Global benchmarks (re)shape political conversations and institutionalise authoritative languages. It does not necessarily follow, however, that benchmarks can exert a lasting or significant influence over policies and behaviour of benchmarked actors. We analyse how the World Bank uses benchmarks to manage its relations with both donors and recipient governments. We analyse the role of the World Bank’s Country Policy and Institutional Assessment (CPIA), both at headquarters and in relation to the recent history of two countries in Africa: Ethiopia and Malawi. We find that the CPIA is not – and contrary to what one would expect from the CPIA’s nominal function and the literature on benchmarks – a very important tool for signalling incentives and allocating funds, or shaping the policy dialogue or the World Bank’s strategy in these two countries. Rather, the CPIA is used highly selectively as one factor among many in the negotiations between World Bank staff and governments. We conclude that the CPIA helps establish the World Bank as an actor that embodies global authority on development issues, including with donors, but that there is a tension between such global authority on the one hand, and concrete authority to shape policy in domestic contexts, on the other.

The rise of China has sparked a debate about the economic and political consequences for the global economy of the internationalisation of the renminbi. We argue that the dominant focus of this literature – primarily the external conditions and requirements for a national currency to become an international currency – misspecifies the connections between the international and domestic requirements for currency internationalisation, as well as the potential to become the dominant international reserve currency. We correct this oversight by developing an integrated theoretical framework that highlights the domestic adjustment costs which a state must accommodate before its currency can carry the weight of internationalisation. These costs constitute a critical element of an international currency’s ‘political economy’, and they force states to negotiate contentious social trade-offs among competing domestic claims on finite public resources in a sustainable manner. Our analysis suggests that the likelihood of China being able to successfully negotiate the social costs associated with running a fully internationalised currency is currently very low, precisely because this will place unacceptable pressure on groups benefiting from the economic and political status quo. This further suggests that the American dollar will remain unchallenged as the global economy’s pre-eminent international currency for the foreseeable future.

Pharmaceuticals are now critical to the security of populations. Antivirals, antibiotics, next-generation vaccines, and antitoxins are just some of the new ‘medical countermeasures’ that governments are stockpiling in order to defend their populations against the threat of pandemics and bioterrorism. How has security policy come to be so deeply imbricated with pharmaceutical logics and solutions? This article captures, maps, and analyses the ‘pharmaceuticalisation’ of security. Through an in-depth analysis of the prominent antiviral medication Tamiflu, it shows that this pharmaceutical turn in security policy is intimately bound up with the rise of a molecular vision of life promulgated by the biomedical sciences. Caught in the crosshairs of powerful commercial, political, and regulatory pressures, governments are embracing a molecular biomedicine promising to secure populations pharmaceutically in the twenty-first century. If that is true, then the established disciplinary view of health as a predominantly secondary matter of ‘low’ international politics is mistaken. On the contrary, the social forces of health and biomedicine are powerful enough to influence the core practices of international politics – even those of security. For a discipline long accustomed to studying macrolevel processes and systemic structures, it is in the end also our knowledge of the minute morass of molecules that shapes international relations.

This article develops theoretical insights concerning the legitimacy of non-profit Transnational Non-Governmental Organisations (TNGOs) in global governance. The research compares the advocacy initiatives of Transparency International (TI), the leading TNGO in the international regime of anti-corruption, in Germany and France during the 1990s. The main argument is that the legitimacy of TNGOs is a relational concept: it is granted or denied in a relationship between at least two parties, in which actor attributes play a role but are not decisive. Only such a relational conception can explain why a given TNGO is granted legitimacy in one context and denied it in another. In addition, legitimacy matters. Although insufficient on its own, legitimacy is a necessary condition for effective advocacy, which TNGOs can generate endogenously. To the extent that the legitimacy of TNGOs depends on their acceptance by dominant groups and powerful decision-makers, therefore, ‘legitimate’ TNGOs may function to sustain rather than challenge the structures of power which condition global outcomes in ways that are often contrary to the goals of equality, fairness, and justice. Thus to assess the impact of TNGOs in global governance, one must examine which TNGOs have been granted (or denied) legitimacy and influence, and why.

Recent trends in international law scholarship recycle objections to international law advanced by an earlier generation of political and legal realists. Such objections fail to understand the place of international law in the global order. To understand that place, we must distinguish the idea of the rule of law from other understandings of law. That idea is an inherently moral one. Theories of international law that ignore the moral element in law cannot distinguish law as a constraint on power from law as an instrument of power. A Kantian theory of international law can help to recover that moral element.

Using a simple economic model, this article illustrates the greatly diverging interests and preferences of developed and developing countries with regards to capital mobility. Theoretically, developed countries' gain from free capital mobility likely comes at the expense of risk and loss for developing countries due to the latter's financial vulnerability. It is also found that it does not pay for a developed country to push its developing counterparts into prematurely liberalising their capital markets because this type of impatience reduces the developed country's own first-mover advantage in strategic bargaining for capital mobility benefits.

The significance of ideas to foreign policy analysis remains contested, despite a plethora of empirical studies applying ideational frameworks. Drawing on social constructivism, this article proposes a causal understanding where ideas derived from tradition define the political space for contemporary debates and effect foreign policy behaviour. This ideational approach is substantiated by a historical study of guiding principles in British and French foreign policy, which establish a set of baseline expectations for the analysis of Tony Blair and Jacques Chirac's speeches on Iraq. The empirical study shows that whereas Chirac largely stayed within a French ideational framework, Blair applied a more complex combination of ideas from both traditions. Conceptualising Blair as an aspiring (but ultimately unsuccessful) norm entrepreneur is a fruitful interpretation of this role.

This article demonstrates that a national identity defined by a normative commitment to peace is not necessarily an antidote to remilitarisation and war. More specifically, the article takes issue with the debate about the trajectory of Japan’s security and defence policy. One strand of the debate holds that Japan is normatively committed to peace while the other claims that Japan is in the process of remilitarising. This article argues that the two positions are not mutually exclusive – a point that has been overlooked in the literature. The article uses discourse analysis to trace how ‘peace’ was discussed in debates about China in the Japanese Diet in 1972 and 2009–12. It demonstrates how rearticulations by right wing discourses in the latter period have depicted peace as something that must be defended actively, and thus as compatible with remilitarisation or military normalisation. Japan’s changing peace identity could undermine rather than stabilise peaceful relations with its East Asian neighbours.

The economic crises in 1997–9 in Asia, Brazil and elsewhere represent collectively the first post-Cold War ‘crisis of globalization’, and a significant set-back for the process of international economic liberalization. Contrary to some arguments, the crises do not represent the final ideological triumph of liberalism in a post-Cold War era. Rather they must be seen as a further spur to rethinking significant aspects of the neoliberal project. A comparative analysis of Asia and Latin America in this context demonstrates that while trade liberalization and a broad neoliberal economic strategy are unlikely to be abandoned, there is strong evidence that the tide of capital account liberalization has turned, and that emerging ‘sites of resistance’ are becoming salient factors in the political equation in the relationships of both regions to the wider global economy. Asian and Latin American responses to the crisis of globalization refute notions of convergence, on which many recent conceptions of the global political economy have rested, and point to the emergence of a genuine contestation of policy ideas that will have significant implications for the future management of the global economic order.

This article examines the concepts and practices of global governance as a definitively liberal project. It provides an analysis of how TFCAs intersect with wider neoliberal debates about the efficacy of global environmental governance, and explores the power and limitations of that governance. In particular, this article investigates the complex local contexts which global environmental governance schemes such as TFCAs encounter; in so doing it highlights the ways that local activities subvert and challenge global-level conservation schemes. Through an analysis of transfrontier conservation areas (TFCAs) in Central America, it contends that specific forms of global environmental governance require some rethinking to accommodate their potentially fragile and uneven nature, and that it is more open, opaque or uneven than many theorists suggest.

This article aims at enhancing our understanding of how collective interpretations of threats, stabilised and temporarily fixed in names, travel across different local discourse communities. I contend that globally accepted names result from gradual cross-cultural processes of localisation. Specifically, I argue that the discursive dynamics of elusiveness, compatibility and adaptation suggest a framework of analysis for how collective interpretations or names travel.

How has the salience of democratic governance varied as an issue and as a basis of social status in the United Nations General Assembly (UNGA) over time? International Relations (IR) scholars typically assume a high salience of democratic governance in international society after the Cold War, yet evidence suggests important fluctuations and that these assumptions should be qualified. This article presents quantitative and qualitative results of a manually-coded content analysis of the UNGA General Debates between 1992 and 2014, with comparison to 1982, illustrating variation in the frequency and content of state representatives’ references to democracy and the use of democratic governance as a symbol of status. What factors influence the salience of a given dimension of social status in an international organisation? Explanations supplement IR approaches with insights from social psychology, including the relevance of high and low identifiers, accessibility, fit, current and anticipated group status, and regional status concerns. The article analyses trends in states’ support for principles underpinning international order, which have broader implications for literature on global governance and status in world politics as well as for international democracy support.

A focus on misrecognition allows us to move between levels of analysis in a holistic fashion. If misrecognition works through the conscious and the unconscious we can account for the many overlapping insecurities and securities believed to exist at the individual, group, or state level – and thus felt. These insecurities also present themselves through the categories used to describe them and the policies through which they become materialised, technologised, and depoliticised, often by closing down discursive boundaries. Lacan’s concepts of desire, real and lack are here important for understanding the impossibility of recognising something that cannot be recognised. Hence, a perspective that takes misrecognition not as an end result or as failed attempts to reformulate the exceptional as the normal, has the potential to rethink the political subject. In empirical terms, the article discusses how this process of misrecognition has been shaped in the Indian context of postcolonial state formation and articulations of sovereignty. We show how the Indian state is being rethought, restructured, and reimagined through Hindu nationalism and how the concept of misrecognition accounts for desires for sovereign agency and group cohesiveness, but also for resistance to various reimaginations of the Indian state.

The article illuminates the International Relations (IR) enigma of how states with relative low power succeed in gaining privileges reserved for great powers. Many IR studies on status stress the importance of social recognition as a precondition for enjoying the status of a great power. However, very few focus on the factors that affect such recognition. This article tries to fill this gap by looking at systemic wars. Systemic wars are special circumstances wherein a new world order is built and privileges are redistributed among states. In these situations, states may use their symbolic, moral, and circumstantial assets to grant themselves a paramount role in the new order. A state's previous status as a great power, its contribution to victory in a war, and the utilitarian considerations of other countries are all assets that help it to win the privileges reserved for great powers – and that in the long run could gain it recognition as a great power, despite its lack of the requisite capabilities. By using this conceptual framework in the case of France during and after the Second World War, this article tries to explain how a relatively weak power can gain a leading role in a postwar order.

I want to add my voice to the debate about the appropriate relationship between theory and practice.

At the outset of the twenty-first century, the world is facing a range of problems, including environmental, economic, and security risks, that increasingly challenge the logic of nation-state governance. While American and European models of International Relations and global governance, such as the Westphalian system of states and the Washington Consensus, have come under attack from poststructuralist thinkers, political philosophers from China and Taiwan have tried to reconceptualise the world of the twenty-first century from their own perspectives. This article examines current streams of Chinese International Relations theorising and confronts them with the case of territorial disputes in the East China Sea. The article analyses the arguments by Chinese realists, ‘worldists’, and procedural constructivists, showing how Chinese scholars creatively revive pre-modern Chinese political theory in attempts to provide new ways in which International Relations scholars might view the world, or: ‘all-under-heaven’. I argue that these contributions will progressively challenge conventional theories of International Relations, while at the same time contending that so-called non-Western theorising, if it is to contribute to IRT, will require additional rigorous empirical grounding, a critical perspective on its entanglement with nationalist political discourses in East Asian societies, and the willingness to incorporate existing theories.

‘No one loves a political realist’, Robert Gilpin once lamented. A major reason for this hostility towards realism is its sceptical view of the role of ethical norms (principled beliefs about state action) in international relations. Some critics dislike realism because they think it leads to an immoral international order. Thucydides' famous adage that the ‘strong do what they can and the weak suffer what they must’ is widely interpreted as evidence that one of realism's founding fathers was an advocate of an immoral approach to statecraft. Niccoló Machiavelli's well-known advice to his Prince that it is politics that determines ethics, not vice versa, reinforces these widely-held views of realism's amorality. The fact that modern realism has been influenced by unsavoury individuals like the German theorist Carl Schmitt, whose indisputable intellectual brilliance was tainted by his overly close association with the Third Reich, leads many to see a continuing link between realpolitik and evil in the international system. Thus, Richard Ashley spoke for many when he concluded that

This article examines power implications of digital diasporas and the identity negotiation processes they afford. Members of diasporas are potentially socially and psychologically disempowered by two sources: the majority society into which they are dispersed; and the traditional social structures and culture from which they emerged. This potential disempowerment highlights the important role of power in facilitating (or not) migrant integration into new societies, and the integration of values and norms that are increasingly considered universal. The diaspora experience and Internet discussion forums provide enabling normative structures and discourses for individuals to define and pursue their own interests and ideals. Following a review of the literatures on diaspora identity hybridity and power, the case of TibetBoard illustrates how information technology enables diaspora members to explore, negotiate, and validate their self-determined identity and political perspectives, moving beyond passive adoption of traditional perspectives rooted in the Tibetan community of the homeland and in exile.

When confronted with images of war and other forms of human suffering, not looking is not an option, not only because we are permanently exposed to images but also because it would not seem to be a morally tenable position. However, looking at images of human suffering is often said to prolong this very suffering and to fix human subjects as victims. Especially when acts of violence have been committed in order to produce images of these very acts the relationship between viewing the images and participating in the acts of violence qua viewer appears to be uncomfortably close indeed. Thus, looking is not an option, either. This article, in the first part, engages with standard criticisms of photography, especially with accusations according to which photographs aestheticise that which they depict and desensitise their viewers. In the second part it discusses Alfredo Jaar's and Jeff Wall's work in order to show possible ways to circumvent the looking/not looking dilemma.
