This article sets the scene for the Special Issue ‘Reaching for allies?’ by setting out the research questions and structure of the Special Issue. Specifically, this introduction reviews the state of the art of dialectics interweaving International Relations and Area Studies. Specifically, it focuses on tracing the genealogy of these debates, identifying the actors engaged with them, as well as, mapping those sites where such transdisciplinary knowledge is produced and circulated. We also provide an assessment of the interaction between the two disciplinary traditions as scholarly disciplines by reviewing the field as it had developed in the last decade since 2013. In order to do so, we present data on the brokers of this dialogue by analysing top-ranked Journals across regions, dedicated Special Issues on the matter as well as main international conferences and participants. Overall, this article provides a threefold contribution: first, we provide an account of the globalization of knowledge production and circulation that has also increasingly decentred, valuing local peculiarities and epistemological traditions beyond the Western academia(s). Second, we assess and discuss how Western and non-Western academics have contoured concepts which demand and entail site-intensive techniques of enquiry, exposure to complexities on the grounds, ethnographic sensitivity, and, at the same time, comparative endeavours going beyond area specialisms. Third, by looking at international and regional policy-making milieus with attention to context-specificity, we believe critical policy-relevant implications can be discussed, specifically in relation to local ownership and bottom-up approaches.

Conspiracy theories are gaining increasing interest in academic and public debate. A broad research agenda focused on the socio-political and psychological determinants of conspiracy theory beliefs, on the effect of social media as a new channel of dissemination, on the role played by populist leaders in explaining those theories, and on the impact on social and political outputs. This introduction to the special issue proposes a summary of this growing literature and addresses an aspect that is still under-investigated: the life cycle of conspiracy theories. Previous empirical studies investigated the topic either in a cross-sectional fashion or by employing short-term panels – focusing on how conspiracy theories change over a small period (e.g., before and after an election). Using panel survey data, we take a medium-term approach. We base our investigation on a longitudinal study composed of two survey waves, administered in 2016 and late 2020. Respondents were asked to rate the plausibility of different ‘classic’ conspiracy theories. This allows comparing changes in beliefs in those conspiracy theories over this 4-year time frame. Results show that believes in these theories decrease over time. Furthermore, this decline can only be marginally explained by individual socio-demographic characteristics or political orientations. After thoroughly describing these differences over time, we speculate on why this decline occurs, mainly basing our argument on the role of the media landscape in shaping public opinion.

This article addresses the question of whether populist parties behave differently from other political parties in parliament. Building on the attention-based perspective of the study of policy agendas, we map issue emphasis in parliamentary questions in Italy over more than two decades (1996–2019). The paper is innovative as it compares populist and non-populist parties in government and in opposition. Using data from the Italian Policy Agendas Project and The PopuList, we find mixed evidence. Specifically, we show that populist parties behave differently from other parties only when they are in opposition (signalling that they are different from ‘elite’ ones) but not when in government (signalling that they are ‘competent’ policymakers). While the results are exploratory and drawn from the Italian context, this study contributes to deflate the myth of populists' exceptionalism, at least in terms of their behaviour in parliament. As such, it holds broader implications for the scholarly understanding of party government and the so-called ‘normalization’ of populism in contemporary democracies.

In the last decade, political protest events have been rising in Western democracies. At the same time, there has been a steady increase in the diffusion of conspiracy theories in political communication, a phenomenon that has captured the interest of scholars for its growing political relevance. However, while most research focuses on the reasons why citizens believe in conspiracies, studies looking at the political-behavioral implications of such beliefs, in particular their connection to political radicalism, have been more limited. In this paper, we investigate the association between people's belief in conspiracies and their propensity to endorse political violence or to legitimate radical political action. Building on pathway theories of radicalization, we argue that conspiracy theories provide narratives that might help people channel their feelings of resentment toward political targets, fueling radical attitudes. We provide some correlational evidence using survey data of US respondents collected on MTurk. We observe attitudes toward political violence using two multi-item batteries, one developed by us. Our results show that people who score higher on a scale of generic conspiracy belief are also more likely to endorse violent political actions.

As manifest challenger of the United States (US)-led international order, the People's Republic of China (PRC) has inaugurated a revisionist strategy that encompasses a multifaceted spectrum of initiatives, including an ambitious naval military build-up. History has shown that revisionist and challenging powers tend to defy the established order through arm races. US Admiral Mahan and German Admiral Tirpitz theorized two different approaches to naval strategy, the former focusing on global maritime hegemony and the latter on regional counterbalance based on risk theory. This article attempts at explaining the puzzle of China's naval buildup through the lenses of geopolitics, adding a geopolitical dimension to the current debate. It suggests that the PRC's naval military development does not follow a Mahanian global maritime strategy aimed at challenging the US primacy worldwide, but rather a Tirpitzian regional approach focused on counterbalancing the US presence within the scope of China's sea power projection, that is, the Pacific region. To substantiate this hypothesis, the study compares diachronically contemporary Chinese naval arm race with Wilhelmine Germany's High Seas Fleet. The findings underscore that, in maritime terms, China's revisionism vis-à-vis the US somewhat resembles that of Imperial Germany vis-à-vis Imperial Britain, both aiming at regional counterbalance and anti-access and area-denial (A2/AD) tactics rather than global maritime counterhegemony. Although Chinese sea power is still far from posing a serious threat to that of the US and its allies, an unrestrained continuation of Beijing's naval buildup could encourage arms races and direct confrontation due to regional security dilemmas.

The so-called practice turn in International Relations (IR) has established a new paradigm that puts practitioners' quotidian doings front and centre of IR theorizing. It is proving to be an influential development also for area studies (AS) that share much of IR's scholarship and objects of study. This is certainly the case for European studies (ES) where the works of International Practice Theory (IPT) scholars has greatly contributed to raise attention to situated, mundane, and everyday practices of EU institutions. This article reviews the contribution of IPT scholars to ES to assess the added value of this research agenda and its potential to become a ‘trading zone’ where IR and ES/AS scholars can advance understanding of how the local and the global connect. It also identifies two challenges that have not been adequately addressed in the extant literature: (1) finding ways to theorize and empirically observe the transition from the level of situated practices to EU-wide doings (generalization challenge); and (2) assessing the exact role of interaction in structuring and transforming both the global and the local (challenge of relationism). The article ends by calling for a global practice theory as a way to tackle these two challenges.

The paper argues that education is relevant for both domestic and international reasons and without an incorporation of the international within the national it is not possible to understand education's changes and transformations in post-conflict and conflict-affected contexts. The paper aims to connect the local to the global by investigating their dynamic interaction through the peculiar lenses of international assistance to education reform in post-conflict Kosovo. It asks two questions: (1) how do global agendas of peace and security affect education reforms in conflict-affected contexts? and (2) how does education reform in conflict-affected contexts interacts with and is related to broader, international dynamics, processes, and actors? More specifically, the paper analyses the role of international actors in traditionally national sectors and the multi-layered, hybrid governance of education reform within a broader statebuilding, peacebuilding, and stabilization perspective. The analysis is divided into two empirical instances: (i) education for liberal multicultural peace (1999–2013) and (ii) education against violent extremism and radicalization (2014–2019). The paper sheds light on the globalization and securitization of education as well as the changing forms and practice of statehood and sovereignty in times of post-war-reconstruction and fragility. A threat-containment and security-based logic has dictated priorities and determined choices in education reform and content.

In the increasing scholars' attention to factors associated with conspiracy beliefs, religiosity has been under-investigated, at least in empirical research. This study aims to address the issue by analysing to what extent and in which forms individual religiosity is associated with conspiracy beliefs. Religion and conspiracy theories could show both similarities and dissimilarities. First, as alternative religiosity and conspiracy theories tend to spread knowledge stigmatized by the authorities, we expect that alternative religious beliefs are positively associated with conspiracy beliefs. Second, as religion and conspiracy theories explain events with the agency of invisible forces and detect patterns in nature, also conventional religious beliefs are supposed to be positively associated with conspiracy beliefs. Third, church attendance is hypothesized to discourage conspiracy beliefs, as exposure to religious authorities could deter the adhesion to unofficial narratives. By employing data coming from the Italian joint edition of the European Values Study–World Values Survey 2018, the paper tests the hypotheses by analysing the association between the multiple dimensions of individual religiosity and belief in a conspiracy theory on pharmaceutical companies. Results show that, after controlling for confidence in political and religious institutions and attitudes towards science, only alternative religious beliefs, here measured by belief in the reincarnation, are positively associated with belief in the big pharma conspiracy theory. Empirical evidence suggests taking caution when looking at similarities between conventional religiosity and conspiracy beliefs.

Innovative practices based on the involvement of citizens as co-producers of welfare local services have been increasingly adopted by the public sector to effectively tackle emerging social problems. Despite the development in the literature on this subject, recent studies still do not clearly indicate which are the challenges for the institutionalization of such practices. By applying a governance lens to the analysis of co-production of local public services, this article aims to contribute to bridging this gap through the empirical analysis of the childcare experience in four European cities. More in detail, it debates the concepts of co-production and innovation in public service delivery within the context of the different waves of public administration reforms; and it investigates how three different sets of conditions – namely, state support and capacity; organizational cultures which support innovation; and integration with facilitative technologies – integrate to facilitate or hinder the institutionalization of co-production initiatives. The findings show that the enabling role of the state actor is a sine qua non to guarantee an institutionalization of these practices, particularly concerning the promotion of trust-building processes. Doing so, the article contributes to the international debate about the possible co-existing of the paradigms of public administration that are arising in the last decades to remedy the problems with the New Public Management; and it provides professionals working in public management and administration with key policy recommendations for the elaboration of new governance systems for the provision of social and welfare services.

Within the Special Issue ‘Reaching for allies? The dialectics and overlaps between International Relations and Area Studies in the study of politics, security, and conflicts’, this article investigates the post-2011 changing relationship between International Relations (IR) and Middle Eastern Studies (MES). The article departs from the assumption that the reading and writing of security in, on and from the Middle East and North Africa (MENA) region has historically been trapped between the projection of security from abroad and endogenous security narratives. We argue that within the post-Arab uprisings renewed scholarly attention, with studies on security in, on and from the MENA region expressing an all-time methodological pluralism and the increasing and original application of bottom-up and non-military security understandings to regional security, societal and human security are among the most promising notions for transformative dialogue between IR and MES. In broader theoretical terms, we show how the ongoing debate on post-Weberian notions of statehood and post-Westphalian sovereignty point to an already transformative dialogue between IR and MES. The article illustrates this trend with two case studies – on Tunisia and on Iraq – pointing to changing security concepts reflecting changing security practices.

While official science has given its answer to the question on the origin of the Coronavirus (animal to human transmission), alternative theories on human creation of the virus – purposely or inadvertently – have flourished. Those alternative theories can be easily located among the family of conspiracy theories, as they always assume some secretive activity of some groups acting on their self-interest and against the good of the many. The article assesses the prevalence of these beliefs during the COVID-19 pandemic in Italy, studies its development during the pandemic, and investigates its potential determinants. In particular, it analyses the relationship between beliefs in alternative theories on the origin of the virus and political orientation, by arguing that the association cannot be attributed to (politically) motivated reasoning, as the issue has not been highly politicized in the Italian context. Alternatively, the article suggests that the main factor driving beliefs in alternative accounts on the origins of the virus is institutional trust. Political orientation moderates its effects, depending on specific conditions (e.g. cue taking, position of the supported party either in government or opposition), and eventually reinforcing scepticism towards epistemic authorities for those with low trust in institutions. Data come from the ResPOnsE COVID-19 survey, carried out with daily samples from April to July 2020 (N > 15.000) to monitor the development of the Italian public opinion during the Coronavirus pandemic.

Between 2016 and 2017, inflows along the central Mediterranean peaked, increasing pressures on the southern European border. Coordination with Libya to reduce departures has been possible thanks to the role played by Italy, backed by the Union. The diplomatic effort exhibited mainly through 2017 crafted a framework aimed at simultaneously ensuring Libya's interest in regaining full control of its sovereign prerogatives and addressing the EU's desire to reduce irregular inflows. This new framework is explored in this work through the lens of migration diplomacy with a double aim: to enrich the existing body of research by proposing a triangular analysis of migration diplomacy and to expand the literature on the external dimension of the Union's migration policy, by pointing out the political nature of migration relations and its critical aspects.

This article deals with a question foregrounded by historian Willem van Schendel in his seminal 2002 article ‘Geographies of Knowing, Geographies of Ignorance’: how do arms, arms flows, and associated regulatory practices reshape the geometries of authority and power in borderlands? The rich transdisciplinary literature on borderlands has fruitfully deployed van Schendel's insights to re-spatialise areas and states but has devoted scant attention to such question. Drawing from ‘new materialist’ scholarship in IR and the concept of scale in political geography, the paper argues that fluid and fractionally coherent combinations of weapons as technical objects that come from somewhere, rationalities, and techniques of arms control reproduce multiple scales of territorial authority and struggles over scaled modes of governing violence in borderlands. Such struggles of scales and about scale constantly reconfigure the territorial arenas of authority on violence at the edge of the state. Based on fieldwork in Ta'ang areas of northern Shan State, Myanmar, the article develops an empirical analysis of encounters between explosive devices/landmines and the subjects and spaces they target. Delving into the processes and practices of ‘making’ and controlling the ‘landmine’, I find that different socio-political orders confront themselves through rationalities, techniques, and practices of humanitarian arms control via which they navigate/jump across scales, forge new ones, or mobilise multi-scalar alliances. Different types of ‘dead’ and ‘alive’ landmines nonetheless defy these attempts at rescaling territorial authority over violence by acting in unforeseen manners at the scale of their own ecologies of violence.

Since the Lisbon Treaty, the European Parliament (EP) has considerably increased its competencies in European Union (EU) trade policy. At the same time, a ‘new generation’ of free trade agreements (FTAs), including the Transatlantic Trade and Investment Partnership (TTIP) with the United States, Comprehensive Economic and Trade Agreement (CETA) with Canada, and the agreement with Japan, have been negotiated by the European Commission. Although existing literature has tackled the process of the EP's institutional self-empowerment in this policy area, there is no systematic research investigating the lines of conflict within the EP over FTAs. Through a newly collected dataset of all EP plenary debates between 2009 and 2019 on six relevant FTAs, we extract EP Members’ (MEPs) preferences by means of a manual textual analysis. We then test the explanatory power of the two traditional lines of cleavages within the EP over MEPs stated preferences: position on the left-right axis and support for EU integration. We find that both these dimensions fundamentally shape the conflict in the EP over FTAs. The impact of these two ideological cleavages is magnified in the context of politicized FTAs, namely the TTIP and CETA. Through these findings, the paper significantly contributes to the research on competition in the EP and, more broadly, to the understanding of EU trade policy and its emerging politicization dynamics.

Innumeracy, that is, the inability to deal with numbers and provide correct estimates about political issues, is reported to be widespread among the public. Yet, despite the recognition that a conspiracy mindset is an increasingly common phenomenon in Western democracies, this has not been considered as a potential correlate of innumeracy. Using data from an online sample of respondents across 10 European countries, we show that those with a higher propensity to hold a conspiracy worldview tend to overestimate the actual share of the immigrant population living in their own country. This association holds true when accounting for country heterogeneity and other cognitive, affective and socio-demographic factors. Employing a comparative design and refined measurements, the article contributes to our understanding of how a conspiracy mentality may influence perceptions of relevant political facts, questioning basic processes of democratic accountability.

The 2012 Syrian Constitution has been largely (dis)regarded as embodying a mere policy intent to placate contestation, leaving the resorts of monocratic power untouched. While this might be true, there were formal changes whose study is worthwhile to understand the possibilities for some degree of democratization. This article delves into the 2012 charter and its main innovations, asking, first, from a descriptive-analytical perspective, what are the main trends underlying contemporary Syrian constitutional politics? Second, from an explanatory perspective, what specific constitutional provisions prevent the rule of law and the material constitutional transformation in democratic terms? What legal-institutional mechanisms account for this phenomenon? While the 2012 formal constitutional changes can be conceived as a ‘blueprint’ revealing governmental priorities, the outstanding democratic deficits might help to identify the opposition's priorities. Together, they contribute to delineate a bargaining range for the ongoing constituent negotiations.

The formation of the ‘yellow-green’ government that took office in Italy after the general election held on 4 March 2018 looked puzzling to many commentators as the two coalition partners – the Five Star Movement and the League – appeared to be quite distant on the left–right continuum. In this article, we argue that despite being widely used in the literature, a unidimensional representation of parties' policy positions on the encompassing left–right scale is inadequate to explain the process of coalition governments' formation. We focus first on coalition outcomes in Italy in the period 2001–18. Our statistical analysis including, among other variables, parties' policy distance on the left–right dimension performs rather well until 2013 but fails to predict the coalition outcome in 2018. To solve the puzzle, we propose a two-dimensional spatial account of the Conte I government formation in which the first dimension coincides with the economic left–right and the second one is related to immigration, the European Union issues and social conservatism. We show that the coalition outcome ceases to be poorly understandable once parties' policy positions are measured along these two dimensions, rather than on the general left–right continuum.

The Global IR research agenda lays emphasis on the marginalised, non-Western forms of power and knowledge that underpin today's international system. Focusing on Africa, this article questions two fundamental assumptions of this approach, arguing that they err by excess of realism – in two different ways. First, the claim that Africa is marginal to international relations (IR) thinking holds true only as long as one makes the whole of IR discipline coincide with the Realist school. Second, the Global IR commitment to better appreciate ‘non-Western’ contributions is ontologically realist, because it fails to recognise that the West and the non-West are dialectically constitutive of one another. To demonstrate this, the article first shows that Africa has moved from the periphery to the core of IR scholarship: in the post-paradigmatic phase, Africa is no longer a mere provider of deviant cases, but a laboratory for theory-building of general validity. In the second part, the Sahel provides a case for unsettling reified conceptions of Africa's conceptual and geographical boundaries through the dialectical articulation of the inside/outside dichotomy. Questioning the ‘place’ of Africa in IR – both as identity and function – thus paves the way to a ‘less realist’ approach to Global IR.

Despite the development of empirical research on the relations between parties and interest groups, the topic is still understudied and presents several shortcomings. On the one hand, this relationship has been studied mostly from the political parties' point of view. On the other, there is a lack of consensus regarding the determinants of party–group connection. This study aims to advance our knowledge on the topic by examining the relationship between interest groups and political parties in Southern European countries (Greece, Italy, Portugal, and Spain). By relying on new data collected through an expert survey, we focus specifically on the strength of the linkage established between parties and interest groups, as well as their determinants. The results suggest that there is a great variation in party–group links, which is explained mostly by party characteristics, namely the type of parties, ideology, and their electoral strength.

The COVID-19 pandemic witnessed extreme forms of biopolitics, as well as the urgency to reconsider our relationship with the planet. Although biopolitics draws attention to the technologies of domination by public authorities, we cast the concepts of bios and politics in the wider framework of nonviolence. In this framework, bios is the set of practices (praxis) of ordinary citizens. And politics is power created by harm reduction, or actions in daily life that testimony the desire not to harm others or the planet. We leverage nonviolence at three levels, scaling up from the individual to social behaviour and to the planet. The first level concerns nonviolence as self-sufferance and as praxis to claim back the sovereignty of the body. In the second level, nonviolence is collective mobilization – building social capital, self-governance, and solidarity. The third level provides the vision of a diverse ecological citizenship with a sustainable relationship between human beings and the planet.
