We investigate the labour market effects of incarcerating children. Using linked administrative data to track outcomes for English schoolchildren, we estimate an econometric model of transitions between education, custody, employment and NEET (not in employment, education or training), along with earnings for those starting work. We allow outcomes to vary according to the individual’s state in the preceding spell and, by controlling for personal characteristics and unobserved heterogeneity, interpret such variation as capturing causal impacts. For males, the main effect of incarceration is a reduction of more than 10% in the probability of employment. For females, there is no overall impact on employment but, for those entering work, wages are reduced by 25%. These negative impacts suggest roles for policy in deterring delinquency, finding alternatives to custody, rehabilitating those incarcerated and supporting resettlement on release. Appropriate labour market policy may differ by gender, with males needing help to overcome employer discrimination and females needing encouragement to achieve better-paid work.

This article analyses and compares disability policies for working-age individuals in Canada with a focus on the mode of policy provision and type of measure to determine the degree to which direct funding is used in this country. To consider policy diversity in this federal system, policies are compared using a mixed-methods approach. Using quantitative methods, federal, provincial and territorial policies are first compared using hierarchical cluster analysis. This provides evidence of three distinct clusters in Canada according to policy provision and measure type. In a second, qualitative analysis, the disability strategies of four provinces’ (British Columbia, Ontario, Newfoundland and Labrador and Quebec) are compared, to determine over arching policy orientations. Findings indicate that policy provision in Canada largely favours money over services. Furthermore, most provinces emphasize either health or integration measures over substantive measures. Despite these commonalities, significant variation persists across Canada. This extends to poverty and disability reduction strategies with two of the four provinces having a broader orientation while the other two provinces focus specifically on employment as a means of social inclusion. The article concludes with a discussion on the state of employment policies for individuals with a disability in Canada.

Studies on climate change mitigation and environmental degradation suggest that lifestyle changes in high-income countries can help promote environmental sustainability. Such changes may include material sacrifices on the part of the individual. Yet, accepting material sacrifices can be a challenging task for both individuals and countries. Can publicly provided economic protection facilitate the acceptance of such sacrifices? This study examines whether social insurance generosity is likely to make people more willing to accept material sacrifices for the sake of environmental protection. Using multilevel regression modelling to analyse data on social insurance programmes and attitudes towards material sacrifices in nineteen high-income countries, the results of the study suggest that social insurance generosity has a positive effect on attitudes towards accepting material sacrifices, with some variation across programmes and social groups.

Digitalisation emerged as a central problem in global social governance in the past decade. ‘Digital transformation’ was expected to bring new social risks, requiring a redesign of the welfare state. This study examines the social policy responses of international actors on the digitalisation agenda in the 2010s and early 2020s. Inspired by sociological institutionalism, it shows different trajectories followed by UN agencies, the OECD and the World Bank in terms of addressing the social implications of this transformation. Despite these divergent organisational agendas, the article reveals the emergence of a new transnational policy paradigm, the ‘Schumpeterian consensus’, overcoming the antagonism between ‘economic’ and ‘social’ institutions from previous decades. In this paradigm, the ‘Schumpeterian investment state’ is seen as a mediator between the creative and destructive potential of technological change. Its social model encourages governments to invest in skills, universal social protection and flexicurity for the digital era.

Using three waves of data and tracing the same refugees over time, this paper shows that some factors associated with settlement experience are different from life satisfaction. Evidence shows that although settlement experience has not improved over time, life satisfaction of both male and female refugees has. The non-linear effect of age on life satisfaction disappears over time while that of settlement experience lingers on. Discrimination affects both male and female life satisfaction but is only a concern for females and the younger cohort’s settlement experience. Psychological capital did not appear to moderate the discrimination effect, but this needs to be robustly examined further. Lastly, different support for refugees over time and a targeted focus on some groups is likely to be more effective than a blanket support policy.

The period from 1860 to 1870 saw the growth of a campaign to persuade the Poor Law Board to accept the practice of boarding-out pauper children. This paper examines the nature of the requests made to the board and the responses they elicited. The deterrent aspects of the New Poor Law and the difficulty of securing proper supervision of foster placements were the main objections raised in the board's office. Changes occurred through the direct intervention of George Goschen, appointed president in 1868. The campaign for boarding-out saw not only some success in their direct efforts, but increased the role played by women in poor law administration.

Informal caregivers are the core of long-term care for older and disabled people. Although previous research has studied factors that influence caregivers’ burden, little is known about the different care domains and why they influence the caregivers’ perceived burden. Drawing on a large-scale German survey, the current study makes a first attempt to address this research gap. The study used cross-sectional data on 1.429 informal caregivers. Germany is characterized by comprehensive but fragmented health and social protection systems oriented toward supporting informal care at home. Structural equation modeling (SmartPLS 3) was used to estimate the effects of five care domains on three burden dimensions and, ultimately, on the overall burden. Our results indicate that support in organizational matters had the highest impact on the overall perceived burden. The findings reveal that German caregivers particularly struggle with bureaucracy, i.e. an area that can directly be influenced by policymakers.

Does the welfare state contribute to the development of human freedom? This central problem of political evaluation has been answered in various ways. Some have seen the mechanisms of a redistributive tax-transfer scheme and the state supply of education and health services as steps down the road to serfdom. Others have seen the welfare state as providing a set of institutions through which individuals could realize the positive freedom that came with identifying individual interest and social interest. Yet others have seen the economic security provided by the welfare state as a necessary condition for the enjoying of the traditional social and political liberties. And again others have seen the principle of satisfying needs as prefiguring a form of social organization in which persons are freed from the constraints of private property.

Education is absorbing an increasing share of the nation's resources. The body of research on the subject is vast. Yet its impact on policy has been diffuse and difficult to assess. Studies directly focused on policy issues are rare. The primary aim of this paper is to suggest some areas where research is needed in view of emerging policy considerations. To put such a discussion in its context we begin by briefly examining the extent to which research has had an impact on education policy. We use ‘policy’ here to mean political and administrative decision-making. We conclude with some remarks on the funding and initiation of educational research.

I have the honour to address you today in this lecture founded to cherish the memory of L. T. Hobhouse, who was the first professor of sociology in this University and in these islands. He devoted his life to extending the study of social development within the framework of those evolutionary theories which had contained so much of Victorian social thought. He discerned a ‘self-conscious evolution of humanity’, found ‘therein a meaning and an element of purpose for the historical process which has led up to it’, and concluded that the ‘slowly wrought out dominance of mind in things is the central fact of evolution’. His fundamental thesis was that humanity had for the first time reached the stage of self-direction. Hobhouse's approach to sociology was itself a protest against sterile separatism either among the several social sciences or between them and the world of everyday affairs. He was a main contributor in his day to the principles of constructive liberalism and a leading exponent of the ideal of democratic equality. He sought for himself a unity of academic theory and social practice through his lifelong commitments as a journalist and commentator as well as an active participant in the work of Trade Boards and other institutions of the labour market. I do not therefore feel that I should apologize for taking as the theme of this memorial lecture present-day anxieties, enthusiasms and confusions about sexual conduct in their bearing upon Hobhouse's ideals of the liberation of the individual, of self-direction and of democratic equality.
