Many citizens express an intention to vote but then fail to follow through on their motivation. It is well known that impulsiveness contributes to unsound behaviors with adverse individual consequences like smoking, overeating, and undersaving. I apply these findings and theory to political participation and argue that present bias is also likely to limit collective behaviors. Those who desire to act are challenged by impulsiveness in following through on their motivation. In a nationally representative survey merged to administrative records, those with present bias are around ten points less likely to vote. Importantly, those with present bias are less likely to vote even after expressing pre-election intention to do so. Along with a formal decision-theoretic model of turnout with present bias, the results provide a new framework to reason about the choice to vote, an alternative interpretation of the over-report of turnout, and have implications for policy approaches to promote individual action in the public interest.

Interactions between units in political systems often occur across multiple relational contexts. These relational systems feature interdependencies that result in inferential shortcomings and poorly-fitting models when ignored. General advancements in inferential network analysis have improved our ability to understand relational systems featuring interdependence, but developments specific to working with interdependence that cross relational contexts remain sparse. In this paper, I introduce a multilayer network approach to modeling systems comprising multiple relations using the exponential random graph model. In two substantive applications, the first a policy communication network and the second a global conflict network, I demonstrate that the multilayer approach affords inferential leverage and produces models that better fit observed data.

The effect of conditioning on an additional covariate on confounding bias depends, in part, on covariates that are unobserved. We characterize the conditions under which the interaction between a covariate that is available for conditioning and one that is not can affect bias. When the confounding effects of two covariates, one of which is observed, are countervailing (in opposite directions), conditioning on the observed covariate can increase bias. We demonstrate this possibility analytically, and then show that these conditions are not rare in actual data. We also consider whether balance tests or sensitivity analysis can be used to justify the inclusion of an additional covariate. Our results indicate that neither provide protection against overadjustment.

We argue that democratic institutions influence property rights in attracting foreign direct investment (FDI) by providing: (1) a coherent logic to the property rights regime that is created in a state and (2) a legitimate way to manage conflicts that arise in dynamic economies. We expect that the marginal effect of property rights in attracting FDI has increased over time with the rate of technological dynamism. We test this using a non-nested multilevel modeling strategy with random coefficients on data from 1970 to 2009. Our results demonstrate that the effect of property rights on attracting FDI is contingent on democratic institutions and that this effect becomes more pronounced over time. This effect holds for both developing and developed countries across all regions.

While youth suffrage is widely debated, the causal effects of being eligible to vote on adolescents' political attitudes are less well known. To gain insights into this question, we leverage data from a real-life quasi-experiment of voting at 16 in the city of Ghent (Belgium). We compare the attitudes of adolescents that were entitled to vote with their peers that just fell below the age cut-off. We also examine the effects of the enfranchisement at 18-years-old. While we find an effect of youth enfranchisement on attention to politics, there is no evidence for an effect of enfranchisement on political engagement overall.

Institutions have the power to limit a government’s policy options. Policy restrictions are often used as solutions to coordination failures or time inconsistency problems. However, policy constraints can have significant drawbacks and these disadvantages have, to date, been overlooked in the literature. When institutional constraints tie a government’s hands, citizens will have less incentive to become informed about politics and participate in collective decision-making. This is because policy restrictions lower the private returns of political information. A fiscal policy restriction, for example, may decrease redistribution by lowering a poorer voters’ acquisition of political information. We illustrate our theoretical findings with numerical simulations and find that in one in three cases these policy restrictions make poorer voters worse off.

A successful democratic transition requires citizens to embrace a new set of political institutions. Citizens’ support is vital for these institutions to uphold the burgeoning constitutional and legal order. Courts, for example, often rely on citizens’ support and threat of electoral punishment against the government to enforce their rulings. In this article, I consider whether education under democracy can engender this support. Using regression discontinuity, difference-in-differences, and difference-in-difference-in-differences designs, I find an additional year of schooling after the fall of the Berlin Wall has similar positive downstream effects on East Germans’ support across institutions. Since schooling similarly affects public support for judicial, legislative, and executive institutions, citizens are not necessarily inclined to electorally punish the other branches when they ignore a court's ruling. This potential inability of courts to constrain unlawful government behavior threatens the foundation of the separation of powers and the survival of democracy.

The expectation that voters behave rationally has been challenged through studies suggesting that “irrelevant events” like natural disasters and sports results change voting behavior. We test the effect of irrelevant events by matching candidate-level election results from Irish general (1922–2020) and local elections (1942–2019) with games in the men's Gaelic football and hurling championships, the most popular sports in Ireland. Although Irish citizens care deeply about sports, we fail to find any relationship between match results and support for incumbents or politicians of government parties. These findings hold when applying an “unexpected event during survey design” to two representative surveys. Our results contribute to the literature on political accountability and point to conditional effects of irrelevant events.

Do minority voters respond to co-racial or co-ethnic candidates? That is does the increased chance of substantive representation translate into increased participation? Here, we focus on this question among African American voters. While much of the empirical literature on this question has produced conflicting answers, recent studies suggest that minority candidates can significantly increase minority turnout. We argue that past work on this topic does not adequately account for the fact that minority voters in places with minority candidates may systematically differ in their level of participation than minority voters in places without minority candidates. In this study we address the weaknesses of previous research designs and offer a new design that exploits the redistricting process to gain additional leverage over this question. We find little evidence that African American voter turnout increases when voters are moved to African American candidates. We find some evidence that white voters, however, tend to vote at lower rates when they are represented by African American candidates.

Subnational analyses of political preferences are substantively relevant and offer advantages for causal inference. Yet, our knowledge on regional political preferences across Europe is limited, not least because there is a lack of adequate data. The rich Eurobarometer (EB) data is a promising source for European-wide regional information. Yet, it is only representative for the national level. This paper compares state-of-the-art methods for estimating regional preferences from nationally representative EB data, validating predictions with regionally representative surveys. Our analysis highlights a number of challenges for estimating regional preferences across Europe, such as data availability, variable selection, and over-fitting. We find that predictions are best using a Bayesian additive regression tree with synthetic post-stratification.

Does technological change fuel political disruption? Drawing on fine-grained labor market data from Germany, this paper examines how technological change affects regional electorates. We first show that the well-known decline in manufacturing and routine jobs in regions with higher robot adoption or investment in information and communication technology (ICT) was more than compensated by parallel employment growth in the service sector and cognitive non-routine occupations. This change in the regional composition of the workforce has important political implications: Workers trained for these new sectors typically hold progressive political values and support progressive pro-system parties. Overall, this composition effect dominates the politically perilous direct effect of automation-induced substitution. As a result, technology-adopting regions are unlikely to turn into populist-authoritarian strongholds.

The possibility that citizens expose themselves to information in biased ways—so-called selective exposure—has acquired new importance as the media environment has evolved to provide more choices concerning what to watch and read. But evidence for the most prominent idea in selective exposure research—that citizens prefer attitude-consistent information—is notably mixed. Methodological challenges likely contribute to the inconclusive nature of findings, as researchers face trade-offs between the artificiality of lab environments and the difficult-to-disentangle confounds of observational analysis. We improve understanding of selective exposure in two ways. First, we consider how message aspects other than attitude-consistency affect exposure decisions. Second, we study selective exposure with an innovative field experiment conducted in the United States that addresses limitations of other approaches. Our results allow us to reach more confident conclusions about the prevalence of motivated selective exposure, and help to illuminate underpinnings of the oft-lamented tendency for campaign media to focus on candidate miscues rather than substantive policy differences.

Rural residents are typically construed as being more conservative than urban residents. Is this true, or do rural residents carry unique interests from Republicans or conservatives? Using the 2020 ANES, we compare responses from 22 national issues by interacting urban and rural residency with Republican and Democrat identification. We find that issue preferences are partisan, not place-based: rural Democrats resemble their urban counterparts and urban Republicans resemble their rural counterparts, rather than rural areas specifically being more Republican. However, rural Democrats are more conservative than urban Democrats on issues relating to immigration, transgendered people in the military, and income inequality. These results point to partisan nationalization in issue stances, with exceptions, and that rural is not always Republican.

How do politicians distribute government resources in regimes with no electoral considerations? We propose that new politicians minimize political risks by favoring politically important actors: state-owned enterprises (SOEs), but they adjust their behavior as they establish personal ties with private businesses. Using firm-level subsidies data after the 2008 stimulus in China, we find that new provincial governors, immediately after taking office, distribute a significantly larger proportion of subsidies to SOEs relative to private firms. The effect attenuates as new governors learn about local conditions and establish connections with private firms. We find suggestive evidence that governors who adopt such a strategy are more likely to be promoted. Contrary to conventional wisdom that the state always favors state-owned firms, we show that SOEs benefit from the stimulus package only in the short-run.

Observational studies and anecdotal evidence suggest that party unity improves a party's electoral performance. Yet, due to a lack of experimental evidence, the causal standing of these findings remains unclear. Moreover, party unity manifests in various ways and we do not know how much different types of party unity affect the vote. Relying on a conjoint experiment implemented in a probability-based survey of the German population, our study unveils the distinct causal effect of different forms of party unity on vote choice. We further establish that appearing united can compensate for substantive policy distances between parties and voters. These findings have important implications for our understanding of how citizens vote and how intra-party politics affects the political representation of citizens in democracies.

Globalization has been one of the biggest driving forces of the last half century. There has been substantial disagreement about the impact that increased international integration has on income inequality. Though most agree that globalization positively affects economic output, it is no surprise that it leads to relative winners and losers within nations. The question that remains is where in the income distribution are these relative gains and losses occurring? We offer a broader picture of globalization's effects on inequality by using a dynamic compositional approach to test the impact of globalization and relative factor endowments on the composition of income. Using data from four countries, we model the effects of globalization on quantiles of the income distribution. Our findings suggest that globalization has substantial (and divergent) effects across income strata, and that these effects differ across nations based on relative factor endowments.

Empirical political science is not simply about reporting evidence; it is also about coming to conclusions on the basis of that evidence and acting on those conclusions. But whether a result is substantively significant––strong and certain enough to justify acting upon the belief that the null hypothesis is false––is difficult to objectively pin down, in part because different researchers have different standards for interpreting evidence. Instead, this article advocates judging results according to their “substantive robustness,” the degree to which a community with heterogeneous standards for interpreting evidence would agree that the result is substantively significant. This study illustrates how this can be done using Bayesian statistical decision techniques. Judging results in this way yields a tangible benefit: false positives are reduced without decreasing the power of the test, thus decreasing the error rate in published results.

Event data provide high-resolution and high-volume information about political events and have supported a variety of research efforts across fields within and beyond political science. While these datasets are machine coded from vast amounts of raw text input, the necessary dictionaries require substantial prior knowledge and human effort to produce and update, effectively limiting the application of automated event-coding solutions to those domains for which dictionaries already exist. I introduce a novel method for generating dictionaries appropriate for event coding given only a small sample dictionary. This technique leverages recent advances in natural language processing and machine learning to reduce the prior knowledge and researcher-hours required to go from defining a new domain-of-interest to producing structured event data that describe that domain. I evaluate the method with the production of a novel event dataset on cybersecurity incidents.

To learn about the effects of corporate campaign contributions, we study the potential influence of the insurance industry in US state politics. The insurance industry is one of the biggest players in state politics, and we have collected new data on objective measures of the industry's performance in each state over time. We exploit within-state changes in campaign finance regulations which can significantly restrict the ability of corporate contributors to give money and potentially influence elected officials. Across a range of outcomes and campaign finance reforms, we find little evidence that the ability to make corporate campaign contributions benefits the insurance industry in a state. Some results suggest that the ability to make campaign contributions may benefit the insurance industry in states with elected insurance commissioners, but overall, campaign contributions appear to have a little distortionary effect even in a setting where we would most expect to find it.
