This historically situated, UK-based review of New Labour's human rights and mental health policy following the 1998 Human Rights Act (HRA) and 2007 Mental Health Act (MHA), draws on Klug's identification of three waves of human rights. These occurred around the American and French Revolutions, after World War II, and following the collapse of state communism in 1989, and the article assesses impacts on mental health policy up to and including the New Labour era. It critiques current equality and rights frameworks in mental health and indicates how they might be brought into closer alignment with third wave principles.

This article is based on research set up to explore temporal dimensions of loneliness amongst older people in a northern town. As the study progressed, spatial considerations and confinements emerged as a related and equally important feature. The article suggests that the ‘social sphere’ of lived reality, especially reality lived out in one confined space, is a prime candidate for what has been termed ‘de-familiarisation’. Social policy discourses focussed on ‘ageing in place’ can sometimes neglect the realities of older people’s circumstances, daily life and social contact. Central arguments put forward in the article are: that loneliness increases as spatial prospects recede; that ‘home’ can become a source of frustration and negativity rather than a source of solace and comfort; and that expanding and facilitating the social horizons of older people currently ‘confined’ to home should be prioritised within a genuinely age-friendly approach to social policy.

This study examines a recent legislative change in New Zealand social policy that provides for the partners of people engaging in welfare fraud to be prosecuted for the crime and to be jointly liable for the debt generated from the crime. This situation applies where the partner knew, or ought to have known, of the fraud. This approach may be contrasted with the treatment of the partners of those who engage in tax evasion, or other forms of financial crime, who are not liable for prosecution or any debt resulting from the offence.

Discrimination of those on welfare is well-established. The article highlights the extent to which welfare beneficiaries are now targeted for greater punitive measures in New Zealand and the increasing criminalisation of welfare in the country. The practices outlined appear to contravene the New Zealand Human Rights Act. Moreover, these practices are not aligned with the basic provisions of criminal law: that a guilty mind and a positive act are present for a crime to be committed. The study draws attention to issues of equity, knowledge of crime, and the construction of crime and criminals in the New Zealand justice system.

In late 2011, the Conservative and Liberal Democrat coalition government announced the launch of a new programme on ‘troubled families’ – a term used to describe the estimated 120,000 most behaviourally anti-social families in England and Wales. To many social scientists, this appeared to be yet another reconstruction of the broad ‘underclass’ concept that has run like a thread of analysis through UK poverty discourses over the last 150 years. The symbolic nature and coded meanings of this particular concept of poverty are very interesting, as is the way it has been reconstructed periodically. This paper summarises these reconstructions, and the analytical issues raised by them: the ‘residuum’ concept of the 1880–1914 period; the ‘social problem group’ of the inter-war years; the ‘problem family’ of the 1940s and 1950s; the ‘cycle of deprivation’ of the 1970s; and the ‘underclass’ of the 1980s and 1990s.

Since 2000, literature on West (EU15) and East-Central European (EU8) welfare states has focused on a set of ‘new social risks’ including insecure employment and income, population ageing, unsustainable social security systems, and large-scale international immigration. Our State-of-the-Art (SOTA) article brings Russia into the dialogue on ‘new social risks’. We show that broadly similar structural changes in industrial economies, labour markets and demographic patterns ended the post-World-War-Two (WWII) ‘Golden Age’ of welfare expansion in both the EU15 and communist states. Shared new social risks rose to the top of policy agendas. Governments responded mainly, though not exclusively, with liberalising, privatising and exclusionary policies. The SOTA compares their policy responses, specifically pension system reforms, demographic (pro-natalist and family) policies, and integration of immigrants. We find both convergence and divergence based on states’ differing welfare legacies. The conclusion considers path-departing ‘emergency Keynesian’ responses to the COVID-19 crisis, and renewed attention to Beveridge welfare models.

This review article explores the evidence on child poverty rates amongst different ethnic groups in the UK. The Labour Government aims to end child poverty by 2020. Its strategy rests on improving employability, making work pay and expanding childcare provision. But child poverty rates among ethnic minorities are higher than among white people, which suggests that policies to reduce these have been ineffectual. The factors underlying this differential include labour market disadvantage, insensitive mainstream services and the language barriers that may cause low take-up of services, benefits and tax credits. The article concludes by suggesting a number of policy strategies that government could take to reduce the levels of child poverty amongst ethnic minorities.

As the delivery of social services is increasingly carried out by contractors, it is no longer state officials alone who determine clients’ ‘deservingness’. This article draws attention to the interrelated notions of mixed services and mediated deservingness as they apply in the context of migrants’ access to housing in Athens, Greece, during the so-called ‘migration crisis’ of 2015-2017. It argues that non-state actors essentially act as intermediaries between the state and the migrant clients, making their own judgements on the migrants’ deservingness and using their discretionary power accordingly. The findings reveal distinct discretionary patterns among street-level actors who represent migrants, depending on how each interprets the notion of ‘vulnerability’ with regard to gender and age. Although these actors’ room for manoeuvre is framed by the policy framework and the structural conditions in which they operate, their individual normative assumptions play a critical role in shaping their discretionary behaviour towards migrants.

This paper explores issues of social and multiple identity and their implications for equality law and practice. The paper considers three principal dilemmas – passing, groupism and the limitations of participatory justice as a political strategy for the achievement of equality. The objective is to contribute a ‘thick’ understanding of issues of identity and identification with which to inform and situate the development of the UK's ‘single equality approach’. The paper argues that the negotiations of identity required of members of minority groups is a form of work.

This article1 analyses whether and how social innovations can be implemented in a Conservative/Bismarckian welfare regime and society such as Germany. It examines the transferability and the relevance of this discourse and practice, and argues that, due to existing institutional structures and cultures, innovation by public sector intrapreneurship is more significant in Germany than through social entrepreneurship. The article challenges the assumption that social innovation emerges from entrepreneurship, and questions the level of attention and importance attached to this development

The combination of population ageing, changing family structures and patterns of employment is having an increasing impact on intergenerational relations in Western societies. The ‘generational contract’ is being affected by women's growing labour market participation, especially among mothers with young children, the extension of the period spent in education and training and the curtailment of welfare expansion. Since women carry the main burden of care work, the organisation of social care is a key issue in understanding changing intergenerational relations. This article explores the perceptions that European families in different socio-political contexts have of changing intergenerational relations and their expectations of policy actors.

Universal Credit (UC) has been rolling out since 2013 to radically alter the UK welfare system. Several UC design features, and its changes to benefit generosity, can lead to claimants struggling to afford rent payments. This article uses fixed-effects panel modelling to investigate UC’s housing insecurity impacts within English local authorities (2014 Q1 - 2019 Q1) by bringing together official UC data and Citizens Advice ‘advice trends’ data on rent arrears/homelessness issues within the social/private rented sectors. The results suggest UC rollout is associated with increases in rent arrears advice issues (though not homelessness advice issues). This impact tended to be greater when UC had been rolled out for longer (and therefore reached more claimants), and was greatest in the social rented sector where people are more vulnerable to arrears. This highlights a need to increase the level of UC payments and address its long wait periods and harsh sanctions.

There is growing concern surrounding the retraction of disability social provisioning measures across the western world, with state fiscal policy trends foregrounding austerity as a central principle of welfare provisioning. This is occurring within many of the nation-states that have ratified and legislated rights enshrined by the United Nations Convention on the Rights of Persons with Disabilities (CRPD). This article undertakes a critical analysis of disability income retraction in Australia since the early 2000s and examines these changes for Aboriginal and Torres Strait Islander Australians living with disability by focusing on Article 20 of the CRPD, the right to personal mobility, a core right for people with disabilities and Indigenous peoples. Beyond economic inequality, the article illustrates that the various administrative processes attached to welfare retraction have implications for the realisation of mobility practices that are critical for individual cultural identity and wellbeing. Disability austerity has resulted in a new form of Indigenous containment, fixing Aboriginal and Torres Strait Islander people with disabilities in a cyclical motion of poverty management.

In the UK and many other European countries, there continue to be concerns about a range of social issues including the position of immigrants, the educational attainment of marginalised groups and the persistence of the gender pay gap. Increasingly, governments and NGOs assert that the promotion of equality and human rights policies are central to addressing these issues, with a view to creating societies which are both more equitable and more efficient. Over the past decade and a half, a period of economic growth followed recently by a major recession, the equality and human rights agenda enjoyed a high political profile. However, as we discuss in this review article, the social and economic optimism of the late nineties and early to mid noughties has been followed by economic retrenchment, a commitment to the shrinking of the state and the public sphere across Europe and a general move to the political right. In this article, we first review the political context which led to the rise of the equality and human rights agenda. Subsequently, we examine competing conceptualisations of equality and their operationalisation within British social policy. Finally, we assess the progress which has been made towards achieving a more equal society in the UK over recent years drawing on data gathered and analysed by the National Equality Panel (NEP, 2010).

In the context of increased marketisation in welfare provision, formal information and advice (I&A) is widely assumed to enable users, as consumers, to make informed choices about services, support and care. There is emerging evidence that telephone I&A services represent important ways of providing such services. This article proposes a framework that identifies key areas of focus delineating the efficacy of I&A, which is then used in a comprehensive literature review to critique existing research on outcomes and/or impact of telephone I&A. Existing, predominately quantitative, research has critical weaknesses. There is a lack of adequate contextual focus, understanding agency, and how I&A is used in different contexts to influence causal processes. The article contends that the efficacy of I&A is not adequately reported and provides much needed theoretical clarity in key areas, including the desirability of further realist evaluation approaches.

This article argues the case for the integration of a global perspective within social policy as a means of enriching teaching and learning methods and experiences. We review the various ways in which such a perspective is currently integrated into social policy degrees and address some of the opportunities and challenges for teaching and learning that it involves. We consider current thinking on curriculum development, which, we contend, can facilitate the integration of a global perspective into social policy analysis and the alignment of the various factors influencing student learning.

Devolution presented an opportunity for the Welsh Government to introduce changes to housing and homelessness policy, and the subsequent homelessness reforms are seen as one of the best examples to date of the Welsh Government using its powers. However, devolved governments in small countries face a number of challenges in terms of realising their housing policy ambitions. In this article we argue that there is inevitable dissonance between the policy behind the Welsh Government legislation (prevention) and practice (implementation) associated with structural challenges (for example, austerity and budget restrictions, Welfare Reform and the availability of affordable accommodation). In response we propose a number of actions the Welsh Government might undertake to attempt to mitigate such structural challenges which also resonate in the English context where welfare retrenchment and homelessness prevention policies operate simultaneously.

The Income Deprivation Affecting Children Index (IDACI) uses administrative data to count children living in households in receipt of both in-work and out-of-work means-tested benefits and provides small area ranking as an indicator of child poverty in neighbourhoods. Benefit take-up rates within an area will affect its reliability. We aimed to examine benefit take-up rates and compare area ranking by the IDACI with ranking using individually reported data across areas of varying ethnic composition. Mothers living in areas with high minority ethnic density were less likely to report claiming a benefit than those in majority White or mixed areas, despite reporting lower incomes. The correlation between self-reported material difficulties and worsening IDACI rank was much lower in areas characterised by minority ethnic populations. Further investigation into the performance of area-based deprivation measures in areas with high minority ethnic density is needed.

The papers in the themed section emerge from the work of the ESRC Research Group on Care, Values and the Future of Welfare (CAVA), based at the University of Leeds. CAVA was funded from 1999 to undertake a five-year programme of research into changes in parenting and partnering in Britain and their implications for future social policies. At the heart of CAVA's research is an investigation into the values that people attach to their parenting and partnering activities. We are interested in ‘what matters’ to people in their family lives and personal relationships, especially as they undergo change. This question lay at the centre of our core empirical projects, all of which were based on in-depth qualitative research. (An account of our methodology may be found in the Appendix to this Introduction). The projects focused on different aspects of change: motherhood, care and employment; kin relationships after divorce; care and commitments in transnational families; practices of care and intimacy amongst those who live without a co-resident partner; and collective values of care and support in self-help groups, voluntary organisations and trade unions. Each of these projects is represented in the following collection.

In the RAE 2001, widely differing proportions of staff were judged internationally excellent in different academic subjects. This has important financial and other implications, and in 2008 a hierarchical structure will aim to increase consistency. We look at those subjects that will be part of a super-unit with social policy in 2008, and consider what objective rationale may explain the wide differences in ratings in 2001. A quantitative analysis found no such rationale, indeed some variations appear perverse. This highlights the need for greater consistency of judgements, perhaps steered by a ‘super-panel’.
