Most of the features that are commonly attributed to typical tropical rain-forests, such as a preponderance of woody vegetation and species with leaves in the mesophyll size-class, tall slender trees with ‘flying buttress’ and unusually thin bark, multilayering of vegetation with abundance of epiphytes and stranglers, evergreenness, strong tendency to change in species composition in time and space, and high diversity of dominance, are plentifully displayed by the forests of the Silent Valley in southwestern India. A relatively high species-richness, remarkably thin bark of trees, and high total tree-basal area, indicate that the valley embodies a virgin forest and that conditions for growth are very favourable. Because of the terrain, heterogeneity in habitats is well marked.

The proposed construction of a dam and large flooding reservoir threatens to bring about several undesirable alterations in the environment of the Silent Valley rain- and riparian forests, and the disturbances that would follow such construction and flooding would be highly detrimental to the diversity of the forests and to the complexity of their structure. Hence a plea is made for the setting aside forthwith of a proposed major ‘Silent Valley Biosphere Reserve’, which could safeguard a unique part of the world's genetical heritage and one of its most interesting complexes of natural ecosystems.

The International Society For Environmental Education was created in October 1983 to promote education for ecologically sustainable development in all nations of the world. The organization has ratified a constitution and by-laws, and the first full election of its Board of Directors, President, and Vice-President, will be held in February and March of 1985. The ISEE has already sponsored two international workshops, the first in New Delhi, India, and the second at Chateau Lake Louise, Canada. Three additional workshops are planned in Central America, Eastern Europe, and sub-Saharan Africa. WCB-ISEE will publish a quarterly international Newsletter, the first issue of which was scheduled to be released in December 1984. The next meeting of the officers and Board of ISEE will be in March of 1985 in New Delhi, India.

Educators and environmental professionals are encouraged to join ISEE and become actively involved in developing its programme and participating in its governance. Environmental consequences of economic growth and development became an area of major national concern primarily in industrialized countries during the nineteen-sixties. Undesirable side-effects of development became highly visible in terms of air, water, land, and noise, pollution, and people in such countries became concerned with the continuing environmental degradation and impacts on their health and life-style. The emphasis, however, was primarily on the physical environment.

Two problems received much attention: the constantly increasing resource-use in the developed countries, and population explosion in the less-developed countries. Many doomsday scenarios were put forward, and there was a clamour for ‘no-growth’ in the West. This created much apprehension in the less-developed countries, because development was urgently needed to improve the living-standards of their citizens. Thus, ‘pollution of poverty’ became an important issue at the UN Conference on the Human Environment, which was held at Stockholm in 1972.

The massive ‘bleaching’ (loss of zooxanthellae) and death of reef corals that occurred in one area (Gulf of Chiriquí) on the Pacific side of Panamá and in the Galápagos Islands during February—April 1983 continued in these areas until September—October 1983, resulting in a catastrophic disturbance. Similar episodes have been reported subsequently throughout much of the tropical eastern Pacific region (Costa Rica, the entire Pacific coast of Panamá, and Colombia), in the central and western Pacific Ocean, in parts of the western Atlantic Ocean (Caribbean coasts of Costa Rica, Panamá, and Colombia), and in the Florida Keys and Bahama Islands.

The primary occupation of 90% of the rural population of the hilly regions of the Central Himalaya is agriculture. The cultivated land is the nucleus of village settlements and also a factor which leads to increases in the human and livestock populations in a positive feedback manner, taking over land from forests at an ever-increasing rate. These village anthropobiomes are centres of massive energy-consumption.

A detailed study was conducted on three villages, Khurpatal, Bhalutia, and Mehragaon, with a view to investigate (a) the energy efficiency of agriculture, (b) the viability of their agro-ecosystems, and (c) the viability of forest ecosystems at the current level of agricultural activity. The cropping systems are divisible into vegetable and wheat-based systems. Among different crop-combinations, wheat-soybean is characterized by the minimum energy input and potato-cabbage-potato by the maximum energy input in Khurpatal. Thus from an energetic point of view, wheat-soybean is the most efficient (output: input ratio = 12.03) cropping pattern. Among alternatives practised in the remaining two villages, the wheat—paddy combination of Bhalutia is the most efficient, having an output: input ratio of 1.35, and the wheat-maize and fallow-pulses systems of Mehragaon are the most inefficient, with an output: input ratio of, respectively, 0.55 and 0.18.

This paper, which has been nearly a decade in gestation, describes the contribution that industrial development makes to the conservation of wild plants in Britain. It challenges the priorities of the British conservation movement in concentrating its efforts on rare species and habitats, on the creation of Nature reserves, and on the maintenance of rare species as rare species. A more positive approach is now advocated, stressing the need to prevent common species from becoming rare, the creation of new habitats, and the propagation and reintroduction of uncommon species.

Whilst species conservation is relatively easy to justify and comprehend, habitat conservation is considerably more difficult. ‘Industrial habitats’ may be defined as those derived from any industrial process (including transport routes). Such habitats are characterized by a complex association and interaction of slope, aspect, drainage, nutrient status, and the chemical and physical characteristics of the skeletal soils—all of which are apt to change markedly over very short distances. In addition they are generally open, lack stability, do not receive frequent applications of fertilizer and/or herbicide, and are often inaccessible or well protected.

An account is given of the work on the forests of Viet Nam of the US Academy of Sciences' Committee on the Effects of Herbicides in South Viet Nam during 1971–74. Owing to the insecure state of the country at the time, very little work on the ground was possible. The Committee's conclusions had therefore to depend largely on observations from the air and aerial photography, and were subject to considerable errors.

The appearance after herbicide spraying of the Inland and mangrove forests as seen from the air in 1971 and 1972 is described. In the Inland forest most of the emergent trees were killed, but much of the undergrowth remained alive. In addition to the effects of herbicides, the Inland forests suffered widespread damage from bombing and other military operations. In the mangrove forests, herbicide spraying destroyed almost the whole biomass, resulting in the complete denudation of vast areas of soft sediments.

There currently exists an environmental spectrum ranging from ecology (i.e. a basic, theoretical research approach) to environmental science (i.e. an applied, problem-solving testing approach). It is suggested that applied ecology be recognized as an integrative paradigm which encompasses the principles, concepts, and procedures, of both ecology and environmental science in an attempt (a) to unite reductionist and holistic research approaches and educational philosophies, (b) to generate a new synthesis for addressing important ecological topics such as biotic diversity and ecosystem regulation, (c) to educate personnel across the total environmental spectrum, and (d) to develop transdisciplinary ‘centres of excellence’ which serve as vital industrial-academic-governmental focal-points for long-term, integrative research endeavours.

At present there is a dire need to develop unifying theory and coherent principles regarding the patterns, processes, and interactions, of both the natural and man-made environment. There also exists an urgent need to help solve problems related to world food production, energy resource management, genetic diversity, and environmental contamination, among many others. Further, the progress of emerging fields of study, such as landscape ecology and systems communications, will be likely to be impeded if such fields are not recognized as the synthetic interactions of numerous related disciplines. These fields of study hold great research potential for systematically addressing the above-mentioned problem-areas, but require the flexibility to merge new research approaches, technologies, and scientific theories, in an efficient, cost-effective manner. It is suggested that applied ecology serve as an integrative paradigm for these new and vital interdisciplinary fields of knowledge.

The vegetation cover and species richness of seven sites in mature West Himalayan moist temperate (mainly deciduous) forest were investigated. Both the percentage cover and the species richness of the shrub layer were found to have a strong negative correlation with human disturbance, as measured by distance from the nearest habitation. Ground vegetation, on the other hand, was little affected. Reduction of the shrub cover and of the number of shrub species is likely to have an adverse effect on wildlife, and casual observations suggested that this was indeed the case.

Ecological succession theory can be used in land-use planning to develop self-maintaining systems that meet conservation needs. This paper presents a management succession model and outlines methods that can be applied to regional land-use, rangeland, and agro-ecosystem, management. Traditionally, succession has been viewed as a repeatable and deterministic change in an ecosystem. Unlike the traditional view, the management succession model suggests that the successional process can be regulated to develop management designed communities. The model is based on current succession theory and consists of five steps; designed disturbance, selective colonization, inhibitory persistence, removal, and regeneration. Through the steps of the model, community interactions, life-history characteristics, and those abiotic factors that are to some extent controllable, are manipulated. The objective in manipulating these factors is to regulate successional sequences and rates of species replacement.

To implement these steps a management practice, such as burning, can be used as a designed disturbance. The timing, intensity, and extent, of burning are regulated to insure that ‘selected colonizers’ become established. The design of the disturbance, and the selection of species and proportions of colonizers, is based upon the type of community structure that is wanted. Often a stable, persisting community is the goal. How long a community persists can be controlled by planned removal, which deliberately interrupts a successional sequence. The removal process can, in itself, be considered a type of disturbance, and can be used to regulate subsequent successional sequences and rates of replacement. In some instances a regenerating community is the goal, and management efforts can be adjusted to prevent successional sequences from occurring.

This paper considers alternative approaches to the evaluation of Nature conservation resources as part of the overall process of establishing Nature conservation priorities. The techniques available for evaluation are seen to differ in their ideological base and methodology, and in the relative importance which they attach to physical and ecological features. This lack of consistency means that existing techniques only represent a partial basis for determining conservation priorities. Furthermore, the assumptions on which evaluation techniques are based tend not to be stated explicitly and often appear not to have been substantiated. These inconsistencies are due in part to ambiguity concerning the objectives of conservation, in part to the lack of research into the relationship between human demands and the features of Nature conservation resources, and in part to uncertainty as to the position of evaluation in the conservation priority-setting process.

A model of this process for setting conservation priorities is presented. It delimits ecological evaluation as an objective, value-free element in the priority-setting process—where ecological evaluation is seen to provide information which aids decision-makers in the more value-laden socio-economic elements of conservation priority-setting. The model implies that the objective and subjective elements in existing evaluation techniques are not sufficiently explicit to ensure consistency in decision-making.

The effects on Boulder County, Colorado, of a major nuclear war are predicted. Although many of the effects of such a horrific event would be global in nature, the direct ones on Boulder County were considered in terms of being primarily due to three one-megaton blasts in Denver, situated 40 km to the south-east. Under assumed wind conditions, agricultural crops would be contaminated with radionuclides for prolonged periods, rendering them dangerous for human consumption. Loss of animal life, flooding, increased sedimentation, and extensive soil-erosion, should also be expected. Recovery times for environmental systems are difficult to predict. Indeed, unknown synergistic effects and global changes in atmospheric conditons might preclude eventual recovery.

Although numerous assumptions were made in these predictions, and the impacts described are scenario-dependent, the implications are clear: even if Boulder County received no direct hit, a nuclear war would have a devastating impact on the environmental systems that were considered.

The prognosis from this study and others for human societies and involved ecosystems in the event of nuclear war is grim. We hope that continued research and dignified publicity of results on the effects of nuclear war will increase the urgency with which solutions to the nuclear dilemma are sought.

The possible effects of human activities (such as the release of pollutants, exploitation, and disturbance) on the reproductive performance of pinniped populations (especially of certain seals) are discussed. While there are documented cases of reproductive rates increasing in exploited seal populations, the effects of disturbance on reproduction have only been suggested on the basis of rather incidental observations.

In a number of cases the decline of a pinniped population has coincided with an elevation in the level of various contaminants. In some animals, reproductive failure has been associated with high levels of contaminants in their tissues; but even in these cases, no cause-and effect relation between pollutants and altered physiological processes has been established. Clearly, far more research will be needed to elucidate these problems.

There is no doubt whatever that changes in the development strategies in the agricultural sector will be essential if mankind is to eliminate world hunger—at least if human populations continue to grow as currently envisaged. In this review an attempt has been made to outline some of the criteria on which new approaches should be based. It should also be realized that the changes which it will be necessary to adopt for an alternative form of development will not be easy, because any such changes are bound to affect some segments of the population adversely, and one can be assured that vested interests will oppose them strongly. Thus, it is somewhat naive to assume that even an obviously improved policy will be automatically adopted. The proponents of the change will have to convince the people at large that such changes will be beneficial and necessary. It will not be an easy task, but certainly worth while to accomplish.

In order for land, water, and various inputs, to be used most efficiently for maximizing agricultural production on a sustainable basis, it will be essential to have an effective organizational infrastructure as well as a well-trained cadre of people. While bringing new land under cultivation is a viable alternative to solving the food problem in some countries, in many others far more effective use than at present must be made of existing land, especially addressing the problem of soil-loss. Failure to introduce terracing is a good example of failure to use existing technology, while on the other hand inappropriate technologies are liable to be introduced. South-south transfer of technology can present as many problems as north-south transfer of technology, as the attempt to transfer the processing of cashew-nuts from India to Tanzania has demonstrated.

Considerable public and political debate over the environmental consequences of large-scale operations associated with Tasmania's export forest industries prompted the present review and continuing field-studies. There are no known publications on the effect of forestry on inland waters of Tasmania, but relevant research in the Northern Hemisphere, the Australian mainland, and New Zealand, is summarized.

Forest operations considered are roading, logging, and burning. In general, roading increases water-yield, reduces water quality, and modifies the physical structure of streams—particularly at bridge-sites. The impact of logging depends on the harvesting method used (generally, tractor and skidder-logging in Tasmania), the proportion of trees felled, the proportion of the catchment logged, and the precautions taken. However, stream-flows, sediment loads, nutrient levels, dissolved inorganic materials, and wood debris, all increase with logging. If riparian vegetation is cut, water temperature usually increases in summer and decreases slightly in winter, but temperature tolerances of most aquatic animals in Tasmania remain unknown. The effects of burning Australian forests are poorly understood, but there are changes in water-yield and a decrease in water quality.

Trace-elements (Hg, Se, Cd, and Pb) and chlorinated hydrocarbons (HCB, α-HCH, γ-HCH, DDTs, and PCB) were analysed in eggs of seven species of birds (White Pelican, Common Cormorant, Pygmy Cormorant, Glossy Ibis, Grey Heron, Night Heron, and Mallard) collected in the Danube Delta. The species are at various levels of the food-chain.

Trace elements:—cadmium and lead occurred in very low concentrations (Cd<0.025 μg/g dw; Pb<0.250 μg/g dw) as is usually the case; mercury reached high levels in predatory birds (4.9 ppm in the Common Cormorant); selenium concentrations were quite high but homogeneous in the different species. No correlation between selenium and mercury concentrations was found, suggesting that the possible protective action of selenium enters into effect only when a certain threshold of mercury concentration has been reached.

Chlorinated hydrocarbons:—DDTs (particularly pp'DDE) occured at very high levels in the first three species; PCB levels are lower than those of DDTs; the PCB/DDE ratio is about 0.3–0.8 (such values are described as typical of agricultural zones and quite different from those found in the Mediterranean and in the East Atlantic); Lindane is present in amounts greater than those found in the two above-mentioned areas; α-HCH and HCB levels are similar to those of other areas. The possible pathway of these toxicants within the body and their impact on reproductive success is discussed, albeit somewhat conjecturally.
