For many students of global governance who explore the myriad institutions, rules, norms, and coordinating arrangements that transcend individual states and societies, what really marks the contemporary era is not the absence of such governance but its “astonishing diversity.” In addition to “long-standing universal-membership bodies,” such as the United Nations, writes Stewart Patrick, “there are various regional institutions, multilateral alliances and security groups, standing consultative mechanisms, self-selecting clubs, ad hoc coalitions, issue-specific arrangements, transnational professional networks, technical standard-setting bodies, global action networks, and more.” The proliferation and diversification of governance mechanisms—yielding a jumble of formal and informal arrangements—has supplanted the simpler image of state representatives gathering at official assemblies. Many scholars believe this pluralism opens important new avenues for tackling a growing array of complex transnational problems, particularly at a time when the responsiveness of traditional multilateral institutions is being called into question.

A new set of “Sustainable Development Goals” (SDGs) are currently being negotiated at the United Nations, and there is a widespread consensus that these goals must be “universal.” This article analyses what universality might mean in this context, and its normative significance as a guiding principle for the goals. After briefly introducing the Sustainable Development Goals as found in the current stage of the negotiations, thearticle proceeds in three sections that consider three different senses of universality. In the first, I outline the most intuitive or straightforward sense of universality as a claim about the scope of the goals, with limited import for the content. In the second section, I expand on this idea by noting a widespread understanding of the content of the goals which might also be thought universal and which reflects a moral cosmopolitan constraint on the ambition of each goal. Universality is paired with, and contrasted against, the need for differentiation. In the final section, I examine this idea of differentiation, asking how and how far, the goals should allow for country context. From this discussion arises a third account of universality which incorporates a demand for fair burden-sharing. I consider, and ultimately caution against, this account of universality, even though the demand forfairness is crucial in its own right.

The global financial crisis of 2008 was a reflection point for global economic governance. The crisis, which started in the U.S. banking system and had a disproportionate impact on North America and Europe, provoked widespread contemplation of the legitimacy, relevance, and effectiveness of the core ideas, rules, and structures that have governed the world economy over the past century. In turn, the crisis also illuminated the emergence of new players, power dynamics, and paradigms that promise to challenge—if not fundamentally change—the characteristics of the institutional architecture that has governed international finance, trade, and development since the end of World War II.

In this latest work by one of our leading political and legal philosophers, Allen Buchanan outlines a novel framework for assessing the system of international human rights law—the system that he takes to be the heart of modern human rights practice. Buchanan does not offer a full justification for the current system, but rather aims “to make a strong prima facie case that the existing system as a whole has what it takes to warrant our support of it on moral grounds, even if some aspects of it are defective and should be the object of serious efforts at improvement” (p. 173).

There are many different ways to try to bring about an end to the harms involved in the production of consumer goods. In this article I will start at the bottom, with the individual whose ordinary choices about how to travel, what to eat, what to wear, where to shop, and which policies to support all cause her to confront the possibility of involvement in these harms to the environment, nonhuman animals, and persons.

Having dismissed the claim that an individual has a straightforward duty of justice not to consume unethically produced goods, in the second section I map out a few different approaches, all of which I take to be promising avenues for generating duties in individuals to consume ethically. I argue that the last approach is the most promising and spend the third section of this article developing it. Specifically, I argue that as a first step in collectivizing to act against unjust global labor practices, an individual ought to signal to others her commitments to ethical consumption. In section four I ask whether some signals are too cheap to function as a step toward collectivization, and defend the deliberate consumption of only ethically produced goods as a moderately costly and therefore reliable signal. In the last section I consider a challenge to the proposal in terms of whether it imposes unacceptable costs on consumers.

Governance arrangements have become increasingly complex over time, such that today everything from the Internet to medicine and warfare is subject to some form of governance at the global level. Notably, these changes in global governance can come slowly or quickly, depending on circumstances. For example, evolutionary change is evident in the establishment of new treaties and protocols on regulating the various aspects of war and its aftermath—an area where the list of agreements is long and growing. But change can also happen very quickly as new mechanisms—for example, for coordinating states’ responses during pandemics—are established during crises.

Responsibility for the provision of global public goods is generally couched in moral terms: terms that, to one side of the important moral argument, signal the deficit of global collective action despite recent engagements in the normative concept of “sovereignty as responsibility.” In this context the article seeks greater emphasis, in morally informed reflection on world politics, on political responsibility. The argument is made in two steps. The article considers first the specificity of moral responsibility and the inextricability of moral and political interest in international relations. Having situated both with regard to the decision-making structures of national government, the article argues, second, for a normative reconfiguration of political duty in terms of task-efficacy, republican legitimacy, and political leadership. As a result, a badly needed marriage between national priorities and global threats and challenges is made possible.

This essay is about the drivers and consequences of changes in the voluntary consensus standard-setting (VCSS) system, the part of the contemporary global governance system that most of us encounter the most frequently, but that we rarely even notice. The VCSS system is made up of thousands of “technical committees” in which hundreds of thousands of experts (most of them engineers) create standards that constantly affect our lives—from the unique number that identifies this journal, to the electronic codes that translated my keystrokes into the words you are reading at the moment, to the rules governing the supply chain for the “fair trade” coffee you may have in a mug by your side. Historian Mark Mazower calls the International Organization for Standardization (ISO), the organization that stands at the apex of the largest network of groups that sponsor these technical committees, “perhaps the most influential private organization in the contemporary world, with a vast and largely invisible influence over most aspects of how we live, from the shape of our household appliances to the colors and smells that surround us.”

This article argues that the use of just war theory as the principal framework for ethical assessment of the use of drones for targeted killing is hampered by the absence of a spatial dimension. Drawing on critical political geography, the article develops a concept of “distant intimacy” that explores the spatial characteristics of the relationship between drone deployers and their targets, revealing that the asymmetry of this relationship extends beyond conventional analysis to establish “dronespace” as a place where the autonomy of the target and the possibility of reciprocity are structurally precluded. This extends ethical critique of drone use beyond established concerns and establishes the importance of space and spatiality to the possibility of ethics in a way that just war theory has, to date, been unable to fully appreciate.

Throughout almost the entire history of democracy—from pre-Socratic Greece up to the second half of the twentieth century—its champions faced little difficulty in identifying its enemies. Critics of democracy consistently lined up to attack it on ideological and philosophical grounds. The litany of complaints was familiar: Democracy is an ignorant, unreliable, unstable form of rule; putting power in the hands of the people entrusts decision-making to those who are incapable of making the right decisions, either because of their natural incapacity or because social arrangements have denuded them of their ability to know what they are doing; democratic politicians pander to the masses, and the masses reward them for it; democracies choose short-term gratification over long-term solutions and eventually pay the price. These charges were invariably accompanied by the promise of something better, the assumption being that almost any alternative regime would be an improvement on the inadequacies of democracy.

Despite the popularity of arming rebels as a foreign policy option, there is very little, if any, detailed engagement with the ethical issues surrounding the practice. There is a growing literature on the ethical issues surrounding civil wars and, more specifically, the conditions for engaging in just rebellion; but the focus of this literature is largely on the question of the justifiability of the rebels themselves in engaging in civil war and their conduct when doing so, rather than the permissibility of the arming of rebels by other agents. It is precisely this issue that I want to address here. Overall, I argue that the process should be generally eschewed. More specifically, this article seeks to establish that arming rebels is generally impermissible and only exceptionally morally permissible (even, as I will argue, when rebels are engaged in unjust wars). The former, far more restrictive claim will be established in the first part of the article. The latter, more permissive claim will be established in the second part of the article.
