Dennis Rodgers is a social anthropologist by training, with a BA and a PhD from the University of Cambridge, as well as a postgraduate degree from the Graduate Institute of International Studies in Geneva, Switzerland. He is a Senior Research Fellow in the Brooks World Poverty Institute (BWPI), at the University of Manchester, UK, where he leads their research programme on ‘Urban Poverty and Conflict’,1 and a Visiting Senior Fellow with the London School of Economics Crisis States Research Centre, where he is involved in their research on ‘Cities and Fragile States’.2 He was also a member of a Nicaraguan youth gang for a year.

Dr Sima Samar was born in Jaghoori, Ghazni, Afghanistan, on 3 February 1957. She obtained her degree in medicine in February 1982 from Kabul University, one of the few Hazara women to do so. She practised medicine at a government hospital in Kabul, but after a few months was forced to flee for her safety to her native Jaghoori, where she provided medical treatment to patients throughout the remote areas of central Afghanistan.

One year after the communist revolution in 1978, her husband was arrested and was never heard from again. Some years later, Dr Samar and her young son fled to the safety of nearby Pakistan. She then worked as a doctor at the refugee branch of the Mission Hospital in Quetta. In 1989, distressed by the total lack of healthcare facilities for Afghan refugee women, she established the Shuhada Organization and Shuhada Clinic in Quetta. The Shuhada Organization was dedicated to the provision of health care to Afghan women and girls, the training of medical staff, and education. In the following years, further branches of the clinic/hospital were opened in central Afghanistan.

After living in Quetta as a refugee for over a decade, Dr Samar returned to Afghanistan in December 2001 to assume a cabinet post in the Afghan Interim Administration led by Hamid Karzai. In the interim government she served as Deputy Chairperson and first ever Minister for Women's Affairs. She was forced to resign from her post after receiving death threats and being harassed for questioning conservative Islamic laws, especially sharia law, during an interview in Canada with a Persian-language newspaper. During the 2002 Loya Jirga, several religious conservatives published an advertisement in a local newspaper calling Dr Samar the Salman Rushdie of Afghanistan.

She currently heads the Afghanistan Independent Human Rights Commission (AIHRC).1 She was a nominee for the Nobel Peace Price in 2009.

Mary Robinson, the first woman President of Ireland (1990–1997), former United Nations High Commissioner for Human Rights (1997–2002), and current President of Realizing Rights: The Ethical Globalization Initiative, has spent most of her life as a human rights advocate. As an academic (Trinity College Law Faculty), legislator, and barrister, she has always sought to use law as an instrument for social change. The recipient of numerous honours and awards throughout the world, Mary Robinson is a member of The Elders, co-founder and former Chair of the Council of Women World Leaders, and Vice President of the Club of Madrid. She chairs the GAVI Alliance (Global Alliance for Vaccines and Immunisation) Board and the Fund for Global Human Rights and is Honorary President of Oxfam International, Patron of the International Community of Women Living with AIDS (ICW), and President of the International Commission of Jurists.

Achim Steiner is United Nations Under-Secretary-General and Executive Director of the United Nations Environment Programme (UNEP). Effective as of 1 March 2009, Mr Steiner was also appointed Director-General of the United Nations Office at Nairobi (UNON). Before joining UNEP, he served as Director-General of the International Union for Conservation of Nature (IUCN) from 2001 to 2006. His professional career has included assignments with governmental, non-governmental, and international organizations in various parts of the world. In Washington, where he had previously been Senior Policy Advisor of IUCN's Global Policy Unit, he spearheaded the development of new partnerships between the environmental community, the World Bank, and the United Nations system. In South-East Asia he worked as Chief Technical Advisor on a programme for sustainable management of Mekong River watersheds and community-based natural resources management. In 1998 he was appointed Secretary-General of the World Commission on Dams, based in South Africa, where he directed a worldwide programme of work to bring together the public sector, civil society, and the private sector in a global policy-making process on dams and development.

Today, war is still perceived as being the prerogative of men only. Women are generally excluded from the debate on belligerence, except as passive victims of the brutality inflicted on them by their masculine contemporaries. Yet history shows that through the ages, women have also played a role in armed hostilities, and have sometimes even been the main protagonists. In the present article, the long history and the multiple facets of women's involvement in war are recounted from two angles: women at war (participating in war) and women in war (affected by war). The merit of a gender-based division of roles in war is then examined with reference to the ancestral practice of armed violence.

Afghanistan's current difficulties are in large measure the product of a troubled history and a troubled geographical location. These have combined to produce a debilitated state, open to meddling from a range of external powers, that has now experienced decades of trauma. The current insurgency that afflicts the country is sustained by the sanctuaries in Pakistan from which the Taliban operate. Unless and until there is progress on this front, the situation in Afghanistan will remain stalemated.

A number of states are faced with the challenge of ensuring the harmonious development of rapidly expanding cities and of offering a growing population public services worthy of the name in the fields of security, health, and education. That challenge is even more difficult and more pressing because violence may erupt (hunger riots, clashes between territorial gangs or ethnic communities, acts of xenophobic violence directed against migrants, and so on) – violence that does not generally escalate to the point of becoming an armed conflict but that is murderous nevertheless.

On the basis of the experience of the International Committee of the Red Cross and of its partners, as well as reports by academic specialists, this article describes the vulnerability of the poorest and of migrants in urban areas. It presents the difficulties with which humanitarian organizations, which are often accustomed to working in rural areas, have to contend. Lastly, it describes innovative responses, from which much can be learned: income-generating micro-projects, aid in the form of cash or vouchers, urban agriculture, and the establishment of violence-prevention or health-promotion programmes to protect those affected by armed violence in disadvantaged areas.

The realization that human beings need to be concerned about the only ‘life-support system’ that the Earth and its environment provides stems perhaps in part from the fact that, until fairly recently, the evolution of humankind was largely dependent on the quality of the environment and the resources it provides in terms of water, food, and favourable health conditions. These are as vital as ever, despite current levels of technology and apparent resilience in the face of often degraded environments in many parts of the world. Today, the conditions for human sustainability (i.e. water quality and quantity, food security, and health) are potentially under threat as a result of numerous human-induced factors; among these, climate change is certainly one of the more durable aspects of anthropogenic disruptions to natural resources. This article will therefore focus on the possible evolution of climate in the course of the twenty-first century and on a number of key climate impacts that may determine the future course of human societies, as well as issues that may confront them such as rivalries over natural resources and possible environmentally driven conflicts and migrations.

This article examines the meaning and potential usefulness of a ‘gender perspective’ on international humanitarian law (IHL). In order to do so, it considers a number of ‘gendered’ themes found within IHL, including the role of women as combatants, and the gendered use of sexual violence during times of armed conflict. The authors suggest that further development and understanding of a gender perspective will contribute to the resilience and effectiveness of IHL as a system of law, and will strengthen the protection of those who are victimized and disempowered during times of war.

In approaching this subject the most important thing to understand is how Afghans perceive things to be. On to this must be grafted factors about their environment, beliefs, and character that most affect their response. The physical characteristics of their environment are easy to define and describe, but their character, relationship to Islam, and how the two combine and affect their mode of warfare is more complex – a knot of truly Gordian proportions. However, if the past is accurately factored into the present, this enables contextual understanding, which is the key to unlocking the puzzle.

More than one billion people nowadays live as slum-dwellers in informal settlements characterized by vulnerability and poverty. The ‘normal’ situation in slums can, in several ways, be classified as a ‘crisis’, and violence levels often contribute to situations akin to ‘armed conflict’. The plight of these people should be the concern of humanitarian organizations, which should consequently widen their spectrum and address vulnerability to disasters and to violence as mutually reinforcing. Applying the ‘human security’ framework and ‘livelihoods’ approach can enable them to take a proactive role. However, particularly for the International Red Cross and Red Crescent Movement, a greater involvement also poses several challenges.

There are three key deficiencies in the existing body of international humanitarian law (IHL) relating to protection of the environment during armed conflict. First, the definition of impermissible environmental damage is both too restrictive and unclear; second, there are legal uncertainties regarding the protection of elements of the environment as civilian objects; and third, the application of the principle of proportionality where harm to the environment constitutes ‘collateral damage’ is also problematic. These gaps present specific opportunities for clarifying and developing the existing framework. One approach to addressing some of the inadequacies of IHL could be application of international environmental law during armed conflict. The detailed norms, standards, approaches, and mechanisms found in international environmental law might also help to clarify and extend basic principles of IHL to prevent, address, or assess liability for environmental damage incurred during armed conflict.

Gangs have long been considered a source of violence and insecurity, but they are increasingly identified as a cause of instability and a threat to the state. Yet gangs operate mainly in non-conflict settings, raising questions about whether applying a conflict lens to understand gangs is appropriate. Marked differences appear between armed groups and gangs when considering concepts of ungoverned spaces, the state, violence, and sustainability. Few gangs reach the threshold of posing a direct challenge to the state; this makes comparisons with other armed groups difficult and suggests the need for a more specific analytical lens.

The relationship between international environmental law and international humanitarian law, like relationships between many other subsystems of contemporary international law, has not yet been articulated. The problem of environmental damage in international armed conflict lies at the intersection of these two branches and thus provides an ideal opportunity to investigate this relationship. Rather than simply evaluating the applicable international law rules in their context, we break them into elements that we separately assess from both (international) environmental law and international humanitarian/international criminal law perspectives. By doing so, we identify how international law rules for cross-sectoral problems may appropriately combine the existing expertise and institutional strengths of simultaneously applicable branches of international law, and also discover how an evaluation of the ultimate appropriateness of the cross-sectoral rules adopted may be substantially affected by the different frames of reference that are used by those working within the different fields.

Besides a surge in terrorist activities, events following the 11 September terrorist attack on the United States have raised a new challenge for the world: the emergence of transnational Islamic networks, predominantly influenced by organizations such as Ikhwan al Muslimeen (the Muslim Brotherhood) and Al Qaeda, which are helping to spread a particular religious ideology across the globe and are also having an impact on pre-existing groups in Afghanistan and Pakistan. This article gives an overview of the role of Islamist networks and their influence, drawn from Al Qaeda and the Muslim Brotherhood, in South and South-west Asia and the Afghanistan–Pakistan region in particular. It also explains how local like-minded outfits have used Al Qaeda's anti-Western jargon to recruit foot soldiers and enlist support within their society, besides serving as financial conduits for the radical Wahabite/Salafi reformists.

This article explores women's presence in military forces around the world, looking both at women's service as soldiers and at the gendered dimensions of their soldiering particularly, and soldiering generally. It uses the ‘beautiful soul’ narrative to describe women's relationship with war throughout its history, and explores how this image of women's innocence of and abstention from war has often contrasted with women's actual experiences as soldiers and fighters.
