The article focuses on two sets of autonomist demands that the far-right Sudeten German Party (SdP) in Czechoslovakia put forward during 1937–38. Its central thesis being that both sets were marked by a profoundly close interplay between territorial and non-territorial approaches at accommodating national diversity, it sets to explore this relationship, highlighting the underlying dynamic. Although the 1937 Volksschutzgesetze posed as an ostensibly “pure” case of non-territorial autonomy, whereas the 1938 Skizze über Neuordnung der innerstaatlichen Verhältnisse entailed major territorial provisions, in both cases the practical end-goal implied territorial autonomy. A closer look into their inner logic and intellectual origins however, also reveals a shared, essentially non-territorial underpinning. While the SdP agenda was firmly centered on national territory, its specific völkisch and organicist understanding of nationality manifested a clear preponderance of non-territoriality. Both sets of autonomist demands may thus be treated as a potentially maximalist combination of territorial and non-territorial arrangements resting on a fundamentally non-territorial notion of Volkspersönlichkeit. Encompassing all the members of the national group, the latter was simultaneously conceived as the basic carrier of political will. Volksschutzgesetze and Skizze thus represented clear examples of illiberal (re-)conceptualization of national autonomy, informed by contemporary völkisch sociological, legal, and political thought.

Thousands of Roma were killed in Ukraine by the Nazis and auxiliary police on the spot. There are more than 50,000 Roma in today’s Ukraine, represented by second and third generation decendants of the genocide survivors. The discussion on Roma identity cannot be isolated from the memory of the genocide, which makes the struggle over the past a reflexive landmark that mobilizes the Roma movement. About twenty Roma genocide memorials have been erected in Ukraine during last decade, and in 2016 the national memorial of the Roma genocide was opened in Babi Yar. However, scholars do not have a clear picture of memory narratives and memory practices of the Roma genocide in Ukraine. A comprehensive analysis of the contemporary situation is not possible without an examination of the history and memory of the Roma genocide before 1991.

In their rapidity and chaotic character, the changes Kazakstan is experiencing create a kind of kaleidoscope. The very act of creating a state was both dramatic and unexpected. In the course of five years, referendums and changes of constitution and parliament have occurred. This calls for an attempt to etch the general line of development: whence, how and whither is the society of Kazakstan going. Such a broad approach proceeds necessarily from the premise that the modern world consists of a dense network of interrelations, into which all societies and peoples on the planet are drawn. This article examines the problem of the modern geopolitical self-determination of Kazakstan from the point of view of the Steppe and of its contribution to political traditions of the world.

The collapse of the three great multi-national and multi-ethnic empires—the Czarist Russian, the Ottoman Turkish and the Austro-Hungarian—was an immediate consequence of World War I and the ensuing revolutions. Of these three, only the empire of the Habsburgs was really considered to be an integral part of nineteenth-century European developments. Although historians and contemporaries may have questioned its modernity and viability, few would have challenged its credentials as part of Europe. Yet its demise was rooted—as for the other empires—in the unresolved nationality questions which still bedevil the region in our own time.

The present article critically evaluates Hroch's theory in light of the Sindhi and Baloch national movements in Pakistan. At the heart of the issue are the social preconditions and the stage theory which Hroch posits to comprehend both the formation of nations and origins of the national movement. As far as social preconditions are concerned, the article contests the overarching notion in Hroch's theory that only when a complete class structure develops that the nation comes into being and the national movement itself is successful. With respect to the stage theory, the article brings into contention the variable of “intra-ethnic conflict” or the conflicts which inheres within nations. This makes the linear progression from Stage A to B to C, as Hroch identifies, difficult to achieve because within a single nation multiple national movements exist. In such a scenario, one can depict a stage theory for each national movement within a single nation. Finally, I argue, that in order to understand nation formation and national movements, it is imperative that the ideological orientation of national movements, or in other words, nationalism should also be put in proper perspective.

In developing his theory of the “literary field,” Pierre Bourdieu essentially had in mind the case of France from the second half of the nineteenth century, the use of which as a case undoubtedly contributed to his marginalizing numerous aspects of the national microcosm. Among its unstated and unrecognized particular qualities, France is mono-national (rather than multinational) and monolingual (rather than multilingual), and occupies the dominant position in the international Francophone world (much as Germany is at the heart of the German-speaking world). A state, a nation, a language, a territory, a literature — all of these make one unit and prevent one from considering situations more complex or tangled, such as those of many minority literatures. These allow the tackling of issues — among others, problems of their “autonomy” in relation to realities outside of literature such as the political, religious, linguistic, and economic. Rather than imposing constraints on a research agenda, the study of minority literatures allows one to shed light on the complex and contradictory relations between the political (the national, the communal, and sometimes the state), the market, and the literary game.

In the first days of August 1914, as enthusiastic crowds hailing the German declaration of war on Russia and France swarmed in front of the imperial residence in Berlin, Kaiser Wilhelm II famously declared that he no longer knew political parties, only Germans. The remark was intended to be rhetorically inclusive, of course, to signal the surmounting not only of party-political divisions but also of the empire's chronic class, confessional, and regional tensions. But for one of the empire's most marginalized groups of subjects—those millions who did not consider themselves of German descent and who spoke Polish rather than German as a native language—the Kaiser's invocation of a common German identity was more effective in underlining the limits rather than the promise of civic solidarity. Unlike the Habsburg Monarchy or (to a lesser extent) the Czarist Empire, where Polish nationalists could hope to reconcile commitment to their national cause with faithfulness to an imperial dynasty or even a diffuse sense of patriotism to a multinational state, the Hohenzollern monarchy had, over the previous half-century, become virtually synonymous with hostility to all things Polish. Upholding the Prussian monarchy, it seemed, was functionally inseparable from promoting a culturally homogenized German nation-state.

For several centuries the overall trend in the world development has been along the way paved by Western civilization. Hence, the predominant flow has been based on borrowed Western cultural features. The issue of cultural interaction among nations with different culture types became fairly topical in contemporary society. Humankind now faces the legacy of moral decline of the past century and is trying to find a way out of its ideological dead end through other cultures and civilizations. In addition, the globalization processes that developed towards the end of the last century have also embraced the nations' cultural ties, turning the cross-cultural communication into an integral part of humankind's existence. The unique role of Russia in Northeastern Asia calls for an answer to the following question: Is there any cultural interaction between the Russian Far East, on the one hand, and the East Asian nations, on the other? And if so, what are its manifestations and how big are they?

The Soviet Union has a Muslim population about the size of Turkey's. Definition is a problem because Soviet censuses do not ask about religious convictions. All one can say is that those nationalities which have traditionally been predominantly Muslim number, according to the 1989 census, approximately 55 million people out of a total population which exceeds 285 million. Although it is common to refer to “Soviet Muslims” as if they constituted a monolithic community, these millions of people are in fact diverse in terms of their religious traditions, current attitudes toward their ancestral faith, nationality, and numerous other secular aspects of life as well. This essay will attempt to describe all the forms of Islamic activity among the Muslim peoples of the Soviet Union, but will consider the status of Islam primarily in Central Asia, where the largest number of the Soviet Union's traditionally Muslim nationalities live, and especially the republic of Tajikistan, where the status of Islam largely resembles that of other important parts of the region.

The Soviet military officer's motto was “I serve the Soviet Union.” He had taken an oath to a state whose leadership constantly stressed the ethnic diversity of its population. When the USSR fell apart, however, only one of its 15 successor states—the Russian Federation—did not declare itself the homeland of one specific ethnic group. The reality of the divorce was difficult to grasp for many people in the former Soviet Union. In Russia, ideas of democracy and hopes for the future of the RSFSR as an independent state were standing strong. Not all the newly independent states would be missed; the Central Asian republics were widely seen as a culturally distant periphery tapping the RSFSR of resources. However, shedding off Kazakhstan, Belarus, and above all, Ukraine was a completely different story.

In December 1918, Hungary ceded 21,000 square kilometers to what was soon to become the Serbo-Croatian-Slovenian Monarchy. According to 1910 census data, of the total 577,000 ethnic Hungarian population on the ceded territory, one-fifth came under the jurisdiction of Croatia, approximately one-twentieth came under the jurisdiction of Slovenia, and the rest became citizens of Serbia in the region that was to become the autonomous province of Vojvodina. According to 1991 census data, the Hungarian-speaking minority decreased by 200,000 (over one-third), and its proportion of the population also changed: currently, only 6 percent live in independent Croatia and 2 percent in independent Slovenia. The population of Hungarians in Croatia decreased by four-fifths, and that of Slovenia decreased by two-thirds. Already between 1980 and 1990, the decrease in the Hungarian minority population exceeded 10 percent in both republics. Despite the differences in the condition of the Hungarian community in Croatia and Slovenia, their total assimilation can be averted only if serious measures are taken. An analysis of the political, economic, demographic, cultural and other factors contributing to the population decline since the post-world war peace treaties is beyond the scope of this article. I would merely like to point out the general demographic trends and indicate that, according to estimates, the Hungarian population is 1.5 times larger (22,400 in Croatia and 8,500 in Slovenia) than the figure revealed by census data.

Soft power draws attention to the way governments, and other actors, create a positive image of themselves so that they can attract others and influence them. In this article, we examine how Russia and China use education to implement soft power in Tajikistan and the differences between the two approaches. This article examines academic diplomacy and the role of educational programs and research collaboration in the projection of China and Russia’s soft power in Tajikistan. We conclude that a latent geopolitical rivalry exists between the two great powers that is manifesting itself in a number of ways. Russia is in a stronger position to project soft power in Tajikistan, and, although the escalation of the war in Ukraine in February 2022 will undermine this influence, China will not displace Russia’s soft power in the near future.

Legal narratives about collective violence have given an outsized explanatory role to propaganda in conflicts such as the Rwandan genocide and the Yugoslav Wars. While post-conflict ethnographies have examined what Rwandans remember about propaganda and collective violence, similar studies have not been undertaken in territories of the former Yugoslavia. The present ethnographic study fills this gap. After introducing the theoretical and empirical problems that have stemmed from recent speech crime trials in international criminal law, I examine the causes of collective violence in the Yugoslav Wars as remembered by former combatants, survivors, and the greater populations of post-conflict regions in Bosnia-Herzegovina, Croatia, and Serbia. I show that remembered causes, including the role of propaganda, vary significantly between former combatants and the greater populations. Nevertheless, local perspectives, especially among former combatants and survivors, converge on the effects of populist movements following Yugoslavia’s economic crisis and the rise of ethnic, religious, and nationalist leaders who engaged in inflammatory rhetoric and misinformation to mobilize war efforts. This article thus corroborates key findings from other post-conflict ethnographies which show that propaganda plays a secondary but significant role in the cultural manufacturing of state-sponsored ethnicity and cultural logics of violence.

This article analyzes Hungary’s kin-state policy starting from the premise that the concept of collective narcissism most succinctly captures its emotional foundations. I look to substantiate this claim by examining at a wide range of sources on how Hungary feels toward neighboring states and show the preponderance of emotions connected to collective narcissism. The real-life consequences of collective narcissism are demonstrated through a case study of the relationship between Hungary and Ukraine before and after the Russian attack of 2022. Overall, I find that anger is the master emotion of Hungary’s kin-state policy, resulting in a lack of solidarity and characteristic self-centeredness in Hungary’s foreign policy, which cannot be explained by rational factors alone.

Scholars frequently portray the end of the Habsburg Monarchy as driven by nationalist revolutions in the provinces. The experience of the Jiu Valley, Transylvania’s largest coal basin, demonstrates that nationalism was neither the only basis for revolution nor the most popular in all parts of the province. The multiethnic working class of Jiu embraced revolution as a response to state failures to provide basic services in a worsening wartime economy, even as state demand for coal rose. The miners created the Black Diamond Republic in October 1918 as Austro-Hungarian armies collapsed in an effort to actively negotiate their status after the war. The miners embraced revolution not as a bid for independence or ethnic secession but as a means to maintain local union power and negotiate the conditions of their inclusion in either Romania or Hungary. While “Romanian” and “Hungarian” councils were formed, such identities in Jiu were also linked to occupation (worker, peasant, or intellectual) rather than clear definitions of ethnicity.

Scholars have long grappled with the puzzle as to why some regions become peaceful and resilient while others crumble into perpetual insecurity. Much of the scholarship that they produced viewed regional formations as extensions of the state system. This work argues that state-centric tools to study regionalism have precluded us from uncovering regional forms of engagement under hierarchical relations of empires. They have privileged great power politics, at the expense of the political agency of non-state actors, such as minority communities, constitutional assemblies, and political parties, among others. This work highlights the lack of conceptual tools to capture historical continuity in the regional fabric of world politics. The bulk of the article engages in the methodology of concept development for regional fracture, in an effort to advance comparative regional studies historically and systematically. The concept development is then applied in the context of the Eastern Anatolian region of the late Ottoman Empire.

Values play an important role in any culture, shaping attitudes and aspirations, and supporting economic activities. They are widely acknowledged to be defining elements of business culture for managers and workers alike, despite difficulties in tracing the exact linkages they have with behaviors and events (Connor and Becker 1994). They impact individuals’ ability to make critical adjustments under conditions of accelerating technological change and unprecedented expansion of information transfer (Rothschild 1992). They also are thought to affect how well technological changes and economic activity are integrated with dominant social-political structures, helping to make public policy harmonious with frames of reference individuals hold, and lending meaning to appeals for courses of action (Buchholtz 1986).

In 1944, the Soviet Army recaptured Galicia and Transcarpathia from the Germans, and the last stronghold of Ukrainian Greek Catholicism fell under Soviet control. Following the arrests of all Uniate bishops and of the “recalcitrant” clergy, the Lviv Sobor of March 1946 nullified the 1596 Union of Brest, which first established the Greek Catholic Church, and forcibly “reunified” the Uniates with the state-controlled Russian Orthodox Church. The post-World War II period saw the gradual suppression of the Uniate Church throughout Carpatho-Ukraine, Poland, and Eastern Slovakia, and marked the beginning of more than four decades of struggle for Eastern Rite Ukrainian Catholics in the USSR to maintain their banned Church against the overpowering alliance of the Soviet regime and the Russian Orthodox Church. Despite the enforced “reunification,” the Greek Catholic Church has remained the most important cultural and institutional preserve of national identity in Western Ukraine. The following is an examination of the Ukrainian Greek Catholic Church's attempts to assert its right to legal existence since the beginning of political and social revitalization under Mikhail Gorbachev.
