Citing recent case study evidence from various parts of Africa, this article argues that the income diversification efforts of most rural dwellers over the past decade have been directed at meeting daily needs amidst declining returns to commercial agriculture. Individuals and households have experimented with new forms of livelihood, expanding their non-agricultural income sources, while retaining their base in subsistence farming. Various livelihood patterns are emerging, depending on historical, geographical and agro-ecological factors at local and national levels. Livelihood experimentation has catalysed overlapping arenas of dynamic change, notably disequilibria between households and individual members, tensions between generations, the recalibration of gender power balances, and a search for new social networks. So far this surge of livelihood ‘multiplexity’ has not generated adequate overall levels of gainful employment, technical innovation, purchasing power or welfare improvement. Thus, probing the complex interplay of economic, social, cultural and political dynamics in rural Africa becomes all the more essential for effective policy formulation.

Ethiopia's development strategy rests on the promotion of a market economy, driven by ‘new entrepreneurs’, both urban and rural, while, to bring it to ‘maturity’ and to compensate for its present ‘failures’, the resolute intervention of a ‘developmental state’ is essential. Simultaneously, the ruling party aims to sustain its political hegemony by enrolling massively among those at the top of the social pyramid, to which most of these ‘new entrepreneurs’ belong, so as to build its new constituency on them. In the rural areas (83% of the population), the merger of these two objectives leads to the mobilisation of the upper group of smallholder farmers, recruited both as ‘model farmers’ to become the engine for the growth, notably with the support of a massive public Agricultural Extension Programme, and also as members of the ruling party. However, the subordination of the regime's economic objectives to its political agenda undermines the implementation of its development strategy at the field level. This raises questions about the efficiency of the programme and the room left for entrepreneurship, even though this is a mainstay of the market economy that the regime sees as ‘vital’ for Ethiopia's ‘survival’ (Meles 2006).

International economics and global politics are unfamiliar territory for many. However, the operations of institutions such as the World Bank and the International Monetary Fund (I.M.F.) have profound impacts upon the countries with which they treat, and these extend beyond financial issues and geo-politics. This article indicates how the I.M.F. has imposed ‘conditionalities’ in sub-Saharan Africa as integral elements of Structural Adjustment Programmes (S.A.P.s) that affect not only the lives of all the inhabitants, but also the nature and landscapes of the nations concerned — their very geographical composition.

Policy discourses urging environmental rehabilitation, and rapid agricultural intensification for food self-sufficiency are firmly entrenched in Ethiopia. This paper examines the actor-networks and key policy spaces associated with the establishment of these discourses, taking natural resource management policies, and institutionalisation of the SG-2000 extension programme as case studies. An emergent, and potentially challenging, participatory natural resource management discourse is also identified. Contrasting the regions of Tigray and the Southern Nations, Nationalities and Peoples' Region (SNNPR), the paper concludes by arguing that, with decentralisation, differences between regional administrative and political cultures are key to policy processes, affecting the degree to which central policies reflect local concerns.

Analyses of the rise of violent vigilantism in Africa have focused increasingly on the ‘uncivil' character of African society. This article challenges the recourse to cultural or instrumentalist explanations, in which vigilantism is portrayed as a reversion to violent indigenous institutions of law and order based on secret societies and occultist practices, or is viewed as a product of the contemporary institutional environment of clientelism and corruption in which youth struggle for their share of patronage resources. The social and political complexities of contemporary African vigilantism are revealed through an account of the rise and derailment of the infamous Bakassi Boys vigilante group of south-eastern Nigeria. Based on extensive fieldwork among the shoe producers of Aba who originally formed the Bakassi Boys in 1998, this article traces the process through which popular security arrangements were developed and subsequently hijacked by opportunistic political officials engaged in power struggles between the state and federal governments. Detailing the strategies and struggles involved in the process of political hijack, this inside account of the Bakassi Boys reveals the underlying resilience of civil notions of justice and public accountability in contemporary Africa.

The long-standing debate about the proper role for Africa's traditional leaders in contemporary politics has intensified in the last two decades, as efforts to foster democratisation and decentralisation have brought competing claims to power and legitimacy to the fore, especially at the local level. Questions persist as to whether traditional authority and democratic governance are ultimately compatible or contradictory. Can the two be blended into viable and effective hybrid systems? Or do the potentially anti-democratic features of traditional systems present insurmountable obstacles to an acceptable model of integration? Survey data collected by the Afrobarometer indicate that Africans who live under these dual systems of authority do not draw as sharp a distinction between hereditary chiefs and elected local government officials as most analysts would expect. In fact, popular evaluations of selected and elected leaders are strongly and positively linked. They appear to be consistently shaped by each individual's ‘leadership affect’, and by an understanding of chiefs and elected officials as common players in a single, integrated political system, rather than as opponents in a sharply bifurcated one. Moreover, there is no evident conflict between supporting traditional leadership and being a committed and active democrat. Rather than finding themselves trapped between two competing spheres of political authority, Africans appear to have adapted to the hybridisation of their political institutions more seamlessly than many have anticipated or assumed.

In the newly developing countries, major aspects of economic organisation are subject to foreign control. The citizens and governments of such countries learn to live with the effects of pervasive economic dependence upon the industrial powers. Foreign governments and businessmen often determine the rate and scope of local capital investment, the development and use of economic resources, the composition and direction of external trade.

Any adequate account of the 1994 genocide in Rwanda must acknowledge manipulation by external forces, domestic pressures and psychological factors. Even so, the nature of the Rwandan state must be seen as absolutely central. The genocide took place under the aegis of the state, and Rwandans were the main actors involved. Both precolonial legacies and colonial policies contributed to the formation of this state, whose increasingly autocratic and unpopular government was, by the early 1990s, facing serious threats to its hold on state power, for which genocide represented a last-ditch attempt at survival. Many of the mechanisms through which genocide was prepared, implemented and justified in Rwanda bore striking resemblances to those used during the twentieth century's other major genocide, the Nazi Holocaust against the Jews.

Guerrilla organisations vary greatly in their relations with civilians living in territories that they control. The NRA presents a rare, though not unique, case of a guerrilla group whose commitment to popular support deepened into democratic village management during the course of its civil war. The significant causal factors in deepening this commitment were its ideological conviction, relative military strength, dependence on civilian material assistance, and need for accommodation with civilian preferences in its operational area. It withdrew this commitment when it was under severe military pressure. Military survival was central to NRA calculations, but insufficient to determine its relations to civilians. In those phases of the war when the NRA soldiers were relatively secure, these other factors determined the type of civilian participation it supported. It organised clandestine civilian committees for assistance when it was dependent on civilians. During those periods when it held territory, it held elections for committees which managed their villages without NRA supervision.

This paper examines the land occupations and fast-track resettlement process in Chiredzi district in Zimbabwe's southeast lowveld, and argues that their broad-brush representation as chaotic, violent and unplanned is misleading. In Zimbabwe the instruments and mechanisms of order assert themselves even in the midst of violent disorder. The on-going deployment of the formal and technical tools and discourses of land-use planning have been instrumental in securing the visibility and legitimacy of Zimbabwe's new settlers. The speed and short cuts of the fast-track land reform process and vagueness of policies to date have in the short term opened up a certain amount of space for negotiation and a degree of leeway and flexibility in land-use planning and allocation. But the danger for the settlers is that, by deploying a discourse rooted in long-held and institutionally embedded Rhodesian traditions of planning and control, they have played into a process that – as so often in Zimbabwe's history – will re-impose coercive land-use regulations that are at odds with their livelihood strategies and seek to vet settlers and so undermine populist claims of redressing inequalities and providing land to the landless and poor.

A major financial problem in many municipalities in South Africa is the inadequate collection of service charges due to widespread non-payment. The prevailing view is that non-compliance is caused by poverty and the existence of an ‘entitlement culture’. However, huge variations in compliance exist both within poor communities and between communities with similar socio-economic characteristics. How can these differences be explained? Moreover, what factors determine citizens' compliance? This paper argues that non-payment is related not only to inability to pay and ‘a culture of entitlement’, but also to whether citizens perceive the local government to act in their interest. In particular, three dimensions of trust may affect citizens' compliance: (1) trust in the local government to use revenues to provide expected services; (2) trust in the authorities to establish fair procedures for revenue collection and distribution of services; and (3) trust in other citizens to pay their share.

Based on seven months of fieldwork research, the present article explores the nature and ‘reach’ of the state in post-genocide Rwanda, and its effects on decentralisation, participation and assertion of voice at the local level. Rwanda as a case of a ‘strong’ African state is explored through a number of lenses: the vertical structure (administrative and information apparatuses of the state); the lateral structure (multiple responsibilities, imihigo, indirect control); the spectrum of state-led ‘local’ activities; and, last but not least, the ‘counterweights’ to the state. The article suggests an increasing penetration of state in terms of surveillance as well as exactions (couched in terms of umusanzu or contribution) and control over voice at local level. Decentralisation amounts to mere ‘dispatching of control’, making central power more, not less, effective.

This article addresses the topic of the recent boom in mobile phones in Burkina Faso. Mobile phones are placed in the theoretical framework of domestication and, more particularly, of cultural appropriation. They are therefore regarded not only as devices to communicate, but also as material objects which cause economic problems and may affect social relations through the uneven disposition over such objects. As in many other African countries, the growth of mobile phone usage in Burkina Faso is higher than in Western countries, reflecting the particular appreciation of these devices. This development contrasts sharply with the difficult economic situation of many of the users. This context may explain some particular patterns of usage, and is discussed against the background of the communication principles ruling in societies still adequately described as ‘oral societies’. Domestication leads to a partial usage of the devices' technical possibilities. Nevertheless, it transforms mobile phones into socially meaningful means of communication.

Refugees impose a variety of security, economic and environmental burdens on host countries, but also embody a significant flow of resources in the form of international humanitarian assistance, economic assets and human capital. These refugee resources represent an important statebuilding contribution to the host state, but security problems and other hindrances inhibit the state's ability to access and control them. This article explores the challenges and opportunities for African states arising from the double impact of refugee-generated resources and security problems. It argues that the potential benefit for the state and its citizens go beyond the burdens imposed by a mass influx. Refugee resources and security threats potentially provide long-term gains, and, by compelling the state to strengthen its grip on border areas, enable the state to ‘harden’ its presence there. However, for host states to realise the potential of refugee resources and continue hosting refugees, they must be assisted by appropriate humanitarian programmes.

Upon taking power in August 1985, General Ibrahim Babangida promised a decisive course of economic and political change for Nigeria. Alongside a phased transition to democratic rule, the new President outlined far-reaching reforms intended to alleviate major distortions in the economy, to resolve a lingering impasse with external creditors, and to reduce a mounting burden of debt. Within a year, a comprehensive structural adjustment programme (SAP) was launched, incorporating key policies advocated by the World Bank and the International Monetary Fund (IMF), and yielding significant early results in stabilising the economy and arresting decline.

This article examines the livelihoods, portfolios and degree of deagrarianisation of the peasantry in three villages in northern Ghana. It argues that deagrarianisation should be seen as a process embedded in social change, bearing in mind the reversibility between farm and non-farm livelihood strategies used by households (reagrarianisation?). A livelihoods research approach involving qualitative household interviews and quantitative surveys in three villages in the Kassena-Nankani district constitute primary data for this study. Contrary to the deagrarianisation thesis, this study found that livelihood adaptation, implying both a diversification to new or secondary livelihood activities and changing the form, nature and content of the farm sector, characterised rural livelihoods in the area. The adaptation process involves not just a move from the farm to the non-farm sector, but also an intensification of efforts in the farm sector with seasonal diversification into other livelihood activities. The supposedly ‘booming non-farm sector’ is not entirely real, for reasons of marginalisation and exclusion of the poor peasantry, resulting from spatial, capital, infrastructural and market limitations.

Malawi, like other countries in Africa, has a new land policy designed to clarify and formalise customary tenure. The country is poor with a high population density, highly dependent on agriculture, and the research sites are matrilineal-matrilocal, and near urban centres. But the case raises issues relevant to land tenure reform elsewhere: the role of ‘traditional authorities’ or chiefs vis-à-vis the state and ‘community’; variability in types of ‘customary’ tenure; and deepening inequality within rural populations. Even before it is implemented, the pending land policy in Malawi is intensifying competition over land. We discuss this and the increase in rentals and sales; the effects of public debates about the new land policy; a new discourse about ‘original settlers’ and ‘strangers’; and political manoeuvring by chiefs.

This article addresses the question of whether, or under what conditions, democratic institutions contribute to ‘developmental governance’ in sub-Saharan Africa, in forms such as coherent policy formulation, effective public administration, and limited corruption. While few dispute the desirability for Africa of democracy and good governance in theory, many remain sceptical about whether the two necessarily go together in practice. Using a simple framework informed by the new institutional economics, I analyse the impact of political institutions on governance quality in a sample of 38 sub-Saharan African countries. The main finding is that a combination of democratic contestation and institutional restraints on governments' discretionary authority substantially improves developmental governance. Judged against liberal democratic ideals, Africa's emerging democracies have many shortcomings. Yet the article shows that democratic institutions systematically enhance African states' performance as agents of development.

The question of whether particular types of legal institutions influence the effectiveness of the rule of law has long been answered with conjecture. Common law lawyers and judges tend to believe that the common law system is superior. This opinion is based on the idea that the common law system inherited from the British is more able to protect the rights of the individual than civil law judicial systems. Quite the opposite point of view can be found in lawyers from civil law countries, who may view the common law system as capricious and disorganised. This paper compares the effectiveness of the rule of law in common law and civil law countries in Africa, through a cross-national statistical comparison using Freedom House and Political Risk Services data. The comparison reveals that common law countries in Africa are generally better at providing ‘rule of law’ than are civil law countries.

The People's Republic of China's (PRC's) policy towards Africa in the 1990s has its roots in the crisis surrounding the Tiananmen Square crackdown on 4 June 1989, and the heavy and persistent criticism by the developed world levelled against Beijing's human rights record since that date. Previous to this, the importance of the African continent to China had become less and less important in the 1980s, as the Cold War underwent a thawing process and China's modernisation project demanded foreign investment and technological assistance. Though Chinese officials paid rhetorical lip service to such issues as South–South co-operation, the reality of the situation was that Beijing was mainly interested in maintaining intimate relations with those countries from which it could benefit economically. In stark contrast to China's position in the 1960s and 1970s, exhortations and propaganda grounded in Maoist foundations disappeared, for the ‘socialist modernisation’ project of Deng Xiaoping demanded economic investment and a non-conflictual approach to international politics. As a result, non-ideological relations with the United States, Western Europe and Japan based on expanding trade links and co-operation took a priority in China's foreign policy formulation.
