Most such efforts, however, are more concerned with redefining the policy agendas of nation-states than with the concept of security itself. Often, this takes the form of proposals for giving high priority to such issues as human rights, economics, the environment, drug traffic, epidemics, crime, or social injustice, in addition to the traditional concern with security from external military threats. Such proposals are usually buttressed with a mixture of normative arguments about which values of which people or groups of people should be protected, and empirical arguments as to the nature and magnitude of threats to those values. Relatively little attention is devoted to conceptual issues as such. This article seeks to disentangle the concept of security from these normative and empirical concerns, however legitimate they may be.

Our work Is our words, but our words do not work any more. They have not worked for some time. We can obviously start with the misleading label—‘International Politics’—which is given to our subject. As a result of this problem, I have wanted to use increasing numbers of inverted commas; but most have never seen the light of day because copy-editors have regarded them as an over-indulgence. Even so, the very temptation of these little scratches indicates that words at the heart of the subject are i n trouble:

Although emotions play a significant role in world politics they have so far received surprisingly little attention by International Relations scholars. Numerous authors have emphasised this shortcoming for several years now, but strangely there are still only very few systematic inquiries into emotions and even fewer related discussions on method. The article explains this gap by the fact that much of International Relations scholarship is conducted in the social sciences. Such inquiries can assess emotions up to a certain point, as illustrated by empirical studies on psychology and foreign policy and constructivist engagements with identity and community. But conventional social science methods cannot understand all aspects of phenomena as ephemeral as those of emotions. Doing so would involve conceptualising the influence of emotions even when and where it is not immediately apparent. The ensuing challenges are daunting, but at least some of them could be met by supplementing social scientific methods with modes of inquiry emanating from the humanities. By drawing on feminist and other interpretive approaches we advance three propositions that would facilitate such cross-disciplinary inquiries. (1) The need to accept that research can be insightful and valid even if it engages unobservable phenomena, and even if the results of such inquiries can neither be measured nor validated empirically; (2) The importance of examining processes of representation, such as visual depictions of emotions and the manner in which they shape political perceptions and dynamics; (3) A willingness to consider alternative forms of insight, most notably those stemming from aesthetics sources, which, we argue, are particularly suited to capturing emotions. Taken together, these propositions highlight the need for a sustained global communication across different fields of knowledge.

Liberal peacebuilding has become the target of considerable criticism. Although much of this criticism is warranted, a number of scholars and commentators have come to the opinion that liberal peacebuilding is either fundamentally destructive, or illegitimate, or both. On close analysis, however, many of these critiques appear to be exaggerated or misdirected. At a time when the future of peacebuilding is uncertain, it is important to distinguish between justified and unjustified criticisms, and to promote a more balanced debate on the meaning, shortcomings and prospects of liberal peacebuilding.

In this article, we critique the Eurocentric character of security studies as it has developed since World War II. The taken-for-granted historical geographies that underpin security studies systematically misrepresent the role of the global South in security relations and lead to a distorted view of Europe and the West in world politics. Understanding security relations, past and present, requires acknowledging the mutual constitution of European and non-European worlds and their joint role in making history. The politics of Eurocentric security studies, those of the powerful, prevent adequate understanding of the nature or legitimacy of the armed resistance of the weak. Through analysis of the explanatory and political problems Eurocentrism generates, this article lays the groundwork for the development of a non-Eurocentric security studies.

To say that states are ‘actors’ or ‘persons’ is to attribute to them properties we associate first with human beings – rationality, identities, interests, beliefs, and so on. Such attributions pervade social science and International Relations (IR) scholarship in particular. They are found in the work of realists, liberals, institutionalists, Marxists, constructivists, behaviouralists, feminists, postmodernists, international lawyers, and almost everyone in between. To be sure, scholars disagree about which properties of persons should be ascribed to states, how important state persons are relative to other corporate persons like MNCs or NGOs, whether state persons are a good thing, and whether ‘failed’ states can or should be persons at all. But all this discussion assumes that the idea of state personhood is meaningful and at some fundamental level makes sense. In a field in which almost everything is contested, this seems to be one thing on which almost all of us agree.

International peacebuilding operations seek to stabilise countries that have recently experienced civil wars. In pursuing this goal, however, international peacebuilders have promulgated a particular vision of how states should organise themselves internally, based on the principles of liberal democracy and market-oriented economics. By reconstructing war-shattered states in accordance with this vision, peacebuilders have effectively ‘transmitted’ standards of appropriate behaviour from the Western-liberal core of the international system to the failed states of the periphery. From this perspective, peacebuilding resembles an updated (and more benign) version of the mission civilisatrice, or the colonial-era belief that the European imperial powers had a duty to ‘civilise’ dependent populations and territories.

‘New regionalism’, ‘region’, ‘city-region’, ‘cross-border region’, ‘border’ and ‘identity’ have become important catchphrases on the global geo-economic and geopolitical scene. The resurgence of these terms has been part of the transformation of both political economy and governance at supra-state, state and sub-state scales. Regions have been particularly significant in the EU where both the making of the Union itself and the ‘Europe of regions’ are concrete manifestations of the re-scaling of state spaces and the assignment of new meanings to territory. Such re-scaling has also led to increased competition between regions; a tendency that results from both the neo-liberalisation of the global economy and from a regionalist response. Regional identity, an idea at least implicitly indicating some cohesiveness or social integration in a region, has become a major buzzword. It has been particularly identified in the EU’s cohesion policy as an important element for regional development. In spite of their increasing importance in social life and academic debates, regions, borders and identities are often studied separately, but this paper aims at theorising and illustrating their meanings in an integrated conceptual framework and uses the sub-state regions in Europe, and particularly in Finland, as concrete examples. Regions are conceptualised here as processes that gain their boundaries, symbolisms and institutions in the process of institutionalisation. Through this process a region becomes established, gains its status in the broader regional structure and may become a significant unit for regional identification or for a purported regional identity. This process is based on a division of labour, which accentuates the power of regional elites in the institutionalisation processes.

The concept of epistemic communities – professional networks with authoritative and policy-relevant expertise – is well-known thanks to a 1992 special issue of International Organization. Over the past twenty years, the idea has gained some traction in International Relations scholarship, but has not evolved much beyond its original conceptualisation. Much of the research on epistemic communities has been limited to single case studies in articles, rather than broader comparative works, and has focused narrowly on groups of scientists. As a result, it is often assumed, erroneously, that epistemic communities are only comprised of scientists, and that the utility of the concept for understanding International Relations is quite narrow. Consequently, an otherwise promising approach to transnational networks has become somewhat marginalised over the years. This article revisits the concept of epistemic communities twenty years later and proposes specific innovations to the framework. In an increasingly globalising world, transnational actors are becoming progressively more numerous and influential. Epistemic communities are certainly at the forefront of these trends, and a better understanding of how they form and operate can give us a clear demonstration of how knowledge translates into power.

This essay addresses two questions. It first asks what happens to security practices when they take species life as their referent object. It then asks what happens to security practices which take species life as their referent object when the very understanding of species life undergoes transformation and change. In the process of addressing these two questions the essay provides an exegesis of Michel Foucault’s analytic of biopolitics as a dispositif de sécurité and contrasts this account of security with that given by traditional geopolitical security discourses. The essay also theorises beyond Foucault when it interrogates the impact in the twentieth century of the compression of morbidity on populations and the molecular revolution on what we now understand life to be. It concludes that ‘population’, which was the empirical referent of early biopolitics, is being superseded by ‘heterogenesis’. This serves as the empirical referent for the recombinant biopolitics of security in the molecular age.

Within the community of academic students of international politics today there is a deep epistemological rift over the extent to and ways in which we can know our subject. Speaking very broadly, on one side stand what have become known as 'positivists', who think we can get closer to the truth about international politics, but only if we follow the methods which have proven so successful in the natural sciences. And on the other side stand ‘post-positivists’, who think we do not have privileged access to the truth about international politics, and least of all through the methods of natural science. Although it can seem far removed, this epistemological disagreement actually matters quite a lot to our collective efforts to make sense of the real world, since we cannot avoid taking some position on it, and those positions affect the questions we ask, the methods we use to answer those questions, and ultimately the kinds of knowledge that we produce. Perhaps for this reason what may seem more a dispute for philosophers than political scientists has become one of the ‘Great Debates’ (the Third) in the discipline of International Relations (IR), and, indeed, it arguably underlay the ‘Second’ Debate between behaviouralists and traditionalists in the 1960s as well.

Although the concept of regional power is frequently used in International Relations (IR) literature, there is no consensus regarding the defining characteristics of a regional power. The article discusses different theoretical approaches that address the topic of power hierarchies in international politics and make reference to the concept of regional power. Marking differences as well as common ground with the more traditional concept of ‘middle powers’, the article outlines an analytical concept of regional powers adequate for contemporary IR research. The analytical dimensions of the framework may be employed to differentiate regional powers from other states and to compare regional powers with regard to their power status or relative power. Furthermore, the article investigates the possible repercussions of the rise of regional powers for international politics and discusses the probable importance and functions of regional governance structures for regional powers.

The Copenhagen school's theory of securitisation has mainly focused on the middle level of world politics in which collective political units, often but not always states, construct relationships of amity or enmity with each other. Its argument has been that this middle level would be the most active both because of the facility with which collective political units can construct each other as threats, and the difficulty of finding audiences for the kinds of securitisations and referent objects that are available at the individual and system levels. This article focuses on the gap between the middle and system levels, and asks whether there is not more of substance there than the existing Copenhagen school analyses suggests. It revisits the under-discussed concept of security constellations in Copenhagen school theory, and adds to it the idea of macrosecuritisations as ways of getting an analytical grip on what happens above the middle level. It then suggests how applying these concepts adds not just a missing sense of scale, but also a useful insight into underlying political logics, to how one understands the patterns of securitisation historical, and contemporary.

In much current theorizing, anarchy has once again been declared to be the fundamental assumption about international politics. Over the last decade, numerous scholars, especially those in the neo-realist tradition, have posited anarchy as the single most important characteristic underlying international relations. This article explores implications of such an assumption. In doing so, it reopens older debates about the nature of international politics. First, I examine various concepts of ‘anarchy’ employed in the international relations literature. Second, I probe the sharp dichotomy between domestic and international politics that is associated with this assumption. As others have, I question the validity and utility of such a dichotomy. Finally, this article suggests that a more fruitful way to understand the international system is one that combines anarchy and interdependence.

This article proposes a framework for empirical research on contested meaning of norms in international politics. The goal is to identify a design for empirical research to examine associative connotations of norms that come to the fore when norms are contested in situations of governance beyond-the-state and especially in crises. If cultural practices shape experience and expectations, they need to be identified and made ‘account-able’ based on empirical research. To that end, the proposed qualitative approach centres on individually enacted meaning-in-use. The framework comprises norm-types, conditions of contestation, types of divergence and opposition-deriving as a specific interview evaluation technique. Section one situates the problem of contestation in the field of constructivist research on norms. Section two introduces distinctive conditions of contestation and types of norms. Section three details the methodology of conducting and evaluating interviews and presents the technique of opposition-deriving with a view to reconstructing the structure of meaning-in-use. Section four concludes with an outlook to follow-up research.

The case of the EU points to the need to re-conceptualise the relationship between self and other in the IR literature. I argue that the literature forces us into an artificial choice between the liberal constructivist approach of disregarding the constitutive role of difference in identity formation and the critical constructivist approach of assuming a behavioural relationship between self and other, and therefore cannot account for the diversity in the EU's interactions with various states on its periphery. I identify three constitutive dimensions along which self/other relationships vary to produce or not produce relationships of Othering: nature of difference, social distance, and response of other. I analyse how the EU's interactions with Morocco, Turkey, and Central and Eastern European states are situated differently on these dimensions, and evaluate the question of whether the EU is a postmodern collectivity based on these analyses.

The ‘liberal peace’ is undergoing a crisis of legitimacy at the level of the everyday in post-conflict environments. In many such environments; different groups often locally constituted perceive it to be ethically bankrupt, subject to double standards, coercive and conditional, acultural, unconcerned with social welfare, and unfeeling and insensitive towards its subjects. It is tied to Western and liberal conceptions of the state, to institutions, and not to the local. Its post-Cold War moral capital, based upon its more emancipatory rather than conservative claims, has been squandered as a result, and its basic goal of a liberal social contract undermined. Certainly, since 9/11, attention has been diverted into other areas and many, perhaps promising peace processes have regressed. This has diverted attention away from a search for refinements, alternatives, for hybrid forms of peace, or for empathetic strategies through which the liberal blueprint for peace might coexist with alternatives. Yet from these strategies a post-liberal peace might emerge via critical research agendas for peacebuilding and for policymaking, termed here, eirenist. This opens up a discussion of an everyday ‘post-liberal peace’ and critical policies for peacebuilding.

The past decade has witnessed a resurgence of regionalism in world politics. Old regionalist organizations have been revived, new organizations formed, and regionalism and the call for strengthened regionalist arrangements have been central to many of the debates about the nature of the post-Cold War international order. The number, scope and diversity of regionalist schemes have grown significantly since the last major ‘regionalist wave’ in the 1960s. Writing towards the end of this earlier regionalist wave, Joseph Nye could point to two major classes of regionalist activity: on the one hand, micro-economic organizations involving formal economic integration and characterized by formal institutional structures; and on the other, macro-regional political organizations concerned with controlling conflict. Today, in the political field, regional dinosaurs such as the Organization of African Unity (OAU) and the Organization of American States (OAS) have re-emerged. They have been joined both by a large number of aspiring micro-regional bodies (such as the Visegrad Pact and the Pentagonale in central Europe; the Arab Maghreb Union (AMU) and the Gulf Cooperation Council (GCC) in the Middle East; ECOWAS and possibly a revived Southern African Development Community (SADC, formerly SADCC) led by post-apartheid South Africa in Africa), and by loosely institutionalized meso-regional security groupings such as the Conference on Security and Cooperation in Europe (CSCE, now OSCE) and more recently the ASEAN Regional Forum (ARF). In the economic field, micro-regional schemes for economic cooperation or integration (such as the Southern Cone Common Market, Mercosur, the Andean Pact, the Central American Common Market (CACM) and CARICOM in the Americas; the attempts to expand economic integration within ASEAN; and the proliferation of free trade areas throughout the developing world) stand together with arguments for macro-economic or ‘bloc regionalism’ built around the triad of an expanded European Union (EU), the North American Free Trade Area (NAFTA) and some further development of Asia-Pacific regionalism. The relationship between these regional schemes and between regional and broader global initiatives is central to the politics of contemporary regionalism.

‘Strategic Culture as Context: The First Generation of Theory Strikes Back’ takes the scholarly argument about the study, and meaning, of strategic culture to a new stage. Specifically, this article is a direct reply to recent criticisms of so-called first-generation theorists of strategic culture. The author reconsiders both the subject of strategic culture, and what he first wrote about it fifteen and more years ago. He finds that although there is noteworthy room for improvement in what he wrote then, the recent theorising by Alastair Iain Johnston, in particular, rests upon a misunderstanding of the nature, character, and ‘working’ of strategic culture. Of particular note is the insistence by Johnston on a separation of ideas from behaviour, for the dominant purpose of developing falsifiable theory. ‘Strategic Culture as Context,’ therefore, revisits in some detail questions of definition, with particular reference to the ideas-behaviour nexus. The article proceeds both to register arguments that should advance understanding of how strategic culture ‘works,’ and to suggest a better set of discriminators, different perspectives, for better consideration of evidence of strategic culture. Overall, the article suggests that strategic culture provides context for understanding, rather than explanatory causality for behaviour.

Why did Great Britain remain neutral during the American Civil War? Although several historical arguments have been put forth, few studies have explicitly used International Relations (IR) theories to understand this decision. Synthesising a discursive approach with an ontological security interpretation, I propose an alternative framework for understanding security-seeking behaviour and threats to identity. I assess the impact Abraham Lincoln's Emancipation Proclamation had upon the interventionist debates in Great Britain. I argue that the Proclamation reframed interventionist debates, thus (re)engendering the British anxiety over slavery and removing intervention as a viable policy. I conclude by proposing several issues relevant to using an ontological security interpretation in future IR studies.
