The European Parliament and Supranational Party System

  • This book examines the impact of increased legislative power and political authority on the internal development of the European Parliament and the supranational party group system. This is done through an analysis of changes in the hierarchical structures that regulate the internal organization of both the EP as a whole and the individual party groups. In addition, the changing pattern of coalition formation between party groups across time and legislative procedure is analyzed. The trends of internal development examined suggest that the increases in EP power that have occurred since the creation of the cooperation procedure by the Single European Act in 1987 have caused a fundamental shift in the character of the European Parliament as a legislative institution. Prior to 1987 the European Parliament, despite direct election and several small attempts to increase its powers, served primarily as a chamber of debate where much more was discussed than accomplished.

Public Opinion, Democracy, and Market Reform in Africa

  • This book is a fascinating exploration of public opinion in sub-Saharan Africa. Based on the Afrobarometer, a comprehensive cross-national survey research project, it reveals what ordinary Africans think about democracy and market reform, subjects on which almost nothing is otherwise known. The authors find that support for democracy in Africa is wide but shallow and that Africans feel trapped between state and market. Beyond multiparty elections, people want clean and accountable government. They will accept economic structural adjustment only if it is accompanied by an effective state, the availability of jobs, and an equitable society. What are the origins of these attitudes? Far from being constrained by social structure and cultural values, Africans learn about reform on the basis of knowledge, reasoning, and experience. Weighing supply and demand for reform, the authors reach cautious conclusions about the varying prospects of African countries for attaining fully-fledged democracy and markets.0

  • Sometimes politicians run for office promising one set of policies, and if they win, switch to very different ones. Latin American presidents in recent years have frequently run promising to avoid pro-market reforms and harsh economic adjustment, then win and transform immediately into enthusiastic market reformers. Does it matter when politicians ignore the promises they made and the preferences of their constituents? If politicians want to be reelected or see their party reelected at the end of their term, why would they impose unpopular policies? Susan Stokes develops a model of policy switches and tests it with statistical and qualitative data from Latin American elections over the last two decades. She concludes that politicians may change policies because unpopular policies are best for constituents and best serve their own political ambitions. Nevertheless, even though good representatives sometimes switch policies, abrupt change tends to erode the quality of democracy.

  • Rightly fearing that unscrupulous rulers would break them up, seize their resources, or submit them to damaging forms of intervention, strong networks of trust such as kinship groups, clandestine religious sects, and trade diasporas have historically insulated themselves from political control by a variety of strategies. Drawing on a vast range of comparisons over time and space, Trust and Rule, first published in 2005, asks and answers how and with what consequences members of trust networks have evaded, compromised with, or even sought connections with political regimes. Since different forms of integration between trust networks produce authoritarian, theocratic, and democratic regimes, the book provides an essential background to the explanation of democratization and de-democratization.

  • The ultimate goal of environmental policy is reducing pollution. Attention to environmental problems in the social sciences has brought some bold generalizations about causes of good results, but almost no systematic cross-national studies that flesh out major theoretical arguments and test those claims with data. This study makes a seminal contribution to that effort in two ways. First, by taking environmental outcomes over the last thirty years as the central dependent variable, it provides a basis for evaluating national performance in reducing environmental problems. Second, by developing a data set including performance in a number of countries and elaborating on major explanations of environmental performance found in the literature, this study provides the most rigorous available analysis of the determinants of environmental performance. In so doing, it challenges what is probably the conventional wisdom in the social sciences.

Redeeming the Communist Past

  • This major study examines one of the most surprising developments in East Central European politics after the democratic transitions of 1989: the completely unexpected regeneration of the former communist parties. After the collapse of the communist regimes in 1989, these ruling communist parties seemed consigned to oblivion. However, confounding scholarly and popular expectations, all of these parties survived. Some have even returned to power. This in-depth, comparative study systematically analyzes the trajectories of four cases: the Czech Republic, Slovakia, Poland, and Hungary (with additional examination of other communist party successors). Relying on extensive, and unprecedented, primary research, this analysis employs a consistent analytical framework that combines the peculiarities of the post-socialist cases with broad theoretical concerns of institutional analysis, democratic transitions and consolidation, and party politics.

  • The shift from state-led to market-oriented, neoliberal economic policies has been one of the most important changes in the developing world during the last two decades. Although much existing research has focused on why countries choose these neoliberal policy reforms and how they implement them, Richard Snyder's study offers an analysis of politics after neoliberalism. The book proposes a framework that explains how neoliberal reforms, rather than unleashing market forces, actually trigger 're-regulation' processes involving strategic interactions between political entrepreneurs and societal groups. Depending on the strengths and strategies of politicians and societal groups, reregulation results in different types of new institutions for market governance with contrasting consequences for economic efficiency and social justice. This framework is used in conjunction with an innovative subnational comparative method to analyze evidence from four Mexican states about the politics of reregulation.

Democracy, Development, and the Countryside

  • Several scholars have written about how authoritarian or democratic political systems affect industrialization in the developing countries. There is no literature, however, on whether democracy makes a difference to the power and well-being of the countryside. Using India as a case where the longest-surviving democracy of the developing world exists, this book investigates how the countryside uses the political system to advance its interests. It is first argued that India's countryside has become quite powerful in the political system, exerting remarkable pressure on economic policy. The countryside is typically weak in the early stages of development, becoming powerful when the size of the rural sector defies this historical trend. But an important constraint on rural power stems from the inability of economic interests to overpower the abiding, ascriptive identities, and until an economic construction of politics completely overpowers identities and non-economic interests, farmers' power, though greater than ever before, will remain self-limited.

  • In an in-depth comparative and long-term analysis, first published in 2004, Daniele Caramani studies the macro-historical process of the nationalization of politics. Using a great wealth of data on single constituencies in seventeen West European countries, he reconstructs the territorial structures of electoral support for political parties, as well as their evolution since the mid-nineteenth century from highly fragmented politics in the early stages toward nation-wide alignments. Caramani provides a multi-pronged empirical analysis through time, across countries, and between party families. The inclusion in the analysis of all the most important social and political cleavages - class, state-church, rural-urban, ethno-linguistic and religious - allows him to assess the nationalizing impact of the class cleavage that emerged from national and industrial revolutions, and the resistance of preindustrial cultural factors to national integration. Institutional and socio-economic factors are combined with actor-centered patterns and differences between national types of territorial configurations of the vote.

  • This study demonstrates that in a time of massive change characterized by the emergence of entirely new political systems and a fundamental reorganization of economic life, systematic patterns of economic conditions affecting election results at the aggregate level can in fact be identified during the first decade of post-communist elections in five post-communist countries: Russia, Poland, Hungary, Slovakia, and the Czech Republic. A variety of theoretical arguments concerning the conditions in which these effects are more or less likely to be present are also proposed and tested. Analysis is conducted using an original data set of regional level economic, demographic, and electoral indicators, and features both broadly based comparative assessments of the findings across all twenty elections as well as more focused case study analyses of pairs of individual elections.

Nationalist Mobilization and the Collapse of the Soviet State

  • This 2002 study examines the process by which the seemingly impossible in 1987 - the disintegration of the Soviet state - became the seemingly inevitable by 1991, providing an original interpretation not only of the Soviet collapse, but also of the phenomenon of nationalism more generally. Probing the role of nationalist action as both cause and effect, Beissinger utilizes data and case studies from across the USSR during its final years to elicit the shifting relationship between pre-existing structural conditions, institutional constraints, and event-generated influences in the nationalist explosions that brought about the collapse of the Soviet Union. As Beissinger demonstrates, the 'tidal' context of nationalism - i.e., the transnational influence of one nationalism upon another - is critical to an explanation of the success and failure of particular nationalisms, why some nationalisms turn violent, and how a crescendo of events can overwhelm states, periodically evoking large-scale structural change in the character of the state system.

Age in the Welfare State

  • This book asks why some countries devote the lion's share of their social policy resources to the elderly, while others have a more balanced repertoire of social spending. Far from being the outcome of demands for welfare spending by powerful age-based groups in society, the 'age' of welfare is an unintended consequence of the way that social programs are set up. The way that politicians use welfare state spending to compete for votes, along either programmatic or particularistic lines, locks these early institutional choices into place. So while society is changing - aging, divorcing, moving in and out of the labor force over the life course in new ways - social policies do not evolve to catch up. The result, in occupational welfare states like Italy, the United States, and Japan, is social spending that favors the elderly and leaves working-aged adults and children largely to fend for themselves.

  • This book presents empirical research on the nature and structure of political violence. While most studies of social movements focus on single - nations, Donatella della Porta uses a comparative research design to analyse movements in two countries - Italy and Germany - from the 1960s to the 1990s. Through extensive usage of official documents and in-depth interviews, della Porta is able to explain the actors' construction of external political reality. The empirical data are used to build a middle-range theory of political violence that incorporates an analysis of the interactions between social movements and the state at the macro-level, an analysis of the development of radical organizations as entrepreneurs for political violence at the meso-level, and an analysis of the construction of 'militant' identities and countercultures at the micro-level.

Crony Capitalism

  • Why has the literature on Asian development not addressed the issue of money politics in Korea? How can we reconcile the view of an efficient developmental state in Korea before 1997 with reports of massive corruption and inefficiency in that same country in 1998 and 1999? Politics is central to the answer. In this book the author makes two arguments. First, both Korea and the Philippines experienced significant corruption throughout the post-independence era. Second, political - not economic - considerations dominated policy making in both countries. Focusing on the exchange of favors for bribes between state and business, the author argues that politics drove policy choices, that bureaucrats were not autonomous from political interference in setting policy, and that business and political elites wrestled with each other over who would reap the rents to be had. Even in Korea, corruption was far greater than the conventional wisdom allows.

  • In an in-depth comparative analysis, Stefano Bartolini studies the history of socialism and working-class politics in Western Europe. While examining the social contexts, organizational structures and political developments of thirteen socialist experiences from the 1880s to the 1980s, he reconstructs the steps through which social conflict was translated and structured into an opposition, as well as how it developed its different organizational and ideological forms, and how it managed more or less successfully to mobilize its reference groups politically. Bartolini provides a comparative framework that structures the wealth of material available on the history of each unit and allows him to assess the relative weight of the complex explanatory factors.

Using formerly unavailable archival sources, this book presents an explanation for the rise and subsequent collapse of the Soviet state. The study explains how personal networks and elite identity served as informal sources of power that influenced state strength. Reconstructing the State also offers alternative interpretations of how the weak Bolshevik state extended its reach to a vast rural and multi-ethnic periphery as well as the dynamics of the center-regional conflict in the 1930s that culminated in the Great Terror.

  • In most post-colonial regimes in sub-Saharan Africa, state power has been used to structure economic production in ways that have tended to produce economic stagnation rather than growth. In this 1993 book, Catherine Boone examines the ways in which the exercise of state power has inhibited economic growth, focusing on the case of Senegal. She traces changes in the political economy of Senegal from the heyday of colonial merchant capital in the 1930s to the decay of the 1980s and reveals that old trading monopolies and commercial hierarchies were preserved at the cost of reforms that would have stimulated economic growth. Boone uses this case to develop an argument against analyses of political-economic development that identify state institutions and ideologies as independent forces driving the process of economic transformation. State power, she argues, is rooted in the material and social bases of ruling alliances.

  • Trust and cooperation are at the heart of the two most important approaches to comparative politics - rational choice and political culture. Yet we know little about trust's relationship to political institutions. This book sets out a rationalist theory of how institutions - and in particular informal institutions - can affect trust without reducing it to fully determine expectations. It then shows how this theory can be applied to comparative political economy, and in particular to explaining inter-firm cooperation in industrial districts, geographical areas of intense small firm collaboration. The book compares trust and cooperation in two prominent districts in the literature, one in Emilia Romagna, Italy, and the other in Baden-Württemberg, Germany. It also sets out and applies a theory of how national informal institutions may change as a result of changes in global markets, and shows how similar mechanisms may explain persistent distrust too among Sicilian Mafiosi.

Cultural Contestation in Ethnic Conflict

  • Ethnic conflict often focuses on culturally charged symbols and rituals that evoke strong emotions from all sides. Marc Howard Ross examines battles over diverse cultural expressions, including Islamic headscarves in France, parades in Northern Ireland, holy sites in Jerusalem and Confederate flags in the American South to propose a psychocultural framework for understanding ethnic conflict, as well as barriers to, and opportunities for, its mitigation. His analysis explores how culture frames interests, structures demand-making and shapes how opponents can find common ground to produce constructive outcomes to long-term disputes. He focuses on participants' accounts of conflict to identify emotionally significant issues, and the power of cultural expressions to link individuals to larger identities and shape action. Ross shows that, contrary to popular belief, culture does not necessarily exacerbate conflict; rather, the constructed nature of psychocultural narratives can facilitate successful conflict mitigation through the development of more inclusive narratives and identities.

Imagined Economies

  • This book examines the economic bases of regional sovereignty movements in the Russian Federation from 1990–1993. The analysis is based on an original data set of Russian regional sovereignty movements and the author employs a variety of methods including quantitative statistical analysis, as well as qualitative case studies of Sverdlovsk and Samara oblasts using systematic content analysis of local newspaper articles. The central finding of the book is that variation in Russian regional activism is explained not by differences in economic conditions but by differences in the construction or imagination of economic interests; to put it in the language of other contemporary debates, economic advantage and disadvantage are as imagined as nations. In arguing that regional economic interests are inter-subjective, contingent, and institutionally specific, the book addresses a major question in political economy, namely the origin of economic interests. In addition, by engaging the nationalism literature, the book expands the constructivist paradigm to the development of economic interests.
