While we know that the far right thrives when migration is salient in public agendas, what happens when this issue is no longer under the spotlight? Building on 25 face-to-face interviews with activists mobilized against migration during COVID-19 in Italy, this article explores far-right framing of migration as a non-salient issue. We find that far-right groups indeed reframe their messages vis-à-vis a less favourable political setting; yet they are also able to seize fresh opportunities to reactivate opposition to migration, notably via prognostic frames delivering ostensibly depoliticized views that hijack solidarity principles and emphasize pragmatic and technocratic approaches to border control and migration management. In uncovering the discursive strategies used by far-right actors to bolster their credibility and appeal when out of their comfort zone, this article contributes to the scholarly understanding of politicization and highlights the mechanisms by which far-right ideas are becoming normalized in the public sphere.

In many elections across the world, the regime in power uses violence to influence electoral dynamics and outcomes. What is the effect of such violence on citizens' attitudes to democracy? We argue that the effect of government-perpetrated electoral violence on citizens' democratic commitment will diverge depending on whether the individual supports the ruling or opposition party. While those affiliated with the opposition should become more likely to support democracy in the wake of government violence, we expect those affiliated with the incumbent to support more power concentrated in the hands of the executive. We examine these expectations using cross-national, geo-referenced survey data from the Afrobarometer, alongside event data on electoral violence. We find that while incumbent supporters generally display lower baseline support for democracy in the absence of violence, violent elections do not further erode their democratic commitment. Violence is, however, associated with increased support for democracy amongst opposition supporters.

When do politicians dog-whistle conspiracy theories (CTs), and when do they explicitly endorse – or ‘bark’ – a CT? Over time, does the use of dog-whistles shape the degree to which politicians bark? Drawing from the models of mass communication literature, we theorize that politicians who leverage CTs to garner political support have incentives to tailor their communication to their audience. When politicians speak to general audiences, they risk being punished for explicitly endorsing CTs. However, for parties that use CTs to rally their base, dog-whistling a CT may allow politicians to covertly signal support for a CT to party faithful. Conversely, amongst audiences primarily composed of party loyalists or CT believers, politicians have strong incentives to explicitly endorse CTs. We test our theory with data from Poland, where a series of CTs emerged following a 2010 plane crash in Smoleńsk, Russia that killed the Polish president and 95 other top officials. We draw on speeches and tweets discussing the crash from 2011 to 2022 by the Law and Justice (PiS) party, which sometimes endorses these CTs. We find descriptive evidence that PiS politicians both dog-whistle and ‘bark’. While they tend to dog-whistle more when the audience is more diverse, they tend to bark when the audience is more uniformly CT-supporting. We find some evidence that politicians bark more and dog-whistle less over time, which suggests that, with sustained use, dog-whistling may become understood by a wider array of audiences.

Research on legislative control dynamics has extensively examined how political parties use legislative tools to control portfolios and their respective heads in coalition governments. However, research has focused on partisan-run portfolios and has overlooked how control dynamics are affected when portfolio heads are independent, thus not affiliated with any party. This article addresses this gap by analysing parliamentary questions from 28 German city councils to determine how independent portfolios are controlled relative to partisan portfolios. The results show that all parties control independent portfolios more intensely than partisan portfolios. This is the case for both governing parties and opposition parties. However, while government parties control independent portfolios more than partisan portfolios, they still do so to a lesser extent than opposition parties.

When democracy is under attack, the hope is often that citizens will punish undemocratic incumbents. However, recent studies show that not all citizens punish governments for their undemocratic actions. In this article, we argue that citizens' understanding of and satisfaction with democracy are sources of heterogeneous reactions. In a survey experiment conducted in Germany and Poland, we show that the importance that citizens attach to specific institutions under threat, as well as their understanding of democracy, can explain much of the variance in citizens' responses to undemocratic actions. Citizens are willing to defend what they consider important for democracy – regardless of whether this reflects theoretical conceptions of democracy. Moreover, in times of democratic backsliding, Polish ‘critical citizens’, those who are dissatisfied with the way democracy works in Poland, are more likely to punish governments for undemocratic actions. Our findings help us understand how to increase citizens' resilience against democratic backsliding.

Using a unique dataset of legislators' electoral and biographical data in the Canadian provinces of Ontario, Quebec, New Brunswick, Nova Scotia and the federal parliament, this article analyses the extent to which family dynasties affected the career development of legislators since the mid-18th century. We find that the prevalence of dynasties was higher in provincial legislatures than it was in the federal parliament, that the number of dynasties in the Senate increased until the mid-20th century, and that the proportion of dynastic legislators at the subnational level was similar to the numbers seen in the United Kingdom during the early 19th century. Our results confirm the existence of a clear career benefit in terms of cabinet and senate appointments. In contrast to the American case and in line with the United Kingdom experience, we find no causal relationship between a legislator's tenure length and the presence of a dynasty.

Right-wing populists are said to employ distinctive language to differentiate themselves from mainstream politicians. However, we know little about what makes their language distinct. We investigate this by assembling a novel corpus of speeches and using an automated text analysis tool to identify the keywords used by three right-wing populist leaders (Donald Trump, Marine Le Pen and Matteo Salvini) and three of their mainstream opponents (Hillary Clinton, Emmanuel Macron and Matteo Renzi). We then examine the contexts in which those keywords are used. We find that, while Trump and Salvini are stylistically populist in different ways to Le Pen, what distinguishes all of them is the clarity of the populist message (people vs elites and others) compared to their vaguer opponents. Our results have implications for how we understand populism as both ideology and style across linguistic contexts, in addition to how we conceive of its specificity compared to the mainstream.

Democratic backsliding has posed significant challenges to democracies in many countries. Recent calls for a better theorization of pushback against backsliding have triggered renewed scholarly interest in the field of opposition and its role in stopping or reversing creeping authoritarian rule. This study calls for a theoretical and empirical recalibration of the concept of opposition to account for multifaceted ‘non-partisan’ actors and venues of oppositional mobilization. It proposes a new classification of resilient civic opposition. The explanatory typology is based on two factors: (1) the ability of civic opposition to bring multiple grievances together and to balance between on-street and off-street mediums, and (2) the rapport between political opposition parties and civic opposition. Four cases of civic opposition from Hungary and Turkey illustrate the proposed typology empirically.

Mainstream parties have taken increasingly restrictive immigration policy positions across Western Europe. Yet the political consequences of this behaviour for citizens' democratic norms and practices are still not well understood. This article focuses on public political trust. Bridging the literatures on immigration-related trust and spatial theory, the spotlight is put on the consequences of mainstream party position-taking on immigration for the interconnectedness of citizens' immigration policy preferences, political distrust and far-right voting. An analysis of data from the Chapel Hill Expert Survey and European Social Survey across 14 Western European democracies (2006–2018) suggests that tougher immigration positions of centre-right parties in government weaken the link between immigration scepticism and political distrust and, in turn, the relevance of political distrust as a precursor of far-right voting. This has important implications for our understanding of immigration politics and advances the existing literatures on party competition, political trust and far-right voting in several ways.

What do modern election campaigns look like? According to the most recent accounts, they are data-driven operations in which extensive data are collected and targeted messages are deployed in efforts to maximize support. Whilst highlighting important new developments, in this article we argue that a focus on novel practices offers a distorted picture of modern campaigns. Presenting a unique analysis of over 22,720 separate items of expenditure made by political parties at the 2019 UK general election, we demonstrate that whilst there is some evidence of a ‘fourth’ era of campaigning, these novel practices do not define campaigns. Taking a more holistic approach that examines how campaign activities are blended and entwined, we offer unprecedented insight into the nature of modern campaigns, revealing variation in parties' campaign strategies. We also introduce a new dataset for those interested in party campaigns and call for others to pursue a more holistic analysis.

The government actions of populist radical right (PRR) parties have predominantly been scrutinized at the national level, leaving a critical aspect – their territorial foothold – largely unexplored. Through a comparative ethnographic study of two medium-sized French towns governed by the Rassemblement National since 2014, this article delves into how seizing municipal power has influenced the party's efforts towards mainstreaming. We examine the party's strategy, aimed at institutionalization, which relies on a blend of rhetoric emphasizing proximity, pragmatism, and non-partisan administration while preserving fundamental ideological elements of the radical right. This amalgamation of mainstreaming and radicalism, adaptive to different contexts and audiences, is termed ‘adaptable ideology’. Our study makes significant contributions to two pivotal aspects of the literature: understanding the mainstreaming trajectory of PRR parties and exploring the recent, localist turn in the study of this political realm.

Political party think tanks (PPTTs) are important to the performance of parties' core functions. Despite their importance, they have largely escaped academic attention. To understand the role of PPTTs in contemporary politics, we develop a typology of their key functions (distinguishing between political party and think tank functions), and target audiences (distinguishing between internal and external target groups). Based on a comprehensive literature review and 22 in-depth interviews with leading representatives of PPTTs in the Netherlands and Flanders, we identify four types of PPTTs: Party Assistants, Party Supporters, Party Promoters and Party Intellectuals. The characteristics of the four types of PPTTs are illustrated through the analysis of four paradigmatic cases: the Study Centre Open Vld as an example of a Party Assistant, the Scientific Bureau GroenLinks as an example of a Party Supporter, the Renaissance Institute as an example of a Party Promoter, and the TeldersFoundation as an example of a Party Intellectual.

In this article, we examine party positions on sovereignty issues in European countries based on an analysis of party supply. First, we develop an index of sovereignism reflecting the multidimensional articulation and differentiated emphasis put by parties on sovereignist issues. By applying the index to Chapel Hill Expert Survey (CHES) data, the analysis maps all EU member states. Second, we integrate in the analysis party- and country-level data (including the orientations of domestic public opinion). Through multivariate regression analysis we show how party ideology, contextual factors and public mood favoured the spread of party-based sovereignism in European countries.

Prime ministers often use vernacularisms in their political rhetoric, but we know little about how they deploy these forms of speech and the consequences for politics and policy. This article extends work on the ‘rhetorical PM’ by focusing on how leaders deploy idiomatic expressions in their oratory. The article presents a thematic analysis of four successive Australian prime ministers' use of the country's distinctive ‘fair go’ expression in speeches and media interviews between 1972 and 1996. Australian PMs increasingly invoked the ‘fair go’ expression throughout this period for multiple rhetorical purposes, including to make national identity claims, engage in partisan competition and justify policy reforms with strong neoliberal elements. While prevailing scholarship sees ‘vernacular politics’ as a tool of grassroots actors opposing discourses of globalization and elite-driven reform, this research shows the vernacular is a versatile rhetorical tool mobilized by elites for multiple purposes, including to justify radical policy change.

Multilevel polities do not typically facilitate secession, so why did the European Union adopt Article 50? Revisiting formative debates from the 2003 Convention on the Future of Europe, we combine archival research with an original dataset of delegate debates over two levels: the existence and procedural operation of an exit article. This reveals essential new detail on the genealogy of Article 50. We locate this institutional innovation within a Rokkanian–Hirschmanian theoretical framework which treats exit closure as necessary for loyalty and resilience. Further refining this ‘polity’ perspective, we find many participants showed awareness of the potentially disruptive implications of an exit article. Yet, given extant tensions around ‘ever closer union’, a Eurocentric procedural design prevailed as a safety valve, granting EU authorities default control over any exit process. This European logic of ‘controlled opening' offers a potential blueprint for other integrating compound polities and international organizations facing backlashes from member states.

In this article, we argue that party-system polarization and subjective perceptions of ideological party differences are conceptually and empirically distinct phenomena that affect electoral participation differently. Looking at 84 elections worldwide, we show that party-system polarization, and the sharp conflicts associated with it, depresses turnout because many citizens are put off by extreme party positions and unrewarding polemics. By contrast, the individual perception of differences between parties increases turnout because more citizens can find a party that is close to their own position and identify others as being further away. These opposite effects are possible because party-system polarization leads only some individuals to perceive differences between parties but leads others to avoid the emotionalized political arena. Moreover, individuals' ability to recognize differences between parties is not necessarily a consequence of party-system polarization. The contradictory findings in previous research are due to a conceptual and empirical blurring of these two essentially different aspects.

Many opposition parties in electoral-authoritarian regimes identify as democracy movements. I ask: what ideologies do they publicly express? The first-glance answer is ‘democratic ones’, but there are many theories of liberal democracy, and they say little about living under or indeed confronting authoritarian regimes. I analyse the public messages of two such democracy movements: Chadema (Tanzania) and the Citizens Coalition for Change (CCC, in Zimbabwe). I argue that they each articulate a homegrown vision of democracy in which they adapt democratic theory to make sense of their electoral-authoritarian circumstances. They do so by articulating that theory through the ‘populist logic’ conceptualized in the discourse-theoretic perspective. I call them anti-authoritarian (and democratic) populisms. Previous research has overlooked the distinctiveness of these ideologies because it has adopted concept configurations which invisibilize them. I argue that there are reasons to expect there to be a wider body of anti-authoritarian populisms articulated by democracy movements in electoral-authoritarian regimes in Africa, and indeed, worldwide.

This article examines how the identity of the citizens or ‘the people’ of Russia is constructed in the wartime speeches of Ukrainian president Volodymyr Zelensky. Drawing on a discursive approach to populism using post-foundational discourse analysis (PDA), the article first identifies in Zelensky's eve-of-invasion address an antiwar transnational populist construction of a common antiwar interest of ‘ordinary people’ in Russia and Ukraine against the Russian government's overtures towards war. After the full-scale invasion, this construction initially carried over into Zelensky's appeals to ordinary Russians as being under threat from and capable of resisting their own government, before his messaging shifted towards ascribing collective responsibility for the invasion to Russian citizens, following the revelation of the Bucha war crimes. Ultimately, antiwar transnational populism remained a short-lived and contextually bounded phenomenon, limited to an initial phase until early April and briefly resurfacing in Zelensky's appeal to ‘indigenous peoples’ of the Caucasus and Siberia in late September 2022.

We study whether and how governments influence public opinion about immigration policies in Europe. At the European level, conflicts about policy are generally territorial in nature – that is, they involve conflicts between member states, which are represented by their governments. Distinguishing between four types of situations, depending on whether the national governments support or oppose EU policy proposals, we formulate and test hypotheses concerning the positions of incumbent and opposition voters/non-voters on four different asylum-policy proposals in 16 European countries. We test both direct effects of incumbent cues on voters' preferences, and moderating effects, where the cueing affects the way in which individual attitudes to immigration and European integration translate into specific preferences for EU asylum and immigration policies. Our results suggest that voters, indeed, follow the cues provided by their governments when forming their preferences on EU policies.

While comparative research on gender and politics has produced a sizable literature on the appointment of women to cabinet positions in democracies, we know surprisingly little about appointment practices in authoritarian contexts at subnational levels. We address this gap with the resumés of 3,681 political appointees in subnational China (2003–2020). Our analysis reveals that subnational Chinese politics meets most of the criteria scholars put forward as being indicative of gendered institutions: (1) women and men's career patterns are different; (2) women are assigned to more feminine posts, while masculine posts provide more promotion opportunities; and (3) regarding backgrounds, women are younger, better educated and more likely to be ethnic minorities as a result of the implementation of tandem quotas. The findings advance the literature on gender and politics, showing that gender's effect on appointment transcends regime types and the dichotomy of national/subnational politics.
