has demonstrated that the environment is not one of many issues which come and go but has led to more fundamental political change.

This article analyses the normative status of claims to the social rights of citizenship in the light of New Right criticisms of the welfare state. The article assesses whether there is any normative justification for treating welfare provision and citizenship as intrinsically linked. After outlining T. H. Marshall's conception of citizenship the article reviews its status in relation to: traditional arguments about citizenship of the polity; relativist arguments about the embedded place of citizenship within current societies; and, drawing upon Rawlsian analysis, absolutist arguments about what being a member of a modern society implies. Each argument has some strengths and together they indicate the importance of retaining the idea of citizenship at the centre of modern political debates about social and economic arrangements.

A strong statistical association between legislative opposition in authoritarian regimes and investment has been interpreted as evidence that authoritarian legislatures constrain executive decisions and reduce the threat of expropriation. Although the empirical relationship is robust, scholars have not provided systematic evidence that authoritarian parliaments are able to restrain the actions of state leaders, reverse activities they disagree with, or remove authoritarian leaders who violate the implied power-sharing arrangement. This article shows that authoritarian legislatures, by providing a forum for horse trading between private actors, are better at generating corporate governance legislation that protects investors from corporate insiders than they are at preventing expropriation by governments. The statistical analysis reveals that the strength of authoritarian legislatures is associated with corporate governance rules and not expropriation risk.

There is extensive theoretical research that explores the linkages between parties' policy positions, on the one hand, and the characteristics of the political system (i.e. voting rules and the number of parties) on the other, but empirical research on this topic is less developed. Building on earlier work by Jay Dow, this article reports empirical analyses exploring the connections between the average party policy extremism in fifteen party systems (defined as the average party policy distance from the party system centre), and two important system-level variables: the proportionality of the electoral laws used to select representatives to the national legislature, and the number of political parties. Contrary to expectations – but consistent with recent theoretical work by Norman Schofield and his co-authors – no evidence is found that average party policy extremism increases under proportional representation, nor that policy extremism increases in countries that feature large numbers of parties. These findings have important implications for political representation and for understanding parties' election strategies.

Since 1990, the number of preferential trade agreements has increased rapidly. The argument in this article explains this phenomenon, known as the new regionalism, as a result of competition for market access; exporters facing trade diversion because of their exclusion from a preferential trade agreement concluded by foreign countries push their governments into signing an agreement with the country in which their exports are threatened. The argument is tested in a quantitative analysis of the proliferation of preferential trade agreements among 167 countries between 1990 and 2007. The finding that competition for market access is a major driving force of the new regionalism is a contribution to the literature on regionalism and to broader debates about global economic regulation.

Political participation has long been a puzzle for political science analysis. The logic of collective action suggests that activity to achieve collective goals is irrational; yet citizens are active. In this article, we approach the subject from the point of view of political activists, using survey data to consider their own interpretations of why they took part. The data show that participants recall many gratifications from their activity and that the patterns differ substantially across modes of participation. These rewards tend to be ‘political’ in that activists cite both civic gratifications and the desire to achieve collective goals more frequently than would be expected on the basis of rational choice approaches. The variations among acts with respect to the nature of the retrospective interpretations of the rewards they provide – in conjunction with open-ended responses about the issues behind activity – lend credence to respondents' accounts. The results call into question the applicability of narrow rational choice approaches to political activity.

What citizens think about Muslim immigrants has important implications for some of the most pressing challenges facing Western democracies. To advance contemporary understanding of what ‘Islamophobia’ really is – for example, whether it is a dislike based on immigrants’ ethnic background, religious identity or specific religious behaviors – this study fielded a representative online survey experiment in the UK in summer 2015. The results suggest that Muslim immigrants are not per se viewed more negatively than Christian immigrants. Instead, the study finds evidence that citizens’ uneasiness with Muslim immigration is first and foremost the result of a rejection of fundamentalist forms of religiosity. This suggests that common explanations, which are based on simple dichotomies between liberal supporters and conservative critics of immigration, need to be re-evaluated. While the politically left and culturally liberal have more positive attitudes toward immigrants than right-leaning individuals and conservatives, they are also far more critical of religious groups. The study concludes that a large part of the current political controversy over Muslim immigration is related to this double opposition: it is less about immigrants versus natives or even Muslim versus Christians than about political liberalism versus religious fundamentalism.

Group identities that are chosen, rather than inherited, are often associated with cohesive political attitudes and behaviours. Conventional wisdom holds that this distinctiveness is generated by mobilization through processes such as intra-group contact and acculturation. This article identifies another mechanism that can explain cohesiveness: selection. The characteristics that predict whether an individual selects a group identity may themselves determine political attitudes, and thus may account substantially for the political cohesion of those who share the identity. This mechanism is illustrated with analyses of the causes and consequences of the acquisition of lesbian, gay or bisexual identity. Seldom shared by parents and offspring, gay identity provides a rare opportunity to cleanly identify the selection process and its implications for political cohesion.

The ‘primacy principle’ comprises three assumptions about political orientations. The first is that they are learned during childhood. The second is that this childhood learning further shapes any subsequent modifications of them. The third is that the scale of any such subsequent modifications is small: fundamental political orientations tend to endure through life. We propose, using cohort analysis, to examine the extent to which three political orientations – party identification, political efficacy and political trust – do, as a matter of fact, endure through adulthood.

The issue of the equitable representation of women in political bodies has concerned both political activists and political scientists for a number of years. Greater representation of women is predicted to have a number of effects on public policy and social interactions. Among these effects are changes in policy priorities, improved system legitimacy and a change in the political culture as old stereotypes disappear and women come to be viewed as the equals of men in the political sphere. The view has been that if women were to get into office, they could prove themselves effective. Therefore societal views on women as political leaders would change, and old stereotypes as to their limited competence would break down. The hope of many is that as women politicians become commonplace, a country's political culture would change so that gender is no longer a relevant consideration in evaluating political leaders. This Note directly tests the assertion that increased participation by women leads to this genderneutral view of political leaders.

This article makes a positive case for an ethnographic sensibility in political theory. Drawing on published ethnographies and original fieldwork, it argues that an ethnographic sensibility can contribute to normative reflection in five distinct ways. It can help uncover the nature of situated normative demands (epistemic argument); diagnose obstacles encountered when responding to these demands (diagnostic argument); evaluate practices and institutions against a given set of values (evaluative argument); probe, question and refine our understanding of values (valuational argument); and uncover underlying social ontologies (ontological argument). The contribution of ethnography to normative theory is distinguished from that of other forms of empirical research, and the dangers of perspectival absorption, bias and particularism are addressed.

Almost all the prolific work done on economic voting has been based on the classic reward–punishment model, which treats the economy as a valence issue. The economy is a valence issue, but it is much more than that. This article explores two other dimensions of economic voting – position and patrimony. Investigating a 2010 British survey containing relevant measures on these three dimensions, the authors estimate their impact on vote intention, using a carefully specified system of equations. According to the evidence reported, each dimension of economic voting has its own independent effect. Moreover, together, they reveal a ‘compleat’ economic voter, who wields considerable power over electoral choice in Britain. This new result confirms and extends recent work on American and French elections.
