This article investigates the works of Dussel, Maldonado-Torres, and Mbembe as representatives of a tendency in the field of decolonial thought to assume the templates of warfare and the camp as the archetypal registers of violence in the contemporary world. Identifying this focus as the remnant of a Eurocentric vocabulary (the paradigm of war), the article proposes a shift from the language of warfare predominant in the field to a language of welfare. The article turns to the gated community (GC), instead of the camp, and the imperatives of (re)creation, instead of the logics of elimination, as new templates with which to make sense of modern/colonial violence. Moving beyond militaristic imagery, the analysis shows a form of violence that emerges as a response to the endless search for a life of convenience inside the walls of the GC. To this end, the article advances the concept of the dialect of disarrangement, the enforced but uneasy encounter between two subjectivities that inhabit the GC: the patrons (the homeowners who consume the easy life) and servants (the racialised service staff). In the GC, violence emerges in attempts to respond to this (in)convenient encounter via misrepresentations of both patrons and servants as out of their place.

Covert action has long been a controversial tool of international relations. However, there is remarkably little public understanding about whether it works and, more fundamentally, about what constitutes success in this shadowy arena of state activity. This article distills competing criteria of success and examines how covert actions become perceived as successes. We develop a conceptual model of covert action success as a social construct and illustrate it through the case of ‘the golden age of CIA operations’. The socially constructed nature of success has important implications not just for evaluating covert actions but also for using, and defending against, them.

Conflict across African states has often been linked to ethnic-based biases in government, and exclusive policies. However, the domestic politics of developing states, and the elites who contest for power therein, have often been overlooked when explaining the patterns and risk of disorder and violence. We consider how African leaders practice politics in whom to represent, and at what level. These choices have consequences as how regimes accommodate political elites creates different competitive conditions which, in turn, create incentives and opportunities for political violence. Using a dataset on cabinet appointments over twenty years, we find that high levels of elite political inclusion and mal-apportionment in positions is consistently associated with increases in non-state violence. Power distribution levels among those groups included in senior positions account for more political violence than that which stems from exclusive politics.

Angelina Jolie's high-profile visit to NATO in 2018 signals a move to brand the alliance's strategic narrative within the language of celebrity through engagement with popular culture. The partnership represents a significant change in the alliance's approach to global security. It also builds on a shift in NATO's self-narrative through the advocacy of gender justice related to the Women, Peace and Security (WPS) agenda. Rather than fading into the background, NATO appears to be pursuing the limelight for the purpose of ‘awareness raising’ as a tool to implement the WPS agenda. Drawing upon feminist scholarship on the WPS agenda, NATO, and research on celebrity humanitarianism and politics, we provide a critical study of this change in NATO's strategic narrative, through the analysis of visual and textual material related to Jolie's visit to NATO. Our focus is on the significance of this partnership and its contribution to legitimising the alliance's self-defined ‘military leadership’ in the area of conflict-related sexual violence. While Jolie's visit to NATO opened the alliance to public scrutiny it also symbolised a form of militarism, surrounded by orchestrated visual representations. As such, it only marginally disrupted the militarist logic present in NATO's wider WPS engagement.

The study of Eurocentrism has become a hallmark of postcolonial International Relations theories. Of particular concern in this literature has been the resilience of Eurocentrism despite conscious efforts to move towards a post-Eurocentric understanding of world politics. This study argues that while existing works have highlighted many of the reasons why Eurocentrism persists today, it has not been sufficiently identified and conceptualised. In particular, why some policy actors, who have a vested interest in moving beyond Eurocentrism, inadvertently reproduce Eurocentrism? This article proposes to distinguish between different types of inadvertent reproductions. In particular it highlights rhetorical critique, deconstruction, decentring and dehierarchising, as different ways to critique, inadvertently reproduce and partially modify Eurocentrism. To illustrate this situation, this article looks at Turkey's migration policies and documents how Turkish governing elites have openly claimed the need to upend the Eurocentric order, yet have reproduced it in practice.

This article aims to revisit the enterprise of the Chinese School (CS) of IR and discuss how it should be viewed and handled in the discipline, specifically from within the analytical framework of the power/resistance nexus put forward by Foucault, Bhabha, and Spivak. The argument of this article is twofold. Firstly, the CS attempts to reinvigorate traditional Chinese concepts (that is, humane authority, the Tianxia system, and relationality), which mimick Western mainstream IR. These concepts channel the CS into a realist notion of power, a liberal logic of cosmopolitanism, and a constructivist idea of relationality. Thus, the CS uses against the West concepts and themes that the West currently use against the non-Western world. Nevertheless, as the second part of the argument will demonstrate, the enterprise of the CS can still be justified because it can be regarded as a reverse discourse; mimicking yet altering the original meanings of the taken-for-granted concepts, ideas, and principles used by mainstream IR scholars. Moreover, with the judicious use of strategic essentialism, the CS can potentially be one local group in a wider effort to contest diffused and decentred forms of Western domination through linking various struggles to form a unified ‘counter-hegemonic bloc’ of post-Western IR in the discipline.

There is a multifaceted relational revolution afoot in International Relations (IR) and in the social sciences more widely. This article suggests, via engagement with varied forms of relational thought and practice in IR, but in particular via engagement with ‘relational cosmology’ associated with the ‘natural’ as well as the ‘social’ sciences, that there are important reasons for relational thought and practice in IR and around it to be more attentive to dialogues on relationality across natural and social sciences. If relational thought in IR has challenged the colonial and bifurcated ontologies of the field, relational cosmology too assists in shifting ‘modern’ understandings of science and the cosmos by facilitating engagement with situated knowledges and deep-going relationalities across ‘nature’ and ‘society’, ‘human’ and ‘non-human’ communities. Relational cosmology may be productive in joining, and perhaps even in facilitating, conversations across multiple relationalities emerging from different parts of the world and in different fields of inquiry, and yet – reflecting its relational and pluriversal orientations – it is not proposed here as a new ‘meta-‘ or ‘grand-’ narrative for relational theorising or IR.

How can we make sure that states do not only sign international anti-corruption conventions, but also comply with them once the ink has dried? Peer review among states offers one answer to this question. This article develops a theoretical framework to study the different processes and mechanisms through which peer reviews can contribute to state compliance. It focuses on three processes: transparency, pressure, and learning. The article subsequently applies this framework to the OECD Working Group on Bribery (WGB) in order to identify how far participants in this peer review perceive the WGB as capable of organising these processes, and to what extent they consider these processes relevant for promoting state compliance. Data come from an online survey (74 observations) and 17 in-depth interviews. The findings reveal that this peer review exercise is perceived as effective in creating transparency about state behaviour, mobilising pressure, and stimulating learning. However, the extent to which these processes can promote compliance is more limited. For these processes to work, political will is crucial.

Expert authority is regarded as the heart of international bureaucracies’ power. To measure whether international bureaucracies’ expert authority is indeed recognised and deferred to, we draw on novel data from a survey of a key audience: officials in the policy units of national ministries in 121 countries. Respondents were asked to what extent they recognised the expert authority of nine international bureaucracies in various thematic areas of agricultural and financial policy. The results show wide variance. To explain this variation, we test well-established assumptions on the sources of de facto expert authority. Specifically, we look at ministry officials’ perceptions of these sources and, thus, focus on a less-studied aspect of the authority relationship. We examine the role of international bureaucracies’ perceived impartiality, objectivity, global impact, and the role of knowledge asymmetries. Contrary to common assumptions, we find that de facto expert authority does not rest on impartiality perceptions, and that perceived objectivity plays the smallest role of all factors considered. We find some indications that knowledge asymmetries are associated with more expert authority. Still, and robust to various alternative specifications, the perception that international bureaucracies are effectively addressing global challenges is the most important factor.

This article explores our experiences of conducting feminist interpretive research on the British Army Reserves. The project, which examined the everyday work-Army-life balance challenges that reservists face, and the roles of their partners/spouses in enabling them to fulfil their military commitments, is an example of a potential contribution to the so-called ‘knowledge economy’, where publicly funded research has come to be seen as ‘functional’ for political, military, economic, and social advancement. As feminist interpretive researchers examining an institution that prizes masculinist and functionalist methodologies, instrumentalised knowledge production, and highly formalised ethics approval processes, we faced multiple challenges to how we were able to conduct our research, who we were able to access, and what we were able to say. We show how military assumptions about what constitutes proper ‘research’, bolstered by knowledge economy logics, reinforces gendered power relationships that keep hidden the significant roles women (in our case, the partners/spouses of reservists) play in state security. Accordingly, we argue that the functionalist and masculinist logics interpretive researchers face in the age of the knowledge economy help more in sustaining orthodox modes of knowledge production about militaries and security, and in reinforcing gendered power relations, than they do in advancing knowledge.

The COVID-19 pandemic is giving way to increases in military engagements in health-related activities at the domestic level. This article situates these engagements amid issues of continuity, change, and resistance in contemporary redefinitions of military health roles. It positions the COVID-19 pandemic as a pivotal moment in global health military practice. I identify three emerging trends within national military responses to COVID-19: (1) Minimal technical military support; (2) Blended civil-military responses; and (3) Military-led responses. The dynamics that underpin each type of military involvement follow context-specific military political legacies. These levels of involvement also relate to national public health approaches and the degree of capacity within health care systems. Each identified trend points towards specific trajectories for the future co-constitution of global and local civil-military engagements.

The legitimacy of international institutions has in recent years received growing interest from scholars, yet analyses of stakeholder perceptions of the legitimacy of institutions that coexist within a governance field have been few in number. Motivated by the proliferation of institutions in the field of global climate and energy governance, this study maps stakeholder perceptions of legitimate institutions and their sources of legitimacy in global renewable energy governance. Specifically, the article makes three contributions to the existing literature. Theoretically, it unpacks the legitimacy concept and offers a multidimensional conception of legitimacy. Methodologically, it captures these different dimensions of legitimacy by relying on three open survey questions. Empirically, it maps legitimacy perceptions among climate and energy experts and not only shows which institutions are considered most legitimate, but also why they are considered legitimate and how this varies between different stakeholders. The article thereby contributes to the literature on legitimacy by providing new insights into the sources of legitimacy among international institutions that operate under institutional complexity.

International migrants are subject to many types of violence, such as trafficking, detention, and forced labour. We need an improved understanding of what protects migrants from such violence. The concept of ‘migrant protection regimes’ draws our attention away from formal rights advocacy and to both the informal dimensions of protection and the way migrants help determine the quality of protection they receive. ‘Migrant protection regimes’ are sets of rules and practices regarding who ought to protect whom. These regimes include formal rights to protection in the law and informal relationships that protect migrants from lawful violence by the state. They may be changed by ‘power grabs’, when sovereign actors seek to monopolise protection relationships, but also by ‘exits’, when migrants refuse to accept the protection on offer. The study demonstrates the value of these concepts by using them to explain an unlikely case: a change in laws concerning migrant protection in an authoritarian state: Thailand. Drawing on rich qualitative sources, the article reveals how, after a human rights advocacy campaign had placed migrants’ protection in jeopardy, a mass migrant exodus compelled the country's junta to offer migrants protection on better terms.

The Brandt Line is a way of visualising the world that highlights the disparities and inequalities between the wealthy North and the poorer Global South. Forty years after its popularisation as part of a call for global reform, is the Brandt Line now a misleading way of representing world politics? This article assesses whether the Global South has lost its distinctiveness and coherence relative to the North since 1980. Existing assessments of global inequality do not settle the question of whether the North–South divide remains relevant for international relations because they overlook the most politically significant measures of inequality. Drawing on power transition theory, this article provides a systematic assessment of the North–South divide in terms of levels of economic development, relative inequality, economic power, and political satisfaction. The evidence suggests that the Brandt Line is largely intact. Although the economic diversity of the South has increased and its collective economic power has risen, relative income rankings remain unaltered and the states of the Global South are as dissatisfied as they were four decades ago. Differential growth rates are reshaping world politics without eroding the North–South divide traced by the Brandt Line.

This article revisits and revives the concept of ‘the Stranger’ in theorising international relations by discussing how this figure appears and what role it plays in the politics of (collective) identity. It shows that this concept is central to poststructuralist logic discussing the political production of discourses of danger and to scholarship on ontological security but remains subdued in their analytical narratives. Making the concept of the Stranger explicit is important, we argue, because it directs attention to ambivalence as a source of anxiety and grasps the unsettling experiences that political strategies of conquest or conversion, including practices of securitisation, respond to. Against this backdrop, the article provides a nuanced reading of the Stanger as a form of otherness that captures ambiguity as a threat to modern conceptions of identity, and outlines three scenarios of how it may be encountered in interstate relations: the phenomenon of ‘rising powers’ from the perspective of the hegemon, the dissolution of enmity (overcoming an antagonistic relationship), and the dissolution of friendship (close allies drifting apart). Aware that recovering the concept is not simply an academic exercise but may feed into how the term is used in political discourse and how practitioners deal with ‘strange encounters’, we conclude by pointing to alternative readings of the Stranger/strangeness and the value of doing so.

This article explores how International Studies as a scientific discipline emerged and developed in China, against the background of a Sinocentric world order that had predominated in East Asia for a long time. The argument of this article is threefold. First, the discipline relied heavily on historical, legal, and political studies, and placed a heavy focus on the investigation of China's integration into the Westphalian system. Second, studies of International Relations were grounded in a problem-solving approach to various issues China was facing at various times in the course of modernisation. Third, the historical development of International Studies in China has had a profound impact on the current IR scholarship in both the PRC and Taiwan, including the recent surge of attempts to establish a Chinese School of IR theory in China and the voluntary acceptance of Western IR in Taiwan. By way of conclusion, the article suggests that there is still an indigenous Chinese site of agency with regards to developing IR. This agency exists despite the fact that in the course of the disciplinary institutionalisation of IR Chinese scholars have largely absorbed Western knowledge.

The aim of this article is to examine whether and how diplomacy may be gendered, symbolically and rhetorically, using US representations of diplomacy as a case. Prior scholarship on gender and contemporary diplomacy is sparse but has shown that the symbolic figure of ‘the diplomat’ has come to overlap tightly with ‘man’ and be associated with traits often attributed to masculinity. Inspired by queer international relations methods, relying on the concept of ‘figuration’ and focused on US news media and biographies of diplomats from the past decade, this article uncovers and examines a palette of feminised figurations also at play in US representations of diplomacy, including the diplomat as ‘the “soft” non-fighter’, ‘the relationship builder’, ‘the gossip’, ‘the cookie-pusher’, and ‘the fancy Frenchman’. These feminised figurations alternate between configuring the diplomat as a woman and – more commonly – a (feminised) man. The analysis complicates rather than displaces existing claims, highlighting the importance of attention to slippages and challenges to dominant masculinised subject positions.

While the last few decades of political economic history give the impression that the logic of neoliberalism is inexorable, this article argues that once we look further backwards and dig into recently declassified archives documenting the early days of neoliberal theory and practice, we find a messier picture. Economic policymakers in Thatcher and Reagan's administrations in the early 1980s did not set out to ‘fail forwards’ by generating a crisis that would enable a statist kind of neoliberalism. The key ideas that they drew on and the policies that they used to put them into practice sought to transform the economy indirectly, through a set of performative policy devices that they believed would generate a dramatic shift in people's inflationary expectations, lowering inflation without provoking a major recession. Archival records make it clear that these efforts were not only a failure, but also one that policymakers were acutely aware of at the time. By examining these quiet failures in economic policy, we can better understand how these governments simultaneously failed in their early efforts to introduce neoliberal economics and yet ultimately succeeded in transforming their economies in important respects – and in legitimising those transformations by narrating failure as a kind of inevitable success.

While structural models of empire have recently re-emerged in the theoretical debates in the field of International Relations, a lack of attention has been paid to peripheral actors therein. This is particularly true for the analysis of the peripheries’ relations with polities outside the imperial structure of which the peripheries are a part. In this article, I build a framework to better understand how these extra-imperial ties are translated into peripheral positional power. This framework is constructed on the basis of three core arguments. First, to theorise peripheral power, peripheries need to be positioned in networks outside the imperial structure. Second, the positional power of peripheries depends on the quality of the ties they have to external actors. Peripheries with dense and exclusive ties to external actors are more powerful than those with only sparse and non-exclusive ties. Third, from the different combinations of density and exclusivity arise not only variations in positional power, but also the likely strategies that are engaged in forming alliances with external actors. These logics are illustrated through the study of two cases of the diplomacy of decolonisation: the American Revolutionary War and the Angolan War of Independence.

In recent years, scholarship on international organisations (IO) has devoted increasing attention to the relations in which IOs are embedded. In this article, we argue that the rationalist-institutionalist core of this scholarship has been marked by agentic, repressive understandings of power and we propose an alternative approach to power as productive in and of relations among IOs. To study productive power in IO relations, we develop a theoretical framework centred on the concept of ‘metagovernance norms’ as perceptions about the proper ‘governance of governance’ that are shared among IOs in a governance field. Drawing on discourse theory, we contend that metagovernance norms unfold productive power effects, as dominant notions of how to govern well and effectively (i) fix meanings, excluding alternative understandings and (ii) are inscribed into practices and institutions, hence reshaping inter-organisational relations over time. To illustrate our framework, we trace metagovernance norms in discourses among health IOs since the 1990s. We find a historical transformation from beliefs in the virtues of partnerships, pluralisation, and innovation, towards discursive articulations that emphasise harmonisation, order, and alignment. Moreover, we expose the productive power of metagovernance norms by showing how they were enacted through practices and institutions in the global health field.
