We analyze party discipline in the House of Representatives between 1947 and 1998. The effects of party pressures can be represented in a spatial model by allowing each party to have its own cutting line on roll call votes. Adding a second cutting line makes, at best, a marginal improvement over the standard single-line model. Analysis of legislators who switch parties shows, however, that party discipline is manifest in the location of the legislator's ideal point. In contrast to our approach, we find that the Snyder-Groseclose method of estimating the influence of party discipline is biased toward exaggerating party effects.

Using data from a longitudinal telephone study of voting-eligible black Americans I explore the political context of black voter turnout in the 1984 and 1988 presidential elections and reexamine the attitudinal and demographic variables associated with black electoral participation. Jesse Jackson supporters were more likely to vote in the 1984 presidential election, while black opposition to Reagan was also linked to black voter turnout in 1984. Nonetheless, blacks who preferred Jackson to other primary contenders in the 1988 nominating contest were less likely to vote in the presidential election. Finally, while education, political interest, partisanship, and age were generally associated with black voter participation, race identification had a less consistent effect. Instead, church membership and involvement in black political organizations serve as alternative, community-based resources that promote black participation. This research underscores the importance of both political context and group-based political resources in stimulating the black vote.

Existing political economy models explain the politics of trade policy using inter-industry differences. However, this article finds that much of the variation in U.S. applied tariff rates in fact arises within industry. I offer a theory of trade liberalization that explains how product differentiation in economic markets leads to firm-level lobbying in political markets. High levels of product differentiation eliminates the collective action problem faced by exporting firms while import-competing firms need not fear product substitution. To test this argument, I construct a new dataset on lobbying by all publicly traded manufacturing firms from reports filed under the Lobbying Disclosure Act of 1995. I find that productive exporting firms are more likely to lobby to reduce tariffs, especially when their products are sufficiently differentiated. I also find that highly differentiated products have lower tariff rates. The results challenge the common focus on industry-level lobbying for protection.

Causal beliefs are important ingredients of public opinion. Citizens are able to identify the causes of complex national issues and do so spontaneously. Evidence is presented that individuals' explanations of political issues are significantly influenced by the manner in which television news presentations “frame” these issues. These results are politically consequential, for individuals' explanations of national issues independently affect their assessments of presidential performance.

Could changing the locations of polling places affect the outcome of an election by increasing the costs of voting for some and decreasing them for others? The consolidation of voting precincts in Los Angeles County during California's 2003 gubernatorial recall election provides a natural experiment for studying how changing polling places influences voter turnout. Overall turnout decreased by a substantial 1.85 percentage points: A drop in polling place turnout of 3.03 percentage points was partially offset by an increase in absentee voting of 1.18 percentage points. Both transportation and search costs caused these changes. Although there is no evidence that the Los Angeles Registrar of Voters changed more polling locations for those registered with one party than for those registered with another, the changing of polling places still had a small partisan effect because those registered as Democrats were more sensitive to changes in costs than those registered as Republicans. The effects were small enough to allay worries about significant electoral consequences in this instance (e.g., the partisan effect might be decisive in only about one in two hundred contested House elections), but large enough to make it possible for someone to affect outcomes by more extensive manipulation of polling place locations.

We rely on data from India and the United States to show that political and economic centralization can influence the number of national parties in single-member simple-plurality electoral systems. Historically, in both countries the number of parties in local electoral districts has been near two, but the number of national parties has fluctuated. Periods of a small number of national parties in both countries correspond to periods of centralization. We argue that, as national governments centralize power and make policies that affect local areas, candidates have greater incentives to associate with national organizations, and voters have greater incentives to abandon locally competitive but nationally noncompetitive parties.

India has been the one major deviant case for consociational (power-sharing) theory, and its sheer size makes the exception especially damaging. A deeply divided society with, supposedly, a mainly majoritarian type of democracy, India nevertheless has been able to maintain its democratic system. Careful examination reveals, however, that Indian democracy has displayed all four crucial elements of power-sharing theory. In fact, it was a perfectly and thoroughly consociational system during its first two decades. From the late 1960s on, although India has remained basically consociational, some of its power-sharing elements have weakened under the pressure of greater mass mobilization. Concomitantly, in accordance with consociational theory, intergroup hostility and violence have increased. Therefore, India is not a deviant case for consociational theory but, instead, an impressive confirming case.

Clear fiscal policy effects appear in American state gubernatorial and legislative elections between 1968 and 1992, independent of the effects of incumbency, coattails, term limits, and macroeconomic conditions. The results show that accountability is generally stronger following a period of unified party control than under divided government. Voter reactions to taxes and spending relative to the state economy are conditional on expectations, which differ for each party. Net of these expectations, Republican gubernatorial candidates lose votes if their party is responsible for unanticipated increases in the size of the state budget; Democrats do not and, indeed, may be rewarded for small increases. Independent of this, the incumbent governor's party is punished in legislative elections for failing to maintain fiscal balance. Taken together, these results show how electoral accountability for fiscal policy outcomes is strong but highly contingent on a complex configuration of party labels, partisan control, expectations, and institutions.

American political parties are often regarded as “brokerage” organizations, weak in principle, devoid of ideology, and inclined to differ chiefly over unimportant questions. In contrast to the “ideological” parties of Europe—which supposedly appeal to their followers through sharply defined, coherent, and logically related doctrines—the American parties are thought to fit their convictions to the changing demands of the political contest. According to this view, each set of American party leaders is satisfied to play Tweedledee to the other's Tweedledum.

We propose a comprehensive statistical model for analyzing multiparty, district-level elections. This model, which provides a tool for comparative politics research analogous to that which regression analysis provides in the American two-party context, can be used to explain or predict how geographic distributions of electoral results depend upon economic conditions, neighborhood ethnic compositions, campaign spending, and other features of the election campaign or aggregate areas. We also provide new graphical representations for data exploration, model evaluation, and substantive interpretation. We illustrate the use of this model by attempting to resolve a controversy over the size of and trend in the electoral advantage of incumbency in Britain. Contrary to previous analyses, all based on measures now known to be biased, we demonstrate that the advantage is small but meaningful, varies substantially across the parties, and is not growing. Finally, we show how to estimate the party from which each party's advantage is predominantly drawn.

Are there returns to office in an authoritarian parliament? A new dataset shows that over 500 deputies to China’s National People’s Congress are CEOs of various companies. Entropy balancing is used to construct a weighted portfolio of Chinese companies that matches companies with NPC representation on relevant financial characteristics prior to the 11th Congress (2008–2012). The weighted fixed effect analysis suggests that a seat in the NPC is worth an additional 1.5 percentage points in returns and a 3 to 4 percentage point boost in operating profit margin in a given year. Additional evidence reveals that these rents stem primarily from the “reputation boost” of the position, and not necessarily formal policy influence. These findings confirm the assumptions of several prominent theories of authoritarian politics but suggest the need to further probe the nature of these institutions.

We compare vote choice in senate and gubernatorial elections from 1986 and 1990 with two retrospective voting hypotheses: the national referendum hypothesis and an economic retrospective hypothesis. Despite the similarities between the office of U.S. senator and governor (same constituency, high levels of campaign spending, highly visible candidates, etc.), we find that different types of retrospective evaluations are used with respect to vote choice. As members of the national legislative branch, senators' fortunes are linked to the success or failures of the president. In contrast, governors, as state executives, are held accountable for perceived state economic conditions, while senators escape unscathed from the same general economic evaluations. These findings shed some light on the nature of vote choice in a political system complicated by federalism and separation of powers.

Theoretical and empirical work on public policy agenda setting has ignored foreign policy. We develop a theory of foreign policy agenda setting and test the implications using time-series vector autoregression and Box-Tiao (1975) impact assessment methods. We theorize an economy of attention to foreign policy issues driven by issue inertia, events external to U.S. domestic institutions, as well as systemic attention to particular issues. We also theorize that the economy of attention is affected by a law of scarcity and the rise and fall of events in competing issue areas. Using measures of presidential and media attention to the Soviet Union, Arab-Israeli conflict, and Bosnian conflict, we show that presidential and media attentions respond to issue inertia and exogenous events in both primary and competing issue areas. Media attention also affects presidential attention, but the president does not affect issue attention by the media.

The discussion reports the results of an examination of the possible diffusion of new war participations during the 1946–65 era. A theoretical argument is developed to yield more precise expectations about when, where, why, and how diffusion processs might operate. Four diffusion-related processes (positive spatial diffusion, positive reinforcement, negative spatial diffusion, and negative reinforcement) are discussed and analyzed. A series of simple turnover tables and a focus on nations' borders are used to go beyond the authors' previous stochastic modeling efforts. The results provide strong evidence that is consistent with both the authors' theoretical argument and the general war diffusion hypothesis. The analyses seem to indicate that certain types of wars may indeed have tended to diffuse across space from one nation to another between 1946 and 1965.

We present a model where groups attempt to influence policies using both bribes (plata, Spanish for silver) and the threat of punishment (plomo, Spanish for lead). We then use it to make predictions about the quality of a country's public officials and to understand the role of institutions granting politicians with immunity from legal prosecution. The use of punishment lowers the returns from public office and reduces the incentives of high-ability citizens to enter public life. Cheaper plomo and more resources subject to official discretion are associated with more frequent corruption and less able politicians. This predicts that violence in a country will typically go together with corruption and worse politicians. Moreover, the possibility of punishment changes the nature of the influence game, so that even cheaper plata can lower the ability of public officials. Protecting officials from accusations of corruption (immunity) will decrease the frequency of corruption if the judiciary is weak and may increase the quality of politicians. These predictions cannot emerge from a traditional model where only bribes are used.

This paper uses a unique data set on over 1,400 world leaders between 1848 and 2004 to investigate differences in educational qualifications between leaders who are selected in democracies and autocracies. After including country and year fixed effects, we find that democracies are around 20% more likely to select highly educated leaders. This finding is robust to a wide range of specifications, choices of subsamples, controls, and ways of measuring education and democracy.

The theory of spatial voting has played a large role in the development of important results across many areas of political science. Directly testing the foundational assumptions of spatial voting theory, however, has not been possible with existing data. Using a novel survey design, this article obtains estimates of voter ideology on the same scale as candidate positions. The results of this scaling demonstrate that voters possess meaningful ideologies and, furthermore, that these beliefs are strongly related to the sorts of policy proposals considered in Congress. These ideology estimates are then used to uncover the actual relationships between ideology and vote choice for citizens of various types in the 2004 presidential election. Although the choices of independent voters are shown to be largely consistent with the assumptions of spatial voting theory, the decision rules used by partisans differ strongly from what unbiased spatial voting would imply. Although partisans do converge toward the behavior of independents, and hence toward the assumptions of spatial voting theory, as information levels increase, we see that even highly informed partisans show significant differences from what would be implied by unbiased spatial voting theory.

Experiments show significant demobilizing and alienating effects of negative advertising. Although internally valid, experiments may have limited external validity. Aggregate and survey data offer two ways of providing external validation for experiments. We show that survey recall measures of advertising exposure suffer from problems of internal validity due to simultaneity and measurement error, which bias estimated effects of ad exposure. We provide valid estimates of the causal effects of ad exposure for the NES surveys using instrumental variables and find that negative advertising causes lower turnout in the NES data. We also provide a careful statistical analysis of aggregate turnout data from the 1992 Senate elections that Wattenberg and Brians (1999) recommend. These aggregate data confirm our original findings. Experiments, surveys, and aggregate data all point to the same conclusion: Negative advertising demobilizes voters.

Combining the classical theorem of Stolper and Samuelson with a model of politics derived from Becker leads to the conclusion that exogenous changes in the risks or costs of countries' external trade will stimulate domestic conflict between owners of locally scarce and locally abundant factors. A traditional three-factor model then predicts quite specific coalitions and cleavages among owners of land, labor, and capital, depending only on the given country's level of economic development and its land-labor ratio. A preliminary survey of historical periods of expanding and contracting trade, and of such specific cases as the German “marriage of iron and rye,” U.S. and Latin American populism, and Asian socialism, suggests the accuracy of this hypothesis. While the importance of such other factors as cultural divisions and political inheritance cannot be denied, the role of exogenous changes in the risks and costs of trade deserves further investigation.

The trustee/delegate problem purportedly expresses how closely a representative's votes in the legislature should correspond to their constituents' preferences. In this article, I argue that the usual formulation of this debate collapses three distinctions—aims, source of judgment, and responsiveness—and thus obscures the underlying complexity of the phenomenon. Given its tripartite formulation, the collapse of these distinctions into a binary “trustee/delegate” formulation obscures a more complex political landscape with eight—rather than two—ideal types. Furthermore, once unpacked, we can see that the distinctions operate entirely independent of the location of authority, leading to the seemingly paradoxical instructed trustees and independent delegates. I also claim that the three distinctions apply to any decision maker, and thus, the attribution of this problem as distinctive of democratic political representation is an important overstatement. The article thus contributes to a more general theory of political representation that can be applied in nonelectoral and nondemocratic contexts increasingly relevant to global politics.
