Lightning-related accidents were relatively frequent among age-of-sail seafarers, due to tall ships’ exposure and prominence above the sea. Yet lightning remains largely neglected in the historiography on sailors’ experiences. Examining a range of contemporary medical and philosophical literature, shipboard surgeons’ journals, operational correspondence and seamen’s memoirs, this article argues that lightning strikes created unique moments of epistemological and social crisis aboard naval ships. With its awesome multi-sensorial manifestations, divine symbolism and catastrophic and erratic effects on human bodies, lightning loomed large in many seafarers’ consciousness, as a powerful source of panic and trauma. At the same time, despite contemporary developments in natural philosophical understandings of electricity, surgeons’ training on how to treat these injuries remained limited. As a result, lightning could substantially affect naval shipboard relations between officers and ‘common’ seamen, creating challenges to the former’s authority and mobilising a range of competing emotions and knowledges. Considering lightning illustrates the fruitfulness of looking at uncommon but devastating types of injury, for historians interested in medical authority and in the doctor–patient relationship. It also helps us to start sketching accounts of seafaring bodies, health and maritime medical and religious cultures that give the sky its due place alongside the water.

This work shows that direct combustion of cotton gin waste (CGW) at cotton gins can profitably generate electricity. Many bioenergy processing centres emphasise very large-scale operations, which require a large and stable bio-stock supply that is not always available. Similarly, a small biorefinery processing gin trash at a cotton gin must wrestle with the high volatility of cotton yields and price variation in cotton and electricity. Fortunately, the smaller scale allows these risks to be somewhat countervailing. Low cotton yields allow the limited gin trash available to be applied to the highest peak electricity prices in winter. Similarly, high yields with low cotton prices generate revenue from power generation throughout high winter electric prices.

To assess the profitability of an onsite power plant requires high-resolution data. We utilise hourly electricity price data from 2010 to 2021 in West Texas and obtain a small data array of 15 years of gin trash at a medium-sized gin. Prior analyses have had neither. We leverage limited CGW data to better leverage generous electricity price data by generating a Bayesian distribution for CGW. We simulate 10,000 annual CGW outcomes and electricity prices. Using engineering parameters for combustion efficiency, we show the expected internal rates of return of 19–22% for a 1 MWe and a 2 MWe plant at a small gin. Simulations then compare economic returns to the variance of those returns, which allows the analyst to present to investors a frontier of stochastic dominant return outcomes (risk-returns trade-off) for plants of different sizes at different sized gins.

Within the area of electricity market regulation, a practice has emerged in which the chain of delegation has gone beyond the European Commission, resulting in double delegation. During 2015–2017, the European Commission adopted implementing regulations requiring detailed European terms, conditions and methodologies (TCMs) for electricity markets and system operation to be jointly adopted by national energy regulators. Should the latter fail to agree within a predefined time limit, rule-making would move to the Agency for the Cooperation of Energy Regulators. This rule-making procedure entails that, depending on the dynamic within the procedure, different actors would adopt the TCMs. This article examines how double-delegated rule-making unfolds in a novel and emerging practice, evolving beneath implementing acts. By analysing the factors behind whether TCMs are adopted jointly by national agencies or not, the study investigates whether this form of delegated rule-making in a network setting delivers decisions or whether rule-making by a European Union agency is needed.

This article examines the origins of national electrification in Chile, situating its technocratic promoters within a broad trend – unfolding across Latin America – toward the ‘rational’ management and conservation of natural resources by the state. It surveys the early history of Chilean electrification (1890s–1940s) to show how conservationist thinking flowed through discussions and debates among engineers about the proper uses of the country's waters. These ideas eventually shaped the 1943 national electrification plan, which focused on hydropower. The article sheds new light on the history of Chile's technocracy, the relationship between perceptions of the environment and development planning, and the political and economic debates over national electrification. It also shows how the conservationist dilemma of using versus preserving natural resources operated within a utilitarian and highly technical framework for thinking about nature's bounty. The article thus contributes to recent historical scholarship on conservation and environmental technocrats in Latin America.

Major theories of military innovation focus on relatively narrow technological developments, such as nuclear weapons or aircraft carriers. Arguably the most profound military implications of technological change, however, come from more fundamental advances arising from ‘general-purpose technologies’ (GPTs), such as the steam engine, electricity, and the computer. Building from scholarship on GPTs and economic growth, we argue that the effects of GPTs on military effectiveness are broad, delayed, and shaped by indirect productivity spillovers. We label this impact pathway a ‘general-purpose military transformation’ (GMT). Contrary to studies that predict GPTs will rapidly diffuse to militaries around the world and narrow gaps in capabilities, we show that GMTs can reinforce existing balances if leading militaries have stronger linkages to a robust industrial base in the GPT than challengers. Evidence from electricity's impact on military affairs, covering the late nineteenth and early twentieth centuries, supports our propositions about GMTs. To probe the explanatory value of our theory and account for alternative interpretations, we compare findings from the electricity case to the military impacts of submarine technology, a non-GPT that emerged in the same period. Finally, we apply our findings to contemporary debates about artificial intelligence, which could plausibly cause a profound GMT.

The stunning and killing efficiency of ice, superchilling (N2 gas), freezing (-37°C), gradual heating (40°C), boiling, piercing of ganglia, salt baths (NaCl and KCl), gas (CO2) and electricity (50 Hz AC) on edible crabs was studied. Results showed that electricity was the most efficient stunning method, whereby edible crabs could be rendered insensible within 1 s using electric field strengths of 400 V m−1 and above. Prolonging the electrical current to 10 s resulted in less potential difference (220 V m−1) required to stun the crabs. Applying a two-stage stun with 530 Vm−1 for 1 s followed by 170 V m−1 for 2 min resulted in a state of prolonged unconsciousness and 60% mortality. Failure to stun the crabs with electricity resulted in massive autotomy, where all appendages were lost. Behavioural responses were lost in approximately 30% of crabs after 100 min of chilling on ice, while freezing did not render the crabs unconscious until temperatures of subzero were reached. The exposed chelipeds stiffened, and once frozen, irreversible damage was caused. Placing crabs into heated seawater (40°C) led all responses to be lost after 5 min, while the internal temperature exceeded an average of 26°C, representing approximately 2.5 min of boiling. Gas, in the form of CO2, NaCl, and a low concentration of KCl (5%), failed to render the animals insensible within 12 min. Using 20% KCl saw all animals lose all behavioural responses within 3 min. The piercing of single ganglions failed to kill the animal; both ganglia must be pierced in order to kill the animal. We conclude that electrical stunning is recommended prior to boiling or carving, while piercing can alternatively be carried out by trained personnel.

Australia has one of the most ‘liberalised’ electricity sectors in the world. The sale of government-owned electricity companies has contributed to that liberalisation and a quarter of the proceeds of one of the world’s largest privatisation programmes. In 2014, the state governments of New South Wales and Queensland announced further electricity privatisations if re-elected. Advocates claim private ownership will mean more productive investment, lower costs leading to more efficient operations, lower prices for all consumers and better market functioning without government interference. Opponents contend that the true value of government businesses is not being realised at sale, retention can achieve returns greater than those from a sale, and that follow sale, prices will rise and jobs will be lost. This article demonstrates that the claims of either lower or higher prices, of job losses and of more efficient operations are tantamount to being myths of privatisation not borne out by reality.
