The essays in this volume provide a new perspective on the history of convicts and penal colonies. They demonstrate that the nineteenth and twentieth centuries were a critical period in the reconfiguration of empires, imperial governmentality, and punishment, including through extensive punitive relocation and associated extractive labour. Ranging across the global contexts of Africa, Asia, Australasia, Japan, the Americas, the Pacific, Russia, and Europe, and exploring issues of criminalization, political repression, and convict management alongside those of race, gender, space, and circulation, this collection offers a perspective from the colonies that radically transforms accepted narratives of the history of empire and the history of punishment. In this introduction, we argue that a colony-centred perspective reveals that, during a critical period in world history, convicts and penal colonies created new spatial hierarchies, enabled the incorporation of territories into spheres of imperial influence, and forged new connections and distinctions between “metropoles” and “colonies”. Convicts and penal colonies enabled the formation of expansive and networked global configurations and processes, a factor hitherto unappreciated in the literature.

The overthrow of the democratically elected socialist president Salvador Allende in Chile and the human rights violations under the military junta of Augusto Pinochet spawned one of the most iconic and sustained human rights campaigns of the Cold War. Human rights scholars have argued that this movement on behalf of Chile signalled the “breakthrough” of human rights as the lingua franca of transnational activism. They have emphasized the global dimensions of these campaigns, which inspired movements mobilizing on behalf of other issues in the Third World. However, such narratives have not been corroborated by research on the campaigns as developed in Europe. Historians have so far focused on the impact of the Chilean crisis in specific countries or on particular organizations, and on the ways in which human rights activism was coloured by local and national contexts. This article aims to shift the scope of the debate by establishing relations with and crossovers from other transnational causes and campaigns, analysing the ways in which campaigns on behalf of Chile became intimately related to campaigns on intra-European issues during the 1970s and 1980s. It explores the so far little-studied connections between campaigns over Chile and simultaneously burgeoning movements on behalf of East–West détente, resistance against authoritarian regimes in Southern Europe, and the plight of dissidents in Eastern Europe. It argues that campaigns on behalf of Chile were reconfigured around European themes, created bonds of solidarity within a divided Europe, and drew on analogies rather than a juxtaposition between Europe and the Third World.

The historical juncture of the 1840s to 1860s witnessed three developments: first, the introduction of the new means of communication (steamships and railways); second, new industrial and plantation investments in and outside of India, creating demand for labour; and third, the expansion of a print culture that went beyond the urban elite domain to reflect the world of small towns and villages. In this constellation of social, economic, and technological changes, this article looks at the idea of home, construction of womanhood and the interlaced lifecycles of migrant men and non-migrant women in a period of Indian history marked by “circulation”. Moving away from the predominant focus on migrant men, the article attempts to recreate the social world of non-migrant women left behind in the villages of northern and eastern India. While engaging with the framework of circulation, the article calls for it to be redesigned to allow histories of mobility and immobility, male and female and villages and cities to appear in the same analytical field. Although migration has been reasonably well explored, the issue of marriage is inadequately addressed in South Asian migration studies. “Separated conjugality” is one aspect of this, and the displacement of young girls from their natal home to in-laws’ is another. Through the use of Bhojpuri folksongs, the article brings together migration and marriage as two important social events to understand the different but interlaced lifecycles of gendered (im)mobilities.

The rabassaire struggle of the late nineteenth and early twentieth centuries represented the most intense unrest in the Catalan countryside since the peasant rebellions of the fifteenth century, and it was one of the main social movements in rural Western Europe in this period. In this article we examine the rabassaire struggle over a period of roughly 150 years. Following Charles Tilly, we understand this social movement as a form of political action, which began in the late eighteenth century, reached maturity in the late nineteenth and early twentieth centuries, and came to an end with the outbreak of the Spanish Civil War. Beyond the organizational changes arising from the shifting social and political circumstances, a new long-term overview can shed light on the continuities of the movement, especially in terms of building a social identity and legitimating its claims and its struggle.

Traditional frontier literature identifies a positive correlation between land availability and fertility. A common explanation is that the demand for child labour is higher in newly established frontier regions compared to older, more densely populated farming regions. In this paper, we contribute to the debate by analysing the relationship between household composition and land availability in a closing frontier region, i.e. the Graaff-Reinet district in South Africa’s Cape Colony from 1798–1828. We show that the number of children in farming households increased with frontier closure, while the presence of non-family labourers decreased over time. Contrasting with the classic interpretation, we explain this by acknowledging that the demand for family labour was not a function of its marginal productivity and that farmers reacted differently to diminishing land availability depending on their wealth. Poorer households, which made up the majority of this frontier population, responded to shrinking land availability by employing relatively more family labour, while the wealthiest group invested in strengthening market access.

La littérature traditionnelle de la frontière identifie une corrélation positive entre la disponibilité de terres et la fertilité. Une explication courante est que la demande de travail des enfants est supérieure dans les régions frontalières nouvellement établies, par comparaison avec d’anciennes régions agricoles plus densément peuplées. Dans cet article, nous contribuons au débat en analysant la relation entre la composition du ménage et la disponibilité de terres dans une région frontalière en train de fermer, le district de Graaff-Reinert dans la Colonie du Cap en Afrique du Sud, entre 1798 et 1828. Les auteurs montrent que le nombre des enfants dans les ménages agricoles augmenta avec la fermeture des frontières, tandis que la présence d’ouvriers agricoles non familiaux déclina au fil des ans. Contrairement à l’interprétation classique, nous expliquons ce phénomène en reconnaissant que la demande de travailleurs familiaux ne dépendit pas de sa productivité marginale, et que les exploitants agricoles réagirent différemment selon leur richesse à la disponibilité de terres diminuante. This article is a case study of the political economy of the Western Cape Winelands c.1900. The analysis covers three intertwined processes that were crucial for the advance of a capitalist mode of production: the making of capital, the making of a commodity market, and the making of a labouring class. The making of capital was achieved after the mid-1800s. However, even at the end of the century, the market for Cape wines and the making of a labouring class remained obstacles to the advance of capitalism. Some wealthy farm owners, though, were about to overcome these obstacles. A small group of them were of old Afrikaner origin, while others, mostly investor capitalists of British origin, were quite successful in establishing a capitalist mode of production on their wine farms. In particular, drawing on a vast array of primary sources, we discuss the many labour recruitment programmes that were organized as private and state initiatives.

This article explores the British Empire’s configuration of imprisonment and transportation in the Andaman Islands penal colony. It shows that British governance in the Islands produced new modes of carcerality and coerced migration in which the relocation of convicts, prisoners, and criminal tribes underpinned imperial attempts at political dominance and economic development. The article focuses on the penal transportation of Eurasian convicts, the employment of free Eurasians and Anglo-Indians as convict overseers and administrators, the migration of “volunteer” Indian prisoners from the mainland, the free settlement of Anglo-Indians, and the forced resettlement of the Bhantu “criminal tribe”. It examines the issue from the periphery of British India, thus showing that class, race, and criminality combined to produce penal and social outcomes that were different from those of the imperial mainland. These were related to ideologies of imperial governmentality, including social discipline and penal practice, and the exigencies of political economy.

This article analyses the implications of the Forced Labour Convention of 1930 on colonial labour policies for road labour carried out under chiefs in the Gold Coast. The British colonial administration implemented a legal application of the convention that allowed the continuation of the existing system of public works. In the Gold Coast, the issue of road labour was most prominent in the North, where chiefs maintained the majority of roads. Indirect rule became crucial in retaining forced labour in compliance with the convention. This article focuses on “hidden strategies” of British colonialism after 1930, contrasting studies of blatant cases of forced labour. The analysis is based on a close scrutiny of the internal discourse among colonial officials on the question of road labour and the Forced Labour Convention.

During the British colonial period, at least eleven islands off the coast of Australia were used as sites of “punitive relocation” for transported European convicts and Indigenous Australians. This article traces the networks of correspondence between the officials and the Colonial Office in London as they debated the merits of various offshore islands to incarcerate different populations. It identifies three roles that carceral islands served for colonial governance and economic expansion. First, the use of convicts as colonizers of strategic islands for territorial and commercial expansion. Second, to punish transported convicts found guilty of “misconduct” to maintain order in colonial society. Third, to expel Indigenous Australians who resisted colonization from their homeland. It explores how, as “colonial peripheries”, islands were part of a colonial system of punishment based around mobility and distance, which mirrored in microcosm convict flows between the metropole and the Australian colonies.

The concept of the second slavery radically reinterprets the relation of slavery and capitalism by calling attention to the emergence of extensive new zones of slave commodity production in the US South, Cuba, and Brazil as part of nineteenth-century industrialization and world-economic expansion. This article examines the conceptual framework and methodological procedures that inform this interpretation. It reformulates the concept of the capitalist world-economy by emphasizing the mutual formation and historical interrelation of global–local relations. This open conception of world-economy permits the temporal-spatial specification of the zones of the second slavery. In this way, it is possible both to distinguish the new zones of the second slavery from previous world-economic zones of slave production and to establish the ways in which they are formative of the emerging industrial world division of labor. From this perspective, analysis of sugar production in Jamaica, Guyana, and Cuba discloses spatial-temporal differences between what would otherwise be taken as apparently similar historical-geographical complexes. This comparison demonstrates how world-economic processes produce particular local histories and how such histories structure the world-economy as a whole. This approach locates the crisis of slavery during the nineteenth century in the differentiated response to processes of world accumulation, rather than the incompatibility of slave production with industrialization and open, competitive markets. More generally, it calls attention to the continuity of forms of forced labor in the historical development of the capitalist world-economy and to the ways that processes of capitalist development produce social-economic differentiation and hierarchy on a world scale.

This survey article seeks to contribute to the understanding of the concepts of precarious work and precarization in the history of industrial capitalism by addressing the debate in the social sciences and humanities over the past forty years. Based on a gendered global approach, this article aims to offer a critique of the Global North-centric perspective, which largely conceives precarious work as a new phenomenon lacking a longer historical tradition. The first part discusses the multiple origins, definitions, and conceptualizations of “precarious work” elaborated with regard to industrial as well as post-industrial capitalism, taking into account selected contemporary sources as well as studies conducted by historians and social scientists. In the second part, the influence of different approaches, such as the feminist and post-colonial ones, in globalizing and gendering the precarious work debate is examined in their historical contexts, exploring also the crucial nexus of precarious work and informal work. In the conclusion, the limitations of the available literature are discussed, along with suggestions for further directions in historicizing precarious work from a global perspective.

Cette enquête tente de contribuer à la compréhension des concepts de travail précaire et de précarisation dans l’histoire du capitalisme industriel, en examinant le débat dans les sciences sociales et humaines durant les quarante dernières années. Sur la base d’une approche globale de genre, l’article entend proposer une critique de la perspective globale nordique, qui conçoit en grande partie le travail précaire comme un nouveau phénomène dépourvu d’une assez longue tradition historique. La première partie examine les multiples origines, définitions et conceptualisations du “travail précaire” élaborées à propos du capitalisme industriel et post-industriel, en tenant compte de sources contemporaines sélectionnées et d’études conduites par des historiens et spécialistes des sciences sociales. Dans la seconde partie, l’influence de diverses approches, telles que les approches féministes et post-coloniales, mondialisant et générisant le débat sur le travail précaire, sont examinées dans leur contexte historique, tout en étudiant également le lien crucial du travail précaire et du travail informel. This article considers the transformation of labour relations in wool farming in the Cape Colony/Province between 1865 and 1950. It focuses specifically on shepherds and how their relationship with farmers changed as a result of the requirement to improve production through the implementation of fenced camps in the late nineteenth century. It was expected that this innovation would reduce the demand among farmers for shepherds. This article shows, however, that the demand for shepherds continued due to the existence of jackals and the lack of sufficient water in the dry Karoo. It was not until the 1910s that, on the most progressive farms, the demand for shepherds was markedly reduced. But the shepherds were replaced by camp walkers – people who managed fences rather than sheep. Among farmers who had not invested in fencing and water supplies, the demand for shepherding continued, and, to compete, those farmers hired younger shepherds.

This article studies the strategic disciplinary and productive function of the colonial penal system of the Dutch East Indies (1816–1942). Developing convict labour as the main punishment for minor public and labour offences, the Dutch colonial regime created an increasingly effective system of exploitation that weaved together colonial discipline, control, and coercion. This system was based on two major carceral connections: firstly, the interrelated development and employment of different coerced labour regimes, and, secondly, the disciplinary role of the legal-carceral regime within the wider colonial project, supporting not only the management of public order and labour control, but also colonial production systems. Punishment of colonial subjects through “administrative justice” (police law) accelerated in the second half of the nineteenth century, leading to an explosion in the number of convictions. The convict labour force produced by this carceral regime was vital for colonial production, supporting colonial goals such as expansion, infrastructure, extraction, and production. The Dutch colonial system was a very early, but quite advanced, case of a colonial carceral state.

In 1881–1882, Marx undertook extensive historical studies, covering a large part of what was then known as “world history”. The four large notebooks with excerpts from the works of (mainly) two leading historian of his time, Schlosser and Botta, have remained largely unpublished. In this article, Marx’s last studies of the course of world history are contextualized: Marx’s previous historical studies and his ongoing, but unfinished work on the critique of political economy. The range and scope of his notes is astoundingly broad, going far beyond European history and actually covering many other parts of the world. Marx’s focus in these studies supports the interpretation offered in the article: that the author of “Capital” was fascinated by the long process of the making of the modern states and the European states system, one of the crucial prerequisites of the rise of modern capitalism in Europe.

During the French colonization of Indochina (1863–1954), approximately 8,000 prisoners – many of them convicted of political crimes – were exiled to twelve different geographical locations throughout the French empire. Many of these prisoners came from a Chinese background or a culturally Chinese world, and the sites to which they were exiled (even the penal colonies themselves) contained diasporic Chinese communities. Knowing Chinese might be their greatest asset, or being able to “pass” as Chinese the most valuable tool to facilitate escape. This article explores a group of political prisoners sent from French Indochina to French Guiana in 1913 and their subsequent escape, with the aid of Chinese residents. If exile is, in one sense, the ultimate exercise of colonial power – capable of moving bodies to distant locales – examining these lives through a Vietnamese lens reveals a very different story than the colonial archival record reflects.
