The concept of mechanism is analyzed in terms of entities and activities, organized such that they are productive of regular changes. Examples show how mechanisms work in neurobiology and molecular biology. Thinking in terms of mechanisms provides a new framework for addressing many traditional philosophical issues: causality, laws, explanation, reduction, and scientific change.

To explain the phenomena in the world of our experience, to answer the question “why?” rather than only the question “what?”, is one of the foremost objectives of all rational inquiry; and especially, scientific research in its various branches strives to go beyond a mere description of its subject matter by providing an explanation of the phenomena it investigates. While there is rather general agreement about this chief objective of science, there exists considerable difference of opinion as to the function and the essential characteristics of scientific explanation. In the present essay, an attempt will be made to shed some light on these issues by means of an elementary survey of the basic pattern of scientific explanation and a subsequent more rigorous analysis of the concept of law and of the logical structure of explanatory arguments.

This essay has two goals. The first is to define the behavioristic study of natural events and to classify behavior. The second is to stress the importance of the concept of purpose.

Given any object, relatively abstracted from its surroundings for study, the behavioristic approach consists in the examination of the output of the object and of the relations of this output to the input. By output is meant any change produced in the surroundings by the object. By input, conversely, is meant any event external to the object that modifies this object in any manner.

This paper argues that the medical conception of health as absence of disease is a value-free theoretical notion. Its main elements are biological function and statistical normality, in contrast to various other ideas prominent in the literature on health. Apart from universal environmental injuries, diseases are internal states that depress a functional ability below species-typical levels. Health as freedom from disease is then statistical normality of function, i.e., the ability to perform all typical physiological functions with at least typical efficiency. This conception of health is as value-free as statements of biological function. The view that health is essentially value-laden, held by most writers on the topic, seems to have one of two sources: an assumption that health judgments must be practical judgments about the treatment of patients, or a commitment to “positive” health beyond the absence of disease. I suggest that the assumption is mistaken, the commitment possibly misdescribed.

This essay contains a partial exploration of some key concepts associated with the epistemology of realist philosophies of science. It shows that neither reference nor approximate truth will do the explanatory jobs that realists expect of them. Equally, several widely-held realist theses about the nature of inter-theoretic relations and scientific progress are scrutinized and found wanting. Finally, it is argued that the history of science, far from confirming scientific realism, decisively confutes several extant versions of avowedly ‘naturalistic’ forms of scientific realism.

The positive argument for realism is that it is the only philosophy that doesn't make the success of science a miracle.

Because physical theories typically predict numerical values, an improvement in experimental precision reduces the tolerance range and hence increases corroborability. In most psychological research, improved power of a statistical design leads to a prior probability approaching ½ of finding a significant difference in the theoretically predicted direction. Hence the corroboration yielded by “success” is very weak, and becomes weaker with increased precision. “Statistical significance” plays a logical role in psychology precisely the reverse of its role in physics. This problem is worsened by certain unhealthy tendencies prevalent among psychologists, such as a premium placed on experimental “cuteness” and a free reliance upon ad hoc explanations to avoid refutation.

Two chief problems of the theory of knowledge are the question of meaning and the question of verification. The first question asks under what conditions a sentence has meaning, in the sense of cognitive, factual meaning. The second one asks how we get to know something, how we can find out whether a given sentence is true or false. The second question presupposes the first one. Obviously we must understand a sentence, i.e. we must know its meaning, before we can try to find out whether it is true or not. But, from the point of view of empiricism, there is a still closer connection between the two problems. In a certain sense, there is only one answer to the two questions. If we knew what it would be for a given sentence to be found true then we would know what its meaning is. And if for two sentences the conditions under which we would have to take them as true are the same, then they have the same meaning. Thus the meaning of a sentence is in a certain sense identical with the way we determine its truth or falsehood; and a sentence has meaning only if such a determination is possible.

The official model of explanation proposed by the logical empiricists, the covering law model, is subject to familiar objections. The goal of the present paper is to explore an unofficial view of explanation which logical empiricists have sometimes suggested, the view of explanation as unification. I try to show that this view can be developed so as to provide insight into major episodes in the history of science, and that it can overcome some of the most serious difficulties besetting the covering law model.

I defend the historical definition of “function” originally given in my Language, Thought and Other Biological Categories (1984a). The definition was not offered in the spirit of conceptual analysis but is more akin to a theoretical definition of “function”. A major theme is that nonhistorical analyses of “function” fail to deal adequately with items that are not capable of performing their functions.

The question of the relationship of the making of value judgments in a typically ethical sense to the methods and procedures of science has been discussed in the literature at least to that point which e. e. cummings somewhere refers to as “The Mystical Moment of Dullness.” Nevertheless, albeit with some trepidation, I feel that something more may fruitfully be said on the subject.

Philosophers of science typically associate the causal-mechanical view of scientific explanation with the work of Railton and Salmon. In this paper I shall argue that the defects of this view arise from an inadequate analysis of the concept of mechanism. I contrast Salmon's account of mechanisms in terms of the causal nexus with my own account of mechanisms, in which mechanisms are viewed as complex systems. After describing these two concepts of mechanism, I show how the complex-systems approach avoids certain objections to Salmon's account of causal-mechanical explanation. I conclude by discussing how mechanistic explanations can provide understanding by unification.

In this paper I defend an etiological theory of biological functions (according to which the proper function of a trait is the effect for which it was selected by natural selection) against three objections which have been influential. I argue, contrary to Millikan, that it is wrong to base our defense of the theory on a rejection of conceptual analysis, for conceptual analysis does have an important role in philosophy of science. I also argue that biology requires a normative notion of a “proper function”, and that a normative notion is not ahistorical.

Although epistemic values have become widely accepted as part of scientific reasoning, non-epistemic values have been largely relegated to the “external” parts of science (the selection of hypotheses, restrictions on methodologies, and the use of scientific technologies). I argue that because of inductive risk, or the risk of error, non-epistemic values are required in science wherever non-epistemic consequences of error should be considered. I use examples from dioxin studies to illustrate how non-epistemic consequences of error can and should be considered in the internal stages of science: choice of methodology, characterization of data, and interpretation of results.

Biological species have been treated traditionally as spatiotemporally unrestricted classes. If they are to perform the function which they do in the evolutionary process, they must be spatiotemporally localized individuals, historical entities. Reinterpreting biological species as historical entities solves several important anomalies in biology, in philosophy of biology, and within philosophy itself. It also has important implications for any attempt to present an “evolutionary” analysis of science and for sciences such as anthropology which are devoted to the study of single species.

Most recent philosophical thought about the scientific representation of the world has focused on dyadic relationships between language-like entities and the world, particularly the semantic relationships of reference and truth. Drawing inspiration from diverse sources, I argue that we should focus on the pragmatic activity of representing, so that the basic representational relationship has the form: Scientists use models to represent aspects of the world for specific purposes. Leaving aside the terms “law” and “theory,” I distinguish principles, specific conditions, models, hypotheses, and generalizations. I argue that scientists use designated similarities between models and aspects of the world to form both hypotheses and generalizations.

The pragmatic character of the Dutch book argument makes it unsuitable as an “epistemic” justification for the fundamental probabilist dogma that rational partial beliefs must conform to the axioms of probability. To secure an appropriately epistemic justification for this conclusion, one must explain what it means for a system of partial beliefs to accurately represent the state of the world, and then show that partial beliefs that violate the laws of probability are invariably less accurate than they could be otherwise. The first task can be accomplished once we realize that the accuracy of systems of partial beliefs can be measured on a gradational scale that satisfies a small set of formal constraints, each of which has a sound epistemic motivation. When accuracy is measured in this way it can be shown that any system of degrees of belief that violates the axioms of probability can be replaced by an alternative system that obeys the axioms and yet is more accurate in every possible world. Since epistemically rational agents must strive to hold accurate beliefs, this establishes conformity with the axioms of probability as a norm of epistemic rationality whatever its prudential merits or defects might be.

It is a traditional empiricist doctrine that natural laws are universal truths. In order to overcome the obvious difficulties with this equation most empiricists qualify it by proposing to equate laws with universal truths that play a certain role, or have a certain function, within the larger scientific enterprise. This view is examined in detail and rejected; it fails to account for a variety of features that laws are acknowledged to have. An alternative view is advanced in which laws are expressed by singular statements of fact describing the relationship between universal properties and magnitudes.

This paper analyzes the generation and function of hitherto ignored or misrepresented interfield theories, theories which bridge two fields of science. Interfield theories are likely to be generated when two fields share an interest in explaining different aspects of the same phenomenon and when background knowledge already exists relating the two fields. The interfield theory functions to provide a solution to a characteristic type of theoretical problem: how are the relations between fields to be explained? In solving this problem, the interfield theory may provide answers to questions which arise in one field but cannot be answered within it alone, may focus attention on domain items not previously considered important, and may predict new domain items for one or both fields. Implications of this analysis for the problems of reduction and the unity and progress of science are mentioned.

It is a paradox, whose importance familiarity fails to diminish, that the most highly developed and useful scientific theories are ostensibly expressed in terms of objects never encountered in experience. The line traced by a draughtsman, no matter how accurate, is seen beneath the microscope as a kind of corrugated trench, far removed from the ideal line of pure geometry. And the “point-planet” of astronomy, the “perfect gas” of thermodynamics, or the “pure species” of genetics are equally remote from exact realization. Indeed the unintelligibility at the atomic or sub-atomic level of the notion of a rigidly demarcated boundary shows that such objects not merely are not but could not be encountered. While the mathematician constructs a theory in terms of “perfect” objects, the experimental scientist observes objects of which the properties demanded by theory are and can, in the very nature of measurement, be only approximately true. As Duhem remarks, mathematical deduction is not useful to the physicist if interpreted rigorously. It is necessary to know that its validity is unaltered when the premise and conclusion are only “approximately true.” But the indeterminacy thus introduced, it is necessary to add in criticism, will invalidate the deduction unless the permissible limits of variation are specified. To do so, however, replaces the original mathematical deduction by a more complicated mathematical theory in respect of whose interpretation the same problem arises, and whose exact nature is in any case unknown.

It is argued that the intuitively sanctioned distinction between beliefs and non-belief states that play a role in the proximate causal history of beliefs is a distinction worth preserving in cognitive psychology. The intuitive distinction is argued to rest on a pair of features exhibited by beliefs but not by subdoxastic states. These are access to consciousness and inferential integration. Harman's view, which denies the distinction between beliefs and subdoxastic states, is discussed and criticized.
