There are many different ways to try to bring about an end to the harms involved in the production of consumer goods. In this article I will start at the bottom, with the individual whose ordinary choices about how to travel, what to eat, what to wear, where to shop, and which policies to support all cause her to confront the possibility of involvement in these harms to the environment, nonhuman animals, and persons.

Having dismissed the claim that an individual has a straightforward duty of justice not to consume unethically produced goods, in the second section I map out a few different approaches, all of which I take to be promising avenues for generating duties in individuals to consume ethically. I argue that the last approach is the most promising and spend the third section of this article developing it. Specifically, I argue that as a first step in collectivizing to act against unjust global labor practices, an individual ought to signal to others her commitments to ethical consumption. In section four I ask whether some signals are too cheap to function as a step toward collectivization, and defend the deliberate consumption of only ethically produced goods as a moderately costly and therefore reliable signal. In the last section I consider a challenge to the proposal in terms of whether it imposes unacceptable costs on consumers.

Environmental degradation can no longer be handled by means of traditional local remedies in the face of the current global environmental crisis. The author outlines specific ways to overcome the crisis through international means, obliging each individual nation to reduce its own hazardous production, while enjoining a collective effort to confront the challenge of global environmental deterioration. Only through policy-making based on the recognition of shared danger and international commitments to reduce damage can we achieve a shared moral responsibility for environmental protection.

At the United Nations climate change conference in 2011, parties decided to launch the “Durban Platform” to work towards a new long-term climate agreement. The decision was notable for the absence of any reference to “equity,” a prominent principle in all previous major climate agreements. Wealthy countries resisted the inclusion of equity on the grounds that the term had become too closely yoked to developing countries' favored conception of equity. This conception, according to wealthy countries, exempts developing countries from making commitments that are stringent enough for the collective effort needed to avoid dangerous climate change. In circumstances where even mentioning the term equity has become problematic, a critical question is whether the possibility for a fair agreement is being squeezed out of negotiations. To address this question we set out a conceptual framework for normative theorizing about fairness in international negotiations, accompanied by a set of minimal standards of fairness and plausible feasibility constraints for sharing the global climate change mitigation effort. We argue that a fair and feasible agreement may be reached by (1) reforming the current binary approach to differentiating developed and developing country groups, in tandem with (2) introducing a more principled approach to differentiating the mitigation commitments of individual countries. These two priorities may provide the basis for a principled bargain between developed and developing countries that safeguards the opportunity to avoid dangerous climate change without sacrificing widely acceptable conceptions of equity.

Fernando Tesón offers two “humanitarian rationales” for the war in Iraq. The first, which he calls the “narrow” rationale, is that the war was fought to overthrow a tyrant. The second, “grand,” rationale is that it was fought as part of a strategy for defending the United States by establishing democratic regimes in the Middle East and throughout the world–peacefully, if possible, but by force if necessary. Both rationales strain the traditional understanding of humanitarian intervention.

This paper is a response to Jeff McMahan‘s “Just Cause for War” (Ethics & International Affairs 19, 2005). McMahan holds, as many have, that there is a just cause for war against group X only if X have made themselves liable to military force by being responsible for some serious wrong. But he interprets this liability requirement in a very strict way. He insists (1) that one may use force against X for purpose Y only if they are responsible for a wrong specifically connected to Y; and (2) that one may use force against an individual member of X only if he himself shares in the responsibility for the wrong. This paper defends a more permissive, and more traditional, view of just war liability against McMahan's claims. Against McMahan‘s first claim it argues that certain “conditional just causes,” such as disarming an aggressor, deterring future aggression, and preventing lesser humanitarian crimes, can be legitimate goals of war against X even if X have no specific liability connected to them. Against McMahan's second claim it argues that soldiers who have no responsibility for X‘s wrong may nonetheless be legitimately attacked because in becoming soldiers they freely surrendered their right not to be killed by enemy combatants in a war between their and another state, so killing them in such a war is not unjust. Though initially a criticism of McMahan, the paper makes positive proposals about conditional just causes and the moral justification for directing force at soldiers.

The paper asks whether humanitarian intervention is legal and reviews contemporary legal arguments on both sides. It finds that both views are sustainable by conventional accounts of the sources of international law; humanitarian intervention is at once legal and illegal. The paper then considers the implications of this for the idea of the rule of law in world politics. The power of international law in this case comes from its utility as a resource for justifying state policies, not as a means for distinguishing compliance from non-compliance. Law remains important to world politics, but in a different way than usually understood.

This article argues that the use of just war theory as the principal framework for ethical assessment of the use of drones for targeted killing is hampered by the absence of a spatial dimension. Drawing on critical political geography, the article develops a concept of “distant intimacy” that explores the spatial characteristics of the relationship between drone deployers and their targets, revealing that the asymmetry of this relationship extends beyond conventional analysis to establish “dronespace” as a place where the autonomy of the target and the possibility of reciprocity are structurally precluded. This extends ethical critique of drone use beyond established concerns and establishes the importance of space and spatiality to the possibility of ethics in a way that just war theory has, to date, been unable to fully appreciate.

While Russian leaders are clearly dissatisfied with the United States and the European Union, they are not inherently opposed to a liberal world order. The question of Russia's desire to change a liberal international order hangs on the type of liberalism embedded in that order. Despite some calls from within for it to create a new, post-liberal order premised on conservative nationalism and geopolitics, Russia is unlikely to fare well in such a world.

Overcoming corruption and authoritarian government in developing countries is hampered by global institutional arrangements. In particular, international borrowing and resource privileges, which entitle those exercising power in a country to borrow in its name and to effect legally valid transfers of ownership rights in its resources, can be obstacles to achieving democracy. These international conventions greatly increase the incentives toward attempts at coups d'état, especially in countries with a large resource sector. In exploring how this problem might be highlighted and addressed, it is essential to understand that affluent societies have a great interest in upholding the prevailing institutional arrangements: Their banks benefit from their international lending and, far more importantly, their firms and people benefit greatly from cheap resource supplies. Institutional reform is more likely, then, to come from the developing countries.

Thus, fledgling democracies may be able to improve their stability through constitutional amendments that bar future unconstitutional governments from borrowing in the country's name and from conferring ownership rights in its public property. Such amendments would render insecure the claims of those who lend to, or buy from, dictators, thus reducing the rewards of coups d'état. This strategy might be resisted by the more affluent societies, but such resistance could perhaps be overcome if many developing countries pursued the proposed strategy together, and if some moral support emerged among the citizenries of affluent societies.

“… Sontag not only challenges the compassion fatigue thesis; she questions the notion of the CNN effect. With regard to inaction in Bosnia despite the steady stream of images of ethnic cleansing that made their way out of Sarajevo, Sontag argues that people didn't turn off because they were either overwhelmed by their quantity or anaesthetized by their quality. Rather, they switched off because American and European leaders proclaimed it was an intractable and irresolvable situation. The political context into which the pictures were being inserted was already set, with military intervention not an option, and no amount of horrific photographs was going to change that….

… In the Iraq war of 2003 imagery was central to the conflict and often the subject of conflict itself. In this context, the Pentagon's strategy of “embedding” reporters and their camera crews with fighting units, and having them operate at the behest of that unit, continues the long-running tradition of a close relationship between the media and the military…. Given this, Sontag is perhaps surprisingly sanguine about the genuineness of war photography in the contemporary period. While recognizing that many of the now iconic combat images of the pre-Vietnam period were staged, she sees Vietnam as a watershed such that “the practice of inventing dramatic news pictures, staging them for the camera, seems on its way to becoming a lost art.” Insofar as Sontag is referring to the likelihood of individual photographers seeking to deceive, she may be right. There was, however, at least one notable instance in Iraq of digital manipulation. This resulted in the Los Angeles Times sacking award-winning staff photographer Brian Walski, whose altered image of a British soldier in Basra (he had combined two photos into one to improve marginally composition) was used on the paper's front page….

… What is most striking about the embedded journalists' coverage of the Iraq war is the way in which the images of the conflict produced by the allies' media was so relatively clean, being largely devoid of the dead bodies that mark a major conflict. In this outcome, the media is a willing accomplice….”

A significant portion of Walzer's Just and Unjust Wars is an argument “against realism.” While Hendrickson applauds Walzer for his examination of the just war tradition, he nevertheless asserts that Walzer has characterized the tradition of political realism in a misleading way. Not simply the moral atheism it is portrayed to be, realism recognizes the moral reality of war while emphasizing state security and independence as the most important factors for the protection of citizens and the continuity of the political community. Indeed, Hendrickson identifies many realist aspects of Walzer's own moral arguments. He takes issue, however, with Walzer's treatment of intervention, self-determination, and the legitimate aims of war, stating that Walzer's framework is exceedingly permissive and ambiguous in these areas. Hendrickson concludes that the use of such a just war theory may lead to significant problems in the post-Cold War world.

The three ethical positions Laberge outlines are: (1) “Rawlsian ethics,” which are distinct from the ethics of Immanuel Kant and John Rawls himself; (2) the position of Michael Walzer adapted from J. S. Mill; and (3) the position most recently articulated by the Canadian philosopher Howard Adelman on the “Anglo-American” debate, which developed out of Walzer's position. These three positions, Laberge writes, are “an ethics of human rights, ethics of the right to a historical community, and an ethics of peace

In this essay I survey the key themes within China's discourse on international order, especially how China views its position and role in shaping the existing and future order. I go on to explore the possible implications of China's thinking and actions toward the existing international order. I conclude that overall, China sees no need for and hence does not seek fundamental transformation, but rather piecemeal modification of the existing order. In fact, China has been quite content with the existing order that supports globalization, despite occasional rhetoric indicating otherwise. In the near future, China will likely invest heavily in two key issue areas: (1) regionalism in East Asia and Central Asia; and (2) interregional cooperation and coordination. Perhaps unsurprisingly, China's ambitious “One Belt and One Road” initiative seeks to integrate these two issue areas.

“Coalition of the willing” is a phrase that we hear invoked with frequency in world politics. Significantly, it is generally accompanied by claims to moral responsibility. Yet the label commonly used to connote a temporary, purpose-driven, self-selected collection of states sits uneasily alongside these assertions of moral responsibility.

This article explores how the informal nature of such associations should inform judgments of moral responsibility. I begin by briefly recounting what I call a model of institutional moral agency in order to explain why it seems theoretically and practically problematic to talk about the moral responsibilities of informal associations. I then focus on coalitions of the willing as prominent, and challenging, examples of such associations, before raising misgivings about my own rather stark distinction if it means that accounts of moral responsibility must be reduced to the members—or potential members—of such coalitions in a way that neglects the moral significance of their acting together. Prompted by these concerns, I explore arguments by Virginia Held and Larry May about moral responsibility in relation to informal associations and identify insights that can be taken from these positions to refine our expectations and evaluations of the actions associated with such collectivities. Finally, I consider the particular implications of these insights in relation to the widely espoused duty to intervene to rescue vulnerable populations.

Adam's Smith's invisible hand guiding market mechanisms toward moral conduct seems recklessly idealistic today, in light of forces that have dramatically skewed international free-market operations. Donaldson argues that major changes are necessary in the decision-making process as well as in the conduct of multinational corporations in order to exercise moral obligations and meet culture-specific needs of host countries. Donaldson proposes standards for international institutions by which to protect fairness and freedom, ownership of property, free speech, and minimum education and subsistence levels. “Are such changes in the decision-making process of multinational corporations likely or even possible?” he asks. With some reservations, the author is optimistic that a more ethical approach to market issues is workable.

“Civilization” is back at the forefront of global policy debates. The leaders of rising powers such as China, India, Turkey, and Russia have stressed their civilizational identity in framing their domestic and foreign policy platforms. An emphasis on civilizational identity is also evident in U.S. president Donald Trump's domestic and foreign policy. Some analysts argue that the twenty-first century might belong to the civilization state, just as the past few centuries were dominated by the nation-state. But is the rise of civilization state inevitable? Will it further undermine the liberal international order and fuel a clash of civilizations, as predicted by the late Samuel Huntington? Or might ideas from East Asian and other non-Western civilizations contribute to greater pluralism in our thinking about world order and the study of international relations?

Contrasting his own position with that of those who conceive the moral challenge of global poverty in terms of a positive duty to help, Thomas Pogge suggests that “we may be failing to fulfill our stringent negative duty not to uphold injustice, not to contribute to or profit from [emphasis added] the unjust impoverishment of others” (p. 197). We should conceive of our individual donations and of possible institutionalized initiatives to eradicate poverty not as helping the poor but “as protecting them from the effects of global rules whose injustice benefits us and is our responsibility” (p. 23, emphasis added). Pogge also claims that such activities should be understood in terms of compensation: “The word ‘compensate’ is meant to indicate that how much one should be willing to contribute toward reforming unjust institutions and toward mitigating the harms they cause depends on how much one is contributing to, and benefiting from, their maintenance” (p. 50, emphasis added).

In characterizing wrongful involvement in an unjust social order and the compensatory duties that arise from it, Pogge refers to the terms contribution/responsibility as well as to benefit/profit (the latter are used interchangeably). The first of these factors is unobjectionable: we can take it for granted that there is a negative duty not to contribute to injustice and that those who are responsible for harmful institutions should compensate their victims. I want to raise doubts, however, about the role that Pogge assigns to benefiting from injustice in the determination of our duties toward the victims of injustice. I shall do so by challenging his claim that there is a negative duty not to benefit from injustice, and that the role that benefiting from injustice plays in determining our duties to work toward reforming unjust practices and mitigating their harmful effects is best understood in terms of compensation.

“The Moral Standing of States” is the title of an essay Michael Walzer wrote in response to four critics of the theory of nonintervention defended in Just and Unjust Wars. It states a theme to which he has returned in subsequent work. I offer four sets of comments. First, by way of introduction, I describe the controversy between Walzer and his critics and try to identify the central point of contention. Second, I make some observations about the wider conception of global justice suggested by Walzer's remarks, emphasizing the extent of the difference between this conception and the traditional view of a “society of states” to which it stands as an alternative. The central value in Walzer's conception is collective self-determination, so I comment about its meaning and importance. Finally, I consider whether and how concerns about the moral standing of states bear on the kinds of cases of humanitarian intervention that the world community has actually faced since the book and article were written, particularly since the end of the cold war.

What does world peace mean? Peace is more than the absence and prevention of war, whether international or civil, yet most of our ways of conceptualizing and measuring peace amount to just that definition. In this essay, as part of the roundtable “World Peace (And How We Can Achieve It),” I argue that any vision of world peace must grapple not only with war but with the continuums of violence and peace emphasized by feminists: running from the home and community to the public spaces of international relations. Breaking free of the constraints of the last century's intellectual boundaries, I suggest that war and peace are not a dichotomy but rather are intimately related. Yet the dearth of feminist perspectives in global debates prevents us from seeing how violence and harm are exacerbated in households and through the global economy under conditions of both “war” and “peace.” To understand the possibilities for world peace, we must understand these varieties of violence and harm that threaten peace. And to sustain peace we must address the harmful gendered identities, ideologies, and social dynamics that support violence in every society. A narrow understanding of peace as merely the absence of organized violence does not engender the kind of nuanced and rich understanding of human history and human relations needed to bring an end to the structural and physical violence that remains pervasive worldwide.
